Stop using soldiers as cannon fodder! Uphold the peace in Mindanao!

The members of the Tirad Pass Brigade, the officers and rank and file soldiers of the Armed Forces of the Philippines and Philippine National Police extend their condolences to the families and friends of the scores of foot soldiers and young officers who have been killed in action in Mindanao the past several weeks.

We also express our sympathy with the tens of thousands of people who are being displaced by the widespread military operations in Basilan and Sulu.

As a movement upholding the democratic aspirations and desires of the common soldier, the TPB denounces the Arroyo administration and the AFP top brass for deceiving our men, using them as cannon fodder in carrying out a reckless war in Basilan and Sulu, ordering attacks against those who are not our real enemies and with whom we have been trying to work out peace. The attacks have also caused undue hardships among tens of thousands of innocent people in the area.

As a movement upholding the Filipino people?s desire for peace, we denounce what appears to be persistent efforts by the national government to escalate the war in Mindanao and thwart the peace process with both the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF).

AFP soldiers are being used as live bait, ordered to intrude into and operate within recognized territories of the MILF and MNLF, violate ceasefire agreements with them and initiate aggressive attacks against them and their communities in obvious challenge to the Moro rebels to launch armed counter-offensives. The AFP leadership is now using the series of armed confrontations, its humiliating defeats and large losses of men to justify the intensified massive troop deployment and offensives in Basilan and Sulu.

Last July 11, Marine soldiers were ordered to enter Tipo Tipo, Basilan, purportedly in search of kidnapped Italian priest Fr. Giancarlo Bossi, even if it was public knowledge that he was not in Basilan. They were instructed to operate in a territory where MILF rebels are known to be strong. In violation of standing protocol and in disregard of the advice of local government officials in the area, the AFP leadership did not bother to coordinate with the MILF in order to ensure that no armed encounter would occur.

Trigger-happy AFP officers even ordered the soldiers to fire at any armed persons in sight. Thus, without verification and warning, two Moro farmers seen proceeding to their farms were immediately shot at, thus angering the community as well as the MILF troops in the area and provoking a massive counter-attack against our forces.

Not only were our fellow soldiers led by our own officers to a slaughter, they were not amply supported with reinforcements and air support, resulting in the large number of soldiers killed in action. And now our top brass in the national headquarters is trying to avoid blame and pass on to the field commanders the responsibility for the series of blunders that caused the defeat and big number of casualties of our soldiers.

And last week, Army soldiers were ordered to carry out operations in Parang and several other towns in Sulu, Jolo, purportedly to engage the Abu Sayyaf bandits. However, our men have been led not into Abu Sayyaf territory, but into known territories of the MNLF. We know for a fact that no Abu Sayyaf men have been involved in the several bloody engagements in Sulu during the past week.

This is confirmed not only by statements of the MNLF, but also by testimonies of our fellow Marine soldiers in the battlefield themselves. Statements by AFP spokesmen claiming that Abu Sayyaf men have been killed are all lies and are being made only to avoid being accused of violating peace agreements with the MNLF. The AFP spokesmen are now also claiming that the reason for our big number of casualties is because the other side had superior forces, after MNLF forces suppposedly combined with the Abu Sayyaf.

All this leads us to question the statements of the commander-in-chief, herself, claiming that the operations being carried out by the AFP in Basilan and Jolo are against the Abu Sayyaf and aim to fight for peace. If these statements are true, then why are the Army offensives targeting the MILF and MNLF and not the Abu Sayyaf? If we were really fighting for peace, then why are we endangering the peace processes and standing ceasefire agreements with the MILF and MNLF by attacking their forces and communities?

The TPB demands the immediate cessation of AFP offensives in Basilan and Sulu and the adherence to past peace and ceasefire agreements with the Moro rebels in order to allow the peace negotiations to continue and prosper.

    I’m sorry but to say that no amount of declaration, statement, announcement can shake this Arroyo government to stop her cruelty against the Filipino people. She will never listen. She only listens to Uncle Sam who’s the one providing her evil government with resources to achieve their evil goals. In fact, she might be getting direct orders from these powerful foreign masters. Our military men know this too well. They have their sources and intelligence network. The south is not only rich in natural resources, it’s a very good military strategic base for foreigners to protect their own military interest in the Pacific. The Philippines, this time the south, is foreigners’ first line of defense against the latter’s enemies. So far, the foreigner we could think of is no other than our old friend and ally, the US. But today, I’ not surprised if other countries like Australia and Malaysia
    have the same interest on the region. The Philippines in general and Mindanao in particular is becoming a piece of delicious meat to be eaten by hungry wolves. The most immediate solution is to remove the current evil leader in the country and replace her with a truly patriotic one. But, will the foreign master or masters allow her to be removed?

It seems that bogus President Gloria Arroyo and her corrupt generals are provoking MNLF and MILF to open hostilities in exchange of more US military and economic aid to the Philippines.     Glurilla and her lapdog ASPeron are going to great lengths to cover up the botch job of mutilation of ten marines. This “cannon fodder” routine is another case of botch job of “tough talk” of this Bonnie and Clyde duo — at the expense of hapless foot soldiers.
    The beheading of ten marines was for the sole purpose of convincing the payment of ransom money for Bossi – so Bossi would be “released” in time for SONA. MILF and MNLF did not get any share of the ransom money and now they are on a “rampage” at the instigation of Bonnie and Clyde.
    Chi is correct in stating that glurilla and ASPeron are using the hapless foot soldiers as their pawns to further and cover their mistakes.
    A more sobering thought is the “geniusity” of the wily fox in glurilla garb who is orchestrating this moromoro to distract the pinoy people and make them forget albeit momentarily the extrajudicial killings and the monumental corruption that is siphoning the treasury.

    Bush had mentioned to Congress sometime back that the Philippines would be part of the Second Front in the War Against Terror. Could it be that this war in Mindanao is what he means ?

    The world has had the access to watch the war in Iraq, and many have come to see that indeed the war has, & remains to be, senseless. The Bush administration has taken so much flak for it.

    Only one who lacks brain cells would embark on such a venture called “War on Terror.” To my mind, the War on Terror is all about ideology: The Terrorists love death, the Coalition of the Willing love life. Really now, can ammunitions kill an ideology ? It only perpetuates it.

    Chabeli, America has lost and losing the war in Iraq. The operations in Afghanistan is also a flop. The next logical place to engage is Mindanao where they claim has Al Qaeda linked rebel groups like Abu Sayyaf. It has long unofficially started. Today, they have stamped it with approval so there’s now an official war against terrorists in Mindanao.

    Sadly, Yuko, the song’s composer, Saro, himself a lumad, died in the very same violent and senseless manner that this song cried out against. A bullet from a “kapatid” fell Saro while he was performing in a bar some years back.

    As far as the Americans are concerned, wala naman silang secret tungkol sa pagbibigay ng pera sa Philippine government in exchange for the free guinea pigs and battleground.

    Lets not fool ourselves anymore. Other countries adviced us not to go into any war anymore. They know we dont have a chance at all. We were never in the offensive. The enemies are. The generals are trying hard to fill their quota of cadaver bags. With the kind of hotheads we have, its better to capitulate now to stop senseless killings. I believe that small kid I asked at Jolo pier why they dont stop the war and he said, they will stop as soon as the army surrender. Our soldiers are trained for urban warfare against unarmed foes. The more American military they place to fight the terrorist in Iraq all the more extra terrorist take their place and thwart the American military. Most Americans are realizing that this is a war that they cannot win.
    True to form the Philippine government having supported the American hunt for communist, as a way of receiving funding from them. Being slow off the mark the Philippine government realized that transferring their support to Americans to hunt down terrorist the funding from them will continue.     The problem was that unlike the Americans not craping in their own back yard the Philippine all out war would mean craping in their own back yard with Filipino fighting Filipino for the sake of receiving American funding.
    The group mainly responsible for the problem created in Mindanao is Arroyo, Gonzoles, Ermita, Esperon and the Garci generals, all known to tell Lies to the public, big time. Esperon has admitted that he can name the Leaders of the terrorist but he does not know who their followers are. He admits to losing large numbers of soldiers. There is no time frame given for this all out war which will effect everybody residing on Mindanao, the second largest Island and effect beyond, including investors. There is no check or balance to these actions by Congress whilst the Congress men & women too busy looking towards the 2010 Presidency race when there is every possibility there won’t be a presidency worth governing by 2010, the military will have made the country truly bankrupt.
    Congress must start to realize that history tells us that we cannot win hearts & minds this way – its time to stop the stupidity of this groups actions and orders to our troops to kill Filipino’s on Philippine soil.

    1. That the Bossi kidnapping was upstaged with the knowledge or consent of gov’t people. Two purposes: SONA and war.

    2. That in spite of being known widely that Bossi was in Zamboanga Sibugay, Military Generals insisted on looking in Basilam, “fishing” for an encounter with MILF or possibly Abu Sayyaf using live Marines as decoys, later, headless Marines.

    3. That a Muslim teacher was seized by soldiers, tortured and killed knowing fully well that his followers are sure to retaliate.

    4. That even soldiers are being misled by their officers that they are on the offensive in Basilan against Abu Sayyaf when it’s the MNLF territory that is the war theater.

    5. That the military and also the civilian leadership do not distinguish who is MILF, MNLF, or Abu Sayyaf, in fact Esperon is considering MNLF a friend. So with the MILF. Those who don’t act as he wants them to are considered lost command, breakaway or double breakaway. Simply said, they don’t really know who their enemy is.

    6. That the US State Dept., Congress, and White House are in a quandary whether to augment, cut, or suspend its military aid to the Philippines. Conflicting reports are coming out of the press regarding the matter which only means there isn’t a definite US policy yet, even the embassy cannot make up its mind.

    7. That the governments of Canada, Japan, and the lending institutions have warned of a pullout in the event of an all-out war. The kleptocrats in GHQ and Malacañang are bothered by such statements that it has to project a beleaguered image and that it has to
    protect itself from the ensuing aggression in order to keep the war going.

    8. That the easy way out would be to convene the tripartite conference – GRP + MILF/MNLF + OIC – and talk serious. Instead government “baits” the enemy, pushes them against the wall, and send massive troops to the Basilan and Sulu theaters.

    9. That the affected civilians, who number a hundred times more than the warring troops, are of no concern by the military heirarchy and simply dismissed as sympathizers, therefore, dispensible as collateral damage.

    10. That the stupid war mongers in government actually believe they can achieve peace by going to war! Peace is nowhere in sight as it has been for almost half a century. By the looks of it, war is here to stay.

    QUEZON CITY – “MNLF is very much alive in Basilan.”

    This is what Congressman Yusop Jikiri of the 1st District of Sulu manifested before the House of Representatives in response to Basilan Representative Wahab Akbar’s statement that the MNLF no longer exists in his constituent area.

    “In fact, I am here representing not only the 1st District of Sulu but also the Moro National Liberation Front because I am the Chief of Staff of the Bangsamoro Armed Forces,” Congressman Jikiri further stated.

    Among the MNLF leaders who came from Basilan are Hatimil Hassan, Vice-Chairman of the MNLF Council of 15; Jan Jakilan, Commander of the Second Mobile Army; and Hamid Salahuddin, Provincial Chairman.

    On the question of ideological differences between and among revolutionary groups, Cong. Jikiri clarified that the MNLF is the mainstream organization of the Bangsamoro movement. Led by Ustadz Hashim Salamat, Moro Islamic Liberation Front broke away from MNLF in 1976 upon the signing of Tripoli Agreement. Both groups, he said, share the same aspiration of being recognized and respected according to their “own culture and governance.” “The Abu Sayyaf Group, organized by Ustadz Abdurajak Janjalani, has a different ideology,” he added.

    Congressman Jikiri acknowledges the importance of such clarification because the chamber is highly instrumental in finding solution to peace and order issues in Mindanao

    QUEZON CITY – The Special Committee on Peace, Unity and Reconciliation of the 14th Congress elects Congressman Yusop Jikiri of the 1st District of Sulu as its new Chairman.

    Created in 2004, the Peace Committee has 26 regular members. It conducts inquiries on the implementation of the 1996 GRP-MNLF Final Peace Agreement as well as the ongoing GRP and MILF, and GRP and CPP-NDF peace negotiations. As a result of its previous briefings, the committee has provided recommendations on the prevailing issues as bases of further policies.

    One of the pressing concerns that emerged is the ‘immediate and serious review of the implementation of the 1996 GRP-MNLF Final Peace Agreement.’ Congressman Jikiri is a prominent member of the MNLF and his association to which is a positive note on the matter. He is the Chief of Staff of the MNLF’s Bangsamoro Armed Forces.

    The committee also recommended the ‘establishment of a provincial branch of Commission on Human Rights in Sulu’. With the sporadic clashes between the AFP and the armed groups, the documentation of human rights issues is an urgent need of the local government. Solid facts are indispensable upon crafting public policies responding to peace and order problems.

    Peace and development are among the major thrusts of Cong. Jikiri’s leadership.

    President Arroyo has publicly declared her intention and approval to grant the secessionist Moro Islamic Liberation Front its most contentious demand in the Government of the Philippines (GRP) and the MILF peace talks, which is the government’s return to the Bangsa Moro people the control over their claimed “ancestral domain.”

    The President yesterday announced this in her speech during the 16th anniversary of the Federation of Philippine Industries at the Hotel Intercontinental in Makati City, saying she does not understand why the public fears a proposed Muslim ancestral domain regime for the MILF in Mindanao.

    The MNLF, under the pact, is to reign over the ARMM, within the republic’s law, yet some of these territories located within the ARMM region, plus some more in Christian areas, such as Cotabato, are now to be given to MILF.

    Does Gloria truly believe that the MNLF will take this sitting down, for the MNLF to be under the control of the MILF forces, especially as she is not only giving the MILF more than an arm and a leg but also marginalizing the MNLF, with which government already has a peace accord?

    But she has to give the MILF what it demands, for the simple reason that her government had already signed away control of Philippine territories to the MILF in 2001 in an accord signed in Libya.

    That was her reward to the MILF for helping her grab power in January 2001 through its bombing activities in 2000, to destabilize the Estrada government, in preparation for the Edsa II coup.

    Soldiers are dying, and all for the armed MILF to gain control of Philippine territory and establish its own government.

    If that is not treason committed by the Commande-in-Chief, what then is?
