Trillanes wants deeper probe of Marine debacle

Sen. Antonio Trillanes IV, one of the leaders of the Oakwood mutiny of 2003, wants a deeper inquiry into the ambush.
Speaking through his lawyer Rey Robles, the former Navy lieutenant expressed his “deepest sympathy to the families of the soldiers who perished in the line of duty.”
“It is obvious from television footage that defective ammunition was issued to them [Marines], which may have resulted in their failure to effectively defend themselves against the enemy,” Trillanes said.
The ambush resulted in the death of 14 Marines and the wounding of nine others — the biggest casualty list of troops in a single encounter in the last two years, according to the military. Ten of the slain Marines were beheaded.
The issue of defective military weapons is close to Trillanes’ heart.
As one of the leaders of the mutinous Magdalo group of soldiers, he decried the supposed corruption in the government and the military that, he said, had deprived soldiers of proper uniforms, effective weapons and sufficient compensation and benefits.
Robles said Trillanes was calling on the government and the Armed Forces to pay serious attention to the matter and mount an investigation.
Many reasons
“The senator is currently gathering information regarding the incident and will act accordingly once [the investigation] is completed,” Robles said.
Lt. Col. Ariel Caculitan, spokesperson of the Marines, said there were many reasons the mortar rounds did not fire, including faulty storage.
“Given the nature of the way soldiers are deployed, it’s almost impossible to properly store ammunition,” Caculitan said in a phone interview.
He acknowledged that he had been in fire fights where mortar ammunition failed.
Having seen the GMA 7 video, he said the Tuesday debacle could “trigger an evaluation of mortar rounds” in military storage.
“It opens an opportunity and need for us to evaluate the performance of our ammunition and ordnance,” he said.
Critical situation
Defense Undersecretary Ernesto Carolina, a retired general, said encounters where ammunition failed had actually happened.
But Carolina, who retired in 2003 and who was actively involved in military efforts to rescue foreigners taken hostage by the Abu Sayyaf from a Palawan resort, said what happened in Basilan was “a serious matter.”
“I am sure the military is now looking into this,” he said, acknowledging that he had seen the GMA 7 video showing the mortar rounds that did not work.
He said it was saddening to see such an occurrence in a critical situation.
Carolina echoed Caculitan’s theory of faulty storage of the mortars. But he also cited improper handling, and even the manufacture, of the ammunition itself.
Unlike ammunition for firearms, mortar rounds are more sensitive, according to Carolina.
He said mortar rounds were stored in casings and could be affected by improper storage.
“We should learn from our experience and correct it immediately,” Carolina said, adding that this problem was supposed to have been addressed by the military earlier on.
Sen. Rodolfo Biazon, another ex-military man in the Senate, wants more information before attributing the soldiers’ bloody defeat in Basilan to defective weapons.
Biazon — who in 2001 instigated a Senate inquiry into the allegation that defective weapons had allowed Abu Sayyaf bandits cornered by the military in Lamitan, Basilan, to slip away — said his initial information indicated other factors could have affected the mortar launcher in Tipo-Tipo.
Ammo exposed to elements
“We cannot conclude that the weapons are defective because sometimes the troops, when they go out in the field, remove the encasement of their ammunition [to lighten their load]. This exposes the ammunition to the elements,” Biazon said.
“Sometimes [the rounds] get wet, or moisture messes up the propeller chargers. But we are still looking for more details,” he said.
Biazon also said that the Lamitan inquiry did not provide “conclusive evidence” that military-issued weapons were of poor quality.
The unano has been boasting of US military aids to the Philippines, which have been getting old surplus from the US at exorbitant prices (they are not free after all), but they are useless since the soldiers are not properly instructed of their proper use. Worse is when their enemies have better weapons and training financed by Moslem fundamentalists led by Osama Bin Laden who is bent on making the world free of Christians and non-Moslems.
A friend told me that the US military exercises actually do not benefit Filipino soldiers because art the end of the day, they are not allowed to handle those US weapons that are well accounted for dahil takot daw iyong mga kano na nakawin ng mga sundalong pilipino ang mga gamit ng mga kano.
I flared up when I heard such statement coming from someone who told me he was de facto emissary of the unano. Ipinagmalaki pa as a matter of fact. Sabi ko sa kaniya, kung talagang emissary siya ng Philippine government e dapat magalit siya dahil insulto sa mga pilipinong sundalo na paghinalaan silang mga magnanakaw.
I have a suspicion that the unano is really putting these soldiers in this kind of dangerous situation, and make them look helpless fighting these tulisans alone to make US military intervention valid, and the idiotic lawmakers of the Philippine revoking a provision of the Philippine Constitution prohibiting the establishment of a foreign military base in the Philippines again. Worst is the plan to grant the same permit to Australians, too.
Kaya, pagbutihin mo Senator Trillanes. Ipahanap ang tunay na kamalian dito and have those responsible pay for these atrocities committed by Filipinos on their own kind.

Biazon pointed out that the weapons they carry are just too heavy that “when they go out in the field, remove the encasement of their ammunition [to lighten their load].” Golly, para sa mga kanong barako ang mga weapons nila, hindi nga nila kaya! Tapos palalakarin sila ng pagkalayo-layo na kulang pa sa pagkain! Hindi nga kaya!
This reminds me of the pathetic picture of Philippine soldiers walking barefooted up the mountains of Aurora down to the village devastated by a typhoon in 2003 to deliver food supplies to the villagers there. Hindi kasi makalipad ang helicopters nila samantalang kayang-kaya noong mga helicopters ng mga kano that came from Okinawa. Nakakaawang-nakakainis especially when we hear of these generals, et al pledging loyalty to the unano getting a lot of kickbacks for some shady deals, and being able to buy expensive condos etc. overseas.
Point is, wala na bang katapusan? Nakakasawa nang naririnig ito sa totoo lang.
I love the sensitivity of Trillianes! It goes a long way for our soldiers who are on the battle front and for their families who are grieving right now. We need more men like Trillianes who will look into the affairs of our soldiers.
The so-called commanders, generals and all the officers in tiyanak’s regime are busy eyeing at something else, a juicy position, lots of money, liquidating and abducting tiyanak’s enemies! That is why they are called BODYGUARDS! They are also efficient in election rigging and in pocketing the money in contracts for the AFP supplies etc…
Obviously, the death of the 14 marines have to be investigated. A large casualty like this is a big one for our AFP particularly the marines, who are the most valiant of all!
The AFP is uselessly deploying marines in the urban slums. Why were only 50 marines deployed to fight over 100 Abbus! This is where our Medal of Valor awardees earned their highest award. But where are the only two Medal of Valor Awardees of the Marines, Querubin and Parcon? They are in Tanay wrongly accused of rebellion! These two brave officers would have stirred the 14 marines away from the dangerous enemies. As Yuko rightly says, only the “sundalong kanin” are out there commanding our troops to their detriment! How many more blunders will these so called commanders have. They can not even find Father Bossi and the young Burgos. Tiyanak is left with the only papogi-pogi officers. Walang binatbat!

Had it not been for the video footage of the firefight with the Marines and the MILF, it will become just one of those encounters that will come to pass. As we posted earlier in another thread, a smiling Mrs. Gloria Arroyo under the headlines of the 14 marines and 10 beheaded seemingly unperturbed on the seriousness of the situation. Had it not Sen. Trillanes immediately reacted that he will go deeper into that unfortunate encounter because of the reported ineffective weaponry of the soldiers, it was at first wishy-washy with Esperon and his little boss.
But now, just to have something to say to offset the reaction of Sen. Trillanes, the commander in cheat said, which is just a de-kahon statement: The government will account for the perpetrators of this heinous attack in line with the rule of law, through the mechanisms of the peace process. The Armed Forces are duty-bound to hunt down and arrest those who treacherously killed and beheaded the soldiers…There can be no excuses or alibis for these acts of savagery.
But what about the dud mortars?
My opinion on this matter, though I’m not expert on military weaponries, butI do have some knowledges,all weapons,ammo and war materials,passes and subjected thru rigid exprrimental&testing,qualification in all conditions of weathers, climates, terrains and all factors of environments and human usages,before it will be utilize of any gov’t components(thats in US) and also shelf life of items. PNP is actually under the civilian authority, in this case, under the Department of Interior and Local Government (DILG). Under the Arroyo administration, it is not the case. Basta ginusto niya, so be it. She is more on protecting her stolen presidency than the lives of the soldiers in the batle zone. This development in Basilan will hug the news in the days to come and will put Sen. Trillanes more into limelight with his desire to uplift the conditions of APF officers and soldiers. The administration and the military hierarchy will be in its toes as soon as Sen. Trillanes repeated the demands of the Oakwood mutineers regarding the proper uniforms, effective weapons and salaries. As to the soldiers benefits, Sen. Trillanes has already filed two Senate Bills which I already posted in another thread.

Bibilhin naman natin ng premium itong mga ito kasi may military grant at donation na galing sa ibat ibang mayayamang bansa. The death of the 14 marines may simply be a wrong strategy, intelligence and malfunctioning of their weapons collectively. Or, my evil mind is working again, maybe the AFP need more military assistance from the powerful countries. So, the marines will simply have to be sacrificed!
Let us all pray for the souls of our departed marines and their grieving families. May the lives they lost give our country the re-birth that we so desire! They are our heroes and will always be remembered… They were called to serve to protect all of us! They died doing what they were sworn to do.
From a general, whom I can’t name now:
It’s a tragedy to the max. First, there is no such thing as MILF area in the conduct of upholding the law.
Two, the MILF seems to be prepared to ambush because hundreds of them are involved at a short notice.
Three, the Marines are not on the attack position. They are along the road. The MILF can’t say lack of coordination.
Four, beheading our casualties gave our commander on the ground reasons to conduct counter offensive to the max. That we failed to do.
Lastly, there seems to be failure of intelligence. The fact that the MILF seems to be prepared and knowledgeable of the troops’ movement, hence the ambush.
Tama kayo! “Same SHIT, different day!” When are we going to have different president? At least, ‘yung hindi na BUGOS at hindi pa-cuuuuta-poootha!

The presence of the media like GMA-7 accompanying marines, announcing on TV that marines are going after to look for Fr. Bossi. is the culprit for the deaths of many marines, in recent and previous incidents.
What are the consequences? MILF-abu sayyaf symphatizers or members in Manila can call their comrades to say that marines are now going there, therefore they can now hide Fr. Bossi and prepare for an ambush of the Marines.
I also watch a GMA reporter during 2001 at the height AFP-MILF battle, announcing on TV with video that a military convoy is patrolling a higway in Maguindanao. The next day that convoy was ambushed and many soldiers killed.
Also when GMA-7 was covering a hostage in Pasay of a young boy by a deranged man. The media even intervened. The presence of media with cameras in a delicate situation like that affects the operational capability of Policemen.
Also the media specially the TV stations should not report an ongoing operation, they should only report after the operation was finished, because it was like informing not only people but also the enemy.
I’m just concerned about the safety of our troops and people and not to restrict the freedoms of the media.
The failure of intelligence is most disturbing. Mas mautak pa ang mga MILF sa pangyayaring ito. It’s the responsibility of whoever was in command by exposing the troops to danger. Ang lumalabas, parang namamasyal sila noon sa liwanag ng buwan nang ma-ambush because there was no order to take the necessary precautions. And talking of command responsibility?
Yes, the beheading is enough reason to conduct counter offensive with all their might but they did not do it. Why? It’s because Esperon, when interviewed, was wary that it may imperil the on-going peace talks. So, the order not to fight back came from above. It’s almost the same dialogue of Sec. Ermita. Gloria Arroyo was silent at first. But when Sen. Trillanes voiced his concern, all of a sudden, Gloria came out with this statement: “The government will account for the perpetrators of this heinous attack in line with the rule of law, through the mechanisms of the peace process.”

We could also blame the presence of GMA TV crew but it would seem that the military commanders who allowed them are more excited on getting their faces splash on the evening news, sa 24 Oras, than remembering that they are in enemy territory and a surprise attack is possible. Mukhang nawala ang matinong pagiisip ng namumuno. For all we know, there all already advance footage on military officers who were interviewed before the ambush.
Military operations should be confidential. Media exposure should absolutely be avoided for the security of our soldiers.

Everytime we check-in at any airport terminal personal items like bottled water, perfumes, colognes are confiscated for fear that these could be made into a bomb.

It is perhaps a good omen at the time that there were media people with the search and rescue team, however, in a military operation of that kind in hostile, extremely hostile territory, (and whatever peace process there was ongoing we have to accept that there is war out there), it was wrong to have media people in tow at that time – there could have been a risk that those media people would have hampered the movement of the troops and had to be protected instead of the troops going all out doing their job they had to be on the lookout not only for themselves but also for the civilians; one can never tell that in the heat of battle, the troops had to take care of those media people instead of fighting back.
Anwyay, these thoughts of mine are conjenctures, not assertions. Recently the chief of the British Army denied mediamen going on sorties with a British Army patrol team in Basra, Iraq for the same reason. And there have been many cases in Iraq and Afghanistan when military authorities refused media to accompany troop patrol outside the city. And I perfectly understand!
As you very well know, the commander of the British task force under whom the Iraq 15 were kidnapped/nabbed by Iran Revolutionary Guards was put to task because at the time of the debacle in the Gulf, he was entertaining a plethora of media people aboard the mother ship (for PR purposes) and it was discovered that the presence of media on board had stymied his effort. And to think that they were not even with the patrolling unit of the Royal Navy. Not making excuses for the Royal Navy commander but I am for his sacking – he is due to face court martial.

I agree that division level commanders up to commander in chief are ultimately responsible and should be held accountable. In my opinion if section, platoon, company and brigade officers new of this and did not even attempt to remedy deficiencies at their level after voicing their concerns higher, they should also be held accountable. If this was the case, then there’s a problem in the AFP Officer Corps. I also believe the same measure apply to the NCO Corps; the people responsible (I Hope) for weapons maintenance, training, and known for making things happen. I say there’s plenty of blame to go around from bottom to the top.
