ABS-CBN correspondents Ricky Carandang and Noel Alamar recorded on camera a deplorable act by a Comelec official: taking custody of blank election returns and bringing them to his hotel.
The Comelec official, identified on TV as Jubil Surmieda of the Comelec’s legal department and Reanult “Boy” Macarambon, who was mentioned in the Hello Garci tapes scandal in 2004.
Confronted with the evidence (a video-tape of the transport of the ERs to the hotel), Comelec Commissioner Rene Sarmiento can only say, “I stake my name on it.”

The Commission on Election took custody of blank election returns in the provincial capitol of Lanao del Sur and transported the documents to a hotel in Iligan City, ABS-CBN News Channel reported Monday.
ABS-CBN correspondents Ricky Carandang and Noel Alamar reported that a group of COMELEC officers, led by a poll official who was mentioned in the “Hello, Garci” recordings, took over custody of the blank ERs from the Lanao del Sur provincial treasurer’s office in Marawi City on Sunday.
Footage taken by ABS-CBN showed COMELEC officers hauling the ERs to Maria Cristina Hotel in Iligan City, which is an hour and a half drive away from the provincial capitol of Lanao del Sur.
The “Hello, Garci” recordings contained alleged wiretapped conversations of a COMELEC official several government officials discussing an alleged plot to rig the 2004 presidential election. Former poll commissioner Virgilio Garcillano later admitted that he was the one in the alleged wiretap recordings but denied rigging the election results in favor of President Arroyo.
COMELEC Commissioner Rene Sarmiento, commissioner-in-charge for the Autonomous Region in Muslim Mindanao (ARMM), said he ordered COMELEC officials to take custody of the ERs to make sure that the documents would not be used to rig the special elections in parts of the province.
Alamar reported that Sarmiento earlier denied ordering the transfer of the ERs but changed his story after seeing ABS-CBN’s footage. Officers of the provincial treasurer’s office said they were not informed about Sarmiento’s orders regarding the transfer.
Sarmiento said there was nothing unusual about the blank ERs being kept in a hotel for safekeeping. He said the ERs are now in the custody of a special elections officer who is staying at the hotel.
“These are blank ERs, which should not be left in Marawi City or anywhere else. These are his responsibility since these are accountable forms,” he told DZMM.
“I’m willing to resign if it is proven that it is irregular,” he added in an interview with Alamar.
He added that the ERs were transferred to the hotel after a brownout and heavy rains hit Marawi City after the special elections.
The blank ERs were initially distributed to provincial treasurers, who in turn would have to distribute the documents to municipal treasurers and then eventually distributed to BEIs.
ERs are where counted votes are tallied and the documents are used as basis for the certificates of canvass being brought to COMELEC’s head office for national canvassing.
PPCRV: Special polls not orderly, credible
The Parish Pastoral Council for Responsible Voting on Monday debunked claims made by Sarmiento and the military that the conduct of special elections in Lanao del Sur and other parts of ARMM was orderly and credible.
“I would say peaceful. Peaceful can be defined in many ways; no one getting killed. Injuries were not high, in terms of that, yes, I would agree with Commissioner Rene Sarmiento, but to say its orderly and credible, I wouldn’t say that,” PPCRV chairwoman Henrietta de Villa said.
De Villa said she personally witnessed election rules and regulations being violated during the special elections.
“People, supporters of candidates, going inside precincts and doing their thing right there before the voters and dictating to some of the voters…You couldn’t call it orderly and credible.”
She said vote buying was rampant and local elections were “heated, chaotic and rambunctious.”
In an earlier ANC interview, Sarmiento said the “peaceful” elections in Lanao del Sur could not have been achieved if not for the five battalions of military and police personnel.
“We owe the peaceful elections to four battalions of military and one from PNP (Philippine National Police). Their presence insured success of relatively peaceful elections,” he said.
Sarmiento also attributed the peaceful special elections to the presence of COMELEC officials from its national office and the volunteers of PPCRV and the National Citizens’ Movement for Free Elections.
He said that with the smooth elections and canvassing in the province, COMELEC would be able to proclaim new senators within the week.
COMELEC cancelled its proclamation scheduled last Saturday after discovering that it has yet to receive certificates of canvass from several, which totalled at least one million votes.
There were speculations that the proclamation was cancelled to give way for alleged election cheating in favor of the administration backed candidates of Team Unity.

These Comelec officials should be sacked and prosecuted for crimes committed against the Filipino people, not just the electorates. They should not be allowed to go on perpetrating this kind of gruesome and serious crime. Dapat hulihin ang mastermind who can lie through her bucked teeth as she does now overseas telling foreign ministers that she is doing something about the killings done for, on her behalf and on her command.

Even with cheatings and election fraud unheard of, the Election Returning Officer in charge of a district here, would require that each ballot is accounted for. Every time a ballot is handed to a voter, it has a serial no. which the voter sign, the stub stays with the clerk and return after voting to compare the numbers on the ballot and both numbers are verified for correctness and destroyed. And only one person responsible and one other witness should know where the ballots are kept for later recounts in cases where required, until all is cleared. That way we know who to blame for any irregularities and no lying please, the Judges have no Mercy on Liars..

Sirang-sira si Sarmiento. Sarmiento says (in a letter to the COMELEC) that he be allowed to resign as head of TF Maguindanao because of health reasons. It seems that there is more to that. Sarmiento looked healthy on national TV when Ricky was speaking to him – confidently saying that he will stake his name, reputation, blah blah blah. Sarmiento made a complete jerk of himself ! The truth, indeed, does prevail. No matter how one tries to hide it, it will manage to come out.
After watching Ricky Carandang’s report, I am more convinced than ever that GLORIA MACAPAgaL ARROYO CHEATED IN 2004 ! That report, to me, is enough proof, that she is an ILLEGITIMATE PRESIDENT OF THE REPULIC. She should be lynched !

If you have contact with re-elected Gov. Daisy Fuentes of South Cotabato (which includes Darlene’s Gensan City where GO massacred TUTA 11-0-1), they have submitted SOVs/COCs to GO’s Atty. Sixto Brillantes wherein TUTA votes in some towns were increased from 50,000 to 150,000. Even Legarda, and Pangilinan got additional votes but it was Pichay who got 150,000 dagdag when the ERs were summed up in the COCs. Taranta na siguro si Brillantes sa dami ng natatanggap na mga documented reports ng dagdag-bawas! I haven’t heard any news report on this yet. It might be worth looking into.

While I believe in “Bahala na si Lord sa kanila”, I think it is in man’s place to fight injustices, corruption, cheating, thieving… and not allow evil to propagate. In other words, we cannot just leave everything to the Lord.
We owe it the the young generation of Pinoys, to the future citizens of the country to make sure that Gloria and her cabal of evil do not have the easy task of mocking the Lord. We must fight them all the way.

I was wondering why the tiyanak scheduled her trip to Japan, Australia and New Zealand. Now, I know why. Nagtatago siya from Zuviri,Recto,Defensor and Pichay. Hat’s off to the ABS-CBN duo Ricky Carandang and Noel Alamar in documenting the “known cheating mechanism of COMELEC operators in Lanao del Sur”. Yet Commissioner Rene Sarmiento denied to his teeth that no election returns were sent to the hotel but when shown him the footages – he stammers and swear that he will resign his post once allegation of cheating will be proven.
Now he can rest peacefully in his abode and be true to his promise (for he swear) that he will resign his post.
