Jose Miguel Arroyo, the President’s husband, may have been fit enough to take a 10-hour direct flight from Hong Kong to Europe, and even take in an occasional round of golf.
But his lawyer said yesterday Arroyo’s doctors are likely to disallow him from attending the resumption of the joint Senate investigation on the national broadband project on Oct. 25.
Arroyo’s lawyer, Ruy Rondain, said yesterday, “I doubt if he will go against the advice of his doctors.”
He said the doctors do not want to expose the President’s husband to anything that may imperil his health condition.
Mr. Arroyo underwent an aneurysmectomy and triple bypass operation last April 9 at the St. Luke’s Medical Center.
He said the presidential spouse was even not allowed to watch on television the super-featherweight bout between Manny Pacquiao and Mexican Marco Antonio Barrera last Sunday.
Arroyo also missed the fight of Pacquiao against Mexican Jose Solis due to his health condition.
He has been advised to avoid any kind of stressful situation that could increase his blood pressure and heart rate.
He left for Hong Kong almost unannounced on Sept. 25, the eve of the start of the Senate probe on the broadband deal. He was back in Manila Oct. 2.
Jose de Venecia III, son of Speaker Jose de Venecia Jr., alleged that the presidential spouse told him to “back off” from the NBN project.
Former Planning secretary Romulo Neri, in a letter to the Blue Ribbon committee, again invoked executive privilege, by refusing to furnish the minutes of the Investment Coordinating Council (ICC) of the National Economic Development Authority on the NBN-ZTE deal.
The Blue Ribbon panel asked for the minutes of the March 26 meeting between the ICC and the technical board of the Department of Transportation and Communication, where Neri was reportedly vehemently objecting to all the assertions of DOT assistant secretary Lorenzo Formoso.
In the meeting, earlier divulged by Sen. Panfilo Lacson, Neri opposed the deal, saying it should be under the build-operate-transfer scheme and that no government funds should be used to finance the project.
However, the NEDA made a complete turn-around and approved the deal on April 20, on the eve of President Arroyo’s trip to China where she would witness the signing of the contract.
“So what happened between the ICC-NEDA meeting until President Arroyo left for China? There must be something that made Neri backpedal from his original position,” one source asked.
The panel is expected to issue a subpoena duces tecum today to force Neri to make public the minutes of the meeting.
Senate minority leader Aquilino Pimentel Jr. said the Blue Ribbon panel should call back Benjamin Abalos and Neri to complete their testimonies on the circumstances behind the awarding of the contract.
“Mr. Abalos should be summoned again so that he can shed light on his financial and business dealings with Evelyn Silagon and others in connection with the ZTE contract. Mr. Neri should be called back to the hearings so that he can complete his testimony. We cannot allow him to tell us half-stories. He should simply tell us the truth, not half truths.”
Pimentel said Abalos should respond to allegations that Silagon was fronting for him in certain business deals. Abalos was alleged to have sired a child by Silagon. This has been denied by Silagon. – With JP Lopez

Just look at rubbish and garbage dump sites, and tell me why I should care whether his senate appearance is hazardous to his health or not. Look at those young children scavenging for food in garbage cans; look at those children living in shanties around garbage dump sites who are in extremely poor health – so really, I don’t care whether his appearance before the senate is lethal or not.
Frankly, I’d have hoped senate appearances would be lethal!
