Ellen, DFA has published a list of names of people supposedly who failed to get their ballot kits that would be returned to Japan filled up by Comelec. For Tokyo, there are 137 names, for Osaka, there are 266 names of Filipinos majority of whom must have already gone back to the Philippines. In 2007, there was a discrepancy of 300 votes in favor of Pandak. The 300 votes actually were not properly accounted for. They actually did not tally the number of actual ballots received.
We questioned where the extra ballots came from, and we were told that they were votes misdelivered to the Philippines that we found ridiculous and unlikely to happen because there was no Comelec name in the return envelope then since the voting kits were sent from Tokyo by the Philippine Embassy.

The Commission on Elections on Friday disqualified with finality the candidacy of Kilusang Bagong Lipunan senatorial bet Joselito Cayetano for being a nuisance candidate.
The poll body, in an en banc resolution, said it found insufficient reason to change a previous ruling to disqualify the KBL candidate. The COMELEC First Divison earlier disqualified Cayetano’s candidacy, saying that the KBL bet was fielded to cause confusion among the voters during the campaign period and election day through the similarity of name and nicknames with Genuine Opposition (GO) bet Alan Peter Cayetano.
COMELEC said that by adopting the nickname “Peter” to which Joselito is not known and considering his family name is Cayetano, there is a clear attempt on the KBL candidate’s part to mock the electoral process by causing confusion among voters.

Here’s one from Election Canada: In cases where one or more candidates use or have similar names, candidates running under a party have their party printed underneath their names, or candidates jobs can also be printed under each candidate’s name along with their images (photos).
Now anyone knows, (even the Comelec) Allan and Peter Cayetanos Jobs. so simply write Cayetano Kargador for peter and Cayetano whatever for Allan.

From a motley voice in the wilderness type of supporters, Trillanes campaign is steadily gaining ground; gaining approval and winning support from intellectuals, urban dwellers, civil society, fair-play type of businessmen, the youth, and even from the lumpens !

It appears that the last minute decision to disqualify nuisance candidate Joselito Peter Cayetano makes partisan Comelec chief Abalos a “hero“ or just a PR. The Comelec needs a popular and high profile cases to boost its sagging credibility. In fact, the constitutional electoral body has shown its true colors in most cases as it favors Gloria Arroyo and her political allies. I have the reason to believe that Abalos’ cheating machinery is rolling in connivance with AFP rogue chief Esperon and some elements of the police particularly in election hotspots, Mindanao Island and Cebu province.

What Allan had to go through-being branded as non Filipino and fielding in another candidate with the same name as his-he deserves to win and not only win, he deserves to be one of the top winners!
In 2004, a lot many voters were disenfranchised and were disappointed as they could not vote despite the efforts they did to register on time, and this is the reason now or the lack of enthusiasm on the part of many voters to vote.
I counted 2,569 undelivered ballots returned to Manila by the Japan Post for incorrect addresses, etc., and this is out of the over 6,000 registered voters in Tokyo. Now, we’ll see how many fake ballots have been added to the ones received by the Philippine Embassy from registered voters in Japan. This time, pollwatchers here know better what to do with any attempt to cheat the Filipino voters here.

Cayetano’ votes on Monday not going to Alan Peter
Genuine Opposition candidate Alan Peter Cayetano’s woes are not yet over even as the Commission on Elections, in a unanimous resolution Friday, has upheld the disqualification of his namesake, ABS-CBN News learned Saturday.
The COMELEC Law Department released a memorandum Friday that the decision of the poll body upholding the disqualification of the Kilusang Bagong Lipunan (KBL) candidate is not yet final and executory.

‘Cayetano’ votes on Monday not going to Alan Peter
Genuine Opposition candidate Alan Peter Cayetano’s woes are not yet over even as the Commission on Elections, in a unanimous resolution Friday, has upheld the disqualification of his namesake, ABS-CBN News learned Saturday.
The COMELEC Law Department released a memorandum Friday that the decision of the poll body upholding the disqualification of the Kilusang Bagong Lipunan (KBL) candidate is not yet final and executory.
COMELEC, in an en banc resolution Friday, said it found insufficient reason to change a previous ruling on Joselito “Pepito” Cayetano’s candidacy. The COMELEC First Divison on March 27 disqualified Joselito from the senatorial race, saying the KBL bet was fielded to cause confusion among the voters during the campaign period and election day by the similarity of names and nicknames with the GO candidate.
According to the COMELEC Law Department: “In accordance with the provisions of section 5(e) of Republic Act 6646 and Section 13 of Rule 18 of the COMELEC rules of procedure, the resolution has not yet become final and executory”.
Commissioner Rene Sarmiento said all “Cayetano” votes with incomplete names will be considered stray votes. He added that votes cast with only “Cayetano” will not be counted in favor of Taguig-Pateros congressman Cayetano but will be considered stray. Voters will still have to write down Alan Cayetano on their ballots to have their votes counted in favor of the GO bet.

So in the case of NoyNoy he will get the AQUINO vote while Allan will not.
