Anomalya sa DepEd computers

Mabuti lang nabulgar ng Inquirer ang bagong anomalya sa Department of Education tungkol sa overpriced computers. Kung hindi may gagamitin na naman sana ang mga kandidato ni Gloria Arroyo sa Bicol, kasama na ang kanyang anak na si Dato, sa pamimili ng boto sa eleksyon.

Panibagong version ng fertilizer scam sana ang nangyari.

Ito ay isa na namang ehemplo kung paano ginagamit ng mga walang pusong pulitiko ang kalamidad para sa kanilang pansariling interest.

Sa report ni Fe Zamora noong Huwebes, nagpa- bid ang DepEd (Bicol) para sa mga computers para sa mga lugar na nasalanta ng bagyo. Naglabas and DepEd ng P150 milyon para sa 600 na computers na walang brand kasama ang compact discs para sa elementary at highschool.

P150 milyon para sa 600 na unbranded computers??? Ang labas noon tig-P250,000.

Ano naman kayang klaseng computer ito na tig-P250,000? Ang computer ko, unbranded, may kasamang printer at compuer table, P35,000 lang.

Tama nga ang pangamba ng ilang opisyal ng DepEd, baka gagamitin ang pera para sa eleksyon. Alam naman natin ang anak ni Gloria Arroyo na si Dato ay tumatakbo para congressman ng unang distrito ng Camarines Sur. Si Joey Salceda, dating congressman na loyal kay Arroyo, ay tumatakbong governor. Alam naman natin na ang budget secretary ay si Rolando Andaya, dating congressman sa pwestong tinatakbuhan ngayon ni Dato.

Ito pa ang kahina-hinala. Ang pagbukas ng bidding ay dapat noong April 12, Tapos, ang delivery ay dapat sa April 20 na kaagad. Siyempre, kapag delivery labas na ang pera.

Naghuhugas kamay si Education Secretary Jesli Lapus na hindi raw dumaan sa kanya ang mamahaling package na inaprubahan ng DepEd sa Bicol. Ngunit denedepensahan pa rin niya ang project dahil kailangan naman raw talaga ng mga taga-Bicol mga paaralan ang mga computers dahil nasira nga raw ng bagyo ang kanilang mga kagamitan.

Palusot naman ni Undersecretary Ramon Bacani, DepEd undersecretary for regional operations, baka raw may mga kasamang screen o ano pang mas modernong IT equipment.

Kahit may screen, magkano ba naman yun? Hindi pa rin yun aabot ng P250,000 isang unit.

At bakit magbibigay ka ng top- of- the- line IT equipment samantalang ang kailangan nila doon ay basic equipment lang dahil nasalanta nga sila ng bagyo. Hindi pa nga naayos ang mga eskwelahan noon.

Dahil sa expose ng Inquirer, pinahinto ang pagbukas ng bids at pagkatapos na lang daw ng eleksyon. Mabuti naman. Ngunit hindi ako kampante. Baka sa ibang paraan magpalusot itong mga walang konsyensyang nilalang.

    The Arroyo political think tank are again resorting to all kinds of money making so that they will have enough cold cash as the election nears. To buy votes, no other like in 2004. Not surprisingly, the activities is centered in Bicol because they would like Dato Arroyo to win at all cost. It’s a big sampal to the mother if he’s defeated.

    First, we read about the return of jueteng in Camarines Sur and Albay where Joey Salceda is running as governor. Nobody is looking now because it’s the easiest source of funds. Kakampi ang mga operators, hindi huhulihin ng mga pulis. Then, there’s the 5 billion pesos funds for irrigation. And who will not forget the 1 billion pesos largesse to feed the hungry, a sizable amount earmarked to Bicol because the DBM secretary can easily do that. And now, the computers at P250,000 apiece. According to Nikki Coseteng, her school in QC bought computers at P17 thousand each. Still, we know that there are computer cheaper than that what Coseteng procured. And we wonder what are those screen for?

    It’s joc-joc bolantingan all over again!

    Thanks, Ellen, at nabigyan mo ng sariling thread itong isyung ito. Off-topic kasi ito sa previous threads. Nabanggit ko nga ito sa isang politiko at sabi niya, ito ang bagong modus operandi ngayon.

    Kung dati ay waiting shed, basketball court at kalsada lang ang kina-katkong ng mga lokal na politiko, ngayon computers na raw ang uso. Yung public works kasi, lantad na lantad raw sa tao, hindi kayang itago. Pati cost data ng mga ganoong projects, marami na ang may alam.

    Gaya ng nasabi ko sa isang thread, kakabili lang namin ng CPU units na Pentium 4 DualCore, 3GHz, Intel Chipset, 80GB, 1GB DDR for only P14,000. Kung complete set with CRT monitor, keyboard, mouse, AVR, DVD writer combo, printer, webcam, speakers, scanner, table and gaslift chair, aabot ng P32,000. Licensed Windows XP at licensed MS-Office XP, mga P15,000. Iyang presyo ko ay kung retail pa. Mas mura pag wholesale, kahit na yung software, mas mura kung license lang at hindi yung whole individual kits. Nung nagpunta si Bill Gates dito, nag-announce pa siya ng special discount para sa gobyerno. Kung dagdagan man nila ng kung anu-anong software iyan, ang average price niyan ay mga $50 retail lang.

    Napigilian nga yung sa Bicol, Ellen. Pero marami nang nauna. Sa Quezon City dalawa, nang congressmen ang alam kong namudmod na ng computers na tig-P250,000 din. Marami na rin sigurong iba pang nakalusot! Yung 11 eskwelahang nawasak ng landslide sa Bicol, di pa nga nagagawa, eto’t nagmamadaling bumili ng computer!

    Bakit di na lang unahin yung mga kulang na classrooms para hindi siksikan sa klase. Yung mga nagka-klase sa ilalim ng punong-mangga, sa hallways, sa gym, sa CR, saan ilalagay ang computers?

    Masangsang talaga ang naaamoy ko diyan!

    A cousin from Bicol emailed me about these computers and wondering where it will be installed. Like what you said, the schools are still in state of disrepair and it follows that there’s no electricity to run the computers. In one of the newspapers I read online, a picture was shown where the evacuees are still cramp in tents and complaining that the much publicized assistance Mrs. Arroyo promised when she went to Bicol is still a promise. Ang usap-usapan daw doon, the promised help will still come but it will be 2 or 3 days before elections. In exchange for their votes or else.

    the story of our elections is as predictable as the Tagalog movies. It’s as if all politicians had all of three years to scratch their balls, ang they start working visibly only in the last month before the elections.

    I visited my mom in Laguna this weekend and their mayor, who boasts of 23 years of service in his campaign poster, (that town looks the same as it did, 23 years ago!) suddenly is in working mode after many years of sleep that the road from the town’s boundary has fresh asphalt overlay up to the vilage’s entrance, where the digging is ongoing all the way to my mom’s house. The village sports center has new roofs, even the tennis courts are freshly painted.
    Banners are shouting his name as the one who made them happen.

    Why can’t we hold elections every year? Maybe that will make them work more frequently, huh?

    I know your suggestion to hold yearly election is out of frustration because of the present political system resulting to some unforgettable politicians being elected. But there are some who are also doing well and appropriately recgnized. In Laguna where you said your mother is residing, one outstanding mayor is George Estregan Ejercito who used to play kontrabida in the movies. He’s multi-awarded in local gov’t level. The municipal govt has a website where we can read everything about the town.

    But the problem at hand is the misgovernance in the national level which should be replaced first. Skeptics will advance that a new dispensation will be just the same but we Filipinos always look forward that the best will come out in every elections and that’s way we are pinning our hopes to a new breed of politicians who might have the foresight for meaningful reforms. That’s why people travel to their hometown, to the provinces which is some sacrifice to go to the polling places to cast their votes. That’s why OFWs register in the absentee voting to be able to vote but given the chance, they actually want to go home to vote.

    And it’s the same reason why I’m flying home soon to vote even it is only one vote. It may make a difference.

    Maganda itong pagbubulgar na ginawa ng Inquirer. Itong role na ito ng media ang dapat para madiscourage ang malawakang anomalya sa gobyerno. Sana may follow-up report kung ano na ang nangyari sa mga nangagsibili na sa ganoong halaga? Defenitely, overpricing ito. Anong say ng COA at DepEd? May makakasuhan kaya? Ngayon, kung despite na naibulgar ito, at walang mangyaring kasuhan, abah, nakakasawa na ang mga ganitong balita.

Noong 2004, nakadaya nga na kunyari na-deviate sa Pilipinas ang mga boto at ibinalik sa Japan. Nice try! Nabisto sa simple arithmetic ang ginawa nila. Sayang nga lang at namatay si FPJ at hindi naituloy ang reklamo niya tungkol sa padded list ng mga botante. Pati walang kaluluwa (literally speaking) at hindi pa ipinapanganak sa mundo nakalista sa totoo lang. Ang dali kasing gawan ng birth certificate sa NCSO. Kaya siguro pinaparusahan ng tadhana ang Pilipinas dahil sa mga kalokohang pinaggagawa ng mga nakaupo doon.

They need to raise a lot of money for Datu’s vested interest to fund his campaign, he need to bribe in order to win, he need to reward his supporters and greases his squeaking political machineries. If Datu don’t win, Salceda and Lapuz don’t care, they have a ton of money to pilfer their way on a comfortable retirement.

    I have a Dell P.C.delivered to my door at around 60 thousand pesos, including 15 % “evat” and that is Pentium D dual core processors XP Media Centre edition and a 20″ Digital Monitor with sound blaster audio system. wow, a 250 thousands p.c. must be gold plated components.

    Usually public schools should get their p.c. from donations from Big corporations who are replacing their systems. That’s how most schools get their IT equipment and the companies can claim them as charitable donations for the the income tax purposes. But then again, many companies own by these Politicians may use the programs as another trick to again take advantage of the benefits. just can’t win against these experts….

  14. You bet. Those computers need not be new. The truth is that models before 2000 can work forever, just need to change once in a while some chips to keep up with the trend. Otherwise, they are better. It is the models after 2002 that are susceptible especially to destructive viruses, bugs and worms, and need to be replaced with new computers.

    I, myself, have so far donated more than 10 computers to the Philippines. I have two now waiting to be delivered to a designated recipient. I have another being tapped for use by some judge in the Philippines. I have already asked our city hall to give me some of those being turned in there for recycle. I just pay for the delivery cost. So, why does this government have to buy expensive computers when it can even ask for old computers from donors overseas without any unnecessary cost on the impoverished Philippine government—impoverished because of the nakaw! 🙁

  15. Sa totoo lang gusto lang kasi kumurakot! I wonder how much is Lapus involvement in this shady deals! I am disappointed to hear of this. Dapat hindi na siya sumasabit diyan lalo na ngayong iisipin ng mga tao na kaya siya pumayag na maging Education Secretary ay gusto na rin niyang makakurakot dahil last term na niya as Congressman.

    Ganyan din ang binalak ni Mrs. Pidal na gawin noong panahon ni Roco kaya siguro napilitan si Roco na mag-quit bago siya makagawa ng mabuti sa Department of Education noong kauupo pa lang ni Pandak between 2001-2002.

    Sa totoo lang maraming donation for education ang kinurakot ni Mrs. Pidal, isa na iyong hindi na makitang donation ng Coke.

    Ewan ko lang kung alam ninyo ang kinokolekta niyan na mga donations from OFWs na tinatawag nilang para sa “Classroom ni Gloria” Dito nga lang sa Japan maliit ang 5 million yen na naibigay na sa ungas ng mga OFWs dito. Kukulekta na naman iyan pagdating dito sa May pihado.

    Yayaman nga ang mga Pidal. Ang laki ng tiba nila sa mga pilipinong kung bakit naman ang hilig magtanga-tangahan!

    Ang mahal ng computer mo. I got a new Dell PC delivered likewise to my door just recently with 160 GB hard disk and 19-inch LCD monitor and with Vista OS, 1GB RAM, multi-media player, etc. for less than 640 dollars or about 32,000 pesos. There are others priced at a little over 300 dollars as a matter, all brand new. Dapat mas mura ang alok sa gobyerno dahil maramihan ang bili. Iyong 250,000 pesos na computer for some school use lang ay tunay na highway robbery! Wala silang niloko sa totoo lang!

    Who’s fooling who? We all know that computer prices are on bargain nowadays, it depend on the brand and quality. But, to buy a single computer for the price of P250,000 and that’s equivalent to &5,000 is not only a highway robbery but, a bank robbery as well. They are a fool, fooling themselves.

    Let us analyze this situation, giving computers to our elementary school students is noble, to enhance their learning, they can explore the wonders and almost everything. But, how can they learn to use this electronic device? Oh yeah! It’s an employment opportunity. Giving them computer we need also an expert to train them.600 computers,600 teachers. Eureka! Eureka!
    Now, I know why a single computer cost a quarter million of pesos, teacher’s included. Hehehe!

  18. Off topic but since this computer robbery has also something to do with the election, I may just as well blurt it out here.

    I just got a note from a friend regarding the refusal of Abalos of the Comelec to release the list of partylists publicly even when in fact election has begun overseas. Worse is when a lot many of the people I know in the list of voters are being disenfranchised. So, I told a friend to get a copy of the old list, show her ID and tell the Philippine Embassy to allow her to vote.

    Buti na lang hindi ako bumoboto kasi kung ako ang kaibigan ko baka nagmuryot na ako!!! Hindi kasi ako pumapayag na niloloko ako. Ke sihuda kung gobyerno ang kalaban ko basta alam ko ang batas at nasa katwiran ako!

    What is disgusting is to hear of the fingerpointing to the Bayan Muna, Anakpawis, Gabriela, etc. as not worthy to vote for because these partylists have pending cases in the court even when everybody knows it is not the partylists but individuals representing the partylists mentioned that are now being wrongfully charged in Philippine court and bled dry paying undue court fees and bails!!!

    Puede ba, patalsikin na, now na! Nakakasawa nang pakinggan at makita ang pagmumukhani Pandak sa TV.

    It could have been a Computer Scam naman had it not been aborted when a whistleblower at DepEd tipped Inquirer on the done deal. Like the Fertilizer Scam where Jocjoc Bolante acted bypassing the DA Dept. Secretary, this time if we are to believe DepEd Secretary Lapus, the transaction was made in the regional level and without his knowledge, na naman. The striking similarity is glaring. Although aborted, it was clear in the Inquirer editorial that the release was made by DBM Secretary Rolando Andaya Jr. who signed Special Allotment Release Order BO7-0277 covering the P150-million fund for Bicol last February. Andaya is a former congressman from the district Dato Arroyo is running as congressman,

    I’ve done some online reading and found out that there’s plenty talaga of money for Dato Arroyo which would now include all other administration candidates in Bicol otherwise they will make angal and blow the whistle, too.

    The controvcrsial DepEd Regional Director Celedonio Layon, Jr. announced that Malacanang approved the release of P1.214 billion for the rehabilitation of school buildings in Bicol and construction is being “rushed” for the June school opening. “This P1.214 billion fund is on top of the earlier P207 million we already received last December 2006 from the national government,” Layon explained.

    Here’s something that your investigative reporters at Malaya can report on—the astericks on candidates that are either being made to look controversial for or against the Unano. In case the GO people do not know yet, there are tow astericks after the name of Alan Peter S. Cayetano with notation that he is “subject to pending disqualification case docketed at SPA 07-023”!

    Wow, unbelievable talaga ang eleksyon sa Pilipinas. Ididisqualify pala bakit pa tinatanggap ang mga application for candidacy? Ano iyan babuyan?

    All the partylists of the groups of Satur Ocampo, et al are subject to pending cases in court. Mapapamura ka sa inis sa totoo lang. Hindi ba nahihiya ang mga inutil na iyan na puro kagagaguhan ang pinaggagawa? Asan ang hustisya diyan? Tsina-challenge ba ni Pandak ang mga taumbayan na magrebolusyon at lumaban na ng patayan sa mga sundalong kanin ni Assperon? Huwag siyang magmalaki kasi ang mga wala ng katwiran ay kailanman ay hindi nagwawagi! Mamamayani pa rin ang mga taumbayan lalo na kung maghihirap pa sila ng husto!

    Please be informed that it is one of the partylists being noted by Comelec as subject to court order (disqualification of its representative more like it although its instruction is stated vaguely no doubt to confuse and deceive) in case it gets elected with 5 astericks and thsi note, “subject to pending case docketed as SPP 07-010.” Ini-ingles pa kaya hindi maintindihan noong mga wala namang alam sa ingles at batas!!! Majority of the voters for instance in Japan are high school drop outs sa totoo lang.

    Kaya nga galit ang mga taga-Malakanyang sa mga campaign TV ads about corruption! Dapat talagang ipagpatuloy ang pagpalabas nito at ng magkalakas loob ang mga taong labanan ang di lang peke kundi korap pang administration ni Tianak!

    Since time immemorial, itong DECS ay isa sa pinaka-corrupt na sangay ng gobyerno. Parating may overpricing, mostly books and supplies.     A closer look at the increased allocations in social services is also revealing. The “increase” is mainly found in a seemingly generous 46.2 percent increase in social security, welfare and employment spending: from P40.1 billion in 2005 to P58.6 billion in 2006. But two-fifths (41.1 percent) of this budget goes just to the pensions and gratuities of the 150,000-strong Armed Forces of the Philippines (AFP). Moreover, P10 billion is going to “retirement benefits” for tens of thousands of government employees who are going to be retrenched next year.

    Furthermore, education and health spending have actually declined in real terms. Compared to 2001 levels, real spending in 2006 on education will be 4.5 percent lower and on health 19.2 percent lower. Increasing population growth has also cut into per capita spending. The Department of Education (DepEd) per capita budget per public school student, for example, has fallen from P6,007 per enrollee in 2001 to P4,782 per enrollee in 2006, or a 20 percent decrease.

    The DepEd also estimates that there will be a need for an additional 10,549 classrooms, 1.2 million chairs, 67 million textbooks, and 12,131 teachers in 2006, which they already foresee will not be met by the 2006 budget.

    Even if the price is P100k each, it’s still very unreasonable and outrageous.

    SecDepEd’s denial about the project is a lie. When it involves more than P50M procurement, it requires a Department level approval or indorsement from the top. A regional director cannot enter into a P150 million contract unless they resorted to ‘splitting’ of purchase orders which is highly illegal too. Much more if they resorted to direct-contracting which is highly irregular for common line items like computers.

    All govt procurements are and must be included and approved in the prior-year(s) prepared Procurement Plan (PP) which is then integrated into the National Budget Plan.

    The National Budget Plan comprises the Personnel Services (PS)- e.g. govt salaries; Maintenance Operating and Other Expense (MOOE)- e.g. PP etc; and Capital Outlay (CO) – e.g. heavy equipment, land, devt etc.

    When approved by the Congress and signed by the President into law, this will become the General Appropriations Act (GAA)

    And by the way, NO govt procurement would be realized if COA had disallowed it.

    Conclusion:

    Jesli Lapus, like the COA, knew it from the start. He knew it’s highly irregular and illegal. He knew he is accountable. He knew he just can’t resist his boss(es) request.

    Assumption:

    The proceeds of the project might be used for election purposes.

Yes, just who are they kidding with all these silly procurements especially when everybody knows that even the Fatso is engaged in peddling various projects to be funded with government money despite the economic crisis and with assurance of everybody padding the bills to fill up their pockets?

    A friend whose uncle is a governor in a province in the Philippines told me so.

    On the other hand, why should Jesli allow himself to be snared into this mess? He does not even have to worry of losing the race for his province if he runs, which he is not doing at all because his term is over.

    So, if he is indeed in cahoot with the Malacanang robbers, he must be thinking now of fattening his pockets in preparation for his retirement. Suka, suka, suka!

    In fact, what this government should have been doing is have a bureau to collect all those recycled computers like what our ward offices and city halls for instance do. Old computers, etc. are collected for a fee. If you take the computer to the city hall, they pay you 500 yen, and they overhaul the computers for use in schools, etc. without the government spending much on these computers being used in schools to avoid criticisms by the media and concerned citizens. Hindi kasi nakakalusot ang ganyan sa mga taumbayan dito. It is in fact a matter of civic duty and responsibility. Hindi dapat pinapalampas ang mga ganyang pang-aabuso.

Roco did not receive it for he never mentioned anything about it, and rather than be criticized for how his department was being run and meddled with, he resigned before he could do anyything.     my mom is from bicol and the only time i remmber vaguely having a nice ride on the train going to bicol when i was around 12 years old. after tht i experienced enduring trips as long as 9-10 hours just reaching Daet Camarines Norte (which is by the way anti-tyanak country kaya hindi sila pinapansin and is NPA infested, u will never knw kung ang katabi mo sa jeep ay taga-loob or taga labas hehehe)…the 7hour trip was only reached during the time between fvr and erap era after which,a main highway was directed going tru Camarines Sur now. Camarines Norte is just being by-passed…underdeveloped, over-shadowed, the quiet old politikos in the town are mostly the padilla clan (robin padilla’s clan)..but having been “independent” and being neglected all this time, it has survived thru the times…

    so u see, anong patubig nya! PWEEEEEE!!!!!! LEche sya!!!!! i am sure the new stakeholders of these water projects are busy campaigning a well…

    Absolutely…. Itong si Jesli (btw, cabalen ni Gloria yan even if he’s from Tarlac) talaga naman – kurakot pa rin.

    When Angie Reyes took over as CSAFP in 1999, Jesli Lapus used to accompany Reyes to all business meeting with foreign suppliers, joining him for dinners with them in 5-star hotels, etc. (They were classmates at the AIM.)

    Lapus was the point man. He was already a congressman then and would make sure that foreign suppliers were informed that HE was the point man meaning the local pinoy agents of these foreign suppliers wwould have to go through him.

    Jesli was a “FIXER” in other words.

    I met Jesli when he was president of Landbank in 1994 or 95(he was trying to get the account of the company I was working for then but I absolutely refused even when his girlfriend then who happened to be a friend of mine tried to intervene on his behalf.)

    I never trusted him. He’s very close to Ed Vaca, one of the ‘more successful’ local Pinoy agents in Pinas dealing with defence; Vaca is a Pinoy-Spanish bloke (very close to Aurora Pijuan) who enabled Angie Reyes to MAKE LOTS AND LOTS OF MONEY before Angie left DND.

I think they were ordered to make gaya the Fertilizer Scam, conniving with the Budget Secretary and the political bigwigs in the area. notably,

    This Computer Scam is specifically for Dato Arroyo but with sizable slice of the pie to Villafuerte, Lagman and Salceda who are all running as Congressman and some barya-barya to other administration bets in the area para walang maghudas (sa ngayon). In national level, they are doing everything so that the opposition will not gain ground in this political battle, otherwise it will mean disaster to all of these sitting officials, from Mrs. Arroyo down the line. They are now shuddering with the thought of being prosecuted. But unlike what they are doing now, they will be given their day in the court with humane treatment they denied to the perceived enemies of the administration especially the poor soldiers.

    Tama po kayo, hindi lang sa institusyon makikita ang karunungan. Just to think of it, a young cadet officer, trained and disciplined for years in a prestigious military academy, after graduation he/she will serve a bogus/corrupt/un-discipline government, what a paradox. This is the weird reality in our society. For me, it is the right political consciousness that counts. It is not enough that you accomplished a learning with flying colors, but what matter most is, in which political system you will hold on.

    Pardon my ignorarance but I don’t know and didn’t know about Regis Romero. Never met him on the occassions I met with Angie Reyes and Jesli Lapus.

    The latter, partners in crime as they were (or are) were usually the only two hustlers around on those occassions.

    I have no physical evidence that Jesli is part and parcel of the computer scam but given his predilection for “cuts”, I wuldn’t be surprised if he was.

    What a relief! I thought Golez has sold out in exchange for his congressional post. I know from months back there would be complications because his son Rico was often seen with Mayor Jun Bernabe, at one point he was even considered the future admin candidate against Roilo.

    Although all Filipinos, including the undersigned, are thankful for your misdeed, it is also unforgivable why you failed to include the name of a certain Ralph Rectum, whose name alone makes it even more appropriate to flush him deep down to the bowels of the earth, in the same fashion as you did with, as per the same post:

    I wonder what deals Romero had with the AFP. He made a lot of money though in construction, after making the right contacts during his stint as a mere Sales Engineer with New San Jose Builders, his guerilla start-up RII cornered many juicy contracts with DPWH in Ramos’ time. The last time I saw him was at the MYC, boarding his yacth. I estimate it at around $7M. Some guys at the club even say $10M.

    Wouldn’t it be interesting to check how much income tax Regis has actually paid?

  74. Regis was the guy, who together with his girlfriend, was among those kidnapped in dos palmas by the abu sayyaf in 2001. He was the first to be released because he paid.

    He made lots of money under FVR from a housing project in Smokey Mountain in Tondo. Lots of irregularities in that project too.

    Regis was also the same guy who was used by Mark Jimenez to buy Manila Times from the Gokongweis. later on he opted out because Jimenez didn’t deliver his full share of the agreed amount.

    yes. si regis din ang may ari ng R3 construction ek-ek…he always get the meaty projects from the gov’t. si tabaco ang lagi nyang kakabit. when he was kidnaped in dos palmas together w/his gf and daughter, they paid the abus with huge sum. the daughter goes to the same school as my daughters. she is with 2 back up vans with bodyguards most of the time. like the daughter of weirdo jules ledesma who “staged” the kidnapping of their children para mapag-usapan. even the people at makati med are not 100% believing in the story.

    All entities, not just the media should expose all these anomalies! If these vultures know they are being watched, they will be more careful. The big problem is, these big time crooks know how to operate without being detected. Sila sila ang gumagawa. They set up their own dummy companies and purchase the goods from those bogus companies. How many of the big funded projects make it to full operation? Rarely any. Pag nagatasan na, iniiwan na! It is the big politicians who are the biggest crooks!
