Senators voted in a closed-door caucus last night to proceed with a fresh inquiry into the “Hello Garci” wiretapping scandal and assigned the committee on national defense as lead investigating panel instead of constituting a Committee of the Whole.
Following the caucus, majority leader Francis Pangilinan announced on the session floor that a secondary committee, the Blue Ribbon panel, was also chosen to join the inquiry.
The committee on electoral reforms will also join the probe as the third committee.
Pangilinan said the change of referral was unanimously agreed upon by the 19 senators who attended the caucus.
Sen. Miriam Defensor-Santiago, who threatened to go to the Supreme Court if the inquiry would involve the playing of the wiretapped recordings, did not attend the caucus but was present during the opening of the session. Also absent were Lito Lapid and Bong Revilla.
Pangilinan said the designation of the three Senate committees would practically gather all the 22 members of the Senate, which was the reason the issue was thrown initially to the Committee of the Whole.
He noted the three Senate committees were “composed by and large of the members of the Senate.”
Sen. Alan Cayetano, Blue Ribbon chairman, said the issue of playing the alleged wiretapped conversations of President Arroyo and former elections commissioner Virgilio Garcillano would be tackled when the need presents itself during the course of the hearings.
He said the senators agreed to initially focus on the act of wiretapping and not on the contents of the “Hello Garci” recordings.
Cayetano said senators opposed to the playing of the wiretapped recordings would be allowed to pose objections when the time comes.
Defense committee chair Sen. Rodolfo Biazon said he will meet with Cayetano and electoral reforms chairman Sen. Richard Gordon on Monday to schedule the hearings and prepare a list of potential witnesses.
Biazon said the choice of his committee to spearhead the fresh probe was unanimous.
Biazon’s panel investigated the alleged involvement of four generals, who were named by Garcillano in the recordings, in the alleged cheating in the 2004 elections.
Minority leader Aquilino Pimentel said the choice of defense as the lead panel was “a product of Ping-Pong diplomacy, from Ping it went to Pong,” Pimentel said in jest referring to Biazon (“Pong”) and Sen. Panfilo “Ping” Lacson, who sparked the new probe into the wiretapping scandal.
Sen. Benigno Aquino III said the decision was expected to diffuse the potential tension that would naturally arise during the Committee of the Whole hearings.
Caloocan Bishop Deogracias Iñiguez said President Arroyo’s continued refusal to put closure to the “Hello Garci” scandal gives the public the impression she is “afraid of something.”
Iñiguez said it would be better if the administration would instead help in ensuring there will be an objective and fair investigation on the matter.

If the Senate is successful in getting to the bottom of this “Hello..Garci” inquiry, they would prove themselves to be far useful than the Lower House (I remember that JdV & the proponents of ChaCha have said that the Senate is irrelevant).

Problema, how do they prosecute kung ang mga nakaupo sa SC at iba pang korte ng Pilipinas ay mga political appointee ni Gloria Dorobo o takot na matanggal sa kinauupuan? Hindi dapat na pinapayagan kasi na political appointee ang pinauupo sa mga korte ng Pilipinas.
Gaya-gaya kasi sa mga kano e iba naman ang mga utak ng mga tao doon, at kahit na political appointee iyong pinauupo sa SC nila doon, hindi naman madaling makaabuso gawa nang may mga antidote or remedial laws sila. Sa Pilipinas, mukhang wala dahil iyong mga gumawa ng batas, hindi naman iniisip sa totoo lang ang kapakanan ng bansa at ng lahat ng mga pilipino. Sila-sila lang, at kaniya-kaniya pa.
Sa amin, ang mga hukom namin lahat bureaucrat kahit na iyon mga umuupo sa korte suprema. Umaakyat by rank, at pag napunta sa SC, doon sila ipinapadaan sa pagpili ng mga taumbayan. Pinipresenta ang mga pangalan nila. Pag may nagmarka ng linya sa pangalan nila, hindi sila makakaupo. Dapat ganyan din ang pagpili ng mga hukom sa SC ng Pilipinas. Kailangan ipadaan sa national referendum o election at hindi iniaasa lang sa mga kurakot sa Senatong at Tongress ng Pilipinas!
Senator Lacson, et al, puede ba tapusin ninyo ang trabaho ninyong ito tungkol sa HG tapes. Inaasahan ng lahat na magkakaroon ng prosecution pagkatapos ng imbestigasyon ninyo!!! Klaro ba?

I hope that this investigation into the “hello garci” will push through without a snag. It is veryu common na nabibili lahat ng mga tonggremen at yung ibang senatongs. If Villar does not act on this, he will be perceived as the galamay of the tiyanak. When President Gloria visited the Marine camp in Tabiawan, Basilan recently, many officers didn’t take part in the “boodle fight,” military slang for meal, usually lunch, where those who partake of it pick the food using their hands.
Most of the officers who skipped the boodle fight wanted to show displeasure at their Commander in Chief for inviting Basilan Gov. Jum Akbar, wife of Rep. Wahab Akbar, to their camp.
The Marines in Basilan suspect that Akbar’s men were the ones who beheaded their comrades who died in an ambush in July.
One of them told me that if the President and Armed Forces Chief of Staff Hermogenes Esperon had not been there, they would have expressed their displeasure about the presence of Akbar’s wife in the affair.

Bakit kailangang gawing basehan itong imbestigasyon ng HG case ng kung sino ang iboboto ng mga pilipino sa 2010 when in fact it is imperative that the truth be out now so that the culprit can be put to jail? Mali yata!
When Gloria Dorobo is proven guilty regardless of whether or not she admits her guilt, it means she has to be removed and a real president installed even by a snap election since the VP, De Castro, who must be in cahoot with these crooks in this deception, does not qualify, and thus, Villar, as Senate President, will take over until a snap election is held and a new president is elected.
Right now, the Senators should concentrate on squeezing out the truth from the witnesses to establish the case against the dorobo and her accomlices. Ganoon lang naman kasimple. Wala nang dapat na tsetseburetse.

A sour note in the July ambush of the Marines in Basilan: Why did the survivors leave their dead and wounded behind?
At least three of those left behind were still alive when their attackers came upon them. They were tortured before they were killed. The Marines were never known for leaving their dead and wounded behind when they retreat from battle.
That was the first time they did so, and it’s very discouraging. One Marine officer I talked to said the Marine rank and file have lost their strong sense of camaraderie. It’s now every man for himself.
The reason? Most of their best officers are in jail on charges of taking part in a failed coup attempt in February 2006.

The Marines, magnificently trained and imbued with team spirit, must have incurred the shocking loss from fatal flaws. My reading of the incident is less of dud shells and deficient intelligence, although a factor, and more of demoralization and loss of trust in their leaders. When the Commander in Chief and her Chief of Staff removes proven and tested commanders such as Querubin and Miranda and throws them into the brig, then replaces them with overly ambitious politically oriented officers such as Allaga and the slum specialist Dolorfino, some of the elan is lost. This trait in the Marines is one of their superb qualities.

I still have blank spots in the picture of the Marines ambush. Why was Ate Glue favorite Marine General, inner city specialist extraordinaire Dolorfino summarily silenced? What was the true size of the search unit? The surviving separated group which included the GMA7 TV crew was firing the dud mortar shells at the attackers who surrounded the slain Marines? Why was a civilian Imam present with the slain Marines?
The incident is under investigation, but can we expect a public disclosure? Will the report be given the ‘Mayuga” treatment – top secret, material of sensitive nature involving national security? Indicators point to another case of Ate Glue gratitude to be rewarded with a plum post. VADm (R) Mayuga was elevated to USec.
The latest grapevine is that Dolorfino will assume the Flag Officer post of the Marines, taking over from Allaga who is now a three-star General commanding WestCom.

ISABELA CITY, Basilan – An Abu Sayyaf commander reported to have been killed in a military raid on Aug. 18 is still alive, an Army intelligence officer said yesterday.
Speaking on condition of anonymity, the intelligence officer said Furugi Indama escaped unhurt from the shootout in his hideout in Unkaya Pukan, Basilan, where 15 Marines, five of them young officers, died.
“Furugi is alive,” the intelligence officer said. “It was only his younger brother Umair who was among the Abu Sayyaf killed in the Aug. 18 fighting.”
Furugi Indama commands an Abu Sayyaf band now trapped in a military dragnet at Silangkum Complex in Tipo-Tipo, Basilan, said the Army officer, whose men have been operating behind enemy lines.
Earlier, Brig. Gen. Juancho Sabban, Armed Forces Western Mindanao Command (Westmincom) deputy chief and Task Force Thunder commander, said they are verifying reports that Furugi is still alive.

I was inspired about the novel of Jose Rizal,his El Fili and Noli Mi during my school days, that time the Harry Potter was not available and the TV monitor was black and white and I don’t have a Power Ranger figurine, only a set of plastic green toy soldiers. In fact,I didn’t do my homework in Physics and Biology, I don’t like Algebra and music either but, I was brilliant in Geography, History and Literature. My interest was reading novels of famous person. I like to argue with my teacher in History and Government and escape on my music class, those whole notes, half and quarter notes and G cliff my music teacher wrote a note to my parents to come to school,my teacher stated on her notes that she missed my angelic face on her class.
