Armed Forces chief Gen. Hermogenes Esperon Jr. has approved an “annual physical examination” for former Marines commandant Maj. Gen. Renato Miranda, an alleged leader of the last year’s failed power grab, a military spokesman said yesterday.
The approval was given last Monday, the same day Esperon said Miranda was not entitled to an “executive checkup” because he is a “destabilizer.”
Sen. Francis Pangilinan assailed Esperon’s refusal to allow Miranda an executive check-up saying it’s a violation of the detained general’s right to life. Sen. Rodolfo Biazon was also scheduled to go to Tanay on Monday with a doctor to visit Miranda.
Lt. Col. Bartolome Bacarro, chief of the AFP public information office, said the term “executive checkup” does not exist in the military vocabulary. “What we have is the APE, the annual physical examination,” he said.
But he glossed over Esperon’s statement that “destabilizers” are not entitled to a medical check up.
Miranda, who is said to be suffering from diabetes, hypertension and vertigo, had asked for an executive/general.The military leadership has denied this on the ground that Miranda is “security risk,” according to Miranda’s co-accused, Brig. Gen. Danilo Lim.
Lim, who shares a detention room with Miranda, said during court martial proceedings last week that Miranda has been seriously sick for two weeks. He also said Miranda collapsed in the bathroom of their detention room. He expressed fears Miranda might collapse again and could go into coma because of low blood sugar.
Bacarro said an executive check-up and APE are “basically the same” except that the executive checkups are conducted outside a military medical facility while the APEs are done usually in military hospitals.
“What the chief of staff granted is the conduct of a physical examination in a military facility,” he said.
Bacarro belied talks that Esperon approved a physical examination for Miranda because of criticisms by some sectors who warned Esperon could be held responsible if Miranda’s condition deteriorates.
He said the APE would show Miranda is not that ill to have him treated at a hospital outside Camp Capinpin.
He also said Miranda is not being neglected as records show the general has undergone three laboratory tests since March 1. The tests, he said, “showed no significant or what we can say alarming findings that you can classify as life-threatening.”
Bacarro would not say when Miranda will be brought to the AFP Medical Center in Quezon City for the APE. “As to the exact date and time when he will be brought there, we would like to keep it to ourselves.”
Lt. Col. Edwin Leo Torrelavega, chief of the Camp Capinpin hospital, said Miranda’s condition has been improving. “The patient is ambulatory, meaning he can walk.”
On the fear Miranda might go into coma, Torrelavega said: “No. Unless he doesn’t eat, unless that is what he likes. Anyone can go into coma if he likes due to hypoglycemia.”
Before Bacarro announced Esperon’s approval, Senate majority leader Francis Pangilinan criticized the AFP chief.
“Hindi makatarungan, at lalung-lalong hindi makatao ang pagdadamot ng AFP kay General Miranda na maghanap ng lunas sa kanyang mga karamdaman,” he said.
“In case Gen. Miranda’s condition further deteriorates, in case he slips into coma due to his low blood sugar, or God forbid, in case the general dies in Camp Capinpin which has no adequate medical facilities, will General Esperon take responsibility for the result of his actions?” he also said.
Caloocan Bishop Deogracias Iñiguez said it would be “inhumane” to deny medical treatment for the detained officers who have been tagged destabilizers.
“May sakit sila at dapat silang patignan for obvious humanitarian reasons. Kahit sila nga ay naturingang mga destabilizers, parang inhumane naman yang type of punishment na iyan kung hindi sila papayagan magpatingin sa doctor,” said Iñiguez, head of the public affairs committee of the Catholic Bishops Conference of the Philippines. – With Gerard Naval

In the case of Sen. Trillanes, Col. Pedro Davila, Esperon’s staff judge advocate, continues to act imperious daring the senator to sue the chief of staff. Davila insists on misinterpreting the court order saying it prohibits holding of hearings. The court order never said that. What it did not grant was the setting up of an office in the Marine Brig.

That’s the problem with military folks who interpret orders – they most often than not misinterpret them; that’s why there is a tradition in the military to OBEY ORDERS BLINDLY to avoid doing a Davila thing!

I have doubts about this. I talked with Mrs. Miranda yesterday morning and she knew of no order to allow Gen. Miranda to have a general check up.

It makes no difference whether it’s executive checkup or annual physical examination. The immediate problem is Gen. Miranda is sick and he needs immediate medical attention in a hospital. As we know, executive checkup does not necessarily mean that a person is sick to undergo such process. The same thing with APE, if it really exists. But as I commented earlier, that remark of Esperon will be long remembered for its notoriety. He will pay dearly for his inhumane and cruel treatment towards his fellow men in uniform.

yes Turningpoint, you are very much right. hindi naman siguro gagawa lang ng istorya si Gen. Lim para lang makalabas si Gen. Miranda. This is perhaps off topic but it has relevance on why Esperon is playing God:
Arroyo wants law to protect military secrets
The Inquirer reports that Mrs Arroyo has just ordered the AFP and the DND to help craft laws that will safeguare “military secrets” just as the Senate probes were getting underway into allegations that the military wiretapped Arroyo’s phone and other personalities during the 2004 election period that has come to be known as the “Hello Garci” scandal.
Perhaps, this is the reason why the AFP has repeatedly snubbed Senate summons for top military brass to appear before the “Hello Garci” hearings. They have been crafting this plan all along!
Three things come to my mind right off the bat on why Arroyo wants a law crafted that will “protect military secret” — never mind if we don’t have a law yet to that effect as in other countries where certain military secrets are covered by secret service acts approved by Parliament in the case of European countries and Congress in the US, but what is strange is that Arroyo suddenly turns around after years at the helm just when the probes into the election cheatings in 2004 are going full blast today.
1.) She doesn’t want to make public the unsanitized version of the Mayuga Report that contains the findings of Admiral Temmy Mayuga’s committee that she formed “to investigate into the 2004 cheating allegations that probably include the names of high power officials in government today and most of all to protect General H Esperon, CSAFP and other generals and military officers who alleged to have helped to ensure her victory in massive cheating operations.
2) She wants to protect herself as there may be ISAFP records, in case these records — and am sure there are — have detailed account of her personal involvement in the cheating operations in 2004 other than the “dagdag, dagdag” discussion with Comelec official Virgilio Garcillano, the alleged mastermind of the cheatings during the last presidential elections.
3) She would like to make it illegal for future military leadership to disclose any of the incidents that really happened during the 2004 election when she is no longer in power for fear that she would be hounded by the nation’s justice system even beyond 2010 when her “term” officially comes to an end.With a law tying the justice system itself, she would be discouraging any enterprising military officer or anybody related to military officials from going public in case 1 & 2 information are indeed in the records of the AFP.

Was that a statement of fact or was it a threat? Who would like to be in a coma? I guess Torrelavega’s statement is suggesting something, to me, it looks like they’re planning on wasting Miranda and blame him for it!
Mrs. Miranda should see to it that the General is never left alone. With these demons in power, you can never be too sure.

Detention houses and prisons here are well equipped. We actually have hospitals for the police and prisons here where they perform thorough check-ups of the prisoners and operate on them if needed. Failure to do so is considered inhumane and a violation of the international convention on human rights of prisoners.

Officers on trial for mutiny dare Esperon: Tell the truth

CAMP CAPINPIN, Tanay, Rizal — The 28 officers on trial for mutiny before a court martial over the failed February 2006 mutiny dared Military Chief General Hermogenes Esperon Jr to “tell the truth” on the controversies he was involved in, including alleged cheating operations in the 2004 elections.
Should Esperon heed their call, the Army Scout Rangers and Marine officers said their nemesis could “earn our salute.”
Reminding Esperon that he has four months to go before his retirement in February, the officers said: “Tell the truth. Just tell the truth. You might still earn our salute.”
“We have not given up on you, Mr Esperon. There might still be some good left in you,” they said in a stetement before the start of their court martial hearing here.
“Every Navyman worth his salt knows why we call you ‘mister’… We lost that on you,” they said.

i repeat, he is deliberate, cold and calculating. he knows what he is doing, and may feign ignorance here and there ala Erap, to distract the people seeking his ouster.
Class 70? Doubt it… Much too old to be of class 70 only. Must be either from Class 74 or 75, or 73 at the earliest.

Are you speaking of Miranda’s jailer Cayton or Esperon? Esperon is from class PMA Class 74.
