The Senate is expected to hold no further hearings on the inquiry into the $329 million national broadband deal until Congress returns for work on Nov. 5 after a one-month break which starts tomorrow.
The freeze was a result of the decision to scrap an all-member caucus last night where a proposed hearing tomorrow was to be taken up.
The caucus was called to discuss how the Senate would pursue the inquiry after the resignation on Monday of Election Chairman Benjamin Abalos, the alleged broker of what was suspected as an overpriced supply contract with the Chinese company ZTE.
Earlier in the day, Executive Secretary Eduardo Ermita said the Senate investigation might not be relevant anymore after Abalos’ resignation.
“Ngayong wala na yung object ng kanilang investigation, ano’ng relevance noon?” he asked.
He added that President Arroyo “is very confident that things will somehow simmer down.”
Rep. Alan Peter Cayetano, chair of the Blue Ribbon, the lead committee, said the failure to hold a caucus only means that no hearing has been scheduled.
He said the inquiry will definitely continue.
He said the committee has subpoenaed the NEDA Investment Coordinating Committee for all documents relating to the ZTE contract. He said the transportation department has already submitted the documents in its hands upon receipt of a similar subpoena duces tecum.
Congress was originally scheduled to start its All Saints’ Day break on Oct. 13. On Monday, it was announced at the Senate that the recess would be advanced by a week.
Abalos, along with Higher Education Chair Romulo Neri and Jose de Venecia III, would likely be recalled to appear before the Senate.
Senate President Manuel Villar said First Gentleman Mike Arroyo would also likely be summoned.
Abalos, Neri and Arroyo are not likely to show up.
Villar said the decision of Abalos to resign prompted senators to discuss their next step.
“Isa iyan sa pag-uusapan namin, yung pagpapatawag kay Chairman Abalos, kay Secretary Neri, Joey de Venecia at doon sa iba pa. Si First Gentleman ay babalik na rin daw,” he said.
He said the Senate hearing would continue despite Abalos’ resignation. “Iba naman ang personal na buhay ni Chairman Abalos sa isyung ito.”

Senate majority leader Francis Pangilinan said they expect Abalos to make himself available to the joint committees as he had promised.
“Chairman Abalos is just one player in this issue. The big picture is an anomalous, high-scale contract participated in by Cabinet officials, and if we are to follow the testimonies in the Senate hearings, possibly by the President and the First Gentleman as well. Let’s not allow ourselves to be distracted from the real issue,” he said.
Sen. Joker Arroyo said there was no point in asking Abalos to show up at the hearing.
He said Abalos and the young De Venecia would just trade accusations. “There’s nothing more to ask.”
Abalos, in an interview at the turnover ceremonies at the Comelec, said he has nothing new to say.
“Let us not waste our time. I think it is too much already. Twelve hours of repetitive questioning para bastusin na naman?” he said.
Abalos has said he is willing to face a legal forum instead of the “unfair” Senate probe.
Abalos reiterated he is not withholding any information on the NBN controversy.

Abalos formally said goodbye to the poll body but not after warning his detractors.
“Wala na akong sasabihin nilang opisina na I am taking advantage of. Kayo (detractors) naman ang humanda,” he said.
Abalos’ lawyer Gabriel Villareal said they will now pursue the libel cases against Neri and the young De Venecia.

What relevance he is talking about? General Ermita is definitely wrong. Disgraced former elections chief Benjamin Abalos Sr. force-resignation does mean the closure of the $329-M ZTE-NBN scam. Press release from SHANGHAI– President Arroyo personally conveyed to Chinese President Hu Jintao yesterday her decision to scrap the national broadband network (NBN) contract with Chinese firm ZTE Corp. during a brief meeting between the two world leaders here.
Mrs. Arroyo initiated discussions on the NBN issue during their 30-minute bilateral discussion at the Xi Jiao Guesthouse in Shanghai.
The President started relaying the Philippines’ recognition of China as an important partner. Mrs. Arroyo reiterated to Hu the Philippines’ commitment to the one-China policy, which China considers as an important issue, very much appreciated by President Hu. (Note: Taiwan OFW jobs in peril)
“At this point the President explained the difficult decision not to continue with the NBN contract,” Bunye said. (Note: discontinue is not the same as abrogate, cancel, kill.)
Pressed by reporters about what the President meant about “not to continue,” Bunye said, “I don’t want to use any word other than what was used by the President.”
(Note: the statements come from personalities with a reputation of making incredible statements.)
Bunye said that the topic of the NBN-ZTE deal took up about a third of the time of the bilateral talks, which lasted around 30 minutes including the time for translation. (Note: it took ten minutes to declare the deal is dead? Amazing!)
Favila and Agriculture Secretary Arthur Yap, who accompanied the President to China, were evasive for the most part yesterday when asked to provide details about the bilateral talks.
Discontinuation or cancelation, this is a well-deserved victory for all decent-minded Filipinos. It’s about time we call the shots. Gloria had no choice, admission or no admission, the finger points to her, damage done, she has to cancel, mission accomplished.

If there is such suspicion, Chi, by law, the Fatso, being a civilian and not a government official, can be arrested, investigated and then prosecuted if evidences prove that he has committed plunder, influence peddling, which is no secret, etc. And even if he is a government official/employee, he is subject to the law and there must be some law and criminal proceedings applicable to him without necessarily leaving the decision to the crooks in the Senate and Congress.

The credit line allegedly for the Philippines is $18 Billion. The sly part of the scheme — no hassle in appropriating payment of the loan – it is automatically appropriated in the annual budget, beyond the scrutiny and transparency of public bidding and legislative oversight. I credit the brains of Andaya for the cleverness of the scheme, and suspiciously the reason he was hovering over Neri at the Senate hearing and executive session.

Businesses dislike operating in a climate of instability. When big businesses start to complain and become restive, it will become dangerous for Gloria. Today, it seems big businesses are still keeping their cool. Wait till they start become really restive as when the Ayalas and the Concepcions and whoever start making noises, just like what they did during the few months before Erap’s downfall – Gloria will be in danger.
But we must not understimate Gloria. She has extremely good sensors and her ability to react and make 180 degree turn is simply staggeringly good!

Jarius Bondoc has become the most popular writer these days with his ZTE expose. Kasing taas ng Bondok ang kasikatan ni Bondoc ngayon. If I were a TV talk show producer, I would hire him and Ellen to be the hosts of the show.

Don’t know but I never liked Bondoc. Am grateful that he exposed the looting attempt on the treasury via ZTE but I’m not a fan of Bondoc. To me he is not always “not for hire”.

Nakikita natin ang malaking pagkukulang ng ating lipunan dahil sa hindi na natin napapansin na ang isang tao’y nagpakita ng delicadeza, imbes ang sinasaisip ng marami ay ang pagdududa kung bakit siya nagpakita ng magandang-loob na hina hanapan pa rin ng ibang motibo.
Ang pagbitiw ni Chairman Benjamin Abalos sa puwesto dahil sa ayaw niyang mabaon ang Comelec at ang kanyang pamilya sa kahirapan at kaguluhan dahil lamang sa kagustuhang manatili sa puwesto’y isang patunay na mayroon siyang delicadeza. Ang kanyang pagbitiw ay “for the good of the public service.” Ano pa nga iyon kundi “delicadeza”?
Kit Tatad says Abalos hasn’t resigned. There is no official document that says he has done so. He is actually on terminal leave until his term expires on Feb, 2008.

Who is to blame for the freezing the investigation? Sa November pa daw itutuloy…malamig pa sa yelo kung ganoon katagal. No one to blame but Manny Villar who once again played the Malacanang card. This double-faced Villar must be condemned !
