House Speaker Jose de Venecia, to save his speakership, agreed to inhibit from the impeachment complaint filed by Atty. Roel Pulido against Gloria Arroyo,
Deputy Speaker Raul del Mar of Cebu will endorse the complaint to the Justice Committee. That effectively immunizes Gloria Arroyo from any impeachment complaint for a year. Pulido’s impeachment complaint, which allegedly is the handiwork of Arroyo’s people including Local Government Secretary Ronaldo Puno, is considered so flimsy, it won’t prosper.
As long as the complaint did not reach the Justice Committee, it was not considered filed and another impeachment complaint, a more substantial one perhaps, can be accepted by the House of Representatives.
The scene this afternoon at the House of Representatives was bizarre. Arroyo’s men were rushing to speed up the impeachment process against their boss while the opposition was blocking it. Jesus! Only in the Philippines. Only in Gloria Arroyo’s devious regime.
Sources said De Venecia was in danger of losing his speakership if he did not endorse the impeachment complaint. The arrangement was a compromise. At the expense of the Filipino people.

Speaker Jose de Venecia has inhibited himself from any participation in the impeachment complaint filed against President Gloria Macapagal-Arroyo at the House of Representatives.
De Venecia made the announcement Thursday at a press conference as speculations swirled throughout the day on what action he would take on the case.
At the same time, De Venecia ordered Deputy Speaker Raul del Mar to endorse the complaint to the rules committee, headed by Majority Floor Leader Arthur Defensor.
Defensor has yet to refer the case to the justice committee.
De Venecia’s lawyer Raul Lambino has advised the Speaker to take a leave because acting on the complaint would further implicate him in the national broadband network controversy, which complainant Roel Pulido used as basis for his case.
While Pulido, in his complaint before the House, accused Arroyo of inaction over the NBN scandal that also implicated her husband Jose Miguel Arroyo, Pulido used the same charge to file criminal and administrative charges against De Venecia at the Office of the Ombudsman and the House ethics committee respectively.
De Venecia was linked to the NBN imbroglio when his son, Jose de Venecia III blew the whistle on the First Gentleman and several government officials who had allegedly told him to drop his bid on the NBN project that eventually went to the ZTE Corp. of China.
Pulido said the Speaker should not have allowed his son to take part in any business transaction with the government as prohibited in the Constitution.
“Considering that the complainant, Attorney Rafael Pulido, has also accused me of unethical practice before the House ethics committee and the Ombudsman, I believe I should have no participation whatsoever in the disposal of this complaint,” De Venecia said in his letter to Del Mar which he read at the press conference.
“I have therefore decided to voluntarily inhibit myself from any participation involving this impeachment complaint,” he said.
“Let me emphasize that my only reason for inhibiting myself is to avoid any implications of conflict of interest that may arise, considering that the same complainant also filed similar charges against my person,” he said.
“Let it not be said that I am doing this to seek any personal leverage or to await the filing of any other impeachment complaint. In my every official action in this House, I have always given primordial consideration the interest of our nation and people,” he said.
This may be the time to call their bluff. Pressure the complainant/endorser to amend the complaint, and have it signed by 80 congressmen.
I would have preferred the De Venecia was ousted. That would really have been garapalan.
But it looks like JDV is not ready to lose power, even if that power is already much diminished.
He retains the speakership now. But his entering into a compromise with GMA shows that his hold on the House is shaky.
It’s a matter of time,he will be ousted.
As we have always said here, it’s a quarrel among thieves.
The fact that they have the numbers to threaten JDV, that means Gloria has the numbers to kill the impeachment complaint which is theirs naman talaga from the very beginning.

I think it is useless to wait for another year,there will be more Pulidos every year. It is very easy to file an impeachment complaint if it is designed to fail(you just need three pages of paper), while the honest to goodness impeachment complaint which is usually voluminous and carefully studied takes a lot of time to prepare. GMA has bastardized the process.

MANILA, Philippines — Battling for political survival for the third time in as many years, President Gloria Macapagal-Arroyo Thursday summoned loyal congressmen to Malacañang and, in a show of strength using “sendoff gifts,” forced Speaker Jose de Venecia to back off from an impeachment move.
Envelopes containing cash amounting to between P200,000 and P500,000 were handed out to congressmen at the meeting, along with promises of pork barrel amounting to millions of pesos, hours before administration lawmakers took action in the House of Representatives to protect Ms Arroyo from being impeached, several lawmakers present at the meeting told the Philippine Daily Inquirer.

This impeachement fiasco has been going on for years. How come no one in the Philippine Congress or Senate have the nerve and decency to correct the loopholes in the law regarding removing crooks and criminals in their government. They may try to study laws of other countries, even laws to remove corrupt judges of the courts that should be independent of the branches of the government.
They should in fact bar the criminal from appointing people in the court, police and other agencies responsible for locking up creeps like go liar (good moniker for the criminal squatting at the palace by the murky river) to jail forever if not excecute them to lessen the number of crooks in the Philippine government.
Right now, we can only pray for a miracle. I’d better help by going to our temple weekly, I guess.

I am quite intrigued by the reaction of Senator Trillanes when he was asked why Pulido was terminated as his and the Magdalo soldiers’ lawyer. All he said was that let Pulido answer that himself.
What did Pulido do? This is relevant in view of the controversial role he played in filing the weak impeachment case. The public needs to know more about this fellow’s morals and character.
Phil, agree! Trillanes should speak up if only to give us an insight on the Pulido persona… there is no turning back, we must have it straight from the horse’s mouth.

I don’t read the guy kasi useless, but you’re right. I don’t think that what we do here is useless at all. As far as I am concerned, I have seen what our actions here have resulted into. Kaya nga alarma agad iyong anak who blogs in Filipino blogs and egroups, di ba? Kaya sinong may sabing useless ang blogging sa Ellenville. Trying hard lang ang isang iyan na walang magawa no doubt, even regarding his second class status down under ba?
At least, iyong daldal namin nga nakasipa doon sa PR agency noong Fatso sa Japan. Alsa-balutan and now operates I am told in Manila, US and Australia. Baka may ginagawa ding PR agency sa Europe. This Filipinos in Europe should find out for themselves.

Marami dito pareho ni Yuko, nag lead ng protest marches sa Tokyo against Gloria. Dito rin sa Belgium, thanks na rin sa Ellenville.

At least we encourage each other here not to lose hope beyond hope… Ellen’s blog is a medium for exchanging thoughts, ok perhaps frustrations but at the same time, these thoughts are a way of not giving up.
I would rather have someone encouraging the people here not to close their eyes on Gloria’s putrid governance than discourage people by saying, “wala naman tayong magagawa.”

The mere fact that some sectors of our population read Ellen’s blog and see that there are people who support them in their fight is good enough encouragement for them not to give up. For example, the incarcerated officers and troops who are jailed by Esperon illegally. These are good thinking people and they deserve our bit of loyalty at least through this medium.
That’s how I see it. Nothing is ever black and white in life but one thing I’ve learned is never to give up.
