What would you do if you were in Fr. Ed’s shoes?

Let’s focus discussion in this thread to two questions:

1.What would you have done if you were in Fr. Ed’s position?

2. Now that the gift-giving has been tied to the bastardization of the impeachment process, what are you going to do with the money?

Here’s the Inquirer story:

Not only administration congressmen but also at least one local government executive were given money after attending separate meetings with President Macapagal-Arroyo in Malacañang on Thursday.

Pampanga Gov. Eddie Panlilio, a Catholic priest, on Saturday said a Palace staff member dressed in a barong tagalog handed him a brown paper gift bag containing P500,000 as he was walking toward his car.

Panlilio said the bag, which had a handle, was stuffed with crisp P1,000 bills in five bundles, each amounting to P100,000.

He said the man told him he could use the money to help in the barangay elections, and that he accepted it after being told that he could also use it for “barangay projects.”

Panlilio agreed to confirm that money had changed hands after the meeting “because as a priest and a public officer, I should not lie.”

“I believe that since the money came from Malacañang, I also believe it is public money. So I should be accountable for it and transparent about it,” he said.

The President called the meeting with around 200 officers and members of the Union of Local Authorities of the Philippines (Ulap), the umbrella organization of governors, mayors and other local officials, ostensibly to discuss the progress of infrastructure projects in the “super regions.”

It was held hours after a breakfast meeting between Ms Arroyo and around 190 congressmen, where envelopes containing amounts of between P200,000 and P500,000 were reportedly distributed. (Malacañang and some congressmen denied this, but Cebu Rep. Antonio Cuenco confirmed he was given P200,000 as “Christmas gift.”)

A local official tipped the Inquirer that envelopes containing cash were also given out during the President’s meeting with Ulap members.

The source, who asked not to be named because of the sensitive nature of the subject, said the envelopes contained amounts ranging from P20,000 to P500,000 and were distributed so mayors and governors would support the dismissal of the supposedly weak impeachment complaint lodged against Ms Arroyo.

The complaint, filed by private lawyer Roel Pulido, was referred to the House committee on justice late on Thursday.

“They looked funny because when they came out of Malacañang, they carried identical paper bags containing the money. They were like Japanese tourists who came out of a store with similar shopping bags,” the source told the Inquirer.

It was earlier reported that 48 of the 81 governors and an undetermined number of mayors attended the meeting.

The source said P500,000 was apparently for the governors, and amounts of P20,000, P30,000, P50,000, P100,000, P200,000, P300,000 and P500,000 were given to city and municipal mayors.

According to the source, the amount depended on the size of the municipality: “If you are from a small municipality, you got P20,000. Big cities received P100,000 to P300,000, while chartered cities and provinces received P500,000.”

The source also said that apart from Ms Arroyo, Executive Secretary Eduardo Ermita and Undersecretary Tonypet Albano of the Office of Coalition Affairs were present at the meeting with Ulap.

But Ms Arroyo and Ermita were not present when the envelopes were distributed by Remedios “Medy” Poblador of the Presidential Legislative Liaison Office and other functionaries, the source said.

Panlilio said that before he left the meeting of the local officials, he learned from other governors that Ms Arroyo would be “giving help” for the barangay elections.

“May ibibigay daw pagkatapos ng meeting,” he said, adding:

“Jonjon (Bulacan Gov. Joselito Mendoza) and I discussed whether to accept the money or not. Jonjon said he would accept it if I decide to accept it.”

But it’s apparently the priest’s word against his colleagues and other local government officials.

Mendoza, a member of Ms Arroyo’s party, the Kabalikat ng Malayang Pilipino (Kampi), said he had not received any money from any staff member of Malacañang.

Mendoza said in a phone interview that he came to the meeting because he had something to discuss with Ms Arroyo — the purported refusal of Interior Secretary Ronaldo Puno to replace Senior Supt. Asher Dolina as Bulacan police director.

There was only silence from other governors.

Repeated calls by the Inquirer to Eastern Samar Gov. Ben Evardone (secretary general of the League of Provinces of the Philippines or LPP), Misamis Occidental Gov. Loreto Ocampos (the LPP national president), and Bohol Gov. Erico Aumentado, (past national president of Ulap), went for naught.

There was likewise no response from the governors of the Southern Luzon provinces — Vilma Santos-Recto (Batangas), Erineo “Ayong” Maliksi (Cavite), Teresita Lazaro (Laguna), and Arnel Panaligan (Oriental Mindoro) — despite repeated calls and text messages.

Evardone had earlier told reporters that if the Pulido impeachment complaint had no basis, the governors could “appeal” to congressmen to junk it.

The complaint was purportedly meant to protect the President from another and stronger impeachment complaint for one year.

Mayor Ramon Guico of Binalonan, Pangasinan, president of Ulap and of the League of Municipalities of the Philippines, and a cousin of Ms Arroyo, also denied having received money from Malacañang on Thursday.

“Wala sa mayors. Di kilala ang mayors (There was nothing for mayors. Mayors are not well-known),” Guico said.

He said he could not speak for the governors present because some of them were “suddenly pulled out of the Heroes Hall” in Malacañang by Camarines Sur Gov. Luis Raymund “Lray” Villafuerte.

He said he was informed that the governors went to the Guest House: “They went out before lunch and returned one by one later.”

Guico said members of the Ulap national executive board and Ulap as an organization did not receive money or financial support from Malacañang on Thursday.

He said the mayors and governors gathered at the Heroes Hall for the oathtaking of Ulap officers.

Asked to comment, Governor Villafuerte said in a text message: “I attended the governors’ meeting as chair of the League of Provinces and as Regional Development Council chair of Bicol. There was no cash gift given.”

Mandaue Vice Mayor Carlo Pontico Fortuna, past national secretary general of Ulap, likewise denied that money was distributed to them on Thursday.

Said Fortuna: “[The congressmen] are fortunate because they were given [cash gifts]. We did not receive any. We were there because of the turnover [of responsibilities to the new set of Ulap officers] and secondly, for the terminal meeting of the outgoing Ulap officials. The mayors and the governors were also being called. And I suppose they were there because they were asked to listen to the developments in the ‘super region’ program.”

Manapla Mayor Manuel M. Escalante III, president of the Negros Occidental chapter of the League of Municipalities of the Philippines, said he attended the meeting but was not given any money, nor was he aware that others were given money.     Its all just a game for GMA, isn’t it? It isnt about governance or the people’s welfare. its just about staying in power. Wouldnt it be justice, if some of those who received money, used it somehow, to oust her?

    Because of income from the quarry, Fr. Ed’s province is not exactly impoverished.

    Now that he knows that money is tainted, he should make a statement by returning it to Malacañang.

  4. I agree with Gabriela, the money should be returned, and the priest should order the provincial police and the prosecutor to investigate and start prosecution for attempt to peddle influence, corrupt and bribe him. There must be such law even in graft and corruption riddled Philippines.

  5. I am actually just watching a documentary on school election in China, and I wondered if such corruption is encouraged in Catholic schools where most of the present politicians have finished school. Maliit pa tinuturuan nang maging corrupt.

    Over in Japan, the only time children are encouraged to compete are in some sports competition in October on time for the annual sports festival all over the country. Otherwise, leadership is more voluntary.

    There are many ways people can be encouraged to make good use of their God-given talents, not for their own self-aggrandizement but for the good of their fellowmen.

    Ellen, brazenly shameless na talaga ha. You can bet your bottom dollat the promoter of this pakulo is the Fat Guy who pretends to be sick and dying (matuluyan na sana).

    This is exactly what the uncle of a friend of mine was telling about how the Fatso approached him to present some infrastructural project that the wife could use for borrowing money from Japan.

    There is actually a special relationship between Japan and the said province because of the Japanese who settled there before WWII that is why the GLORC tries hard to show some affinity with the said province, pasayaw-sayaw pa nga in native attire, pangsipsip sa Japan para madaling makakuha ng Japanese ODA. Nasira lately, however, because of the extrajudicial killing that parliamentarians here are not closely monitoring.

    For public officials: Is accepting money always bribery?
    Pampanga Gov. Padre Panlillo should outright reject the money from a stranger. Does he personally know the Malacanang aide? Deceivers spoke the divine words, while inside they had evil intentions. He was aware that the brown bag contains money disguised as help. What help? Oh,tukso layuan mo ako.

    Given the situation of Gov. Panlilio as new in politics:

    Answer to Question No. 1:
    I will accept the money because it was given in Malacanang which is the seat of the highest position in the land (although we know the present occupant is illegitimate). Supposedly, and it’s Gov. Panlilio’s belief, transactions in Malacanang are official in nature and funds or money given out are taxpayers money and recipients must be accountable for it.

    Answer to Question No. 2:
    Knowing afterwards that the money is tainted with fraud (as Gov. Panlilio divulege the story and handed it already to the proper provincial officer) the provincial government should keep the money but no disbursements to be made. It will serve as an evidence that money were really given out in Malacanang. Better still, display the whole P500,000.00 so that the public could see it when they visit the provincial capitol of Pampanga.

    Returning the money will be an exercise in futility for nobody will accept it officially. Sa totoo lang. In fact they will deny to death that the amount came from somebody in Malacanang.

    Turning Point, if the money was official, above-the board transaction, it would have been in check, and they would be signing for it because that would be audited by COA.

    The fact that such practice of giving out cash in bags is being done in Malacañang doesn’t make it oficial and above-board. it simply means that Malacañang, the seat of government, has been reduced to gutter politics.

    If I’m on Fr.Ed shoes, I take the money although it’s only a little amount at least it help the poor needy people, I use the money to buy some medicine for the sick.

    If I were on Fr. Ed Shoes, I’ll deposit the money and issue an equivalent amount to the Receiver General or National Treasurer to put the money back in Government hands. That will show the others that Money should be disbursed in transparent process and all accounted for. Otherwise the country can collect all kind of taxes and most of them will just end up buying influences, bribing to stay in power and in return to profit financially themselves from being in Power.

    These two questions reminded me of an examination of conscience time done by the religious every mid-day’s prayer or during Vespers where the Mo. Superior usually ask her Sister-Subordinates with these questions: If you were in this situation, how you behave; What would you do?
    First, I bet Fr. Ed was in the same situation. Should I accept it? Shouldn’t I? Then comes the different projects presented to him in his province which need funding. Sure, he thought, this money could be of help. So he deicided to keep the money, but waited, till he heard something about the “gifts” intended to help Gloria’s survival. Then he admitted of having received one too.
    I’d give Fr. Ed a credit for public admission. I believe the money fell in GOOD hands. He could have kept quiet, as others did, but he squelled! It’s a strong evidence!

    What would I do? Nothing! I’d wait ..I won’t touch the money…and once everything is clear, if I have to return the money, I will do it or I may use it later for public purposes. As Fr. Ed I think intends to do. At least I have it known to one and all, YES, I received an Envelope too!

    Just posted this comment on MLQ, but for those that are not Manolo’s regular readers here it is…a very effective way of uncovering corruptions in Governments…

    Just finished reading the Star’s articles about the release of former PM Jean Chretien memoirs (435 -page book, titled My Years as Prime Minister) and a few excerpt of what is in the memoir.

    One is the matter of relevance to any government in regards to Corruptions in Government.

    Before PM Chretien resigns as Party Leader, his administration was saddled with allegations of Abuse and corruptions in one of his pet projects, the Sponsorship Program in Quebec which the Auditor General has just uncovered.

    And here is his recollections about the corruptions the magnitude of which happened more than one hundred years ago…please read and maybe also true to the country….and you may go to the “thestar.com” and clik the toronto star on details. It’s today’s front page…

    Chrétien is unrepentant as well about how he handled the transition of power to Martin, which saddled the new Liberal prime minister with releasing the explosive auditor-general’s report on abuses in the sponsorship program in Quebec. Chrétien insists that Martin let him know – through Privy Council clerk Alex Himelfarb – that he wanted to take over in late 2003, not February 2004, as Chrétien had planned. So Chrétien decided to shut down Parliament early.
    “Though I had neither seen Sheila Fraser’s report nor been briefed about it, I knew, like everybody else in Ottawa, that it was going to be tough. But I didn’t prorogue Parliament because I was afraid to face it or wanted to pass it like a kiss of death to my successor.     And also after the criminal aspect of the case was resolved, the next PM, Paul Martin called Justice Gomery to conduct a no-bar-holds inquiry to look why the systems failed and to dig in deeper and find out even those that were not criminally involve (and there were many)and recommend solutions so the same will never happen again. And Justice Gomery made it clear to all of what really transpired, even calling the current PM and former PM Chretien (which he challenged and lost in other venues) to testify before him…and his reports is worthy of the best investigative inquiry there is, and his recommendations which has not been put into legislation yet will surely make sure that the same will not happen again for maybe more than another hundred years…. try the process and it really works, anywhere and in any situation….

    If I were Among Ed, I would not have accepted the money because the intention behind the gift-giving was clearly to corrupt. The money was not given in the normal course of government business. Accepting the money was tantamount to condoning corruption.

    The second question becomes moot.

    Chabeli, you bet, one of the best things to do is write to officials in the country you are based in who are in charge of foreign affairs, especially giving aids to the Philippines. It is what we are doing over here as a matter of fact para walang pangsuhol si Boba!

    Bribe, as a verb, as defined in Collins, is an “offer or give something to someone to gain favour, influence, etc”

    Fr Ed Panlilio did not accept the money as a bribe because he said he was going to use it for “barangay projects.” If he had pocketed the money & used it for his personal gain, or Glorias’, then that would have been a bribe. He could have just shut up about it, but the mere fact he did not conceal the truth or tell a lie, it did not make the money per se a bribe. Gloria did not gain a favour from Fr Ed Panlilio. On the contrary. He squealed on her by publicly admitting, up front, that indeed “..money had changed hands after the meeting” in Malacanan last Thursday. He confirmed receiving 500 Thousand Pesos, “because as a priest and a public officer, I should not lie.”

    Sa 1000 bills, that is 500 bills per congressman (190) per local gov official (80). Lumalabas na 135,000 pieces of one thousand peso bills. Hindi kaya ng iisang bangko yan.

    Interview-hin na si Father, para ma-criminal sketch yung naka-barong, dahil hindi daw kilala ni Father, pero namumukhaan niya.

    Perpetuate the Father’s testimony, agad (ther is such a procedure in the Rules of Court), considering (heaven forbid) the fact that extra-judicial killings are rampant.

    Baka biglang “ma-depress” si Father dahil tumanggap ng pera, at “mag-suicide”.

    Just like TurningPoint said, may news na sa abs-cbn, deny to death ang Malacanang.

    More reason to preserve Father Panlilio’s evidence. so huwag husgahan. I think the Father Governor is doing the country a favor.

    Like stated by Gabriela, may pera na ang Pampanga sa quarrying. So maybe Governor Panlilio just wanted the evidence; kunwari lang (to the Palace) that he is going to give it to the poor.

    Quintero charged Macoy with paying the Con-Con delegates. He collected all the money paid to him, then reported it to the Con-Con president (tatay ni Hobbit). Completo ang ebidensya, meticulously recorded by Quintero. Tapos na si Macoy? No sir.

    Macoy’s men went on overdrive, the NBI searched Quintero’s house, and find more money. They now concoct a story that someone paid Quintero to besmirch Macoy – mga hate Macoy group daw sabi ng beloved dictator (beloved by Enrile and Ver).

    So kailangang ma-preserve ang ebidensya ni Father, dahil baka magaya siya kay Quintero, now that deny to death ang Malacanang.

    under a cloud of highly questionable circumstances surrounded the money received, prompting the question; was it a gift, or plain bribery?

    call it by whatever semantics you like, but in many books held sacred by many peoples the world over, such act constitute B-r-i-b-e-r-y; one of the main component of patronage politics.

    politicians, bishops, and academics alike, of whatever stripe, had more than once decry politics of largesse to gain points and mileage; but when its their turn to face temptation, singularly the common justification is that they could make use of the money for some “projects”.

    is there anything more pathetic than that?

Ang hindi ko maiintindihan, sa dami ng pera galing sa lahar, tinanggap pa niya yun pera eh kalahating araw lang yun na sa pag ani ng lahar. Wala naman matatakbuhan sa gobyerno para magsumbong. Tatawanan ka lang. Kanino isosole yun pera? Hindi mo maasahan ang pulis o NBI lalo na ang militar kung ang katunggali mo ay ang malacanang. Hindi pa ngayon. Baka pag wala nang militar sa pulis maari pa (sana). Ang maganda kong nabasa dito ay yoong magsumbong sa international community. Pero nakita naman natin manhid ito dahil protektado. Nino?     Poetic justice if the money is used as follows:
    1. evidence against GMA or
    2. to pay for lawyers to file cases against GMa and her minions
    Either way, its karmic retribution. The money she used to prolong her stay is the money that will oust her.

    With due respect, if Gov. Panlilio will pay the withholding tax, the funds will become his own and there will be more stories to it related to ensuing disbursements.

    Since he already entrusted the money to a provincial officer, the provincial government can declare it as other income for transparency. They could get the best advice from the resident COA auditor who could monitor how the amount are used.

    One good thing here in Gov. Panlilio’s coming out on the P500,000, others who deny receiving the payola will not be believed anymore. Ed admittted to have received the money (perhaps he’s more credible than the rest), the Palace is constrained to admit it but this time says it’s nothing wrong. It’s a non-issue. Malacanang even explained that the late Cardinal Sin also received donations.
    It’s okay as long as the money is put to good use. So, it confirms Sin’s famous explanation that it’s even alright to receive donation from the devil as long as it’s given to the poor. Sin and the rest of the priests like Panlilio are now telling us that Malacanang is the devil.

Gloria Arroyo and her cohorts may have printed payola money with the same numbers. Overprinting of money may cause inflation. Crispy money with the same serial numbers was in circulation during the 1986 presidential snap election. Many suspected it was printed somewhere in Romualdez shipyard, BASECO Island. The Cory Revolutionary government sequestered BASECO Island and retrieved the Romualdez’ money printing machine.
