Former NEDA Chief Romulo Neri, testifying before the Senate, said while playing golf with Comelec Chairman Benjamin Abalos, the latter told him, “Sec, may 200 ka dito.”
Abalos, who was also in the Senate, feigned ignorance, “ano ba yan, hindi ko maintindihan. Siya mismo hindi niya masabi kung ano ang 200. 200,000 or 200 million.”
Neri also said that he informed Gloria Arroyo over the phone about Abalos bribe offer. “Chairman Abalos offered me P200 million,” he said the told Arroyo.
He said Arroyo just told him, “Don’t accept it.”
Neru said he was never invited by the anti-graft commission in its investigation on the broadband deal. Arroyo said yesterday Malacañang’s investigation showed no bribery in the ZTE deal.

Abalos might have entered into an agreement with Gloria that he be made as the sacrificial lamb with the assurance of letting him escape (again) to hide abroad with all the millions with him.

That’s it…200 thousands, 200 millions or 200 pesos…no matter what amount is still a bribe. Abalos has no more escape. Neri was allowed to stay and appear at the hearing precisely to pin down Abalos so that Gloria and Mike are free.

Pechanco, when I was reading the main news, I thought of the same thing you are saying, that the buck stops at Abalos and everyone will be protecting the tiyanak because they know that if she will still be in power, they all can get to enjoy their loot in another country later. my 2 cents on this topic…
While many, including me, anticipated too much this ‘Neri telling the truth’ thing, it somehow projects that whatever Neri will say or have said in the hearing are “all truth” now.. And that “all truth” includes ‘… GMA told me not to accept the bribe…’ and ‘… I only saw Abalos and NOT FG nor his men in the meetings…’
Subconciously, I was already thinking that these hearings (Hello, Garci & ZTE) will get to nowhere. It’s not that I don’t believe in those issues, it’s just that MIDGET and HER DOGS will do anything, anything that makes lying through their teeth is just an easy task for them.
Notice how Sen. Santiago called the hearing as “a squabble for kickbacks” and time-waster for Senators? IF she thinks that it is a time-waster, why did she attend in the first place? Because, she wants to make this in-front-of-camera pronouncement that people should not be paying attention anymore to that Senate hearing.
Even the way Senators are asking their questions are very easy “to go around to” specially with how Jinggoy asks questions. Ang daling lusutan ng mga tanong nila. Even yesterday’s hearing, it was even during Sen. Biazon’s line of questioning that Arlene Doble was able to say that it was her who asked for ISAFP’s help to take her to Manila and not as Vidal Doble stating that ISAFP kidnapped his family. Pinagtatawanan lang sila ng ibang matatalinong Senators who are sadly belonging to those people who I am alluding to when I say “HER DOGS”.
Hindi ko na alam kung ano pa ang kinakailangan para magising ang mga tao at mga sundalo tungkol sa PANGGAGAGO NG IILAN sa buong Pilipinas! OR wala n lang talaga tyong pakialam?

Even if i can’t see Abalos’ body language, his replies point to being evasive, and much as one wants to give him benefit of doubt, the man is clearly lying.
He brokered, fixed the deal for ZTE.
To be able to go around Speaker Joe de Venecia in deals of this kind or that he’s shown interest in and seems to back (ok it’s his son’s), only another ‘bigger’, powerful official can do that at election time; easy to dedeuce that among protagonists present, only Abalos could do that. The next would have been president.

In Mlq3’s liveblog feed, Neri said or rather someone called Sales said that there were no other proposals so difficult to make comparisson – one senator quipped, NEDA didn’t do job properly – then insisted that this deal was based on tied loan.
Actually it’s line agency that didn’t do its job properly – how can they be so sure that other govts can’t propose better loan terms if they didn’t ask other govts. All they have to do is inform embassies in Manila soliciting proposals. Embassies would have done job for them contacting industries. DoTC didn’t even have to get off its backside and proposals would be “pouring in”.
Embassy economic post would have lobbied with their govt for back to back govt loans.
Only way to know if Chinese offer is good offer.
In other words, however they want to slice this as being tied to China govt loan, etc., this ZTE deals smacks of corruption, not only financially but morally.
At the very least, RP govt line agency has been very negligent and NEDA has not been up to their task. At that level, it’s RP chief exec who should be blamed. Am trying to be very objective here and do not wish to accuse her of anything at this point save for gross negligence. She has command responsiblity.
For one who is reputed to be micro management prone, she overlooked, and only god knows why, the flaws and gross negligence committed by her cabinet men in the performance of their tasks.
ZTE deal is purely commercial transaction even if backed by their own govt banks (Chinese) so it’s not as if this deal is a national security treaty matter involving China that president cannot question or compare it with other possible offers from other countries.
Any way you look at it, this deal is fishy.

Abaloslos is branching out to IT business maybe and this is just the beginning. Somebody must have told him that there is money in this telecommunications business and if he can start a Chinese connection all the better for the publicity that China is now taking control of the world.
In short, he needed the connection and the first couple dorobo are offering it to him on a silver platter because they need him uto-uto. Naglolokohan in other words, or better, naggagamitan. It’s just that now they are confusing the nanggamit sa nagpagamit!

At this point of the inquiry, I don’t know if Abalos can be declared the fall guy. It would point to that but I think, Abalos’ lying through it and some of the questions by the Senators are giving him an exit door, lil one but it’s an exit door nevertheless.
Sentors ought to hammer him more with direct and leading questions. We know he is lying but he is being allowed to get away with it on technicalities – Senators ought to be more piercing. Only Lacson and strangely enough Joker Arroyo who have been rather piercing in their questions today.

Frankly, I like posting in this blog because I can post in Tagalog, and remember those words I hardly use at home. Masagana talaga ang wikang pilipino. Daming words to describe the crooks as a matter of fact.
Neri played up to Malacañan’s propaganda. He did EVERYTHING to protect Gloria & Mike. I was so disappointed at him. I agree with Sen Lacson when he said Neri missed the opportunity for his defying moment. Arrogantly, Neri said he will be the judge of that.
Notwithstanding I suspect that Abalos is a crook, but after listening to the manner of how Neri was answering the queries of the Senators, I’m beginning to doubt about the 200 that was offered to him by Abalos. I wouldn’t be surprised if Neri said that if only to deflect the public’s focus on FG & Gloria.
A few hours after listening to the hearing, I got the feeling that Abalos was going to be the fall guy of FG & Gloria. What the public got was the supposedly tell-all of a whimpy Neri. Impressed ? Not !
So far so good. The world saw two liars in the government today on TV.Both are Filipinos.

I got exactly the same impression as you reading through the reponses of both Neri and Abalos.
That’s why I said, Abalos cannot defintely be made into a fall guy precisely because of Neri’s responses. At the rate it’s going, Abalos can easily shrug this whole thing as Opposition getting back at him and that there’s no basis for all the accusatins being fielded.
Neri has been a thorough wimp. Absolutely disappointing.

In conscience and deep in your heart, could you say in your capacity as a respected technocrat (economist or whatever his/Neri’s title or profession is), that this contract or whatever it’s called, not disadvantageous to govt if only to refer to fact that from 262 million dollars, bloated to 330 million in a few months…
Answer yes it is disadvantageous or no it’s not disadvantageous and explain why or why not.
And if he falters, I’d say, “Go on… you were a professor (or still a professor of something), so please feel free to lecture us on why you think it’s disadvantageous or not disadvantageous to govt…”

In my humble opinion, we need a leader to lead us away from all that is ugly & wrong in our system. It is not a leader who is either anti-Gloria or pro-Erap. We need a leader who knows right from wrong; someone who is morally upright; someone the people can respect. Like I commented, “many have expressed people-power fatigue”. The more I think of it, it probably isn’t people-power fatigue. The people are looking for that right leader. Ang tanong ay sino kaya ? Nasa tao na kung hinhintayin nila ang 2010 o mapaaga.
That’s why Gloria exerts all means and efforts to keep Senator Trillanes in jail because he could be a rallying point of change!
It’s only Trillanes who said, “ang mahihirap ay hindi na makakapaghintay ng tatlong taon pa”!
