In the controversy surrounding the Memorandum of Agreement between the Philippine government and the Moro Islamic Liberation Front, many are concerned about the undue interest of the United States as shown by the presence of Ambassador Kristie Kenney in Kuala Lumpur in the aborted signing of the MOA.
It must be mentioned that Kenny was not the only non-Filipino diplomat in KL for the MOA signing. Ambassador Sayed ElMasry, adviser to Organization of Islamic Conference secretary general and special envoy for peace process in Southern Philippines was there. So were the ambassadors of Australia and Japan to the Philippines.
The United States has not been shy about its interest for a peace agreement between the GRP, short for government of the Philippines, and the MILF. Kenney has been going in and out of the MILF camp in Maguindanao during the peace talks.
A summary report by U.S. Institute of Peace of its four-year (2003-2007) involvement in the GRP-MILF peace talks does not confirm suspicions that the U.S wants to build a military base in the planned Bangsa Moro homeland for strategic advantage nor does it say that Americans are interested in the oil and mineral deposits in the area. Rather, it relates American interest in the MILF to the U.S war on terror.
The USIP describes itself as “an independent, non partisan institution” funded by the U.S. Congress to help prevent and resolve violent conflicts around the globe.
The report is written by G. Eugene Martin, executive director of the USIP’s Philippine Facilitation Project (he’s a retired foreign service officer who served as deputy chief of mission in the U.S. Embassy in Manila) and Astrid Tuminez, a senior fellow at the Southeast Asian Research Center, City University of Hongkong and the project’s senior research associate.
The report traces the US involvement to the January 2003 letter of the late MILF Chairman Hashim Salamat to President Bush asking him to “use your good office in rectifying the error that continues to negate and derogate the Bangsamoro People’s fundamental right to seek decolonization …”
Salamat invoked the Kiram-Bates Treaty of 1899, which, he said, “the Moro nation was accorded the political status of a US protectorate…confirming the Treaty of 1878 between Sultan of Sulu and Spain.”
The report said four months after, in May 2003, Bush told Arroyo in a White House meeting that “the United States will provide diplomatic and financial support to a renewed peace process” if the MILF will “abandon the path of violence . . . and addresses its grievances through peaceful negotiations.”
The report said, Deputy Secretary of State Richard Armitage subsequently added that while “the United States absolutely supports the territorial integrity of the Philippines, . . . we also recognize that the people of Mindanao have legitimate aspirations and some grievances.”
That explains the confidence of the MILF in their pursuit of a Bangsa Moro homeland much bigger than the present Autonomous Region of Muslim Mindanao. Historians trace the presence of Islam in the Philippines 200 years earlier than the Spaniards. The Royal Sultanate of Sulu was established in 1457.
After another round of letters between Salamat and U.S. State Assistant Secretary of State James Kelley, on June 20, 2003, the former released a statement saying,”I hereby reiterate our condemnation and abhorrence of terrorist tendencies . . .[and] reject and deny any link with terrorist organizations or activities in this part of the Asian region, particularly in the South Philippines, and elsewhere in the world.”
The report said “The State Department wanted to respond to MILF overtures but was sensitive to direct contact with the MILF because of reports that some MILF commanders maintained connections with JI and al-Qaeda affiliates who had been trained at the MILF’s Camp Abubakar.
“The State Department was unsure of the MILF’s commitment to the peace process
and wondered whether, at some future time, the group might have to be designated as a
foreign terrorist organization. “
Instead of an official U.S. government agency, the USIP was tasked to assume a facilitating role in the Mindanao peace process in coordination with the Malaysian government.
The USIP conducted multi-faceted workshops. I participated in one of the media workshops on covering conflicts it organized.
The USIP is realistic in its assessment. It states, “ As with past agreements, a serious risk exists that the national legislature could scuttle any agreement signed by the government in the implementation phase. The Supreme Court might also declare unconstitutional any deal on ancestral domain that grants Moros significant political authority and control over natural resources. A constitutional amendment might be required to protect a GRP-MILF agreement, but the prospects of this happening appear dim.”
Here’s their reading of Arroyo: “The ability and the intent of President Macapagal-Arroyo, whose term expires in 2010, to press the peace process to settlement are also uncertain. Despite strong public statements on peace, she has been unable to unite her administration or create a network of key interagency allies to stand behind a focused, determined policy of accommodation with the Moros.
“Further, because of her political liabilities, she has not obtained a critical mass of support from the military, the economic elites, and the larger public. Her flexibility to make decisions that work against the entrenched, parochial interests of some individuals and groups may be limited.
“Scandals have buffeted her family, and she has spent much of her energy fending off impeachment attempts. If she makes serious compromises with the MILF or forces significant change in the political and economic dominance of Christian migrants over land, resources, and political power in Mindanao,she could rouse a wave of opposition that might endanger her presidency. “
The report, not surprisingly, didn’t mention the danger that Arroyo would hijack the peace process with the MILF to push her agenda of staying in power beyond 2010 through charter change or by declaring a state of emergency when hostilities erupt in Muslim Mindanao.

The truth is, long before this so called MOA between the government and MILF, US troops were already there. Housing units were built to accommodate this growing number of US troops. US planes and ships are going in and out of the areas using joint military exercises as excuse. The Evil Bitch has been playing the double cards. On one hand, she allows the US to do her things in RP. On the other hand, she welcomes China’s economic activities, legal or illegal, in the Philippines. How can you speak of the Bible and decency, when you are falsely accusing me of being jealous and envious? I am only stating the simple truth of what happened.
