Update: Escudero asks: why GMA’s interest in pushing Cyber Ed project?

Sa “Strictly Politics” noong Martes ng gabi, sinabi ni Rep. Teddy Locsin, na may palagay siya ang “impeach me” na sinumite ni Atty. Roel Pulido sa Kongreso noong Biyernes ay para talaga mabakunahan si Gloria Arroyo sa totoong impeachment complaint sa taong ito.

Hindi lang yun, sabi ni Locsin. Ito ay para masigurado rin nila na hindi na sila maaaring isabit sa mas malaking deal na Cyber-Education project. Ito ay nagkakahalaga ng $400 million, China na naman ang partner, at walang bidding rin.

Kasi kapag na-dismis na ang palpak na impeachment complaint ni Pulido na inindorso ng isang malapit sa Malacañang na kongresista, si Rep. Edgar San Luis ng Laguna, hindi na maaring magsampa pa sa hanggang pagkatapos ng isang taon na naman.

Sinabi noong Martes ni Arroyo na ituloy ang CyberEd project. Uutang na naman tayo sa China ng bilyon-bilyon na babayaran na naman natin hanggang sa ating kaapuhan. Wala siyang paki-alam sa mga batikos sa proyekto.

Sinabi noong Lunes ni dating Education Secretary Florencio “Butch” Abad na hindi natin kailangan ang CyberEd. Ang kailangan ng edukasyon ay mas maraming guro, mas maraming schoolbuilding, upuan, libro at mga gamit. Hinalintulad ni Abad itong Cybered project sa isang taong, sa manggagawa na minimum wage ang sweldo ngunit gustong bumili ng Mecedez Benz.

Itong Cyber-Ed project ay parang televised classroom. Sa pamagitan raw ng satellite, makukunekta and mga classrooms sa buong bansa at magkaroon ng leksyon sa pamagitan ng telebisyon. Bilib na bilib sito si Arroyo at si Education Secretary Jesli Lapuz. Paniwala nila,sa pamagitan nito ay maresolba nila ang problema ng kakulangan ng guro at kawalan ng classrooms at aklat.

Lahat na naka-usap kung education officials ay walang bilib. Sabi ng isang opisyal, wala ni isang survey na nagpapatunay na ang televised lecture ay epektibo na paraan sa pagtuturo.Naniniwala ako diyan. Iba talaga ang personal na pagtuturo..

At isa pa, maraming lugar pa sa Pilipinas ang walang kuyente. Ano ang mangyayari sa kanila doon.

Marami ang nagsu-suspetsa na ang Cyber-Ed project ay pambawi ni Gloria Arroyo sa China sa pagkansela ng NBN-ZTE (ngunit hindi pa talagang patay ang ma-anomalyang proeject na ito sabi Executive Secretary Eduardo Ermita). Di ba nakapag-advance na ng milyung-milyong dolyar ang ZTE na napunta yata sa mga bulsa ng ilang mga maswerteng nilalang?

Ang nakalungkot dito, edukasyon naman ng mga kabataan ang pinaki-alaman. Wala sa isip nina Arroyo na ang mas mahalaga na leksyon ay “Huwag magsinungaling”,”Huwag mandaya”, at “Huwag magnakaw.”

Hindi kailangan umutang ng $400 milyon para ituro yan.

    Dapat masugpo kaagad ang kahibangan nitong si gloria bgo pa man tayong lahat ay lalong maghirap… yang pagtuturo sa pamamagitan ng telebisyon ay supplental lamang, iba pa din kung tunay na guro ang magtutuo. Ang mag-aaral ay nangangailanagn ng ibat-ibang pamamaraan ng pagsusuperbisa… at yan ay hinde maibibigay ng isang guro na nasa kahon lamang. Bobo yang gloria na yan, dapat jan balatan ng buhay.

    $400 milyon translates to $5 million to each and every man, woman, child among the 80 milions pinoys … mabigat yatang dalahin yan para lang sa kapakanan ni gloria. That is P250 million or QUARTER BILLION for ONE PINOY to shoulder!

    Ellen, natumbok mo naman ang tunay na issue. Gloria herself should know that having a televised classroom is not an all out method of educating children! If this method works , then US wouldn’t be hiring teachers from the Philippines to teach basic skills to their American children!
    A Filipina, who who works as a pre-college teacher in a US base here in Germany, says they use televised materials in the classroom per relevance to the topic but not all the time. There is no substitute to a personal teacher-student learning process.
    And Ellen is absolutely right! Teaching children lesson on HONESTY doesn’t need a televised classroom…Teaching by EXAMPLE is the best method anyone of us can do, starting from the highest Official of the land! But…as it is …now…Baka sasabihin pa ng mga school children…”Hindi kasi puwedeng ituro ni Ma’am sa amin ang linyang “Follow the leader”, dahil ang present leader ng bansa is a BAD LEADER!”

    Prof. Fabella and the Dean of UP School of Economics already made a study on that broadband (NBN) project. They say, it’s a useless, worthless project that doesn’t make any economic sense. What else does Gloria and her DepEd puppet need to know? Why are they still working on that damned project, which is certain to become another white elephant? (Gloria recently proclaimed, “We are determined to pursue the CyberEd project.”). These leaders will only deliver Filipinos to perpetual poverty as they wallow some more into the debt trap.

    And yet Gloria keeps on telling everybody that the Philippines will join the league of First World countries in 20 years?

    What a hypocrite! Everything she says, she does something that cancels it out.

    There’s an existing government TV network, the People’s Television Network, Inc. (PTNI). PTNI is on a full satellite transmission nationwide since 1992 using PALAPA C2. Its flag station PTV-4, which is based in Quezon City, boasts of a 40-kilowatt brand-new transmitter sitting on a 500-ft tower. With its 32 provincial stations across the country, the network has extended its reach and coverage to approximately 85 percent of the TV viewing public nationwide. There’s no valid reason to acquire ZTE cyber education flatform since PTV-4 is already transmitting via satellite.

    The government should improve the existing PTNI system. There are two sequestered TV Channels, RPN 9 and IBC 13 that can widen its nationwide coverage. Gloria Arroyo is pushing hard for the implementation of China’s ZTE cyber-educ project because advance payment kickbacks had been paid for. Gloriang Aksaya. Puro kickbacks ang nasa isip.

    As Fr. Cruz said, better spend more for those basic needs, such as hiring more teachers, constructing more classrooms, providing good quality textbooks, buying blackboards, school supplies, etc. than introduce an expensive technology like this.

    As Fabella argued, the last-mile connectivity problem (roads, bridges, electricity, etc.) should be addressed first before introducing a hi-tech formula like this. Their suggestion is plain and easy to understand. Gloria’s insistence on the CyberEd project is like jumping several notches up in the Maslow’s hierarchy of needs without complying first with the most basic, primordial needs.

    Just a footnote to DKG. The private sector is already doing part of the job, it only needs additional support by way of policy and maybe some financial. For one, Ayala Foundation is currently engaed in an outreach project called GILAS (Gearing UP Internet Literacy and Access for Students), where it connects selected public schools to cyberspace thru the internet, and multimedia (esp. TV). As of yearend 2006, it already did that for 1,040 high schools benefiting at least half a million students across the country. Ayala Foundation’s goal is to connect 5,789 public high schools to cyberspace by 2010.

    Gloria’s government need not spend $400 million for the cybered stuff. Just encourage more Ayalas from the private sector and give them tax holidays or some other incentive. Isn’t this the trend in today’s globalized world? Less government work, the better. Idiot!

    Absolutely.

    That’s how some technical colleges in France are started particularly for those kids or high school students who prefer not to go to university but take up some form of technical courses (2 years). Chamber of commerce and industry member companies contribute to the setting up of these educational institutions against tax holidays.

    Hindi pinag-aralan ang proyektong Cyber-Ed project kasi ay dahil lang naman sa kurakot at hindi sa progreso ng edukasyon sa Pinas ang binabalak na televised classroom.

    Ang tanga ni Gloria at Lapus, paano ma-resolve nito ang kakulangan ng mga guro sa public schools samantalang kahit televised classrooms ay mas kailangan ang mga guro para ipaliwanag ang teknik at sagutin ang mga tanong ng mga bata. Additional personnel pa nga dahil kailangan ang technicians para sa mintini ng mga device and machines.

    You pointed out an example of “good governance,” which is what 21st century governments must and really do, if they are to move ahead rather than step backward. Gloria’s, like any developing country worth its salt, must gear up on policy setting and providing directions, rather than taking up shovel work and digging the canals itself. Her government need not undertake a gargantuan project like the CyberEd to prove it is doing a spectacular job. With or without it, some are already doing this for Filipinos, not a single cent coming from the national coffers. USAID and Australia are already giving support for Phil. education. USAID alone appropriated some $30 million in 2005, another $30 million in 2007, and promised to give $190 million in the next few years, mostly for education in Mindanao.

    Why doesn’t Gloria multiply these efforts and still be cost effective?

    A statement from USAID: “Once one of the best in Asia, the Philippine education system has deteriorated in recent years. In response, USAID is training teachers and providing computers, textbooks, and other materials to schools. By supporting improved teaching of math, science, and English in Mindanao’s public schools, USAID is increasing access to quality education and livelihood skills in areas most affected by conflict and poverty.”

    Yeah, tama ka. Yung “legacy” na sinasabi ni Aling Gloria ay legacy ng katiwalian, sa tutuo lang. Kelangan ay bigtime project para bigtime din ang kurakutan.     21.5 percent of the population are hungry or minsan-minsan lang kumakain. How many of these are kids don’t know how to read and write? Tapos televised education ang ihaharap sa kanila, e wala ngang classrooms! Ano yun, sa ilalim ng puno ng mangga maglalagay sila ng computers/big screens for this project?! Ay mga tanga!

    Exactly, what are needed in the far-flung areas, and even in the city public schools, are good teachers of the 3Rs, not a televised classroom. With the knowledge of the basics, pwede ng sumagupa sa buhay ang mga bata when they become adults!

    Chi, agreed! A hi-tech solution to a lo-tech problem is a gross mismatch or “inappropriate medicine” (“monumental blunder,” in FVR’s lingo) to cure RP’s ailing educational system. It’s like putting cheese or salad dressing to boiled camote, when a little bit of sugar and lots of water are what you need for a complete or satisfying merienda.

Partner daw ang Tsinghua University dito. Talaga namang may credibility at ibubuga ang universidad na ito (www.tsinghua.edu.cn). Yun lang 2 departments nila sa Info Science & Technology, tulad ng Electrical Engineering at Computer Science, 200+ ang mga professors nila na specialists sa ibat-ibang klaseng infotech.

    Tanong: Alam kaya ng presidente at ng mga academicians nila na mabaho at suspetsado ang CyberEd project ni GMA? Alam kaya nila na ang magandang imahe nila ay ginagamit dito sa kalakalan ng basura at kurakutan?

    Hindi ba sa massive project na ito ay dapat may masusing pagaaral, o feasibility study or pilot projects para malaman kung magiging successful or not? Mayroon ba itong Cyber-Ed project na ito? Malamang wala, dahil ito ay isa sa mga ‘last hurrah’ ng mga Pidals at kailangan massive din ang kurakot nila dito. There is only one and only consideration sa the project na ito, their kickbacks. Pero naku po, kahit ibato natin ang buong kubeta kay Glue, no pakialam siya, kapalmuks!!

    This is not the first time that pinoys are ‘sold’ like chattel. In the treaty of Paris is 1898, the pinoys were sold to Spain for $20 million or one dollar for every pinoy. So there was the CRY OF BALINTAWAK. This time, it looks like it’s gonna be TEARS FOR GLORIA … the pinoys will silently bear the burden for gloria’s GLORIFICATION. When will pinoys heed Longfellow’s call:

Kya lang, ang problema ay tulad ng sinabi ni Neri sa senado. May desisyon na si Gloria na pirmahan na lang. So ganun din, niluto na nila siguro ang feasibility study.     If there are disinterested parties, Gloria refuses seeing them dahil wala siyang kurakot! Kwin Korap is a real success instilling the culture of corruption among kapinuyan.

    Imagine, more than 10 years under this demonya till 2010, at makakatiis yata ang pinoy na ang buhay ay pure ‘cycle of suffering’! I really don’t know what to make of it!

    This Cyber-Ed Project will not reach many places in Antique..walang electricity. I met a young newly arrived teacher last week on my way to Baltimore..and she told me that she was hired by the City of Baltimore. She impressed me as an intelligent teacher..and she taught in Cebu..her field is on special education. Nanghinayang ako kasi instead of using her skills in the Phil. she had no choice but to leave..ang sabi niya sa akin sa salary niya sa Pilipinas hindi niya mapaaral ang kanyang anak sa college. Here she gets much more..Her one month salary here is more than what she would get back home..kasi mayroon siyang specialized skills.. sayang..

    If I’m not mistaken, the Comelec under disgraced chairman Ablos have computers and machineries intended for Automation lay rusting in Storage. Now we know why Abalos stuck his big nose in more IT businesses that was never his business. In any other projects like more books, decent classrooms, more well-trained teachers and upgrading of teachers skills, and reducing the size of class, there is no “may 200 ka dito Sec.”, ikaw JVD 3 mayroon ka $10 Big ones to Back up. So these Friendly China financed projects are now the source of the Sweet, $ laden pie and hope they all choke on it..

    The reason why they have been pushing projects with existing parallel systems is they get to pocket the portion already accomplished by a previous project.

    Example, the “Telepono sa Barangay” of the late 90s had significant accomplishments in terms of cables laid-in, enduser equipment installed, gateway facilities set up, etc. Had the NBN been allowed, they will utilize this portion, which now sits idly due to absence of maintenance funds, and whatever the savings are, it goes straight into the pockets.

    This Cyber-ed will be no different. Instead of installing a whole new system altogether, the PTV-4 equipment as DKGuerrero enumerated, plus some new ones that will fill in the gaps will do it. But since it is covered by a sovereign loan paid direct to supplier, the full amount will be debited to the loan account. The supplier and the government mafia will split the loot afterwards!

    Even the “Guaranteed Bill of Materials” clause in a contract may be circumvented. COA is not capable of auditing highly-technical projects and will most probably hire the services of a quantity surveyor to check the quantities installed versus the Guaranteed BM. The cheap cost of surveying makes it open to being party in the coverup. A surveyor who would charge, say TWENTY MILLION may be bribed with another TWENTY MILLION and end up confirming the Bill. The kickbacks are too big, they can spend huge amounts without any significant dents in their purses.

    That is the very reason that they cannot hold competitive bidding. The more diligent bidders will surely alternately offer the system which utilizes existing assets which will cost government several times cheaper!

    Any panel of independent technical experts assembled now in the fields of engineering, telecoms, and finance will surely debunk all of Gloria’s claims of this project’s benefits.

    I’m willing to put my money where my mouth is. Kung mali ako, Ellen, may two hundred ka dito!

    Mahalaga sa classroom ang INTERACTION between the students and the teacher. Lalo na kung may mga katanungan ang mga bata tungkol sa lessons nila na hindi masyadong naiintindihan. Paanong magkakapagtanong o interact ang estudyante sa isang televised lesson ng CyberEd. Ito bang Cyber Ed ay two-way communication o parang TV lang? At paano ang mga may laboratory experiments? Sa monitor na lang ba? Isang KAGAGUHAN itong CYberEd project na ito!

    Vic, thanks for reminding. If I remember right, the third part of the election automation project, was the microwave transmission of election data to the Central Comelec Computer Network.

    Does anyone know if the microwave equipment have been part of the items delivered by Mega Pacific and paid by Abalos?

    If the microwave transmitters have not been ordered and paid by Abalos, my suspicious mind tells me two things:

    1. The Mega Pacific microwave transmitters and towers were ordered by the Korean computer suppliers from China in anticipation of the award of the Comelec Data Transmission package, but now that the Supreme court has voided the automation deal, the equipment are gathering dust in a warehouse somewhere in China. This is most likely a government owned company and has no way of unloading such huge inventory (it covers the whole Philippines). Now, the NBN deal was to use WiMAX (Worldwide Interoperability for Microwave Access) as the backbone. Go figure.

    2. The kickbacks Joey De Venecia said he heard ZTE officials saying they advanced to Abalos may not actually be for the ZTE broadband project BUT for the transmission package of the election automation project. This may be the answer to everyone’s question, “What the hell is Abalos doing in a Telecoms deal?” The advanced commissions in the failed deal in vote automation had to be earned. It is only through a similar wireless communications project that it could be done, right?

    There you go, Abalos needs to do the legwork so that they do not need to return his and his bosses’ commission in the Mega Pacific deal. He works with the Chinese, aha, broadband it shall be.

    That is my theory.

    Let’s put the sleuths to work.

    Mas mahalaga na ang pagtatayo ng mga eskwelahan ang unang intindihin ng gobyerno. Saan nila ilalagay ang mga computer na iyan kung walang mga classroom? Sa ilalim ng punong kahoy na nakikita natin sa kanayunan na nagsisilbing classroom ng mga estudyante? Ni wla ngang mga kuryente ang ating mga probinsiya eh. Kasabay ng pagatayo ng mga classroom ay ang pag-eempleyo ng mga guro at pagbibigay ng mga textbooks at ibang school materials. Hindi na naman pinag-aralan kung ano talaga ang problema sa Edukasyon. Talagang gumagawa lang ng PAGKAKA-PERAHAN ang pekeng gobyerno ni Gloria. Kawawang mga Pinoy! Pinaglololoko ng mga taong dapat ay nagsisilbi sa bayan! TAMA NA! SOBRA NA! Hilahod na sa kahirapan ang bayan sa pagbabayad ng bilyong-bilyong utang! Kawawa naman ang aming mga apo, samantalang nakahirati na sa nakaw sa kaban ng bayan ang mga nakaupo sa pekeng gobyerno ni Gloria Dorobo!

    Nagtataka ako kung bakit wala man lang tayong nababasa sa mga religious groups na comment tungkol dito sa mga isyu. Siguro dahil pare-parehas ang hinahanap nila …. KWALTA!!!!!

  36. At least, ngayon may broadband na kaya mas madaling mabisto ang mga kabalbalan ni GLORC. Pero bakit walang aksyon para makulong ang ungas at mga kakutsaba niya. Nakakangiti pa nga ang ungas na parang nakakaloko. (Ang pangit ng litrato ngayon sa mga dyaryo!)

    Like father, like daughter talaga. Iyang ama niyan, in fact, ang unang nagbaon sa Pilipinas sa utang. Sabi nga ni Prof. Agoncillo sa amin noon, iyong utang ng Pilipinas hindi mababayaran ng mga pilipino ng aming generation and the generations of Filipinos to come. Apparently, nagkatotoo ang sinabi niya! Mas lalong lumala pa nang makaakyat ang anak sa pamamagitan ng power grab.

Of course, binaklas ko ulit ang computer ko, at pinalitan ko ang motherboard at mga chips ng computer ko. Ngayon vintage na pero inabuloy ko sa mga nangangailangan sa Pilipinas. Ang mahal ng bili ko doon sa totoo lang. Ngayon, 10 percent na lang ang presyo ng bagong mga computer ko doon sa presyo ng computer ko noon, at tuwing may bagong labas, imbes na ako pa ang mag-upgrade at bumili ng mga chips, bumibili na lang ako ng bagong computer. Suki nga ako ng HP at Dell. Nasubukan ko na yata lahat ng brand.

    Kaya anong kalokohan ang pinagsasabi ni Boba na unahin ang cyber-ed, e ni hindi nga mabigyan ng libreng edukasyon ang mga pilipino. Unahin muna niyang gawin libre ang eskuwela maging sa mga probinsya hanggang high school para hindi lang iyong may kaya ang nakakatungtong ng mataas na paaralan.

    Researchers in CyberEd project did not do their homework. There is an existing domestic satellite (DOMSAT) network with its tracking & telemetry control center in Antipolo, Rizal which covers the whole Philippine archipelago using the PALAPA satellite.

    It was first commissioned in late 1970’s with Col. Hechanova as the Project Manager. During that time, the government TV channel was using the satellite transmission in its TV broadcasting nationwide.

    Most of the pioneers in that endeavor have left the company and are now working overseas in satellite transmissions.

    So, why build another satellite network when there is an existing one?

    Manny Pacquiao was wrong to snub the motorcade and reception planned for him by the City of Manila. Actually, when Mayor Alfredo Lim decided to continue the practice of a grand Manila reception that Pacquiao received every time that he returned triumphant from a boxing match abroad, the new mayor of Manila was kind enough to accept that the funds that former Mayor (now DENR Secretary) Lito Atienza spent on these receptions were proper official city expenses.

    As it turned out, these funds must have been spent not for official but for personal business. Why else did Pacquiao refuse the city this time around and instead go to Atienza’s office for his official reception?

    So, it was all a personal thing between Atienza and Pacquiao and was never an official Manila reception all along?

    As for Pacquiao, how can he claim to be the people’s champion when he turns his back on Manila whose citizens have supported him all along?

    Sports figures that play politics never end up well. Manny Pacquiao will not be any different.

    As for Mayor Lim, his intentions were admirable.

    …and as expected, pumunta sa Malacanang ang gago at tuwang-tuwa naman ang amo niyang impakta. Manny Pacquiao is not truly for the people…not for the Manilans or opposition territories…but certainly for Malacanang.

    Re GMA’s Cyber-Ed plan, I was reminded of what a bureaucrat during Cory Aquino’s presidency said when he said, commenting on the growing poverty in the Philippines, “There’s so much hypocrisy here. … we are a rich nation pretending to be poor.” I don’t know why the guy (I can’t remember his name now) said that but he certainly has gone bonkers if he insists with his opinion.

  60. I’m not against this cyber ed program but really as Ellen says, we don’t have the structures, basic ed facilities and trained teachers to inject that kind of system in the learning. Why spend on a system that’s bound to fail for want of the right structures.

    We cannot go from cavemen to high tech mode right away.

    As everybody here says, we don’t even have classrooms and correct infrastructures so why insist?

    Yes, we do have aplenty of electronic engineers and technicians and most of them are manning the sophisticated tracking and telemetry control satellite stations in the Middle East countries and Afghanistan. As you said so much brain drain and it will continue. The young generation’s aim is to get a college diploma leave the country and strive hard in the chosen country and improve their capacity to earn.

    Companies which gave trainings in maintenance and operations of the equipments to new hires compelled them to sign contracts. Once they have completed the training they have to stay otherwise they are forced to pay for the equivalent amount of the expenses during the training period. Usually the duration of these trainings lasted from three to six months.

    It will be a continous training for the company as a preparation for employees leaving for greener pasture.

Anong bansa na ba ang may ganitong cyber-ed, para may comparison ang Pilipinas how it goes over there. Dito kasi sa amin, ang mga schools may kanya kanya silang website, na pwede mong ma-access anytime thru the world wide web or www, in other words internet. Ano ba ang cyber-ed, TV ba o internet, malabo sa akin ang concept nito sa ngayon.

    Nabasa ko pala sa Tribune ay $100 milyon ang original cost ng project, ngunit naging $450 million, wow, ang laking dagdag. Dapat uriratin natin ang components nitong contract na ito at tingnan natin ang mga presyo, at specs ng mga machines.

    If only to prove their good faith, Gloria and Lapuz ought to be a bit more clever. Why doesn’t this govt seek other foreign offers to compare to the figures that they have of their CyberEd?

    So simple, so easy to do…all Lapuz has to do is to write to the different foreign embassies in Manila. The embassies will then forward the request to various companies in their respective countries.

    All Lapuz has to do meanwhile is to sit back and relax because the embassies will be doing the contacting for him and if those who wish to participate believe that this project is a good project, the companies themselves will lobby with their respective govt for support, i.e., loans, grants, etc.

    It doesn’t take much to do the right thing. What is incomprehensible is why Gloria and Lapuz should be so admant about doing it their way when following rules is so easy to do.
