Army Capt. Ruben Guinolbay, who is detained in Camp Capinpin in connection with the alleged plan to withdraw support from Gloria Arroyo in February 2006, sent us a note to dispute what he said were the lies that the government is peddling against his “men” who were arrested last week and charged for allegedly planning to stage a coup.
The soldiers are former Army Rangers Sgt. Orlando Valencia, Corporals Ramon Perania, Redantel Maranan, and Walter Francisco. They once belonged to the Third Scout Rangers battalion that Guinolbay commanded.
A civilian driver, Kim Agas, who was mistaken as a former soldier, was also dragged in.
Another Scout Ranger still in active service, Sgt. Jaime Dumagpi, was reportedly arrested too but up to now, his lawyer Argee Guevarra or any of his relatives have not been allowed access to him.
We followed up the information provided to us by Guinolbay with other sources and we were able to reconstruct the events that AFP chief Hermogenes Esperon tried to peddle to the public as “discovery of caches or some plans to transport or pre-position some firearms.” His boss, Gloria Arroyo, however belittles his coup scenario, calling it self-indulgent political theatrics.”
Monday, Jan. 14, Dumagpi, driver of Gen. Jess Dellosa, was taken into custody by agents of ISAFP (Intelligence Service of the Armed Forces of the Philippines).
Dumagpi was formerly a driver of Scout Rangers Capt. Montano Almodovar, who is also now detained at Camp Capinpin in connection with the alleged plan to withdraw support from Gloria Arroyo in February 2006.
Tuesday, Jan. 15, Sgt. Valencia and his friend, Kim Agas, passed by the boarding house of Cpl. Redante Maranan on N. Ramirez st. in Galas, Quezon City, where Cpl. Perania was temporarily staying to turn over money for his wife, Mercy, who are neighbors of the Peranias in Camp Tecson, Bulacan.
The money, something like P1,200, came from his last pay from the AFP which he had just collected. Valencia, Perania and Francisco were three of the five enlisted men who were discharged “without honor” by Army chief Alexander Yano last Christmas Day.
They were part of the 40 enlisted personnel who were detained for almost two years without charges in Camp Capinpin and discharged dishonorably.
Valencia and Perania had just been employed as bodyguards by a businessman. Maranan was also a former Scout Ranger.
Esperon said one proof that the five are part of a coup plot was they were renting a “safe house” for P15,000 a month. Where are they getting that much money, he asked?
Atty. Trixie Angeles, counsel of five, said the room rent of the five does not amount to P15,000. “They are just renting a room, not the whole house,” she said.
While Valencia and Agas were at the boarding house, 1st lt. Magtanggol Panopio (PMA ’00) of MIG 17 (Military Intelligence Group) arrived in the morning and “manhandled them.” “No firearms was taken from them,” Guinolbay stressed.
Angeles said when the former Rangers told Panopio their military background, he kicked and hit them. Seeing this, Agas said he was from the “Marines” when actually he was never in the military service.
After Panopio had done his thing with the five, he turned them over to Supt. Michel Filart of the PNP CIDG (Criminal Investigation and Detection Group) who in the first place should have been the one who made the arrest because the five are civilians. The government’s press release said that it was Filart who made the arrest. It’s a lie.
The five were charged with “illegal possession of firearms.” What happened to the story of Esperon that they were part of a coup plot? But even with “illegal possession of firearms,” Valencia and Perania were released for “no probable cause.”
Angeles is worried because Valencia was warned by a sympathetic ISAFP member that they are determined to get him. “‘Itutumba’ was the term used,” she said.
In the information provided to us by Guinolbay, he said Lt. Panopio was a student in his Scout Rangers training course, where Valencia was assistant instructor. He said Panopio “failed the course for lying.”
There were more background information that Guinolbay gave us about Panopio but we are withholding them until we get his side.

Esperon’s coup plot by five former enlisted men with three firearms has elicited several funny comments posted in my blog (www.ellentordesillas.com). Like this one by Juggernaut: “Imagine, staging a coup, 5 guys shooting it out with 3 rifles – ano manghiram na lang yung dalawa? Bang, bang, bang! Bok ako naman! bang, bang, ikaw naman pare! Bang, bang! Ang tanong, may bala ba?”

I can’t, Ellen. It’s just too gruesome, deplorable and unfair to be laughed about even figuratively.
Over here, we see some injustice, too, but unlike in the Philippines, there are ways and means to seek for justice to prevail, and yes, even revenge. I guess it is in the culture. There is still what they call “kataki” even by Divine intervention that can lead even to self-destruction that I have come to see as a good way of eliminating the scums of the earth.
Frankly, something must be done with the justice system in the Philippines. They can start with the cleaning up of the DOJ. By all means, they should get rid of the still to be confirmed idiot appointed there by the criminal squatting at the palace by the murky river.
They should have a strong federation of bar associations there likewise that should be subsidized by the government to provide welfare and assistance to the needy, especially those being framed up and being made criminals for love of country and people, not love of Gloria Dorobo, like these gallant soldiers now in detention.

Edmund Arugay is still one of the deputy directors of the NBI but also holds a position in the anti-smuggling task force GMA created to check on the smuggling activities of Vicky Toh. From what I heard, he’s the ISAFP Arugay’s brother. They both hail from Tugeugarao.
More info. Panopio actually did more than just lie. Even during training he already showed a propensity for unecessary cruelty. Cpl. Perania was no ordinary enlisted man. Because of his exceptional ability, he became assistant instructor in the Scout Ranger training course and Panopio was his and Capt. Guinolbay’s student.
During the press conference in Campt Aguinaldo after Cpl. Perania was released, he stressed that they had no guns, and none of the men had any guns in their possession. He said, “Kung may mga baril kami, hindi makakalapit yung mga nag-aresto sa amin.” Tama nga naman. These men were trained by the best. Pinalaki itong mga ito ni Gen. Lim at ni Capt. Guinolbay.
Come to think of it, Rose, but when we pray for Divine intervention, we actually pray for those natural calamities that more often than not affect only the lowly especially in the Philippines unless they experience similar calamities like those they have experienced in the US as the destruction of New Orleans by that terrible Hurricane Katrina.
God also in fact sends inspiration to men of courage like General Lim, Trillanes, Querubin, et al. Through them, in fact, we see more clearly the evil deeds of these abusive crooks, and as long as they are alive, we can draw inspiration and courage from them to fight.

Now that Sin is laid to rest (if he really is resting), the church is accountable for the evil it has done to Erap, the Filipino people, the nation. Personally, I really believe that we should handle the situation with cooler heads and try not to point fingers at each other or our institutions. Institutions like the catholic church is not the monopoly of Cardinal Sin or look-alikes, and neither is PMA. If we lose faith in our institutions and alienate others equally innocent as we are we will only be succumbing to the “divide and conquer” strategy of the present administration. They have already succeeded in sowing divisions in our opposition and are probably high fiving each other about it, but we should know better. Cardinal Sin remorsefully asked forgiveness from Estrada before he died, Erap forgave him, why can’t we? Let us forgive those who saw the folly of earlier times and embrace them as brothers and sisters who are one with us in our cause. Someone once told me that we can never be free unless we learn to forgive. Gloria? She has never been remorseful and has no apparent plans of correcting her mistakes, so its different story with her.
We’re not pointing fingers but who do you want to point for the wrong done to Erap and Edsa Dos? Past is past, easier said than done. As I pointed out, if we follow your premise, then we might as well forget GMA’s many lies and cheating. It’s easy for people to say to protect the institution just like the apologists in the Congress and Senate. When they screw up and confronted with their wrongdoings, they use the institution as an excuse. Ganito na lang, sana bumangon uli si Sin at mabuhay para patalsikin itong si GMA. Payag ba kayo? Lest that I be accused of singling out the Catholic Church, I can say the same thing to other religious groups. Let’s stop hiding from so called “institution”. The Pope and Priest’s being infallible is a fallacy. Even after Sin’s death, we still have his protege Soc Villegas who is still have to answer for his participation in the Garci tape cover up. Same is true with Cardinal Rosales. Huwag natin laging gamitin ang salitang “institution” para lang pagtakpan ang paulit-ulit na pang-aabuso sa kapwa at sa bayan. Iba na ang panahon ngayon. Kung noon madaling mabola ang mga mangmang, ngayon marami ang matalino na. It’s high time we don’t allow these Servants of God to hide from their spiritual immunity. They need to be unmasked. And this needs the effort and cooperation of Catholics and non-Catholics alike.

Agree with you there. Biblically, divisions are caused by people following different leaders and not the word. I know you will agree with me if I say we focus on the issues at hand and if some leaders say otherwise (or seek to mislead us) its an unmasking so to speak. I admire your passion for change, and your desire to hold responsible those who are respomsible, but don’t let it blind you to the task at hand, we need to gather people to our cause, we need to build our numbers, and alienating anyone needlessly will not help.
As long as the opposition is viewed as the salivating, violent, angry, homicidal mob stereotypical of street rallyists, the majority will opt to take the lesser and known evil which is conformity. I was also worried about the Vatican letter, it only reinforces the call for caution in following leaders, to know where they are leading us. Unlike some people I know who blindly follow orders forsaking friends and family alike.

About the Church protecting its heirarchy, it is but normal. I was with the Church and military beats before. They have something in common, they will protect whoever is in power. I have written so many stories of married priests and so many of their scandals. Of their sons and daughters kept from the eyes of the public. Yes, they will also kill to keep a secret and the same thing goes to any other situation such as the Vatican letter, so as not to rock the boat. But again, I agree, let us keep our heads cool and focus on the real issues at hand.

With regards to your query about the families of the incarcerated officers, I suggest that we could help them by Adopting a Scholar.
Maybe we could choose one child of an officer and pay for the education – partial or full scholarship; or maybe give a monthly stipend of say $20 or $50 a month.
That would be a big help.
Here’s a portion of the headline at The Tribune which confirms an earlier news report by the Inquirer regarding Cardinal Sin’s disobeying Vatican’s order:
Sin and his bishops ignored the Vatican order and actively mounted a coup d’etat against Estrada, along with then Vice President Gloria Arroyo, the military generals and even Supreme Court justices.
It will be recalled that both Panganiban and then SC Chief Justice Hilario Davide were aware of the fact that Estrada had not resigned and was still in Malacañang, but Davide went on to swear in Mrs. Arroyo as president, despite the fact that there was no vacancy in the high office.
“I am now being vindicated,” he told the Tribune. “The truth is now coming out.”
He added that the Edsa ll crowd was made up of students from the Catholic schools who were ordered by Sin to come to Edsa and provide the warm bodies.
“That was not a popular uprising. That was not the voice of the Filipino people. That was a coup d’etat against me and my government,” he said.
What does the above revelation tell us about Edsa Two compared to Edsa One? Didn’t the late Cardinal Sin apply the same strategy to oust Marcos? Through Radio Veritas, he called on all the Catholic students from all the Catholic schools in Metro Manila to gather at Edsa. Maybe the only difference is that while Vatican disapproved Erap’s ouster even ordering Cardinal Sin not to do it, Vatican could have agreed to oust Marcos or at the very least allowed the church to work in removing Marcos.
Maybe we can communicate directly to the mother or the child (preferrably in high school or college).
We could ask for a list of the dependents with contact numbers and email addresses and we could choose from there.
I know a few dollars a month won’t hurt that much. If we can’t afford to send one child to college maybe two or three people together can afford it.
It would be easier because we don’t have to set up a trust fund.
For those who have more in life, can adopt more than one scholar.
Remembering Edsa II. We remember Edsa II by recalling the New York Times Editorial which wrote:
“People Power 2 was met with doubt and criticism, described by foreign commentators, as a ‘defeat of due process,’ as ‘mob rule,’ and ‘a de facto coup.’ It was seen as an elitist backlash against a president who had overwhelmingly been elected by the poor. This time. It appears ‘people power’ was used not to restore democracy but, momentarily, to supplant it.”
There’s no doubt that Edsa II was not a genuine revolt or people power but an elitist plot financed by big Makati businessmen and Chinoy Taipan.
I was told that some of the young officers are having a hard time trying to make both ends meet. However, some are financially stable. But despite financial difficulties, their spirits are high and still fighting….
Some officers in Tanay make jewelries and rosaries for sale to augment their income. One officer makes leche flan for sale. Another officer has set up a small sari sari store to cater to the needs of his fellow detainees. Another officer sells softdrinks. Others breed dogs for sale…
Nakaka-despair nga tignan ang mga naghihirap na mga sundalo at kanilang pamilya. Kaya kung minsan hindi natin sila masisi kung sabihin nilang handa silang mamatay sa kanilang ipinaglalaban pero hindi nila puwedeng isakripisyo ang kanilang mga asawa at mga anak. True indeed…how many active, inactive, retired soldiers are suffering…in poverty? Iyon kaunting benefits nila kung minsan nanakawin pa. Ask any soldier who goes to AFP and Veteran offices to claim their benefits, paiikutin sila at pabalik-balik. Kawawa sila kung walang connection. As in other government agency under this corrupt GMA regime, hindi kikilos kapag walang padulas. Kawawang mga sundalo. It is for this reason that we need a leader or President who understand the soldiers’ plight. That’s why I believe Ping Lacson is a better candidate if only because of this.

The Filipino Children’s Fund Inc. of which I am a member..”lends” money for children to start a garden, or raise hogs, etc. like the 4-H..but before we send the money they submit a project study. in San Andres Bukid we financed projects like “trapo making” (hindi yong politicians), etc. but they have to organize..and they have to work it out..some would tend to a sari sari store..some would make jewelries, rosaries, etc. and we could fund their projects..we fund the purchasing of materials they use..and the funds revolve..babalik nila para may gagamitin din sila..kaya lang somebody should over seer..nasa kanila rin ang pagtulong with each other..
Wala naman talagang spiritual immunity pero iyan ang paniniwala ng mga Obispo at matataas na lider ng simbahan. Look at what Cardinal Sin did…he opposed the Vatican’s order. In both associations, we raise the money here and the recipients are in the Phil. Sa FCF, there are only about 11 of us but we have helped,we are helping projects in Cebu, Davao, Cotabato, Guimaras, etc. in promoting cottage industries…ang requirement namin is transparency..they have to give us a report each year of how money was used..and whenever anyone of us go home or visit the PI we also visit and meet with the group..transparency and accountability is the thing..

Grizzy: sa Iloilo Society the scholarship program has been in existence since 1983..and transparent ang funds..every year after a fund raising event which is basically a dinner dance..we put out an audited financial statement published sa Filipino Reporter.. during the dinner dance we put out sa Journal a report on the scholarships given..names..schools etc.
..Sa Filipino Childrens Fund, ganoon din..financial reports and how the money was used..the organization was founded in 1986 and there are 11 of us…And in both organizations I am the Treasurer for more than 10 years…And when anyone of us visit the Phil. we meet with the coordinators and we give a report here..in addition to their annual report to us. and we are not Catholic ganizations..but we work hand in hand with outreach programs in the Phil..and we are all volunteers..marami ang maitutulong sa atin particularly sa mga bata…

Rose, to assist the children of the incarcerated officers you need not have any criteria nor accounting system. Just pick a child and send the money to the Parents-incarcerated officer or his other half. If the wife is unable to manage the money, you can send the money straight to the school and to the dorm manager. You can direct pay the registrar’s cashier. I have done this for years with sudents I help and it works. This will elimate the middleman and accountability issues.

I just finished watching CNN’s special on Martin Luther King, and while I did, I could not help thinking of General Lim, Senator Trillanes, Col. Querubin, et al in jail.
I wish they could watch that special show likewise and be inspired by it not to despair but continue to fight for the principles, etc. that they now much more than ever are determined to uphold.
They are not alone as a matter of fact. There are a lot many of us behind them in their fight.
