Statement of Rep. Roilo Golez (Parañaque):
Former Speaker Jose de Venecia should tell everything that he knows about the origins and background of ther Tripartite Agreement for Joint Marine Seismic Undertaking inthe Agreement Area in the South China Sea signed March 14, 2005 especially his role in the initiation, negotiation and signing of the agreement and who else in the hierarchy of the government had a hand in the Agreement.
This was signed by the Philippine National Oil Company (PNOC), a government corporation. He should explain whether there is truth to the insinuation that there is a link between this Agreement and China’s soft loan facility of $2 billion a year for controversial and allegedly overpriced projects like Northrail, Southrail, ZTE-NBN, Cyber-Ed, etc. and this was actually an exhange deal where part of the Philippine patrimony has been exchanged for several juicy, commission-heavy miltibillion dollar projects.
The former Speaker must clarify if there were other top officials who intervened because, knowing the decision-making process for deals of this nature, I cannot believe that the Speaker alone can swing this without Malacañang’s approval.
I am happy that no less than the administration stalwart Congressman Luis Villafuerte demanded that former Speaker de Venecia be invited to explain his role.

Pangasinan Representative Jose de Venecia has repeatedly denied that the exploration agreement he helped pursue with China was tied to the release of Chinese loans to the Philippines.
“No, zero,” said the ousted Speaker of the House, reiterating a statement he had earlier issued that said the agreement had turned “an area of potential conflict into a zone of peace and development.”
His spokesperson, Noel Albano, also said late last month that the agreement was “not tied to anything, not to any loan.”
“We are not giving up any territory here,” Albano quoted De Venecia as saying. “What we have is a dignified settlement and an honorable peace — an agreement for a joint seismic exploration to determine if there are drillable resources in the area.”
After his official visit to Beijing in January, De Venecia said the tripartite venture in the disputed zone should be “expedited and completed” to pave the way for exploratory oil drilling by the national oil companies of the Philippines, China and Vietnam.
“With the price of crude hitting the roof, we should have oil in our front yard and back yard,” De Venecia said in a statement issued after his meeting with Wu Bangguo, chair of the National People’s Congress at the Great Hall of the People.
De Venecia said China, the Philippines and Vietnam had reached a “meaningful seismic agreement” enabling their respective national oil companies to explore jointly for hydrocarbon resources in the contested area.
Albano said the arrangement was like the oil exploration being conducted by several European nations — among them England, Norway, Denmark, the Netherlands and Germany — in the North Sea without any partition.

What’s outrageous is that this Spratly scam was exposed by a foreigner and not by a Filipino. It’s only now that politicians are riding on with this hot issue when in fact the scam deal was forged years ago. Anyway, we now demand that this agreement with China be made public. Since it’s a public document, it must be made public.
Come to think about it…is JDV denying what former Franklin Drilon said because he’s about to be ousted as Lakas President? Just like when he was about to be ousted as House Speaker, JDV was very friendly with Gloria Arroyo. He then went balistic after being ousted.

i don’t think this albano know what he is talking about when he say that oil exploration in the north sea is being done without partition. whatever he means by this, i don’t think it is possible to explore for oil in the part of the north sea owned by norway without being properly licensed by the govt. licensing is also given to companies after being qualified and not to countries.
De Venecia is now paying the price for this unintended consequence. Joey didn’t know the “depth” of his father’s ties to the criminal enterprises.
It’s a good thing the son is so unlike the father or otherwise, none of these grand schemes to defraud WE, The Filipino People would have been exposed.
