Tracing the roots of terrorism, Pakistan officials say the United States planted the seeds of what are now the Taliban and Al Qaeda.
“You reap what you sow,” Maj. Gen. Athar Abbas, director-general of the Inter-Services Public Relations, said in a recent briefing with Filipino journalists at the Pakistan Army headquarters in Rawalpindi.
In assessing the global war on terrorism led by the United States with Pakistan as one of its key allies, Abbas said one has to go back to the Cold War between the United States and the Soviet Union.
Abbas recalled that when the Soviets invaded Afghanistan in 1979, the United States decided to convert the struggle for democracy into a holy war to mobilize and motivate Afghan freedom fighters.
“A policy was decided in the United Sates. The literature for this holy jihad was not printed here. It was printed in the United Sates,” Abbas said.
He said Americans brought Pakistan clerics to the United Sates to lecture and recruit more Muslims for the “Hijad International.”
In his book “In the Line of Fire,” Pakistan Prime Minister Pervez Musharraf has an expanded version of the beginnings of the global war that started just across his country’s borders.
He gave credit not only to United States but also to Saudi Arabia and Pakistan itself. “We helped create the mujahideen, fired them with religious zeal in seminaries, armed them, paid them, fed them and sent them to jihad against the Soviet Union in Afghanistan.”
One of those recruited and trained in Pakistan for the war in Afghanistan were Filipino Muslims who included Abdulrajak Janjalani, who later founded the Abu Sayyaf terror group in Mindanao.
Abbas said after the Soviets were driven out of Afghanistan in 1989, the Americans “left these people high and dry, with nothing to bank on except the weapons and drugs left in the area.” He said the environment was of total chaos, an ideal breeding ground for terrorism.
Pakistan officials this reporter met during a visit sponsored by the Islamabad Policy Research Institute stressed the importance of looking at the origins of the international menace in the light of criticisms from US officials that Pakistan is not doing enough to destroy Al Qaeda, whose leaders have found sanctuary among the Talibans.
Many of the Talibans have slipped into the volatile North Western Frontier Province on the border with Afghanistan.
“We totally reject this contention of the West that Pakistan is not doing enough. What’s enough?” Abbas asked, citing the more than a thousand Pakistan troops killed and thousands more wounded.
As to the nearly $11 billion aid that the Bush administration has extended to Pakistan since the 9/11 World Trade Center tragedy, Abbas asked: “What is the price tag for our casualties, the permanent disability of persons? How do you calculate it? Who’s going to pay for our wounded and the families of the dead? It’s not the United States that is going to pay for that.”
Abbas said the post 9/11 US-led war against terror which has put Pakistan in the frontline has broken Al Qaeda as a network. “I’m absolutely sure of that,” he said. “They are on the run.”
But as to the question if group is completely finished, the general, whose elegant prose makes his military talk less intimidating, hardly thinks so.
Al Qaeda head Osama bin Laden, who surfaces every now and then to deliver a message, and his No. 2, Ayman Al-Zawahiri, are believed to be protected by tribal groups in the Afghan-Pakistan border where the Talibans hold sway.
Abbas said Al Qaeda today has foreign linkages but the network does not have a unified system of operation under a central command. It operates like a franchise with splinter groups all over the world following the concept of Al Qaeda. Some regional groups are just using the name of Al Qaeda to lend legitimacy to their group.
As to the links of Muslim rebel groups in the Philippines with Al Qaeda, as claimed by President Arroyo immediately after 9/11 in her bid to get increased military assistance from the United States, Abbas, who visited the Philippines and made a trip to Mindanao in 2004, said as far as they know, that was only true during the 1979 mujahideen war against the Soviets.
“In the present war, we don’t have information and knowledge that there has been any cooperation or linkage between the MILF or MNLF and Al Qaeda and Taliban,” he said.
The Pakistani government has embarked on winning the hearts and minds of the impoverished population on the 2,560 kilometer Afghan-Pakistani border. Smuggling of all kinds of goods, including drugs, is rampant. The territory teems with all kinds of weapons, including mortars, artillery and missiles.
A Filipino in Lahore shared his experience when he and a friend once dared visit the rugged mountainous area near the border, a modern day “Wild West.”
He said their car was stopped by a turbaned tribesman who was firing his rifle in the air. He said that having read about rampant kidnappings in Pakistan and Afghanistan, he was almost sure that they would suffer the fate of journalist Daniel Pearl, who was abducted and eventually executed.
When they got out of the car, the tribesman made an offer. The “tourists” could try their hand at gunnery. Ten rupees for every round fired from a rifle, 100 rupees for every round from a machine gun and for a more substantial payment, they could shoot off a missile.
Pakistan is complementing its military operations in the area with infrastructure building and social services. If there is anything Pakistanis have learned from collaboration with the Americans in the mujahideen war, it is that military operations do not stop after the bombs have pulverized the target.
“If only they (Americans) had reconstructed what was destroyed,” Abbas mused.
“The kind of terror you sowed there you would reap,” he said.
The US is undoubtedly the Number One Terrorist in the world. I’ve long stopped believing US propaganda. I wondered, in fact, why Americans lost the Vietnam War, and why they had become a hateful lot despite all those goody goodies I had been brainwashed to believe they did for mankind. I finally understood why when I joined a mercy trip to the refugee camps at the border of Iran and Pakistan with Afghanistan.
I was horrified by what I saw. I’ve never seen so many armless and legless children in my whole entire life. My heart bled for the children who lost legs and limbs because of US bombs.
I listened to stories of how the refugees managed to escape those air attacks by the US military planes, of being awakened by exploding cluster bombs, and watching loved ones mutilated by submunitions ejected by those bombs. Nakakakilabot! Hindi lang nakakaiyak, nakakadugo pa ng ilong!
Even now, reports say that Bush and his cohorts misrepresented intelligence reports in justifying invasion of Iraq. And Saddam Hussein really had nothing to do with Al Quaeda. But he’s dead now. How can his death be justified except to execute Bush?

In October of 2002, Congress passed House Joint Resolution 114. This resolution, which was not a formal declaration of war, authorized the use of military force against Iraq. A review of the resolution shows it was Congress that determined Iraq had “nuclear, biological, and chemical weapons programs and the means to deliver and develop them.” It was Congress that determined Iraq posed “a continuing threat to the national security of the United States…by, among other things, continuing to possess and develop a significant chemical and biological weapons capability, actively seeking a nuclear weapons capability”. It was Congress that determined Iraq was “supporting and harboring terrorist organizations.” It was Congress that determined “members of al Qaida, an organization bearing responsibility for attacks on the United States…are…in Iraq.” It was Congress that determined Iraq was “in direct violation of its obligations under the 1991 cease-fire and other United Nations Security Council resolutions.” And it was Congress that determined that all relevant United Nations Security Council resolutions would be enforced–“through the use of force if necessary.”
These is the reason why the Congress could not impeach Bush because Congress inserted a provision that authorized the President “to use the Armed Forces of the United States as he determines to be necessary and appropriate in order to (1) defend the national security of the United States against the continuing threat posed by Iraq; and (2) enforce all relevant United Nations Security Council Resolutions regarding Iraq.”
Be reasonable and don’t blame Bush because he did not mislead the American people concerning the reasons for the war.It was Congress that made the determination that Iraq had weapons of mass destruction. Since a president is merely the arm of Congress when it comes to the use of military forces in an offensive capacity, any blame for the war, good, bad or otherwise must be laid squarely on the shoulders of Congress because a president is powerless to act without authorization and direction from Congress.
These is the problem about some person or individual who are misleading the people in painting a picture that Bush is the advocate of darkness,He get too much blame while Congress gets off scot free when something goes wrong. Dandaw, Bush didn’t get rid of Bush because he gassed the Kurds. Bush’ heart does not bleed for the Kurds. When the gassing of the Kurds (was it in Halabja?) happened, Iran condemned it and asked the international community to join the condemnation of Saddam. The U.S. response was muted because at that time, Saddam was still useful to them in their conflcit with Iran.
Saddam, it’s true,was a monster that the US helped create. When the monster wanted to be on his own, he had to be eliminated. Bush made a big deal of vanquishing Iraq to make the Americans rally behind him.

Presently, the figure of Iraqi dead is 1,221,154 to the 4,094 US invaders. Note that the war on Iraq was so titled to distinguish the more rational and acceptable US participation in the war with Germany in WWII for the Iraqis to regard them as their liberators but invaders. If the Americans being lured to join the invading force do not see that and they get mutilated by bombs made in the USA and a lot many cases of being killed by friendly fires, it is their fault.
Unlike during the Vietnam War when draft was mandatory and compulsory, at least, now they have a choice on whether or not to join and go to war. The world has long been deceived and brainwashed by America that she’s the best in the world; the protector of democracy and human rights. Careful analysis of America’s foreign policy indicates that she’s selective in dealing with other nations. She picks her enemies and friends. She knows who to bully and not to bully. Bush is the principal author of the Iraq War. He’s the Commander-in-Chief. At present, there’s an attempt to make Iran as another monster to justify America’s invasion. It’s all about control of the region all in the name of oil wherein Bush and his partners have vested interest being the beneficiaries.
Truth is the Philippines had the evidences against the Moslem fundamentalists, the name they went by before Bush started harping on the Al Qaeda. But for the price of 30,000 dollars or so, all the evidences:tapes and all found in the Josefa Apartments, where the original Moslem fanatics composed mostly of Pakistanis were staying, were sold to the Americans, who used them to pin down the first batch of Moslem fundamentalists who bombed the WTC in 1993.
But despite all the said evidences, did the Americans do something to stop them? Nope! All they did was start a worldwide campaign against Bin Laden, who retaliated after the Americans lobbied to have him kicked out of Sudan! Then, the 9/11 tragedy happened killing thousands of people in the WTC, including ironically the FBI agent who first harped on the Moslem fundamentalists but instead of being appreciated was forced to quit the force and on the day of the 9/11 attack was said to be on his first day as new security chief of the said ill-fated twin tower edifice.

It was not Bush or America who created Saddam.The countries that created and supported Saddam were France, German, former Soviet Union.There were 105 German chemical weapon companies in Iraq; the former East Germany also contributing to Saddam’s regime by training Ba’thes in how to torture. France sent specialists to treat Udae (Saddam’s son) for his injury, and always have been a main arms supplier.In 1989 a Kurdish family that survived the gas attacks made their way to France. The French government kept them away from the public and, later on, deported them to Iran. What German and France did during and before the war were a sign that these countries were concerned about Saddam personally and his regime, not about ordinary people.
US role in Removing Saddam was the same act as fighting Nazism. That does not necessarily mean that what the US is up to now and in future is justified.The parallels between Arab nationalism and Nazism: their dealing with minorities and their totalitarianism policy.
Although it is true that the people of Iraq are not happy that their country is being occupied by Americans, those who are fighting now are not their representatives – they are people who belong to the former regime of Saddam. They are doing everything they can to stop or delay an improvement in the life for the ordinary Iraqi. They are rapist and professionals in the art of tortures during the former regime’s existence.
Maybe some of your ideology won’t allow you to see the truth. But what about the ordinary people went through at the hands of the Saddam’s regime. Extra judicial executions were developed into a fine art. The method used included the use of chemical weapons against civilians – Kurds and Shi’ea. There were mass executions by firing squad; burying people alive as in the Anfal campaign where around 200 000 Kurds died; or tying heavy weights to their feet and pushing them into the rivers while alive. Poisoning them through the use of rat poisoning; bleeding prisoners and detainees to death. Assassination by shooting – so called ‘accidental death’. All of this has been document by Amnesty International.Saddam threatened 22 million Iraqi people. Are they not a valid reason for US congress to act?
Cocoy, if you insist that the US was not the mastermind in invading Iraq and the execution of Saddam, at least you should agree that the US was a major player and very much part of the grand conspiracy.
It seems that Cocoy is the only reasonable blogger here. See, I don’t have any problem with Americans and President Bush because we knew him but people who start blaming President Bush and the Americans I have problems with. These people won’t listened to reason and they think they are always right In America check and balance between the Upper and Lower house is working unlike in Communist countries and the Philippines. Look, the Americans in every way are involved in tragedies of most countries that they invaded, conquered or being their commonwealth.
1. Can you or anybody tell me which country/ies prospered under their rule or after they left that country/ies?
2. Can you please or anybody tell me when did the Americans DID NOT invoke the rule – that as long as american interest is at stake/s and/or the safety of their nationals – then don’t let them travel to that country
3. Can you please or anybody tell me which country did they help(???) without any strings attached.
4. Can you please or anybody tell me under the REPUBLICAN regime did the US economy prospere – they always beat the drums of doom, everytime they are in power (Nixon-the watergate scandal/bush-the 1st gulf war of the 90’s/and now the other BUSH-invasion of iraq, and others….
5.Can you please or anybody tell me what help did they give to the Philippines without any strings-attached to it.
6.Can you please or anybody tell me who made/introduce terrorism to the world???because of the end of the cold war, they have to do something about their war machines.

It is Bush’s reservation about taking a solo flight in case he is not satisfied with the steps taken or not taken by the UN Security Council that makes him, in effect, an authority over and above the United Nations, in violation of the UN Charter and that’s what he did when he invades Iraq.
We Filipinos have no problem with individual Americans, most of whom are likeable and friendly. Our problem is with those in high positions of power in Washington who do not come up to the basic decency and the sense of fairness of ordinary Americans.
I do believe that all the bloggers here are all in utmost reasonable.

According to 1994 Senate Banking Committee reports, the U.S. Commerce Department permitted private American suppliers to deliver a veritable witch’s brew of biological materials to Iraq. The committee traced the shipments at least back to 1985 and followed the pattern through Nov. 28, 1989. The exports were cleared despite reports that Iraq had used chemical warfare and possibly biological warfare against Iranians, Kurds and Shiites since the early 1980s.
“These biological materials were not attenuated or weakened and were capable of reproduction,” said one Senate report dated May 25, 1994.
“It was later learned,” the panel wrote on Oct. 7, 1994, “that these microorganisms exported by the United States were identical to those the United Nations inspectors found and removed from the Iraqi biological warfare program.”

i think that any leader of a sovereign state has the right to do what he/she thinks is right for the country. leaders are not gods and therefore can also make mistakes and become unpopular. one of the beauties of a democratic system where each and every one can vote is it is able to change its leaders without the use of violence.in this sense, the usa is not a bad country. on the other hand, because of its power,it is quite easy to dislike its leaders.whatever they do influence many countries. what is wrong is if the leaders of other countries follow or go against the usa regardless of what is good for their country.unfortunaely, pinas is one of those that follow the usa without thinking of the consequences to its own populace.

Has anybody ever prospered in a communist country except their leader? From the way you talk you probably aspire to be a head man in the communist party because if you are just a pion you will have a tough life. You can not handle dealing with your leader in the Philippines how much more a repressive communist government. We have an acquaintance that came back from Cuba and they said food, oil etc. are rationed to the people. I don’t know about you but that is not a way live.

Dandaw, yes I can’t handle dealing with the leader in the Philippines? Who can? If someone can, this leader is no longer in power. Isn’t the Philippines a democratic country? But look at what it is today. China is not a democratic country; yet, what is China today?

But there is no principle or rule of international law nor any provision in the UN Charter that would allow the United States to bomb or invade another State due to a threat that may or may not materialize.

Let us check documents such as that of e. san juan and his bulatlat website, luzviminda francisco and her writings on the filipino-american war, the book “in our image” by stanley karnow, writings of renato constantino, writings about gen artemio ricarte from the book “a question of heroes” by nick joaquin, websites on the filipino american war by mark twain and others who have documented or researched on what the americans have been doing overtly and covertly to our country.
Those documents show that around 250,000 to 900,000 Filipinos died in the American invasion of the Philippines in the 1900s. They show that after the very big reduction of Filipino Resistance against these alien invasion, the Americans transmitted to us a rare infectious disease which spread only in the Philippines. They injected to us the Perpetuation of American Colonization Virus. The instruments they used were the education, economic, political, defense and legal system.
They also provided protection to the Chinese whom we have been trying to resist their control of our economy. That is why until now our local supply of food is decreasing but the imported supply is increasing because the distribution system is controlled by the Chinese. That is why our countrymen do not have access to our vast resources because it is these chinese and Americans who are in control of them. That is why there is an exodus of Filipinos to foreign lands and use their skills to serve foreigners.
They have created a set-up where our government up to now is their puppet government. That is why our government from the commonwealth period up to Erap then followed by Gloria have been protecting these foreigners, many of whom have already acquired documents of being filipino citizens. That is why on paper Philippine Economy have been filipinized but in reality, the same people still control our economic resources and the same original Filipinos still do not have access to the economic resources of our forefathers. That is the reason why even if it is bad for our security to allow foreigners to set foot in our jungles in Zamboanga, Basilan and Jolo since those are our tactical assets, American soldiers continue to conduct terrain familiarization there. That is the reason why our soldiers are so dependent and subservient operationally, logistically and doctrinally to the americans.
That is why many Filipinos have the vision to be like the americans because we have lost our national identity. Our national identity was born when we became independent from Spain. It was corrupted by the Americans when they invaded us.
Today, we are independent but, BUT ONLY ON PAPER! Evidence cited shows America still controls us. GMA government is a puppet government of the Americans and the Chinese.
What is the Filipino soldier doing about this? What has the constitution the government is invoking got to do with our being controlled by the Americans and the Chinese. The Chinese here refers to Chinese in the Philippines with manipulated Filipino citizenship to facilitate their control of our economy. This does not refer to Gen Danilo Lim, Atty Tiu, Alejandro Lichauco and many of their kind who are more Filipinos than Gloria, Erap, Atienza- all collaborators of Alien Rule. What has the Filipino soldier done with the vision started by Bonifacio, Mabini, Malvar, Ricarte, Claro M. Recto, the late Renato Constantino?
The Filipino Soldiers, have a duty to defend the Filipino People. The National Identity has been under attack by foreigners. It is being corrupted. If our identity will be totally damaged, how else can we live or even exist as a nation?
What should be the answer of the Filipino Soldier?
