President Arroyo on Monday revived plans to change the 1987 Constitution including a proposal to shift to a federal form of government by 2012.
In a speech at the regional workshop on the Establishment of National Human Rights Institutions, the President said she is forming a group that would draft a roadmap to federalism by 2012.
The group will include various government executives including the justice and interior and local government secretaries, the Presidential Management Staff, officials of the National Economic Development Authority, local government executives, congressional allies and opposition leaders who support the move to federalism.
Mrs. Arroyo said the group would focus on the creation of super-regions and projects that would be funded in the 2009 national budget as well as proposed changes to the Constitution that would pave the way for the shift to a federal form of government in five years.
Mrs. Arroyo earlier vowed to attain a partnership between her administration and Congress in effecting reforms in the 17-year-old Constitution enacted during the term of President Corazon Aquino. She endorsed Charter change as her priority bill during her State of the Nation Address (SONA) in 2004 after winning a fresh six-year mandate.
Last December, the President was forced to shelve plans for a Constitutional Assembly due to fears of massive street protests led by the Catholic Church and left-wing groups.

The federalism/cha-cha initiative of the President will derail the national reform agenda as it would shift the national debate to politics. i.e. charter change which is a highly emotionally charged issue.
The reality is that Cha-Cha has acquired a dirty name and no amount of spin can wash off its perceived dirt. The minority has generally cooperated in vital reform bills like the budget, cheapermedicines and U.P. bill thinking that they are for the country’s good.
Now the national debate would shift to politcs afgain and derail good economic initiatives like balanced budget,increased revenue, global competitiveness, export development, etc.
Cha-cha would unleash once again all the forces against it and the resulting smoke of bitter political combat would make it difficult for us to navigate towards the 2010 transition.

Apparently, Fr Panlilio has asked Malacanang officially via a letter for the source of the “funds” he received.
He must not buckle under pressure on the pretext that his constituents need money. If he does that, he should accept that he is recipient of a bribe and for that he must be brought down. No ifs, no buts!
If Malacanang cannot explain where the money came from and what the money is for, he should return it and openly, publicly castigate Malacanang for trying to bribe him. to me he has the moral high ground still and should use that to begin national cleansing.
So for the moment, I say, Fr Ed must be given elbow room to correct public misapprehension.
As to the charter change call – don’t trust our politicians today. Charter or no charter change is all the same banana to me, it’s rotten!

ABS-CBN News reports that Garcillano & Abalos still stand to receive lump sums worth of millions as their retirement pay. For Abalos it’s 3.1M Pesos while for Garcillano it’s 2.98M Pesos. This is depite of all the things they did against the will of the Filipino People.
Garci’s lawyer said “..it was never proven that Garcillano faked his passport and it was not clear in the complaint against him what he perjured himself on so that the complaint was naturally dismissed”

Thanks Ellen for sharing with my opinion. JDV can never be President not even a Senator. At this age and point of his political life, only the Charter Change could make him Prime Minister. Matagal nang naglalaway iyan. At iyan nga ang ibinibigay ngayon ni GMA sa kanya to keep his loyalty. But what about FVR? JDV is allied with FVR. Hindi gagalaw si JDV na walang signal mula kay FVR. Unfortunately for JDV, he faces very strong opposition from the Senate whose some members are eying for higher office in 2010. Hindi papayag sina Loren, Mar, Ping, Dick. Pimentel may support the change in principle because of his like for Federal type of government. But then, I’m sure Nene has the interest of the Senate, the people and country in his heart. Hindi papayag si Nene sa mga ibang masamang balak sa Charter Change. Let’s see the development…panibagong away na naman ng mga iyan. Papasok na naman ang simbahan at mga nagmamarunong.

Gloria Arroyo ay walang sapat na kakayahan at katatagan upang makamit ang Federalismo sa taong 2012… habang patuloy ang pagkakawatak-watak ng mga iba’t-ibang rebolusyonaryo’t armadong grupo sa ating bayang Pilipinas… mula sa kaliwa’t kanan.

Anak ng putakte, ilang araw lang akong absent marami na namang milagrong ginawa itong bansot na ito. Pati mga investors ko na niligawan ng matagal para mag invest sa atin ayaw na dahil sobra na raw. They said that they would rather take their investment to Vietnam than here in RP. 2-4 billion dollars investments. Sayang para sa mga kababayan natin, pero okay lang, at least may time na uli para bantayan ang tiyanak na to.
Charter change na naman. Gloria shut the hell up! Talaga nga palang multi tasker ka ano, imagine mo, ZTE, Malacanang Bribery, Impeach Me, Garage Sale ng Pinas sa Tsina, at ngayon Cha cha. bakit gagawin mo na bang, province ng China ang Pinas at Cantonese na ang national language natin?
