    Who is Eduardo V. Manalac, CEO – PNOC? It appeared that Mr. Manalac is not a gov’t official as far as I can tell. Was Mr. Manalac under contract by the gov’t and what his interest on this project? How much the gov’t was paying him? Who did he reperesent, is it the Philippines Republic or Gloria Arroyo Macapagal? If he was representing the Philippines Republic, why is it that this agreement was kept a secret since September 1, 2004? It seemed that there are too many unanswered questions that need to be asked, especially that will benefit the people of the Philippines. I just can’t fathom that evil bitch Gloria kept this a secret all these years from the People. Quite amazing!

    I think we need a lawyer(s) to explain this agreement (JMSU) to languages that everyday-today normal people can understand. Anybody here a lawyer? Also, I read the agreement but I didn’t notice Gloria’s name in the documents as the signatory representing the Republic of the Philippines.

  3. Mañalac was the president of Philippine National Oil Corporation, a semi-government company, at the time of the signing of the JMSU. He is the philippine signatory to the agreement.

    Arroyo is not a signatory because, you are right, it’s between corporations. I think it’s Justice Secretary Gonzales who described it as a “commercial transaction.”

    Manalac will be the next witness for the ZTE deal according to a newspaper report today. Do you have any idea who are the others ? or if this is true ?

    Thanks Ellen! I truly believe, when the JMSU agreement was drafted and whoever was responsible in reperesenting the interest of the citizens of the land didn’t considered the sovereign rigths of the Pilipinos as the State Policies, nor the territorial integrity and the right to self-determination. If I to understand the signed agreement, it was signed in Beijing on Sept.1 , 2004. Just wondering who in the government officials attended the signing beside Mr. Eduardo V. Manalac. You would think, as important as this project, either the Vice President or the President of the Philippines would’ve represented the Pilipinos in this major under taking. Furthermore, did Philippines legal people in the gov’t reviewed and approved the agreement for sufficiency before it was signed? Still amazed why this agreement between Chinese and Philippines was concealed from the Senate and the People. Truly incredible!

    I agree, Mr . Eduardo V. Manalac CEO-PNOC should explain to the Senate and the poople about this incredible secrecy. Also, according to the JMSU agreement Philippines is also liable for the share of the cost for seismic exploratory survey. How much is the equal share of the Philippines and where the money will be coming from. If the Philippines already paid its share since the first phase of the survey were already completed, if I’m not mistaken? Who were protecting the interest of the Philippines and included as part of the seismic exploratory team?

    7.1 Article of the JMSU agreement stated, “The parties shall use reasonable efforts to obtain all the necessary approvals from their respective governments fo the implementation of this agreement.” Interesting. It’s reasonable to assume that evil bitch Gloria gave her approval for this seismic exploratory agreement. Moreover, part of the agreement was the confidentiality of the information of the agreement and shall be kept confidential within five (5) years, shall not be disclosed by a party without the written consent of the party.”

    Hence, the People of the Philippines or the Senate are not supppose to know this agreement, since five years is not up yet. Gloria is truly a genuine evil to approved this agreement without discussing it first with Congress.

  11. I doubt very much the report that Mañalac will be the witness on Tuesday in the ZTE hearing. I have a different information.

  12. The hearing on Tuesday is about ZTE, not about JMSU. The hearings for the Spratlys deal has not started yet.

    If Manalac is not the witness on Tuesday’s ZTE hearing, could it be that he is being used as a decoy and intentionally leaked by the probers to divert the attention of the palace people?

    If I am not mistaken I think Manalac knows something about the ZTE deal according to the news I read.

    It was very clear in the interviews that the powerful China was a concern. The joint venture became a venture by three countries then now Taiwan should also be in the picture.

    I wonder what the results are of the joint exploration. Don’t we have the right to know if these countries exploring stumbled on a “great find” of oil reserves? Baka naman sila sila na naman lang ang nagkakaalaman.

    It sounds like the final month of exploration is this month of March. We expect to be given an update of the findings.

    Waht bothers me is the fact that China has all the resources to explore and the Philippines and Vietnam don’t. Mukhang nangangalap pa ng financier ang Philippines at Vietnam. So now it looks like the Philippines did not have to look for exploration capital from the US and Japan because China has probably provided that capital in the form of “soft loans” like the ZTE and cyber-ed etc.

    It does not take an Einstein to piece these contracts and agreements as justifications of the liberal loans given to us by China. THE MOTIVE IS VERY OBVIOUS! China gets to explore Spratley’s in exchange for the loans given to us.

    Can we demand from China the results of all the explorations? Being that we are supposed to be a party to these explorations? Baka naman pati ito ay “secret” din and subject to executive privilege!

    One thing sure, though, PSB, is that Vietnam is not subservient to China. Remember how it took the courage to get rid of all ethnic Chinese soon after the end of the Vietnam War believing that they were hindrance to the economic development of their country, and in encouraging patriotism when it was most needed.

    It does not have to be indebted to China the way the idiotic criminal is selling the Philippines to the foreigners who are allowed to exploit Philippine natural resources while Filipinos are encouraged to leave the country and left with nothing but crumbs.

    Parang sinabi ng ungas sa mga pilipino, “Labas, labas muna kayo,” while she entertains the foreign guests, and let them steal what they could steal in the house as she hopes that Filipinos could bring the money she hopes can sustain her lavish ways!

    As far as i know, there were cases before where witnesses backed out because of fear or harassment. Sana hold on to the information muna. Do not get too excited announcing who it is ahead of the hearing. Huwag na munang mag-float na may bagong witness ang mga opposition, baka mabulilyaso at mapahiya kayo!

    Yes, mas maganda nga masurprise nalang tayu dun sa new witness sa tuesday, according to Sen. Lacson, yun sinasabi nyang witness eh hindi si Manalac, hopefully credible yun mag prepresent na bagong witness.

    it may be very disappointing to know that manalac is,after all, not the surprise witness everybody is talking about, but I’m hoping that it will be someone who can further shed light to this ZTE controversy and pin down the alimatik in malacanang ang her cohorts…

    Tama lang yan huwag muna pa alam sa public kung sino talaga yun surprise witness, kasi baka mabayaran pa at mabaliktad pa ang sasabihin. But sana wag din pabigla-bigla ang pagsulat ng walang basis o evidence kasi baka umiba ang attention at makasuhan pa 🙂

    In a statement released through the palace of EK by ex-men DOEsec Perez and PNOCchair Mañalac the JMSU agreement did not violate the Philippine Constitution. It was covered
    by “a commercial agreement between three national oil companies” and was “not a treaty.” The three companies could therefore allow the agreement to expire after three years–or in June 2008, they said.

    The Evilbitch “did not sign the JMSU, nor did the DOE. However, the approval of the respective governments of the three oil companies was required to make the commercial agreement binding. The JMSU explicitly stated that the signing of the commercial agreement shall not undermine the position held by the Philippine Government over the South China Sea. The agreement is designed to be scientific in nature and does not affect any territorial claims of the Philippine government,” the two lackys said.

    This does not explain why they included the 24,000 sq. km. of Pinas territory in this commercial agreement which gives off a part of Palawan. Sabi lang ay scientific in nature, blah blah! The JMSU is a secret undertaking of the Pidal mafia, and JDV is an accomplish more so that he was then the speaker of the house and a congressman. Bakit hindi kumuha ng OO or HINDI sa tongreso at senado?! Talagang labag sa Pinas Konstitusyon. Dapat ay managot at barilin lahat ang involve dito sa pagtataksil sa bansa.

  29. I agree with Quiroz, SumpPit. Since Gloria was not actually voted by the people, and the real winner is dead, the election of 2004 should have been declared null and void. Filipinos should demand for a snap election soonest possible.

    Gloria Dorobo should be arrested and prosecuted for the crimes she has apparently committed against the Philippines and the Filipino people, and all contracts, etc. she has entered into with foreign governments should be accounted for and make her answerable for them.

    How do we deal with an illegal President who completed her term illegally? If she manages to stay until 2010 and leaves office, her illegal presidency would become moot and academic.
    That’s the problem with our justice and electoral system. I’m reminded of one Congressman in Pasig City who won the electoral protest one day before the Congress cloesed its Session. This poor guy only got to be Congressman for only one day while his opponent who illegally occupied his position completed his term minus one day. Very unfair !

    Nagpapatawa talaga itong si GUNGONGsalez. Ang exploration daw sa Spratly’s ay hindi oil related! Anong ginagawa ng tatlong oil companies sa seismic studies? Nagiidentify ng fish species? O baka naman magtatayo ng beach resorts sa Spratlys! Huling huli na nga ang motibo ng mga agreements, nagpapalusot pa!

    Mabuti naman at nananahimik si Mr Wetness. Tungkol sa mga Instsik ang usapan kaya tahimik na muna siya baka itapon pa siya sa Spratlys!

    Over in the land of the fluctuating yen, when a government official utter irresponsible statements of the calibre of statements given by the unconfirmed Secretary of DoJ of the Philippines, they are made responsible for them by forcing them to step down, and if needs be, make them legally responsible with a fine and imprisonment. It’s breach of public trust.

    Wala ba niyan sa Pilipinas? But then, who would want such rule implemented there? I bet you one or two lang out of 240 or more lawmakers daw!
