May bayad na CR sa public school

May paki-usap ang isa kong kakilala tungkol sa kanilang problema sa principal ng San Pedro Central School, San Pedro, Laguna na si Ginang Diana C. Casiano.

Ito ang kanyang hinaing:

“Dahil public school po ito, siyempre 99% sa mga mag-aaral ay mahirap. Yung mga bata po ay halos walang makaing almusal, makapasok lang. Ito po’y dinadalhan ng pagkain sa tanghali na halos sang kamay bg Dios mo pa hahanapin ang pambili ng pagkain.

“Ang problema ay hindi po pinapasok ng guwardiya yung mga naghahatid ng pagkain kaya halos lumawit ang leeg mo sa kakasilip sa anak mo. Yun pong canteen ay halos ilang estudyanrte lamang ang magkasya. Kaya, kung saan-saan sulok na lang kumakain ang mga bata. Mayroon sa ilalim ng kahoy.

“Yung playground at parking lot ay punong-puno ng mga sasakyan ng mga nagta-trabaho sa munisipyo dahil katabi ito.

“Yung mga estudyante ay sinisingil ng tig P20.00 kada isasa utos ng principal at para daw po ito sa guwardiya. Halos ilang daan o libo ang estudyante dito. O, magkano yan?

“Yun pong comfort room sa ibang room ay ayaw ipagamit dahil barado daw. Kung mag-CR ka naman sa iba, may bayad. Dumi- P5.00, ihi – P2.00. Anong klaseng public school ito?

“Yung mga bata ay pinipilit ng mga titser na bumiling rasyon nilang pagkain kahit may baon pa ang mga bata dahil pag hindi daw maubos yung tinda ng titser ay charge sa kanila. Pag hindi naman bumili ang mga bata ay tinatakot silang babawasan ang marka nila sa kanilang grades.

“Kung kailangan nila gumamit ng toilet, lumalabas bna lamang ang mga bata ay kung sang restaurant sila nagsi-CR katulad ng Chowking at Jollibee.

“Kapag may contribution gaya ng sa sikyu, ay call agad ang mga magulang na maayos ang pamumuhay. Ppaano n man kaming gumapagapang sa hirap mapaaral lang ang mga anak?”

Noong Hulyo pa inabot sa akin itong sulat ngunit sa sobra kong abala ay ngayon ko lang naasikaso. Nakiusap ang sumulat na hindi muna sasabihin ang kanyang tunay na pangalan. Sana iba na ang sitwasyon ngayon.

Mahalaga ang CR at obligasyon ng paaralan na bigyan ng maayos na toilets ang mga mag-aaral. Magkakasakit ang mga bata sa ganyang masamang sitwasyon.

Sana mabasa ito ng principal na si Gng. Diana casiano. Sana mabasa ito ng mga taga Department of Education at mabigyan ng lunas ang problema.

    Mga pupils, listen up! Kung ihing-ihi na kayo o duming-dumi na ay diyan na lang kayo sa paligid ng school mag-relieve. Huwag lang kayong pahuhuli hane. (Sori, Ellen, naiinis kasi ako sa prinsipal at mga guro).

    Kung bumaho ang schoolyard ay baka matauhan ang inyong mga titser.

A fake leader mismanaging incompetently, neglecting the basic needs of the poor Filipino, creating a twisted model for the children. The hardship these children and their families experience is no different from the anguish that we all suffer under a corrupt and illegitimate president.

    Bago (actually, bagong luma) ang Mayor ng San Pedro, si Calex Cataquiz. Unang naging Mayor noong maging OIC ng panahon ni Cory at after 3 terms, naging Laguna Lake Development Authority (LLDA) Administrator. Nakasuhan ng graft kaya natanggal din.
    Ang tinalo ni Cataquiz noong Mayo ay ang dating Congresswoman ng administrasyon. Mabaho na kasi ang pangalan ni Congresswoman dahil yung kapatid niyang kilala sa underworld na si “Baby Tsina” ay labas-masok sa kulungan dahil sa pagtutulak ng shabu.

    Magkadikit nga ang eskwelahan at munisipyo, dingding lang ang pagitan, ika nga. Imposibleng di alam iyang problemang iyan ni Cataquiz. Kunsabagay, kung yung sarili niyang subdibisyon sa likod ng McDo katapat ng Ice Plant, lupa ang kalsada, walang drainage, baha kahit tag-araw, anong klaseng serbisyo ang aasahan mo sa Mayor ng San Pedro.

    Yung pinalitan niyang 3-termer na si Fely “Hapon” Vierneza, pagmamayabang nung nakaraang kampanya na 23 years naging Mayor ng San Pedro, (kaya pala napag-iwanan ang bayan ng mga naging lungsod na, gaya ng Calamba at Santa Rosa, samantalang ang San Pedro ang gateway ng Laguna kung galing ng Metro Manila) at 23 taon din ang nasayang sa isa pang inutil na Mayor. Talo si Vierneza sa pagka-Congressman noong Mayo. Ang tumalo, yung dating Bise-Gobernador, artista, at doktor na si Dan Fernandez.

    Si Vierneza at Cataquiz, ang maipagmamalaki lang na “accomplishments” sa mahaba nilang panunungkulan ay ang maraming lupain at mga subdibisyong naipundar sa “maliit” nilang suweldo. At ang paglago ng negosyo…ng kanilang mga kamag-anak. Minsan naimbitahan ang mommy ko sa isang Sampaguita Festival, galit na galit si Vierneza dahil panis yung pansit. Pinagmumura yung mga waiter ng catering. Yung caterer, kapatid niya.

    Ito pang gagong si Vierneza, nag-offer ng bahay niya sa Alabang sa mga Koreanong umuupa ng dalawang pinto sa apartment ng mommy ko, dahil daw sa maraming akyat-bahay sa San Pedro, at mas maganda raw ang bahay niya sa Muntinlupa, may swimming pool pa. Sino namang investor ang tatanggi sa alok ng isang Mayor? Ang album factory ng mga Koreano, sigurado akong malaki ang “natipid” sa mga bayarin sa munisipyo nung lumipat sa Alabang. Kundi ba naman gago ang Mayor, siniraan na ang sarili niyang bayan, inagawan pa ng negosyo ang isang constituent.

    Ellen, matagal na iyang kalakarang ganyan sa mga public schools doon. Kapitbahay rin ng mommy ko ang isa pang principal sa isang public school sa may Pacita Complex. Taun-taon, ang mga magulang ay pinabibili ng monobloc chairs para raw sa mga bata, samantalang kumpleto naman ang silya sa mga classroom. Malakas na negosyo siguro ang chairs and tables rental, ano? Sa kabutihang-palad, nasipa na rin si Aling Vicky bilang principal sa dami ng reklamo.

    Kung ang ganito ay nangyayari sa isang first-class municipality na nasa boundary lamang ng Metro Manila, paano na kaya yung mga nasa malalayong probinsiya?

    Buti na lang at sa maliit naming bayan na halos kasinglayo lang ng San Pedro ang layo sa Maynila ay hindi ganyan ang sitwasyon. In fact, ang gagaling ng mga guro at ang prinsipal ay dati kong titser na marunong at disiplinarian.

    Wala kaming naririnig na ganyang reklamo. Kasi, ang pamamalakad ng aming prinsipal ay palakad pa niya noong unang panahon. heheh!

    Kaya nga public school na ang ibig sabihin ay serbisyong pampubliko at ang pondo ay galing sa gobyerno na kinolekta naman ng gobyerno sa buwis ng tao,umulan man at umaraw ay sigurado ang suweldo ng mga sir at madam.Karapatan ng mga studyante ang mag-aral dahil ang serbesyo ng mga guro ay binayaran na ng kanilang magulang,liban lang kung kinupit na ng principal ang pondo ng paaralan,Matindi rin pala itong punong guro at ipinapapabayaran ang pag-gamit ng kubeta,dapat dito sa principal na ito ay tawaging Ginang Arinola AKA misis Langonisa.

    Kung itong Ginang Arinola na mahilig pala mangulekta ng contribution na hindi alam kung saan niya gagamitin ay dapat na ng sipain sa paaralan na iyan.Palagay ko dos mil na lang siguro ang linis na suweldo niya kada buwan dahil iniutang na niya sa GSIS ang kanyang suweldo kaya nagsa-sideline na lang siya sa pursusuhang benta ng langonisa at goto sa kanyang canteen.Kung ako ang may anak na nag-aaral d’yan sa school na iyang ay sasabihin ko kay Junior na iihi na lang siya sa Flagpole at sabay taas ng kaliwang paa.Sasabihin ko na rin sa mga studyanti na tusukin nila ang gulong ng mga sasakyan na nakaparada sa kanilang playground.Ano ang ginagawa ng Mayor sa bayan na iyan ng San Pedro.Naghihimas ng manok!

    Sa Probinsya at mga bayan sa amin ay hindi ganyan ang public school,maayos ang turo at ang mga facilities.Grade 1 pa lang ay nagbabasa na sila ng encyclopedia na donasyon ng mga balikbayan,kumpleto sila sa kailangan nila,tulong-tulong kaming lahat na mabigyan ng kagamitan ang mga school at pati na rin mga computer kaya hindi puwedi iyang pahulugan ni madam sa mga estudyanti niya at paghihingi ng contribution,palalayasin sila sa school at palitan sila ng substitute muna.Kaya masuwerte pa ring kaming mga Zambaleno at hindi kami ganyan.

    Sa Pilipinas lang yata ang may bayad sa CR (public toilet). Kaya nga tinawag na public toilet, pang publiko. Not only that, it depends on what you would be doing inside the CR. Kung iihi lang, iba ang presyo. At kung magbabawas naman ng solid na bagay (alam niyo na ito…nakakahiyang banggitin), mataas ang singil. Sus!

    Bakit naman sa Flagpole mo pinaiihi si Junior? Pole lang ba ‘yan at walang bandila ng Pinas na nasa taas? Well, kung meron bandila ay sabihin mo kay Junior na doon na lang umihi sa silya ni Prinsipal Arinola.

    Sa Pinas pati etat ay pinakikinabangan. Anak ng Kagaw!

    Iyan ang legacy ni Gloria. Of course, iyan ay matagal na sigurong nangyayari, pero naging very pronounced sa leadership ni Gloria. Kakahiya! Ginugutom kasi ng husto ang mga titser e, nababaril at ipinadudukot pa kung may eleksyon.

    Siempre merong mga bastos at korap na titsers na mana kay Gloria, meron din naman na marurunong, mababait at disiplinado at naglilingkod gaya ng titser ko.

Alam at nakikita niya siguro na ang mga boss ay nagkakakwarta sa mga transaction nila dahil sa overpricing, ghost projects or deliveries, at iba pa, kaya gumawa din ng kanyang gimmick. It can all be traced up to the presidentianak na garapal na walang nasa tuktok kung hindi kung paano kumita.

    Pati ba naman sa education, na-corrupt na rin. Iyong mga titser ko rin noong araw mga matitino, puedeng bigyan ng mga medalya dahil talaga namang mga hardworking.

    Kasi naman ngayon, kung hindi sila makatiis sa sueldo nila, umaalis na lang at nagpupunta sa ibang bansa as domestic helpers. Meron nga akong nahawakan pilipinang nagtratrabaho dito noon at nahuling gumagamit ng shabu na nagsabing college graduate siya at education ang kinuha niya. Buti na nga hindi naman sa Philippine Normal College o UP. Sa isang pipitsugin university lang naman.

  13. Over here, children are provided with lunch and snacks and reason why they have nutritionists in all Japanese schools. Minimum lang ang bayad sa isang buwan. Affordable, at iyong mga indigent families get financial assistance from the government to pay for the lunch and snacks. Kaya mga bata dito hindi kailangang bigyan ng baon, and schools are a walking distance from the homes of the children. May kani-kaniyang area.

    Iyong Child Welfare Law has been in use since 1949. Bawal na gumala ang mga bata sa kalye. Pag dating ng 5 pm, kailangan nang umuwi ng bahay. Kung hindi, sinisita ng mga pulis at pinapagalitan ang mga magulang. Education is compulsory and mandatory till 9th grade.

    Walang puedeng ikatwiran kasi may malaking buget for education. Indigent families get financial assistance from the government to insure that parents send their children to school and not slave them as they do in the Philippines.

    Iyan ang dapat na inaasikaso ng mga katulad ni Raffy Biason, et al. Si Lapus ba, ano ang ginagawa niya? I think I will post the above article in my egroup where Lapus is a lurker.

    Maraming raket ang mga principal kahit saan, nandyan yung ticket para sa stage play, donation ng delata para sa Typhoon Chuva, fundraising via old newspapers, field trips, plastic cover ng ID, ID neckstrap, class picture, classroom decor, stage decor, club fee, photocopy/mimeo, etc. etc. etc.

    Palabas nga nung Saturday kay Mike Enriquez, pamilya ni Principal, nag-iisquat sa compound ng eskwela, tapos yung kuryente naka-tap sa school. Ang dami pang iba!

    Ang karamihan ng mga teachers sa amin, kahit na ang mga baguhan, ay graduate ng Philippine Normal College. Di ba diyan ang school ni Capt. Nick Faeldon?

    ‘Yung teacher ko na prinsipal ngayon ay Magna Cum Laude doon. Ang dudunong talaga ng mga bata sa school niya. Kausap ko nga noong umuwi ako at tuwang-tuwa, naglambing na mag-donate daw ako ng references.

    Walang nagtitinda sa mga teachers niya. Nag-provide siya ng isang tinda-tindahanan sa loob mismo ng schoolyard kung saan pwedeng bumili ang mga bata ng pagkain na kanya tinitingnan bago ang recess.

    Ang mga tindera ay may kanya-kanyang araw, hindi pwedeng monopoly ng iilan. At malinis palagi at walang bayad ang CR!

    Hindi ako makapaniwalang may mga ganyan pang teachers. Kung hindi nasa Nevada, California o Texas, ang mga magagaling na guro, DH sa Hong Kong at Singapore the last time I checked.

    Yung mga longganisa, chocolates, Avon raket ng mga titser at principal, buking na iyon, ipinagbawal na ni Roco. Yung inilista ko ang mga bago.

    Na-miss ko iyong tungkol sa toilet. Noong elementary school ako, malinis ang mga kobeta at may janitor na naglilinis. Libre. Public school kami ng mga ate ko kasi noong araw naman mas magaling ang public school. Product kasi ang father ko ng American public school system. Iyong mga bata sa amin ang nakatikim ng parochial school more on pasiklab than the quality of education, I guess. Maski sa Tate at UK, nakatikim ako ng public school education doon. Mas maganda kasi well-subsidized ng gobyerno.

    Taragis sa Pilipinas, pati education kinukurakot!!!

    Hindi lang domestic helper, Japayuki (bar hostess) pa! Hindi nga ako makapaniwala kasi for me teaching is a great profession.

    Father ko kasi originally was a public school teacher. Nag-quit when he became an associate editor of a movie magazine before WWII. My mother was a teacher, too. Nag-quit when she got married and a lot of broods.

    I taught in a Japanese university, too, for a while.

    Meron pa naman siguro na katiting na natitira na mga teachers na ang pagtuturo ay nasa puso, lalo na iyong mga old schools na hindi pa retired.

    Pero naniniwala ako na ganyan na nga kasama ang lagay ng mga public schools sa Pinas at baka iyang kwentuhan dito ay tip of the iceberg pa lang.

    First hand experience ako ng rudeness ng mga mag-aaral sa Tate, Chi. Culture shock ako that I did not experience in fact as a student in UK. Tindi talaga ng racial discrimination.

    Point is Joma Sison, for his supposed crimes committed in the Philippines, is by law not under the jurisdiction of the Dutch police. There has been a protocol snag here with the police there making their arrests without the presence of any Philippine Embassy official especially when there is a pending petition for asylum from Sison who has been residing there for more than a decade. Hopefully, may magagawa si Ramsey Clarke!

    Chi: I have not heard about that story. I have a friend who teaches in LA pero madalas siyang pinariringan ng “somebody will get a flat tire if she fails me”. Sa Antique mahuhusay ang mga teachers…dedicated and concerned teachers. Most of my aunts are teachers, and my mom was too.. My aunts and my Mom went to either UP or PNC.

    Sinong may sabi sa iyong mas sikat sila? No way. Nagpupunta iyong gustong matoto ng ingles hindi lang sa America kundi pati na sa UK at Australia. Puede ba, basahin mong mabuti ang isinulat ko at hindi iyong bigla kang papasok na wala ka sa lugar.

    In other words, you don’t have to be rich or to have money to be able to go to university.

    There are no tuition fees in Sorbonne university and this includes medical and law courses. By the last year in uni, usually, you’ll find only 30 to 40% graduating with a degree. It is tough for a young person to go through the cursus completely and not get derailed if he/she lacks the determination to study and to go for it.

    In a way, the selection process is almost elitist – eliminating those who are not serious enough to work hard (and not waste taxpayers’ money in the process) to give way for those who really want to learn and those who deserve the attention of the professors.

    It’s actually a give and take situation – both systems, US and European, have their advantages and disadvantages but at the end of the day, it is up to the individual student to go for it.

Tulad ng mga Koreans, nag-aaral lang sila ng ilang buwan o taon ng English tapos uuwi na sa kanila. I’m impressed to see more and more Asians learning to speak English.     I liken this to the fall of the Roman Empire – took 4 centuries but in the end the Roman Empire fell. I believe in our age and day, with advanced technologies, that time frame would be reduced to dramatically.

    I am going to defend America here and by way of defending her, I am defending the “western way” of life: democracy.

    To my mind, the fall of America if and when it happens, will be our fall or the fall of our way of life. While I don’t condone America’s or more specifically, Bush’s and his the neo-con dogma of superiority or vanguards of democracy (a doctrine now shared by many other nations, i.e., NATO member nations and a sprinkle of nations in Asia and elsewhere), I believe that we should really be alarmed when America gets hit by its enemies – to hit America, they are hitting her ‘allies’.

    Today, our consumer driven world is sitting on its arse – the people say, make peace and not war. I agree but we cannot deny the fact that the enemies are real – those that want to strike at the very heart of our way of life, our democracy are not joking. I believe if we don’t support military efforts, whoever that military is today, particularly with the dwindling influence of US military in the world, we will find that we will be forced to “eat dust” as a French saying goes.

    To my mind, it is imperative for America and her allies today (after all Bush’s term is almost over so he will be gone and rightly so), to build up military consciousness in people worldwide while with a difference: win hearts and minds. It is true that an economic difference can make the difference. If the economic conditions for peoples (plural) around the world were a bit more homogenous, perhaps, there would be less resentment against America and the West.

    That is in fact, the foundation of the EU: economic upliftment so that there will no longer be war.

    Cocoy: Mahusay ang educational system dito sa US. Sa inner city like JC, medio may kahinaan din. Lalo na sa discipline. Marami sa mga parochial schools ay nagsara kasi walang pera. Dati mga madre ang nagtuturo at como they are a community and their goal is to teach they really don’t have salaries per se. Pero ngayon religious vocations are almost zero..and the parochial schools cannot compete with the salaries of public school teachers na malakas ang union. Today was the first day of school and in our parish which is just a block away..marami pa rin ang students pero wala na ang high school..marami din ang ibang religion kaya lang mas mahusay daw ang parochial schools lalo na sa discipline. There are quite a number of well to do families who grant scholarships sa inner city children..kaya nakakaraos kahit papaano..Tuluntulungan…

    In California, more are attending public school than private. Public school has also strict discipline, the parents go to jail if the children has too much absent with no valid reason. The parents will see the judge if their children caught escaping class. Public school has a very good standard, the students go in different classes base on their intelligent, Those very bright goes to Magnet school, In Magnet high school they already have an AP subjects such as biology,chemistry,physics,history and english, they need to challenge the exam and if they pass they won’t take that subjects in college. Then, they have the gifted and talented class, honor class and regular class and the special education class who has disabilities and adult school. If the student could not graduate in high school and they are 19 they go to adult school.

    Almost 100% who graduated from Magnet school goes to a very good university. Their C grade is better than A grade from a regular class. University and college are well aware where the student graduated from high school and which class. Those who graduated from adult schools, they are our future mechanics, electricians, plumber, tractor/trailer driver and computer repairman, beautician and barbers or they join the military. Some become a salesclerk at shoemart and Macy or they flipp burgers. Those who graduated from especial ed they always get the special treatment and mostly work in government when they graduate from college, some work at DMV, Social Service and Immigration processing papers. Those who did not graduated in high school for no good reason. they are making license plates and some become a permanent residence at St.Quentin. They are the government headache and they spent more. Everything are provided what they need from food, accommodation, medication and 24/7 bodyguard. Their names become numbers.

    This is the point that I was putting emphasis on, Chi.     Ang pagkaantala ng publication ng sumulat sa akin tungkol sa San Pedro Central Sschool ay dahil sa napakaraming ibang isyu na aking pinagkaabalahan. Marami akong mga sulat na natatanggap at lahat ay hindi ko magamit.

    Nag-follow up ang sumulat sa akin niyan noong isang buwan kaya ko ginamit dahil mukha naman lehitimo ang kanyang mga hinaing at gusto ko lamang makatulong.

    Kung naayos na ngayon ang sitwasyon sa San Pedro Central School, di mabuti. Hindi ibig sabihin noon hindi nagtiis ang mga kabataan noong Hulyo.
