Abalos is threatening Joey de Venecia for exposing his $10 million bribe try while AFP Chief Hermogenes Esperon is threatening to sue T/Sgt Vidal Doble for exposing how the military is being used to undermine democracy.
Abalos threatens to sue JDV’s son
Chairman Benjamin Abalos Sr. of the Commission on Elections (COMELEC) on Saturday said he will file charges against the son of Speaker Jose de Venecia Jr. for accusing the embattled poll official of attempted bribery.
In a DZMM interview, Abalos maintained that he doesn’t have $10 million to offer as bribe to Jose de Venecia III so the latter’s company, Amsterdam Holdings Inc. (AHI), would withdraw its bid to bag the national broadband network (NBN) supply contract with the Department of Transportation and Communications.
The younger de Venecia, meanwhile, said he was shocked by the offer but he immediately declined the money, which is equivalent to almost P500 million.
“Sabi niya, ‘Joey, umatras ka na lang, bigyan kita $10 million (He said, ‘Joey, just back out and I will give you $10 million),'” the AHI co-founder said.
He, however, admitted that he does not have any evidence to prove that he was indeed bribed by the COMELEC chief. He added that he has no reason to lie about the matter.
Abalos stressed that he never offered any money to anybody to support the project as he reiterated that he was not part of the broadband deal.
The COMELEC chief has been accused of brokering the deal on behalf of China’s ZTE Corp. He allegedly received lavish gifts including women from ZTE officials. Abalos had denied the allegations.
Abalos said he is convinced that the accusations hurled against him are part of a demolition job to besmirch his reputation.
He added that the elder de Venecia wants the deal with ZTE nullified so that the contract will be re-bidded to other companies.
Ilolio Vice-Gov. Rolex Suplico is set to file an impeachment complaint against Abalos before the House of Representatives in relation to the NBN-ZTE controversy.
A report by The Philippine Star quoting a senior House member said the House leadership is ready to let any impeachment case against Abalos take its course.
“In fact, there are early preparations so as not to derail the proceedings in case a complaint is filed against chairman Abalos in the House,” Baguio City Rep. Mauricio Domogan said on Friday.
“The House will be fair on any forthcoming impeachment complaint or complaints against him,” he said.
Domogan said he is confident the involvement of the younger de Venecia in the controversy would not affect impeachment proceedings.
“We believe the speaker will not use his influence over the congressmen even with his son’s involvement in the NBN deal controversy with the ZTE Corp. In fairness to the speaker, he has observed delicadeza (propriety) and has not prejudged chairman Abalos,” Domogan said.

Esperon threatens to sue Doble
Esperon said charges will be filed against Doble due to “security concerns” based on the former intelligence agent’s revelations before the three Senate committees investigating the wiretap scandal.
The military chief said that as a former military man, Doble should have thought of the country’s security before revealing the military’s intelligence activities.
Esperon said the charges would be filed before a civilian court. He said Doble can’t be tried by a military court since he is already out of the service.
The Armed Forces chief however did not state the specific charges that will be filed against the former military intelligence agent.
Appearing at the inaugural hearing of the Senate’s reinvestigation of the “Hello, Garci” controversy, Doble said the military’s wiretapping activity could not have been possible without the help of people from two of the country’s biggest mobile phone service providers, Globe and Smart telecommunication companies.
Doble, in his reply to Sen. Aquilino Pimentel Jr.’s question on the sophisticated equipment used by the military in wiretapping, said Globe and Smart played big roles in the illegal wiretapping activity.
“Wala pong sinasabi nating mga sophisticated equipment, your honor. Kahit hindi. Nangyari lang po ito dahil sa pakikipagtulungan o sabwatan ng mga member doon sa mga service provider (There are no such things as sophisticated [wiretapping] equipment, your honor. [Wiretapping] was made possible with the cooperation of some people from two service providers),” Doble said.
The former intelligence agent, however, failed to identify the military’s contacts from the two cell phone service providers.
Doble said Lt. Col. Pedro Sumayo Jr., his commanding officer in the Military Intelligence Group (MIG) -21, and Capt. Fredrerick Windell Rebong have direct contact with Globe and Smart companies.
Doble said Rebong gave MIG-21 members Nokia 3600 units that have the capability to eavesdrop on phone conversations of “target personalities.”
He explained that each Nokia unit has a memory SIM (Subscriber Identity Module), where the bugged conversations are automatically recorded. He said the conversations recorded on the SIM were then downloaded to a computer and then transcribed by an agent.
Doble identified other MIG-21 members involved in the alleged wiretapping of opposition and administration personalities, including former election commissioner Virgilio Garcillano.
The agents were Capt. Lindsey Rexsaggi, Chief Petty Officer Gil Torente, Master Sergeants Amador Tabermejo, Ricardo Jimeno, Alex Villedo, Benjamion Callos and Andres de la Peña; and Technical Sergeants Nelson Abantou, Ferdinand Bactad, Bienvenido Castillo, Ariel Betade and Benjamin Galves.
Doble said his group was ordered to monitor the phone conversations of some important political figures.
Among those whom Doble identified were Sen. Gregorio “Gringo” Honasan, the late opposition presidential candidate Fernando Poe Jr., Horacio “Boy” Morales and former presidential chief of staff Michael Defensor.
Defensor was President Arroyo’s campaign spokesman during the 2004 presidential election while Honasan and Morales were actively campaigning for Poe.
Doble said members of the Magdalo Group, a band of rebellious military junior officers, were also wiretapped by his team.
The alleged wiretapping took place during the May 2004 elections.
Doble said he and the other agents were shocked when they heard the voice purportedly of Mrs. Arroyo telling Garcillano to widen her lead by one million votes.
He said he immediately informed Rebong about the conversation. Rebong then informed Sumayo, Doble added.
‘Medy’
Doble also said that the President’s supposed close aide, whom he identified only as “Medy,” offered him and his wife Arlene help during a meeting at the quarters of then Armed Forces chief Efren Abu inside Camp Aguinaldo, Quezon City. He said it was there where he was reunited with his wife and two children after leaving San Carlos Seminary in Guadalupe, Makati City.
Doble said Medy was introduced to him and his wife as Mrs. Arroyo’s personal secretary in that meeting at Camp Aguinaldo sometime in June 2005.
Sen. Panfilo Lacson said that based on his own “little background investigation,” Medy is actually Remedios Poblador, an undersecretary assigned to Malacañang’s Legislative Liaison Office.
Lacson said his own probe revealed that Poblador is one of the closest aides of Mrs. Arroyo.
“I found out that [Poblador] is a personal confidant of President Arroyo and information has it that there are two persons allowed, personally allowed by President Arroyo to ride in [her] car, [one of them is Poblador],” he said.
Interior Secretary Ronaldo Puno, on the other hand, said Poblador is assigned at the Presidential Liaison Legislative Office (PLLO) and works under Deputy Executive Secretary Jake Lagunera.
Puno explained he has oversight of the PLLO as concurrent presidential political adviser.
“I really think that somebody should say something to clarify the situation so that this would not be tainted with too many wrong interpretations,” he said.
According to Puno, Poblador was approached to help resolve the crisis when Doble had sought refuge at San Carlos Seminary during the height of the controversy in 2005.
He said Poblador is a relative of Manila Archbishop Gaudencio Rosales who has jurisdiction over the seminary.

Re Doble’s credibility as a witness questionable?

What I don’t understand is the big fuss about Doble’s different tune. Don’t they understand that the very reason why Doble is being presented is that he is about to sing a different tune?
