Wrong frequency forced gunships, bomber to hold fire

The military investigation on the Basilan ambush last July 10 has found that “miscommunication” led to the failure of aerial support for the embattled Marine soldiers.
A source privy to the investigation said the affidavit of a radioman to Maj. Nestor Marcelino, operations officer of Marine Battalion Landing Team (MBLT) 8, revealed “there was ‘no contact’ with the aircraft because the First Marine Brigade gave the wrong frequency to WestMinCom (Western Mindanao Command) which was later transmitted to the pilots.”
The battle which started at 10 a.m. and lasted until 6 p.m. resulted in the death of 14 Marines, 10 of them beheaded later.
WestMinCom is under Lt. Gen. Eugenio Cedo.
The First Marine Brigade is under Col. Ramiro Alivio.
The after-battle report (ABR) submitted to the AFP investigating body headed by the Inspector General, Maj. Gen. Ferdinand Bocobo, showed the MD520MG and UH-1H helicopters and an OV10 Bronco bomber were sent to support the Marines four hours after the encounter started, but the aircraft withdrew without firing a shot.
GMA-7 reporter Jun Veneracion, in his eyewitness account, said: “Soon after, choppers and a Bronco bomber were seen flying over us. But they had little effect on the attackers. They eventually flew back to base leaving their comrades on the ground, to fight on their own.”
The investigation showed that there was no order for the aircraft to withdraw. It said the aircraft had to withdraw as it was running out of fuel due to hours of hovering without contact with ground forces.
It also showed that ranking officials of the WestMinCom, including deputy commander Brig. Gen. Juancho Sabban, were informed of the clash only at about 4 p.m. or two hours before the troops withdrew from Al-Barka town, the scene of the encounter.
“It’s pure incompetence,” a disgusted Marine official said, blaming ranking officials who had “avoided hazardous duty but who are now the ones calling the shots.”
The ABR also touched on why only six rounds of 105 howitzers were fired during the eight-hour firefight.
The explanation was “the cease-fire committee ordered soldiers not to fire because they were engaging the MILF, considered by the government as ‘friendly forces.’”
An investigation conducted by the GRP-MILF Joint Coordinating Committee on the Cessation of Hostilities (JCCCH) identified four members of the Abu Sayyaf as those who beheaded four of the 10 Marines.
The investigation failed to identify those who beheaded the six others.
“Two witnesses have sworn statements saying so,” said acting defense secretary and national security adviser Norberto Gonzales.
Gonzales named the four Abu Sayyaf members as Umair Indama, Nurhasan and Buhari Jamiri and Suaib Kalibon.
Gonzales said one of the suspects is among the 130 suspects who have standing warrants of arrest for the ambush and beheading.
Gonzales did not identify the suspect but a police official said it is Nurhasan Jamiri.
JCCCH co-chair Brig. Gen. Edgardo Gurrea named the two witnesses as Nasal Salih, a civilian, and Nasar Tau, a member of the 3rd Brigade of the MILF in the province.
Gurrea said Tau saw the beheading when he returned to the encounter site around 6 p.m.
Gonzales said they have other witnesses who can tag the four Abu Sayyaf personalities in the beheading but they refuse to go public. On whether these witnesses are MILF members, he said: “Let’s keep it secret for the meantime.”
“There are four supposed ASG members (involved in the beheading) and there are 10 more ASG mentioned in the report that are probably standing on the sideline and watching the atrocities. All in all in the report, we can say that about 14 ASG members are involved,” he said.
On whether they are exonerating the MILF in the beheading, Gonzales answered in the affirmative in the case of the four beheaded Marines.
However, he said it was “clear” that the MILF ambushed the soldiers.
He said it is up to the courts on whether it will push through with the trial of the 130 suspects that include a number of MILF members.
But he said the warrants against the 130 suspects would have to be served by the police as part of their mandate.
He said the government will not oppose a possible review of the cases against the 130 suspects with the warrant, which is actually one of the recommendations of the investigators.
The five other recommendations were the interdiction of the Abu Sayyaf suspects; revisit/strengthen the ceasefire agreement between the government and the MILF to be “more responsive to similar situations”.
Reactivation of the Ad Hoc Joint Action Group whose mandated expired last June; advocacy of the peace process to all sectors to ensure strict adherence to the ceasefire agreement; and, return of firearms and equipment taken from the Marines.
Gonzales said based on forensic examinations conducted by concerned agencies, at least two of the 10 Marines were tortured before they were beheaded.
On whether he was satisfied with the results of the investigation, Gonzales said: “The report submitted is very good. It has a lot of details but it doesn’t mean that the investigation is complete, the report itself said so.”
Gurrea said at least two platoons of Abu Sayyaf are operating in a village which is seven kilometers from the encounter site of barangay Ginanta.
Government chief negotiator Rodolfo Garcia said Tipo-Tipo town (now Al-Barka) is not entirely controlled by the MILF.
“There are parts of Tipo-Tipo that have been identified by our intelligence reports as the area of the Abu Sayyaf. So virtually, in their own community…the MILF might be holding sway, especially in the area of Giganta,” said Garcia.
Fully armed Basilan policemen have resumed the service of arrest warrants on the more than a hundred suspects now that the cease-fire panel has completed its investigation.
Chief Supt. Joel R. Goltiao, Autonomous Region in Muslim Mindanao police director, said he has sent two teams from the Basilan Provincial Mobile Group to serve the warrants in the adjacent towns and barangays in Al-Barka.
It’s not only the radio snafu that spelled doom to the unfortunate soldiers in Tipo-tipo ambush. It’s the whole command up to the commander in chief. Here’s why.

In a way, Wahab Akbar speech taking potshots at the military on the Tipo-Tipo incident has some merit. He just refrained blaming Gloria Arroyo due to politicl patronage.
Dud mortars, aircraft running out fuel, radio not working with army commander unaware the battle rages and his men being mutilated. I suspect the more they will keep Sen. Trillanes on hold because this kind of SNAFU will get his ire and condemnation.

Over in Japan, when there is a case like this, their commamders would be told to tender their resignations and there definitely will be a lot of salary cut-offs. Sa Pilipinas, ipinagmamalaki pa ang mga kagaguhan! Yuck! Wala na ba talagang katapusan?
I hope they would not put the blame on the casualties as well in an attempt to stop financial grants to their families just so the loots of the Pidals will not be lessened.

This is not a surprise scapegoat-‘blame the radio‘. Is there any alternative radio frequency or emergency channel in military operations? There are 100 ways to skin a cat. The trapped marines under enemy heavy gunfire may have many ways to survive. The Native Americans used smoke signals in the open fields. The Union Army and the Confederates used mirror sunlight reflection to send S.O.S. signals. I read in the news that a beleaguered marine sent text messages (SMS) to his family. I presumed that some marines have cell phones then, and so did they try to communicate with their HQ? Baka naubasan ng load o low battery?

It’s very possible that some if not all marines had cellphones. They knew the power of cellphones. Iyon ngang mga nagtatanim ng palay sa bukid namin e puro may cellphones, sila pa kaya na mga sundalo?
Saan kaya napunta ang mga cellphones nila, baka sinikwat rin ng mga MILF at naibenta na!

The 1st Marine Brigade (mother unit of embattled battalion) gives wrong radio frequency to HQ WestMinCom that controls air support
WestMinCom informed of battle only at 4pm
Conclusions based on the above:
Marine Bgen Alivio’s staff goofed (wrong frequency)
Air support starts at 2pm but HQ WMC informed of battle at 4pm, so who gave the order for aircraft to scramble?
Cease-fire committee presence in mission. Who initiated the mission orders? DND? Palace?
No mention of the preliminaries to the encounter – size of the mission (battalion of 300 men?), no coordination with HQ and Airwing ( radio comms testing before mission starts?), who commanded the mission (fresh Mistahs?), why were the 14 men isolated without an officer?
If the official report is given the Mayuga treatment, we will be left wondering.

Why should a group of people with its own army have control of a particular part of the Philippines. Walang pinag-iba o mas masahol pa sa mga NPA. Ang mga MILF/MNLF/Sayaaf/JI/Akbar o kung sino pa mang politicians na may armed groups ang mga goons and syndicates na lumalabag sa ating saligang batas, and therefore should be arrested and prosecuted. Even with the limited information given by this ‘probe’ it begs the question what happened to the much heralded training supposedly given to the AFP by the US Military with ‘on job’ training of the AFP in Midanao jungles with so much being made of the use of night vision equipment which surely must include mission planning and communications to say the least. It seems to me that the AFP is a bigger rag tag army than I had already thought devoid of the discipline required for such a life threatening mission. The American trained AFP were out manoeuvred by a band of rebels by not having efficient radio equipment and military back-up, surely not!
How much more evidence do we need and how many more soldiers are to be sent in to be slaughtered before we realise that this AFP is an un professional rabble of an army and that their so called Chief of Staff is a disgrace to his position of rank and should be made to take responsibility for the slaughter of these marines.
He should be relieved of his command, by force if necessary.

The MILF ambushed the soldiers, but the cease-fire committee ordered them not to fire back because the ambushers are considered “friendly forces”. Well, maybe the MILF fighters just want to have fun with them with a “friendly encounter” and fired only friendly bullets and ammunitions.
Even if there is a ceasefire, if you are under attack by the other party, the natural reaction is to fight back and defend yourselves. After reading your post and understand your terrible front line witnessed experience and some events you openly revealed the trouble in Mindanao, is really upsetting. A look at the general history of the conflict, a period of war,, anarchy and chaos, and thus of terrible human suffering, should be enough to realize disastrous results of this unending fighting .Lots of people were killed, slaughtered, abandoned to starvation and death, and left neglected, homeless and defenseless by the same perverted ideologies, and all for nothing. Some more were subjected to inhuman treatment that should not even be inflicted on animals. Ruthless dictators with MILF or MNLF or the ABU’s mindsets led vast masses of people into conflict, turned brother against brother, ignited wars, initiated bombings, brainwashed masses, and by placing guns in the hands of the ignorant caused countless deaths of men and women and the young and the old.
This can never be brought to an end. No wonder young people sign up to insurgency while schools and universities are dominated by bourgeois elite . In order for a person to become a radical warrior he or she must first believe that their targets are noble, that conflict is a law of nature, that killing and murdering are legitimate, and that they are not accountable for it. In other words, they have to be an extremist muslim to immune from a crime they committed in Mindanao. There is no point in talking about love, tolerance, compassion and peace to someone raised for years to think that unconscious atoms came together to produce life, and that progress is impossible without conflict. Nor will questioning how they could execute ruthlessly murdering people do any good. It is pointless to expect such people to respect others, abide by the laws and obey the government.

I enjoy using Elensville, why? Because there are a wide diversity of intelligent people in Ellensville.able to discuss a wide range of subjects, always leading to Truth & Justice.
As for me I am allowed a choice within reason to make a comment on a particular subject or not , sometimes a blogger will react to a comment of mine, mostly they don’t. Actually it’s a waste of our time entertaining these myopics. In fact, above is my first [and last] time to acknowledge what they’ve said about Ellenville.
I was born in Mindanao too. But i spent most of my early years in the Visayas. War stories, i heard directly from one first cousin and two distant relatives, and later, friends from Cafgus [CHDF] and PCs. One common complaint is – pagnakorner na nila ang mga kalaban bigla na lang mag-announce ng withdrawal!
Now they’re all dead, except one who went into an AWOL.

Please correct me if I’m wrong…isn’t CAFGU formely known as CHDF? These civilian paramilitary groups were being used as guinea pigs. They were in the front line backed up by the regular army. CAFGU or CHDF are also military informers. That’s why many of their families are hunted and killed by the rebels.

While UH-IH are use only mainly for troops mobilizations/carrier,air medevac and other purposes for civil action assistance.The armaments for this aircafts 1 ea. of M-60 for both side manned by crews of door gunner&crew chief(mechanic on board).A squad size(10- 14)full battlle gear troops these chopper could mobilies any types of terrains or critical areas of combat operations.Armaments of this mainly use for troops and aircraft protections while in the area of operations.That’s why I been wondering,dispatching air fire support for the troops on the grounds,when they could fire only (lucky)1500 rounds per gunner,on both side,in the dense covers by vegetations.
