Zubiri to be proclaimed

The Supreme Court denied on Friday the petition of Genuine Opposition candidate Aquilino “Koko” Pimentel III to issue a Temporary Restraining Order (TRO) on the proclamation of Team Unity bet Juan Miguel Zubiri as the 12th senator of the May 14 elections, TV Patrol World reported Friday.

The SC hearing on the oral arguments on Pimentel’s petition lasted seven hours. Seven Justices voted to issue a TRO while the other seven rejected the petition of Pimentel.

“You need 8 votes for the granting of a TRO, since its 7-7, prayer for a TRO is denied,” Supreme Court spokesman Midas Marquez told reporters.

The request for a TRO was filed by Pimentel after the Commission on Elections (COMELEC) en banc refused to hear the complaint of his lawyer, Leila de Lima, on the controversial certificates of canvass (COCs) from Maguindanao. De Lima also complained on the conduct of the Special Board of Canvassers and National Board of Canvassers on the counting of ballots in the province.

Justice Cancio Garcia said during the hearing that the proclamation has long been delayed. He said that even after the elections two months ago, the public has been deprived of its 12th senator.

Garcia added that Pimentel is using the SC as a forum for his pre-proclamation protest which the justice said is not allowed under the law citing Republic Act 7166 or the Synchronized Elections and Electoral Reforms Law of 1991. The justice said it should be the Senate Electoral Tribunal where Pimentel can file such kind of protest.

De Lima tried to explain to the justices that the law provides for exemption in pre-proclamation protest if deiscrepancies in the COC can be shown. She added that they would like the COMELEC to hear their questions on the Maguindanao COC’s.

Proclamation of Zubiri on Saturday

With the SC’s denial of a TRO issuance, COMELEC Commissioner Rene Sarmiento said that the poll body would push through with Zubiri’s proclamation.

The poll body’s spokesman James Jimenez told ABS-CBN News that Zubiri’s proclamation is set 10 a.m. Saturday.

Zubiri said he was relieved that he can move on and serve as a legislator of the republic.

“I just want to thank the Lord above. Thank you. Mama Mary thank you so much. I’m just ready to go and work for the country. That’s the best way to redeem myself is to go and make this country great again. I can’t wait to go to work,” he said.

Pimentel meantime said the fight is not yet over.

“Well, its a case of first impression. It could really divide the court. But there is still the main petition. This is just the application of a TRO,” he said.

    It is telling that in his thanksgiving prayer, Zubiri thinks that he must ‘redeem’ himself. From what kaya? At some level, i think nababagabag din siya. Ngayon pa lang, he should know that all his hard work cannot make up for the injustice done to the people of Maguindanao most especially to Musa Dimasidsing.

    Koko Pimentel should file a case in court against the KUMOLEK for abuse of power and discretion in proclaiming DAYAna Zubiri and violating the election process and not just apply for TRO. He can present the evidences that they have and the documents by NAMFREL especially the ERs that have different results than the one canvassed by KUMOLEK. And also present the affidavits of the witnesses that there is really cheating in the Maguindanao election. Let the cheats in the KUMOLEK be EXPOSED. The fight is not over yet. The Senate Electoral Tribunal is the last recourse.

Mr. garcia, ano ba naman ang dalawang buwan na hindi iproclama ang ika 12 kung malalamang din natin ang katotohanan. Hustiya ba ang pakay natin? or utang na loob mo kay liit. Kaya nasisira ang iba natin Honorable justices dahil mayroon mga taong kagaya mo na ang iniisip ay sariling interest. Kung dito sa mundo may kapangyarihan ka na iloko ang katotohanan sa Higher Court ni LORD makikita lahat ng atin mga kasalanan.
    Ire replay sa iyo ni LORD ang pagdurog mo sa katotohanan.
    To Mr. Zubiri, pls. lang huwag mo nag isama ang kalokohan mo
    ang mahal na INA, dahil baka mapagalitan ka lang. Alam mo naman ang katotohanan kung sino talaga ang pinili ng mga pinoy.

    With the votes 7-7 by the supreme court justices, it’s atay in a Friday the 13th. The photo-finished decision could mean there was some backdoor maneuvering perpetrated by the unseen hands of the we know who. It’s because we read in the newspaper last Thursday that Zubiri will be proclaimed by Saturday when the deliberations on another Pimentel’s petition for a TRO was scheduled on Friday.

Noticed the deafening silence from Manny Villar camp? He’s groping and have to spend more to keep his numbers. Otherwise, he’s a goner. Nene Pimentel has given up the quest and would settle as the minority leader. He’s more effective as a fiscalizer.

    I was wondering who voted for what in the SC decision. We should get the names of the justices who voted for Zubiri and gauge their integrity.

    Also, Are there only 14 justices? The CJ normally should break the tie unless of course there’s a vacancy and they’re only 14 now.

  24. What can you expect from a court with political appointees. Unbelievably stupid! I don’t know why the Philippines had not developed a better system, something similar to what we enjoy in Japan. I can’t help comparing because over here, the SC cannot be unfair as it is the court of last resort.

    Judges here rise from the ranks, not picked by any PM or wannabe fellow as it is the case in the Philippines, and the people get to approve of them by election by simply scratching the names of those they would not want to serve them as judges of the Supreme Court.

    Ang gulo! Dapat nagmamartsa na ang mga pilipino especially when led by a crimina who has made criminal acts like cheating in an election as legal as long as they are sanctioned by the criminal calling herself president and stamped approved by the Comelec!!!     Zubiri’s win means that Maguindanao is indeed a haven for the electoral crooks, that Abalos, Garci, Bedol succeeded in their mission to rig the elections for the tiyanak another time, one more Lord is created for Mindanao (imagine all the lobbying money that will go into Zubiri’s pocket soon), that the supreme court is equally divided on issues and therefore when the 15th Justice gets appointed, the tiyanak will make sure that whoever she appoints will be 100% on her side(could it be reserved for the Sandigan Bayan Judge who will convict Erap or will it be given to Abalos who delivered Zubiri’s win?), and lastly that Koko’s fight for the 12th senatorial seat is by himself as some of the so-called opposition sanatorial candidates who won are now just working for their own benefit and no one else’s. I hope that Koko will fight the rotten system to the end.

    To my knowledge the TRO–Temporary Restraining Order–That Koko petitioned in Supreme Court is not to proclaim Dayana because of the tainted votes in some parts of Mindanao which is manipulated by the Midas touch of Bedol and Abalos. The game not over yet, Koko can file another petition at the Senate Electoral Tribunal. But, the way I look at it, it will go to imburnal.

    Let’s switch the channel to Justice Cancio Garcia, he eloquently elaborate that the public has been deprived of it’s 12th senator. Bugok na itlog,your honor!I agree you more if you said, the public has been deprived for the rights of their votes. Canciomission, Comprende!     Just in case Koko Pimentel files electoral protest at Senate Electoral Tribunal (SET), be sure it’s not under the chairmanship of Associate Justice Cancio Garcia. Baka tuloyang mai-burnal ang protesta ni Koko. Wala akong tiwala kay pining Garcia.

    Sa Comelec anim (6) lang ang mga commissioners. Kaya ang desisyon (3-3), tabla/draw. Sabi ni Comm. Rene Sarmiento gusting buksan ang 2004 Hello Garci scandal. Dapat ang 2007 Lintang Bedol scandal ang unahin. Gusto nilang ilihis ang problema. Bakit? Siguradong sabit si Abalos.

    The cheating brought to mind what happened in the early 70’s here in Jersey City..my first experience of the daya system at an election of a newly founded org..I called foul and complained to the Comelec chairmain a known Filipino lawyer here from Ilocos (a compadre) and told me..naku Rose
    bale wala yan ganoon sa Ilocos. And the next day the Editorial of a known Filipino local paper wrote this..”Never Mind the cry of cheating..it is a Filipino WAy of Life. To which I wrote back–“if it is a Filipino way of life, why then do we teach our children to be honest? Why not teach them the art of cheating. They wanted me to take back what I wrote but I told them “it is your paper and you are the publisher..bahala kayo but I will not take back what I said. The next day pinatawag kami ni Ambassador Ernesto Pineda. Till this day I don’t buy the paper..

    After the Supreme Court hearing, my gut feel is that Koko faces a long, costly and aggravating road ahead at the Senate Electoral tribunal as a result of an innate Pinoy trait: utang na loob. I admit that the chances of Zubiri being proclaimed is written on the wall (by COMELEC, given the composition and bent of that body).
    I am a realist and thus accept the reality of Zubiri as senator, so I’m asking Ellenville to enlighten me about him. I have been hearing of an effeminate Zubiri since late 20th century and the gossip following his breakup with an actress girl friend. But is he gay?
    Is his marriage merely a gimmick, a ploy to conceal his sexual orientation? In any case, would gays, or for that matter, lesbians, be less effective legislators?
    (Disclaimer to dissuade snide remarks: I’m not from Bukidnon or Negros Occidental, didn’t vote for Migz, and I’m not gay.)
    Rose, about the dictionary at your side, correct me if I’m wrong — when I joined this exoteric group, I presumed the Ellenville community is erudite (despite the intense dislike for Ate Glue). If you must know, my command of local dialects is minimal to abominable – flimsy Tagalog, skimpy Visayan, Ilongo, Ilocano, a few silly phrases in Tausog, Pangalatok, Kapangpangan. Masbateno is completely forgotten. Twelve years overseas can take its toll, but on the plus side acquired snatches of Swahili.

    Despite denials by a few of us, some of the best Pinoys are OFWs away serving other countries. How else can we interpret the errors of seamen involved in the sea mishaps of typhoon Mun-Yi (Bebeng) aftermath? Any competent maritime professional worth his salt would know instinctively that the east coast of the Philippine archipelago which is open to the vast Pacific Ocean has larger swells than inland seas, and soon after a typhoon those swells are still giants towering up to 20-30 feet. A ship that sails those swells must be battened down tight and loose objects secured. Anything loose would shift with each pitch and roll of the ship. If enough loose items roll to one side, the ship might list or even capsize. This seems to be the case with the Lucena vessel m/v Bluewater Princess bound for Masbate.
    The question I posed above is rhetorical but is answered in the positive by a PhilStar article in 7/14 issue that there is a looming shortage of seamen which is forecasted to worsen. It seems the enrolment of students in maritime schools is declining, being drawn to the medical and nursing schools. Both OFW professions draw equal pay but seamen are exposed to greater hazards while nurses , mostly US bound jobs offer more job security. Other vital skills reported (not scuttlebutt) emigrating are airline pilots, meteorologists and air traffic controllers, an indication that the feared brain drain is progressing. The drain has a domino effect starting with dampening of the tourism drive, hotel occupancy and construction.

    Over in Japan, we have bureaucrats who get their positions in the government by national exams (civil service eligibility), and even high school graduates are allowed to take those exams, and if they pass they get hired. Then, they go through trainings, even allowed to get college degrees to get promoted. Then, we have the elected officials, and each ministries getting one Minister designated by the Prime Minister to work with him and coordinate with the bureaucrats, who BTW cannot be treated like slaves by the politicians the way bureacrats are treated in the Philippines. In principle, they are not subordinates of the Ministers, who are politicians,but by the laws of the land and rules ang regulations adopted by the bureaus or ministries they are attached to.

    And to prevent padrinos, etc., they often go reshuffling and assigned elsewhere every two or three years. There are also some staff exchange for these bureaucrats to get to know all the jobs they need to do for the people who pay them with their taxes.

    Japan was supervised by the US when it was rebuilding, and Constitution and laws of the land were drafted. There were a lot new things introduced but the Japanese were wise enough to “Japanize” things that would good for Americans but not for Japanese, and MacArthur was in fact forced to agree to the adjustments. Funny how the Americans were made to agree to grant the Japanese permission to recognize the Communist Party of Japan especially during the period of MacArthyism in the USA.

    I am no Communist nor a Commie-lover, but there is indeed wisdom in allowing the Communists to be useful citizens likewise. They kind of provide the balance as a matter of fact. Kaya walang abusadong katulad noong kriminal na poohtah!!!

    That’s very interesting, over here in the US; Federal positions are hired through the Office of Personnel Management. We take exams too for civil service positions and/or go through a selection process based on merit. High School Graduates can also take an exam. Wala ring palakasan or padrino system if you can believe it as matter of fact. Then we also have county and state government departments that provide real and reliable services such as law enforcement, EMS, records, licenses etc..County officials also are not treated like slaves by state and federal departments. Is there corruption? Maybe I’m sure there is., but when I went to the county clerk to apply for another business permit, I got it in less than 3 days. That’s just me without any connections and walang padulas kahit kanino. I renewed my drivers license the other day and guess what? I got it done in 15 minutes. Dito kasi sa America, I don’t think it’s the high tech equipment that makes the difference. It’s the system in place for customer service. Sa Pilipinas, to get a drivers license da-daan ka from window A hanggang window Z just to get what you need. Never mind if it takes the whole day and you’re losing money for not being at work. Dito sa US your just go through 1 window to get what you need. And All the windows can receive payment, give you the forms, process the forms etc… So dito sa America walang reason na mag bigay ng lagay. Kapag may gusting mag bribe sa DMV kulong ang abot nila. Guess what? Dito sa US pag nag pupunta ako sa Banko, hindi parang palenke. I get in, do my business then get out. I usually do my banking over the phone or online ditto sa America. Over here in the US, if you get pulled over for a traffic violation you get a traffic ticket. You just pay off the fine and your done. Dyan sa Pilipinas because of fake president the traffic enforcer will take your license and the only way you can have it back is to spend a whole day at the LTO sa that you can attend some type of seminar and go through window A to Z. That means Lagay or tubos on the spot ang nangyayari. Dito sa US kulong pati pulis kapag ganyan ang mangyari. If anybody wants more info just let me know.     Frankly, I do like your style. I think I am getting your cue. Though I share most of the bloggers’ sentiments here, there is no harm in reexamining ones’ stand on issues every now and then.

    Your attempts at sarcasm and parody may annoy some, but, heck, the more one gets annoyed, the more he asks whether he’s still in touch with issues or not.

    I can safely say that you were able to get part of your message across through your posts. Now, may I suggest that you put your sentiments clearly on the table so that, if there is a need to discuss the issues point by point, we can do so? I guess, there are plenty of bloggers here who can take the issues up point by point, with you or with any other fellow bloggers.

    Going back to the issue of Zubiri’s proclamation, I think, the excuse given by the justices who voted against a TRO was that it had been two months since election day and the nation is still waiting for the 12th senator. I find this excuse to be lame, at the least. Would it not be better to wait a little longer just to ensure that we have the right man in there? Just because we were waiting for two months, we had to settle with whoever “appears” to have won? This looks mediocre to me. Then again, they (SC Justices) have the facts and we don’t. We may have our sentiments but they have the power to decide. I only hope that when the final reckoning comes, they will be able to honestly say that they made use of their power in the most honest, just and fairest manner.

    What now? Koko Pimentel filed electoral sabotage charges against Lilia Radam, provincial election supervisor for South Cotabato. How much time the Comelec law department needs to initiate preliminary investigations? Are we expecting a whitewash?     My sentiments on the issues? I agree that Gloria is dirty, corrupt a cheat and should go. Most of the senators and congressmen are the same, to include national and local government agency heads, my hometown mayor all the way down to my barangay captain. What are the issues that concern me? This may sound selfish, (maybe I am) but I want to be able to walk into a municipal office without any government connections and bribe money and be able to apply for a business permit with no chaos, heartaches and wasted time. (I know I was being sarcastic earlier about this, but this time I’m not) I want to be confident that the Registry of Deeds will not lose or help sell my real estate property without my knowledge. I want to not have to bribe the fire inspectors just so they can do their jobs and issue me my permit. I want a Philippine environment that will make it easy and enticing for any entrepreneur to set up shop. Are these issues limited to local and national government agencies? No. I want to go to a Philippine bank, open an account and not be treated like they are the ones doing me a favor. I want to go to my old university for a transcript and not feel like I’m at the LTO getting a drivers license. I want to be able to walk in a University, enroll and not feel like I’m applying for a marriage license. I want to see a mall cashier not moving in slow motion when I shop. Should I hold my breath for a new president and expect him to come to my hometown and implement changes?

    In my opinion, all this anger, hatred and energy to change the top should be diverted and start from the bottom and work it’s way up. We should demand, expect, achieve efficient and reliable local services from our barangays, and then from the municipal offices, national government agencies going all the way up to the president. We should not even tolerate private business and institutions that mimic lousy government service. Again maybe I’m just really selfish but in my view, we can build a better country now if changes are made starting with the issues that concern me and others like me.

    Sa totoo lang, I never had the experience of voting in the Philippines, and I had my political “upbringing” in this land of one of my ancestors. The first time I voted for a candidate here, I did not even know whom I was voting for because they do not actually go from house to house, just make their speeches on the streets. Swerte na lang kung nandoon ka sa kalye at the time they make their speeches.

    So what I usually do is see who among the candidates has the soundest proposal in solving the hot issue of the day, and vote for the one with platforms that I feel would help ease my burdens.

    And over here, I guess, we have politically maturer populace, who can boycott the election when none of the candidates can present a good election platform. Then, it becomes the gauge of the lousy performance of the incumbent who knows when to take the cue to bow down.

    In the Philippines, I would not recommend a boycott because of the rampant cheating as in the case of Maguindanao, etc.

    People here have learned their lessons in bad leadership long before that they can always try to be careful in their choice of leaders. This is, in fact, I guess the reason why they Communist Party of Japan cannot get an upperhand. Takot ang mga tao dito sa mga diktador.

    And over here, people love to quote the Constitution especially with regards to their basic rights. In the Philippines, mang-iinsulto pa iyong mga dapat na magpairal ng batas.

    I was in fact already beginning to have high hopes for the Filipinos with the result of these elections sans the Maguindanao votes, but look what happened. Nakadenggoy pa rin ang mga loko by having the GO invaded! Puring-puri pa natin ang mga ungas!!! Nakakasuka sa totoo lang!

    I came from the USA myself so I know the system. Japan’s political set-up, etc. as I have mentioned were imposed on the Japanese by MacArthur but the Japanese have Japanized them to fit their mentality.

    I also know that over in the US, ethnic groups have learned to align themselves against their foes because of the racial discrimination even when it has lessened compared to the racial discrimination in the 60’s when we immigrated there, and reason why I never liked to live there.

    Times have changed, and we have seen how the US democratic system has eroded with those amendments that have life over there not as rosy as what Frank Capra for instance has commercialized in his films, and all for propaganda.

    The Last Revolution is so named because it is a continuing fight for good governance, not a one day affair as in EDSA86.

    In recent memory, it has officially started during the Oakwood Mutiny, although this revolution is just a “resumption” of the unfinished task of Andres Bonifacio 100 years ago.

    The Last Revolution considers armed struggle as the last resort. It values more on the Revolution of the Mind so that the revolutionaries are not doing it blind.

    While others prefer to leave this country to seek their paradise somewhere else, we who have chosen to stay will make it so. The West maybe a paradise for the Westerners, but never for Asians.

    Pearl of the Orient, Garden of Eden, this country will become.

    But first, we need to slay the Snake from the head and not from the tail. That’s Common Sense.

    Naniniwala ako na ang pinaka importanteng tungkulin ng government is to create an environment that will entice business creation and be suitable for growth. Biggest problem ng bansa Poverty di ba? How do they do this? They can start by providing reliable and efficient public service in municipal offices and government agencies. Were a poor country so we don’t have the money to do this right? Wrong! We have the money but they are mismanaging our money. Pag nag punta ka sa isang government office, bakit may empleyado na taga stamp, and then may taga file, meron taga check, taga cross, taga circle, cashier, taga validate, taga authenticate, taga pirma etc. Inefficient and idiotic ang systema and a waste of my tax money. Government should not hire people just so they can employ its citizens. In my view, it’s not even the government’s direct responsibility. (I’m sure smoke is now coming out of some people’s ears) They have to provide the environment that suits the creation of employment opportunities. Our tax money should be managed properly in public education, peace and order and infrastructure because these things affect business growth and development.

    The reason why most people want to go the US and love it here, except of course for ystakai is we have the Opportunity to succeed here. People that are willing to bust their butt can get an education, be competitive in the job market and succeed. Innovation and talent have made people successful here because of the environment. Is it heaven? Of course not, is there racism? I’m sure there is. I personally have never experienced racism anywhere except when I was in Japan when nightclubs refused to provide me service because I’m not a bow legged Japanese. Do I agree with US Government foreign policies? On some issues I do, on some I don’t.

    Let me comment on your American way of life. In most point you are absolutely right in difference between Philippines and American rule of governance. But, moving towards the American way of life necessarily means the slow decay of Filipino customs and cultural identities, Hey, Man! Or Hey Dude, na!,The Po! and Opo! Is roasted in the oven. Also, Filipino born American, although the nose is flat ,stand only five feet and a brown-skinned adopt a way of unhealthy life, ayaw na ng kumain ng luto ni Inday.McDo, KFC, Popeye, Papa John, etc. They become obese and unhealthy, in terms of stress, fitness and body weight, they become a headache of a pedicab and tricycle driver, the side car wheel is flat, when they spend summer vacation in Lolo’s barrio. Even their clothing is garish and utilitarian, wash and wear most of the time no need ironing, Some wear a big earing and pierce their tongue that looks like a village warrior in uncililized country. That is a bad influence on the youth in America…America: Love it or leave it!

    Babagsak ang kalidad ng pamumuhay sa Amerika kung ang buong byurukrasya ng pribado at pampublikong opisina doon kasama na rito ang mga hospital, tanggapan sa ekswelahan, pinansyal, hudikatura at iba pa.

    Dahil sa mentalidad na KUMPARE’t KUMARE ay malamang na magiging daan upang makapasok sa sistema ng Amerika.
    Dito na lamang sa ating bansa, mas nanaig ang salitang “compañero” o brotherhood sa fraternity kung impluwensya sa trabaho ang pag-uusapan. Marahil ay nakuha o naitanim na ito nuong nasa eskwelahan pa lamang.

Nelbar, on the contrary I think Filipinos are generally the ones who change pag pumunta na sa ibang bansa. All of a sudden we follow traffic laws, taxes, we fall in line obey rules and strive to reach for success. Why? It’s because of the provided environment.     I believe, we all see eye-to-eye when it comes to what we want. We may differ only when it comes to approach and/or priorities. Some advocate a total overhaul of the system through a revolution, armed or otherwise. Others, like yourself, are advocating for change from bottom to top. Personally, I subscribe to the thought that change for the better can be achieved through changes taking place on all levels simultaneously. One change need not take place ahead of the others.

    As to the current political situation, I think, most of us here would want Aling Gloria replaced. How, by when, and with whom- this is where the debate starts.

    My personal view: How? By any Constitutional means. By when? Sooner would be more preferable than later. I fear that 2010 may just be a mirage. With whom? I must admit, I still respect our current Constitution, so I say, whoever is the duly constituted successor.

The best antidote to logic is a strong emotion. There are issues that appeal to emotions more than they do to logic, as in Grecil’s case several months back. Political issues like the recent elections and which bills to support or reject, I think, are best dealt with using cold logic.

    The fact is, Senator Trillanes was voted into office by 11 million plus Filipino voters, and this is beyond debate. What is debatable are the reasons for which he was voted. Admittedly, there are those who voted for Senator Trillanes as a manifestation of their subscription to the ideals of the Oakwood standoff. But there are also those who voted for Senator Trillanes as a show of protest against the sitting non-president (I happen to be one of them).

    As to the Last Revolution, I followed the link you posted and read through the entire literature. Though, we share a common aspiration, I also happen to share Pedro’s apprehensions. If you’d allow me to compare it to communism, both are geared towards a Utopian state. Unfortunately, we’ve seen how communism fizzled out. The ideals of a classless society only produced two distinct classes- the Party and the state, and a very wide economic schism between them.

    Lastly, I do not believe that any of the posters here are paid hacks or internet brigadiers. Paid hacks and internet brigadiers would only know too well that posting is the least effective way of delivering the goods. They’d be better off hacking passwords, tracing addresses and sabotaging the forum via DoS.

    I don’t remember advocating for Communism here. But even so I believe that the collapse of USSR is not a proof that “communism fizzled out”. Instead of becoming a communist state UUSR became a virtual military dictatorship.

    Communism is so advanced that it is really hard for man to grasp. And i don’t think the world today is ready for it. But i believe it will be the future. When every Christian faithfully follows every word of Jesus Christ… Until then, greed and hunger prevails.

    Personally, i want even more than the Last Revolution promises to achieve. The Science Community has acquired some knowledge that Utopia is not a myth.

    And that 100+ year old knowledge will be made available once the right government is installed.

    Jesus Christ intends to build not a Church of Bricks and Mortars but love and compassion into the hearts of men. The early Church felt threatened or simply misunderstood him so he was murdered like Father Giordano Bruno after him.

    I disagree na impossible or kasing layo ng buwan ang solution. Like I mentioned earlier, it will only take a minimum amount of management skills and common sense. Majority of US Federal and State employees will not risk illegal behavior because of the consequences and because of how they are managed. I should know, I was one. A short look on the hiring process of Philippine custom employees will open up obvious remedies. A look on the number of Philippine government employees and each members actual function and usefulness, will reveal why budgets fall short and employee supervision weak. I refuse to believe na masama lang talaga ugali ng pinoy. I believe na mismanaged lang. Let’s look at Japan for example, Most men fantasies about raping women, bondage, schoolgirls etc.. mga manyakis sila as a matter of fact. But because of proper management of law enforcement, hindi laganap ang problema. This just becomes apparent when they visit Philippine brothels but that’s beside the point.

    Yes, I agree with you, if our government can find a genius, dedicated and honest person that is still alive. Corruption is the most significant impediments for the reform and for the economic prosperity in our country. The economic development in transition appears to have been much more problematic than expected. The major added reason for the economic unhealthy performance is an efficient system of governance, as what you elaborated. I don’t have any question about that.
    My friend, the factors that contributed to the poor level of governance in our country are: Constantly changing political environment, every branches in our government are now being occupied by a morally depraved appointee by the president. Since they are not a civil service employee, their position is only temporary, soon their politician boss leave the office, they vacuum everything and goes with them without no transparent accountability. Another corrupt cronies take over and they recycle the same practices. It become a cycle span to them. Now, I may leave you some important queries, Who can stop them from looting our country’s treasure?
    Corruption is an epidemic that can be consider as a disease capable of spreading fast. We need to eliminate corruption first, Pedro, before we can dream a bountiful harvest of vast wealth.

    I have lots of Vietnamese friends, too, who are in fact ethnic Chinese and now live in the USA. A lot of them are Buddhists, whom I would not consider inferior to anybody professing to be followers of Christ but actually do not abide by His Teachings, for I find the Buddhists to be more steadfast in fact in following the admonition of Christ to give the other cheek and do charity than say the intruder in this blog who definitely needs some spanking, and lessons in good manners and right conduct.

    I am a devout Christian myself, but over in our church we are taught that we should learn to respect the kind of choices others make unless they become a menace to society, for each of us has been given by the Lord Above free agency.

    Funny, Sampot, but I live and am part of a society that does not profess that much faith in God, but I find people here to be more Christ-like than a lot many people serving in the Philippine government, for example, and boasting of being graduates of some parochial schools that really makes me wonder what kind of Christian teachings they have received to be able to act so demonically as they do. By nature, I am a very peaceful, God-fearing person, but I cannot help losing myself and act the way I should not when I am in front of these Filipinos who think they are more superior because they are Christians than those who are not even when they pray more to the Virgin than to God the Father as Christ has admonished.

    In short, there are just a lot many contradictions that I guess is the root cause of all these confusions among the Christians in the Philippines.

    I hope I have not confused you more as I have written this dissertation as simply as I can. 😛

    My point is this. Whether the current corrupt President is out of office today (that will not be a bad thing) or in 2010, People should realize that lousy management of government agencies/departments is the reason why we have a poor country. A president corrupt or not should not have to micromanage all department heads and government agencies, just so we can hope for better service. Has there ever been a mass action protest in front of a civil registrars office for lousy service, in front of a police station for incompetence or a mass protest against an ineffective appointee. A president should be expected to fire unreliable, inefficient managers/leaders/appointees and people should start demanding the service they deserve. I have noticed that people have accepted lousy service like it’s the norm. I don’t see anybody pissed off when I was wasting my whole day at a government office. This attitude has spilled over the private sector. I remember when I went to my old university to get a common certificate they issue. I was going around campus and spent the whole day going through a system that mimics the idiotic local government system. By the time I thought I was done, I was told that I could pick up my typewritten document after 3 weeks. I was so furious that I made the poor woman cry. Everybody around me was quiet, trying not to look and standing in line sweating like hell. For some reason, that was the first time that someone made a fit. I believe that corruption can be stopped or minimized if the people are able to repair departments and government agencies. By then you’ll have the cleaned up government agencies doing there jobs for the country including cleaning up the mess going on at the top. If that does not work, then at least we’ll have an economic position like Thailand before taking out a corrupt president.

    This reminds of an incident when once I picked out a picture on the web of Jesus Christ and had it pasted as background for my desktop. Then came my pagan husband and asked why I had the picture of Bin Laden on my computer!

    I told him it was supposed to be a picture of Jesus Christ, not Osama Bin Laden, but then, why would Christ not look like him when Christ was supposed to be a son of Mary from the line of David, who was prince of Israel, whose grandfather, Abraham, was in fact from Ur, a town in present-day Iraq? I bet he did not look white at all!

    In my view, changes that we need in government services do not just rely on one manager (the president) Yes he is ultimately responsible, and should be made to fire incompetent heads. We need managers in government departments, and I think there’s plenty who excel in the business community. No need to be a genius, and I still don’t think the Philippines is in short on supply of dedication and honesty.

    Pedro,

    I agree. What makes it difficult for the “president” to do just that, is the political debt she carries with her- the same political debt that led to appoint these inefficient managers in the first place.

    An EDSA-sized protest against Esperon may not be necessary anymore- may be not in that scale. Imagine if every government office gets protested simultaneously against by at least half of the population it serves, Esperon’s, even Calderon’s men would not be enough to turn the tide. Imagine EDSA type protests spread all over the archipelago- small pockets, but too numerous and well coordinated? Ang ganda siguro. If that happens, we won’t hear the EDSA-is-not-the-Philippines-the-Philippines-is-not-EDSA type of excuse anymore.

    I no longer see the feasibility of another EDSA. If there is anything Aling Gloria deserves admiration for, it is her proven capacity to learn from others’ mistakes in the past. Had she not learned, we would be having another favorite whipping boy/girl in these parts by now- she would have been history before the end of February 2005.

    One grand EDSA will only be preempted. But, will there be a way to preempt hundreds, even thousands of mini EDSAs?
