Even before his first day in office as energy secretary, Angelo Reyes has started throwing his weight around, and shocking officials of the Department of Energy and its attached agencies, a source at the energy department said.
The energy official, on condition of anonymity, said that Reyes, during a briefing last week with DOE officials in preparation for his takeover, requested his own room at the DOE and in each of its attached agencies like the Philippine National Oil Co. (PNOC), National Power Corp. (Napocor), and the National Transmission Corp. (Transco).
Each of the agencies has been trying to comply with Reyes’ request.
Last Thursday, Reyes inspected the room that had been prepared for him by the PNOC, which is a fully furnished four- to five-star room on the sixth floor that used to be occupied by one of its senior vice presidents. He was accompanied in the tour by PNOC president Pedro Aquino.
After the inspection, Reyes was heard telling Aquino: “I don’t want that lousy room. It’s a lousy room.”
The embarrassed PNOC president then toured Reyes around the sixth floor, where the offices of Aquino, vice president for management services Joey Gonzales, and acting vice president for legal and estate management Bernadette Jugan were located.
The official said before leaving for the elevator outside Aquino’s room, Reyes yelled to Aquino within earshot of foreign visitors and PNOC employees: “You’d better vacate that room now. I want your room. I want the whole sixth floor. I’ll transfer tomorrow.”
The official said Reyes also told Aquino to “leave everything intact,” meaning all of the equipment and furniture in the offices on the sixth floor would be used by him and the 30 or so persons that he would be bringing in with him.
The official said this would be problematic because the furnishings are covered by memorandum receipts and the officials to whom they are entrusted would no longer have a way of finding out what happens to them.
The source said aside from the three top PNOC officials, about 20 people were displaced by Reyes’ transfer and that they are trying to find space and equipment for them on the fifth floor of the PNOC building.
“We are demoralized…We are still in shock right now,” the official said, adding some of the female employees at the PNOC cried afterwards.
“We miss the mild-mannered people like (former energy secretary Raphael Perpetuo) Lotilla…It’s a full-time military invasion,” he added.

The 30 or so people he will be bringing is just half of his entourage. And mind you, those people will be having their salaries in every offices and units under DOE. Allowance lang from DOE to say, matipid pa sila. The GOCC agencies can pay more than what the regular departments or bureaus can pay. I asked how much land he has and told me about 400 acres and said he wanted more but it’s only him and his sons and less than a handful ( 1full time and 3 seasonal) workers and can not afford more, because everything is loaned to the bank. And he reminded me that there are lot of Landowners in the Philippines who owned land inherited or grabbed without loans in the Banks and in thousands of acres and wondering why the Government not take them back and sell them to the people who will farm them individually or in co-operative. That old Canadian farmer knew the feudal system that is the Philippines..And asked why would a man needs so much land while so many are landless.. Please ask Secretary Reyes why He needs all the office space more the space of his Brains….

It is interesting to note that most of Arroyo’s cabinet members and officials have pending cases mostly graft. If only for delicadeza which she never has, not one of them should have been appointed to any government position. Speaking of Angie Reyes wherein this thread is centered on, someone here pointed out that he was smart to back out from the senatorial race. I remember there was a singing trio who were reported to have the plan of running in the Senate. They were: Angie Reyes, Bayani Fernando and Joe Lina. Former Senator Joe Lina is now with Manila Bulletin and Manila Hotel where I think are both owned by Emilio Yap, his godfather. If the three pushed through their plan to run for the Senate, they would suffer the same fate as the others with the administration team. Among the three, I’ve not much negative to say about Joe Lina who is the lesser of the evil. Lina quit the government due to his frustration and perhaps…principle that we don’t see in many of our government officials today.
