Sen. Juan Ponce Enrile was sworn in this afternoon as the new Senate president in a coup that caught Senate President Manuel Villar and his allies by surprise.
Enrile, whose oath of office was administered by Sen. Gregorio Honasan Jr. at 4 p.m. when the chamber opened its plenary session, was supported by administrator senators and several senators, including Sen. Rodolfo Biazon.
Following Villar’s ouster, Senators Francis Pangilinan and Aquilino Pimentel Jr. resigned their posts as majority and minority leaders.
Pangilinan was replaced by Juan Miguel Zubiri as Senate majority leader.
Sen. Alan Peter Cayetano also resigned as chair of the blue ribbon committee. The committee is probing the P728 million fertilizer fund scam and the Moscow incident involving retired police comptroller Eliseo de la Paz, among other cases.
Initial reports said the coup against Villar was orchestrated by senators who are alumni of the Philippine Military Alumni: Honasan (1971), Biazon (1961) and Panfilo Lacson (1971).
Lacson nominated Enrile as the new Senate president. “Nothing is spontaneous here in the Senate. It’s planned,” he said of Villar’s ouster.
He had earlier linked Villar to the double entry in the 2008 national budget for the expansion of the C-5 Road.
Enrile said nine senators initially approached him with a resolution to effect change in the Senate leadership and four more signed on later. “I’m surprised, I’m overwhelmed,” he said. “I’ll make sure that the Senate will maintain its independence and integrity.”
The nine senators were Lacson, Honasan, Biazon, Zubiri, Jamby Madrigal, Mar Roxas, Loren Legarda, Edgardo Angara and Richard Gordon. The four who later approved the resolution were Senators Jinggoy Estrada, Francis Escudero, Ramon Revilla Jr. and Lito Lapid.
Senators Pimentel, Pangilinan, Alan Peter Cayetano, Pia Cayetano, Joker Arroyo and Benigno Aquino III. Jr. Sen. Miriam Defensor-Santiago was absent.
Malacanang denied any involvement in Villar’s ouster.
Presidential Political Adviser Gabriel Claudio said in a statement: “We respect the independence of any action taken by the Senate regarding its own organization. The Palace had no involvement whatsoever in the Senate’s leadership change. Nonetheless, we extend our warm felicitations and congratulations to the new senate president, Senator Juan Ponce Enrile and look forward to fresh opportunities for greater cooperation between the Executive and Legislative branches in addressing the pressing challenges and problems confronting the nation.”
This is a very surprising development.. Enrile, an admin ally, becoming the Senate President and none other than Lacson who is an “opposition” nominating enrile for the post… tsk, tsk, tsk..

I wasn’t thinking when I wrote yesterday in another loop that Filipinos should not trust their Senate or the people they have elected to the Senate.
Senator Pimentel is a good friend of mine, and I can vouch for his honesty and dedication, but nobody seems to take him seriously except when they think they can use him for their selfish and vested interests like when for example he even held the mike for Gloria when she grabbed power.
Not just him, but I find the idiots there to be nothing but bubblers. Kunyari may pasabi-sabi pa ng “based on this and that law” na akala mo naman talagang totoo, pero sa totoo lang iyong mismong gumawa ng batas ang lumalabag sa batas na ginawa niya. Sadly, like all spectators, all we can do is sit back, enjoy the show and watch democracy in action. Its all about wheeling and dealing, shifting alliances, power struggles, all within the context of playing by the rules. If all this leads to the creation of a powerful block that can neutralize Gloria’s stranglehold on the country, its very interesting indeed…better than all the lip service we get from some sectors about desire for change but can’t be found anywhere when the going gets tough.

I was not surprised with Villar’s ouster. It’s being cooked for a long time now. That proves that being over confident is bad. Villar thought he had the support of the majority. Enrile should not play dumb saying he was also surprised. It was the Coup Master Honasan who worked behind the scene. Honasan has always been Enrile’s puppy way back during Marcos time. In every coup, Senate or House, there’s always trade offs among the lawmakers who support it. Lacson could have agreed to support it on the condition that he be made the Chairman of the Blue Ribbon Committee which he has long been desiring to get. Given the no non-sense style of Lacson in investigating the crooks in the government, I think the coup is good for the Senate. Alan Cayetano has been soft on Malacanang witnesses lately. Alan and Villar are party mates.

I can’t help but see some hope in the distance actually, but personally I look at the present players also with suspicion as its pretty obvious that these fellows have ulterior motives that may not be genuinely patriotic. If it were Gen Lim or Trillanes, the landscape would be different, but they don’t have the clout – unless the Filipino people literally go up in arms and lift them over their shoulders and put them in power but I don’t see that happening, not in a million years…

No amount of promises will make Enrile a fit leader! This dog enriched himself during Marcos time. Even if he does not have a voting power but he has the power to determine which cases, appropriations etc will be given the priority in the senate.
We’ve not seen the results of this new setup yet. And if it is this composition that will see real reforms being made, especially if it is this group which can pry the bitch from clinging to her seat, then I’m all for it!
Villar’s team had been lousy at investigations all the criminals are at home celebrating, do we want that to continue? I’m taking chances until I’m convinced the Senate proves it’s worth its salt. All prior hearings were amateurish, its time we see how these “professional” soldiers and cops will handle them. I’m not even surprised Jamby has joined Enrile’s camp. Their previous experiences under Villar, Cayetano, Jinggoy and Escudero were simply wasted efforts their frustrations probably led to this. These are seasoned politicians, advised by batteries of bright lawyers, we cannot just dismiss this as worthless endeavors. I’m taking a guarded positive view this will be better than Villar’s leadersip.

In the impeachment, there is the issue of the original sin – Garci. Noli was also a beneficiary of Garci. If the prez and vice are removed, then the Senate President becomes the President for the remainder of the term. JPE, at his advanced age, will no longer run for President. So the fear of “equity of the incumbent” is done away with.
The field is more level if the aspirants all have no “equity”. That may have been the input in the political calculus.
Whether or not JPE deserves the post, morally, etc, is debatable. None, however, can question his parliamentary ability. In the Cory Senate, my evaluation was that there were only three equals, in terms of parliamentary skills – JPE, Jovy Salonga, and the old fox, Earning Maceda (note the spelling).
The late Neptali Gonzales was okay, by my estimation, but not the equal of the above three. He came in the second tier, along with THE HONORABLE Rene Saguisag.
Like Tongue, I will wait and see. The bonding of the PMAyers with Gringo’s surrogate Dad, and the memory of the serial coups of Gringo should serve as a wake-up call to Puno and that Pasig strumpet.

I’m sure Roxas and Legarda won’t allow it either. Roxas to me could have been the right one, but does he have the balls to pull it through? Enrile is a non-presidentiable, and there’s less in it for him than all the other presidentiables who are all with his group now, well, except Villar.
We just hope he is a fair referee.

Between Joker and Enrile, Enrile is a lesser evil by 1%. At least, Enrile and Erap are still friends. But, since the two, Joker and Enrile, are buddies, expect Joker to continue supporting Enrile. We can also be wrong but the shifting of alliances maybe a signal that Gloria cannot just trust anyone, they may have been coddling and cuddling up with Villar they had sweet cozy time during his stint, this new one requires rethinking of strategies their plans over the next 2 years had just been temporarily foiled. Suddenly, the Villar vs. De Castro showdown with Gloria as the ultimate winner isn’t going to happen, or at least, will be difficult to pursue. The win-win solution they have planned all along won’t materialize. I hope.
This shift is definitely is a good departure from the Villar-Cayetano mode of telegraphing their punches. This move definitely caught many of them (and many of us) unaware.

Philippine polirics is just like a telenobela. But never did one story end with a “kontrabida”, in this case Enrile, being a hero in the end. Unless of course Enrile’s gestures and utterances were all just “palabas” to reel himself into something deeper than what we can fathom.
Enrile has already given his opinion that the investigation on Bolante should end. Joker and Angara also want a closure the soonest. With these three idiots blocking Bolante’s investigation, we should expect the criminal to let go free like Neri. Sad…but that’s the reality.
Anna, Lacson made the threat to Jocjoc at the near-end of the hearing. Jocjoc’s consistent prevarication wore Lacson’s patience thin but the Joke had two years to practice his decorum and how to contain his emotions (that frigging pill he was taking seemed to work), who would pursue such threat if the liar “acts” repentant and courteous? Senate history tells us of a Frenchman who was dumped in Muntinlupa for testing the Senate’s patience in the past.
I wish Lacson does get the Blue Ribbon and we’ll see what he can do right where Cayetano failed.

We can all but just speculate, however. It would be interesting to find out what horse-trading was made among the group. It will be evident only after they start working or until anyone squeals to media. The big test is on Enrile.
The next Bolante hearing would be an iteresting gauge. The past one was a sleeper. This one may be more intriguing – not with what Jocjoc has to say, but with how the senators will play their roles.
Let’s see if any of the presidentiables did the right thing or are simply guilty of all those accusations on investigations in aid of election.

I’m not convinced the change in leadership can be equated to a change in principles or convictions. They may have chosen a Senate President who is presently administration-friendly but it doesn’t mean he is permanently an admin-stooge. It’s also not conceivable all of them will vote the way Malacañang would want them to. As I see it, it’s still an opposition-dominated Senate composed of 24 one-man political parties representing their only constituents: themselves.
One positive result? They clipped Villar’s one-upmanship and then gave him a dose of his own medicine.

Villar made a prior arrangement with the Senate coup plotters that he would step down as long as they would not pursue the investigation of C-5 scam. This could have been agreed with Lacson who represented the coup plotters. For why did Villar resign without a fight? And why was Enrile reading a prepared speech if this was a sudden decision on that Monday afternoon opening session? My above analysis would be proven right if in the following weeks and months, we don’t hear anymore of the C-5 investigation.
Stupid Senator Lito Lapid is the laziest senator in Philippine Senate history. He spent more time abroad than at home. He checks in and signs every Senate session for attendance, and then immediately sneaks out. During the Monday morning coup, he stayed long just to cast his vote in ousting Villar.

The point is, Villar’s resignation vs. silence on C-5 swap did not and will not happen. It’s a stretch to believe that they will allow Villar to dictate his terms from a losing position. There are no guarantees from politicians but if we cannot trust the Senate now, whom will we trust?
Please let me reiterate my stand, I will judge this Senate coup later whether it was the right thing to do or not, but not make a biased decision now with preconcieved notions based solely on personalities. People can change, and that benefit of the doubt is one thing I can be generous with, for now.

I would like to warn the Senators that if they continue to pin down Villar which of course is the right way to do, the name of Bro. Mike Velarde cannot be disregarded. Velarde is as guilty as Villar. Not calling Velarde to testify at the Senate would be incomplete and never reach a closure. But, are the Senators ready to displease Velarde?

Same line of thought. Truth was I was a big fan of Lacson myself when he was PNP Chief. Terrible ang publicity about him even in Japan, but when Erap was ousted, and he did not do anything to protect even just the presidential seat where majority of Filipinos had placed Erap wth their honest to goodness votes, nagpunta pa sa EDSA and let himself be booed by Gloria’s supporters, nasuka ako. Truth is he is a good politician, and what is good about this man is that when he spouse a cause, he goes all the way to see that it succeeds, and there are a lot many that he has in fact supported and saw to the finish sans any publicity and photo-ops that he was never booted out of the Senate, etc.

After the 2004 election the opposition has a clear mandate to form a senate majority but for obvious reasons; to “exile” the other presidentiables he back-stabbed them by coalescing with the pro-admins. The composition of the new majority is the same as the last one, a mix of pros and cons. What the deal, arrangement and how they perform remains to be seen.
