Gonzalez: Lagdameo’s ‘seditious’ call not the stand of CBCP

Justice Secretary Raul Gonzalez yesterday hit back at the leaders of the Catholic Bishops Conference of the Philippines who on Tuesday called for a change in government for what they said was rampant corruption in government.
Gonzalez said Jaro Archbishop Angel Lagdameo, CBCP president, treaded on thin ice with his utterance of “seditious” statements calling on the laity to take communal action in preparing for a new government.
“Strictly speaking, those are seditious (statements),” Gonzalez said.
Lagdameo, in a press conference Tuesday, called on the people to start preparing for a new government because of what he said was rampant state corruption.
Lagdameo said he was making a statement not in his capacity as a prelate, and not as CBCP president. But he also said that the four prelates also present in the conference, one of them a vocal Arroyo critic, agree with his stand.
The four were Lingayen-Dagupan Archbishop Oscar Cruz, Bishops Joel Baylon (Masbate) and Socrates Villegas (Balanga), and Bishop emeritus Jose Sorra.
Lagdameo, asked if he was calling for Arroyo’s ouster, said it is up to the people to decide what course of action to take.
Gonzalez said aside from vocally inciting people to call for Arroyo’s ouster, the bishops also made sweeping statements about graft and corruption, singling out the Arroyo administration.
He said Lagdameo, being a bishop, should be accorded respect, whether or not he is correct, but “certainly, he is not the Pope, therefore he is not infallible.”
“The voice of the CBCP, for all we know could have been different, supposing they put it to a vote… What is important is that he (Lagdameo) is not the CBCP. The other bishops, they are not as popular as Fr. Damaso,” he said, referring to a Dominican priest in Jose Rizal’s Noli Me Tangere.
Gonzalez also said that since Lagdameo has crossed the line between the constitutional provision on the separation of the Church and State, he should try politics and run for president.
“A priest has become governor, why not an archbishop for president?” Gonzalez said.
He pointed out that bishops like Lagdameo are just “sitting in their lofty towers” without attempting to learn the true state of affairs of the parishes under them.
“We would like to know how many barangays has Archbishop Lagdameo visited right in my own city? There are 180 barangays in my city. How many barangays did he visit to find out how the people live, to find out if the people are angry?” he asked.
He said that three years ago, he issued a challenge to Lagdameo that they hire foreign experts to “authenticate” the “Hello Garci” wiretapped recordings on alleged cheating by the Arroyo camp in the 2004 presidential elections.
“He refused. Bakit ayaw nila?” he said.
He said people are already tried of unfailing attempts of the opposition to initiate public uprisings every year that it is doubtful that this new call by the bishops would succeed.
“They are aware that in the next two years, there will be elections already. Why waste energy and efforts for something that will come to pass?” he said.
Bayombong Bishop Ramon Villena said he believes that calling for a new government is already beyond the expertise of prelates.
“It is political to ask for a new government. As bishops, we do not have any prerogative to call for a new government… We cannot come up and crush the present government and put up a new government,” he said.
He also contradicted his fellow bishops, who all expressed belief that the Arroyo government is already engulfed in corruption.
According to Villena, it is not fair to conclude without evidence the President is corrupt. Personally, Villena said, he does not believe Arroyo is corrupt.
Executive Secretary Eduardo Ermita said that while Malacañang respects the opinion of the five bishops, it is addressing the corruption issue through various means, like the creation of the Anti-Red Tape Task Force and the issuance of a subsequent executive order on streamlining procedures, eradicating fixers, and prosecution of erring government officials.
He said if the bishops have evidence for their allegations of corruption, there are procedures and venues for action.
Donald Dee, president of the Philippine Chamber of Commerce and Industries, said he talked with Lagdameo and the latter clarified they are not calling for Arroyo’s replacement but merely saying that changes in government are expected with the nearing 2010 elections.
He said he called up Lagdameo around 1:30 p.m. after being informed of a supposed meeting between the PCCI and the CBCP, which the bishops denied was set up.
Dee said he instead took the opportunity to clear the issue as the business sector wants a “calm environment.”
Ermita dismissed concerns that the statement of the bishops would trigger another destabilization or ouster move against the President.
He said that first, it was not the call of the bishops; second, their statement was not the sentiment of all the bishops in the country, and third, the issue they raised is an old one which the government has already acted on and continues to address.
Armed Forces chief Gen. Alexander Yano said the military would remain apolitical and would not involve itself in any extra-legal activity.
He dismissed possibility the bishops’ call would trigger new military adventurism.
“Political issues and other similar issues are to be settled or resolved by politicians and not the soldiers… We cannot make, for example, the military as the quick fix solution or the stop gap measure for any problem that we have,” he said.

Recalling his conversation with Lagdameo, PCCI chairman emeritus Donald Dee said he told the archbishop: “One statement you made that we cannot accept and will never accept is that we need a new government.”
“Your statement is creating havoc, it divides the people. We did not create this recession. We were just dragged into this,” Dee said he told the CBCP president.
“Beyond that, let me say this very clearly archbishop, that business, we businessmen, need a calm environment to work in. With your statement, you can see that some groups with different agenda are moving,” he told reporters at the Palace, in an interview arranged by Press Secretary Jesus Dureza.

That is a wrong view, Gunggong! Hindi porke Pope ay ‘infallible’ o incapable of committing error in faith and morals. The Pope is also a human being, a mortal and some of them are not enlightened as evidenced by history. Therefore, just like other human beings, the Pope is still subject to commit wrong choices/mistakes/sins.

O. D. Corpus stated that a Spanish author Joaquin Martinez de Zuñega was already warning just after 1801 about Chinese acquisition of all the lands of the natives. By the 1880s, great number of Filipinos were driven out of business by the Chinese.(1)(2)
In 1896, a group of Filipino merchants and manufacturers made a report on how the Chinese were excessively exploiting our soil, corrupting our population and draining our resources and the threat of damage to us “within a few years”. The report recommended to the government of Spain security measures such as, suspension of immigration and controlling activities, of the Chinese in the Philippines.(3)
It would have been our next logical step after we became an independent nation in 1898. Unfortunately, the military might of the Americans intervened by their invasion in 1899. So the focus of our efforts against the Chinese invasion was suspended and turned towards resisting the American invasion.
It was during the American occupation that a Chinese economic-legal unit, the Chinese Chamber of Commerce was activated in the Philippines. It was tasked to block any of our legislative moves that would be in conflict to their interests and secure passage of those which they considered friendly to them.(4)
By 1924, many thousands of Chinese have already infiltrated thru the long stretches of our seacoast or ports, “in the thickness of the night”. They subverted us Filipinos who attempted to stop them thru bribery.(5)(6)
Around November of 1924, we tried to setup a legal channel of check points for identifying and assessing foreigners entering our country as part of our defense system of checking further foreign infiltration.(7)
However, while our legal check points where still in the setting up stage, the Americans, with their military might providing cover to the Chinese, already dismantled them.(8)
In 1927, we attempted again to set up legal check points to check continous foreign infiltration.(9)
Immediately, the Chinese who are under the protective cover of the military might of the Americans blocked our attempt again.(10)
Our dragging experience of loss of our check points to the Chinese, made us ponder in 1924 and in 1928, the progressive impotence of all layers (physical, political, economic, legal, etc.) of our security system. It´s impotence to check any foreign threat to the integrity of our own flesh and blood, will logically progress for as long as Americans have any form of control over us.(11)(12)
We tried strategies based on our present condition to gain control as much area of our nation as we could against the foreigners. The start of our series of manoeuvres thru legal operations with the Retail Trade Nationalization Law in 1954 however, was out-manoeuvred by the Chinese. After we implemented this law, some 8700 of the 10,000 Chinese who rushed to get hold of certificate of Filipino citizenship papers after 1946, did so after 1954. We Filipinos actually overrun previously Chinese-controlled areas the strategic value of which where at most, of low significance. Thus in paper, the number of Chinese registered as engaged in the retail trade was reduced and the number of Filipinos engaged in the same business was increased. We dont really need much references to say the chinese potency has already taken hold long before our parents played footsies. Just take a look at the birth registration books. I dont even exist as a person when I found out there were no records of my birth anywhere. The second world war had been the favorite culprit. But the Japanese left my place in a parade and left it the way they found it. So next they injected ravaging fire at the municipios. Those were lies until now.I still believe the vetsin myth and I went on to searth the tombstones for children dying of chinese blood.

I’m a Catholic. So it is a bit refreshing to hear and read of the call of these courageous Bishops. What is disheartening is the deafening silence of the rest of the Bishops and the CBCP in the fight against corruption, lies, thievery and immorality by the present government administration. It would be right if we hear the rest of the priesthood talk about this in their sermons and homily in their daily mass. I pity this justice sec (sick) gonzales of the DoJ. The more he talks the more he is miring himself in sin. How his soul will be saved when he eventually dies (which is soon from the way he looks), is hard to say. Maybe prayers will help clear his conscience and see the light.
I find it funny how the Malacanang would tell the press this thing and that thing do not bother GMA yet she let go all her Machineries, including the disburser (of course, money is always the main event here) to counteract all this thing and that thing. A man has been raping a beautiful girl of barely puberty age, still of inocence, still developing her identity. The girl living in a remote but rich and fertile island, has just ran away from his harsh father. She has no more mother. Of tough physical strength and will due to the harsh life she endured in the island, she has been resisting fiercely the rapist. What does a rapist usually do to be able to force his will on his resisting victim? He first gives her several heavy blows till she drops to the ground half conscious or unconscious. What does he do when she regains consciousness? He ties him with a rope, or points a weapon at her. However, to continue this method, would render his raping ineffective for him since half his body would have to remain occupied with suppressing the resistance of his victim. On the other hand, tying his victim with a rope would render the body of his victim not wholly available for his consumption. An ideal rape victim for a rapist is someone who readily gives in to his will.
What are the options of a rapist? He finds a way to introduce drugs into his victim. The victim at that moment just fall into a state of stupor or almost asleep. What does he do if he wants to rape her again and again? The rapist can continuously lock her in a bedroom. He would have to be always on the lookout making sure she does not escape. He would have to make sure that every time he enters the room of his prisoner victim, the victim is not ready to harm him and escape. So, to eliminate resistance, the rapist has to continuously administer dependency drug to make the victim dependent on the drug and as a consequence on him. That way, the victim is dependent on the rapist her whole life.
However, the rapist happens to be an accomplished businessman, is known and well respected in his town. So he is necessarily an extremely busy person. He has to monitor closely the production or operations of his companies. He has to continuously look for markets for his products. He has to continuously solve strategic problems. He has to conceive systems to make his company sustainable. He has to look for raw materials to ensure continuous production. Besides he also has to attend to his obligation to himself, his family, relatives, friends and the many social obligations. He has no more time to administer to the perpetuation of dependency to his rape victim to be able to rape her for as long as he wants her.
There also happens to be a drug pusher in the town who has gone to that rich island to peddle drugs because it has become lucrative considering the place being rich. At that time, the drug pusher sees the potential of the girl to make money out of the flesh trade. So the pusher tries all his manipulative skills to lure the girl to take drugs. The girl, however, of tough physical strength and will due to her having endured a harsh life in the island, resists the invasion and drug introduction of the pusher to her.
If you are the rapist, knowing that the drug dependency of the girl would be of great help to your objective of making the girl a perpetually willing victim, would you or would you not facilitate the moves of the pusher for as long as the pusher also remains under your control?
The Chinese at the time the Americans invaded our country, have been increasingly strengthening their hold of our economy. As a result, we Filipinos continuously lose control of our economy to the point of becoming dependent on the Chinese.
