First the attempted expulsion from the House of Representatives. It failed. Next, fielding a nuisance candidate registering his name as Joselito “Peter” Cayetano. Now, it’s Alan’s citizenship.
All these can be linked to senatorial candidate Alan Peter Cayetano’s courage to bring to public attention the information about a multi- billion dollar in a German bank that could possibly be traced to the Arroyos.

Is the government picking on Taguig Rep. Alan Peter Cayetano?
Justice Secretary Raul Gonzalez said he received a tip last Saturday that Cayetano, a member of the 12-man Genuine Opposition senatorial ticket, is a “green card” holder, courtesy of his American mother.
“I’m looking at it. If it’s true, then we have to tell the Comelec,” he said.
In an interview with ABS-CBN, Cayetano dismissed claims that he is not a natural-born Filipino citizen, as required for election candidates.
The congressman said that his mother, Sandra Schramm, is an American by birth. He, however, had given up his American citizenship a long time ago.
Cayetano is a son of the late senator Rene Cayetano and a brother of Sen. Pia Cayetano.
Gonzalez said the issue could be a mere technicality since former Immigration Commissioner Andrea Domingo had issued Cayetano a certificate of Filipino citizenship.
But, he said, Cayetano could still be disqualified if it is found that the certification has not been affirmed by the justice secretary.
Gonzalez was referring to the policy followed on Dec. 20, 1996 by then Justice Secretary Teofisto Guingona Jr. in a different case.
Guingona cited in his opinion a directive dated Sept. 7, 1970 issued by former Justice Secretary Vicente Abad Santos which provides that “identification certificates issued pursuant to orders and decisions of the Bureau of Immigration, which have not been affirmed by the DOJ, are not per se evidence of Philippine citizenship.”
The directive further said that “where the decision involves the determination of the citizenship of the claimant-applicant, the decision shall be forwarded to and shall not be implemented until affirmed by this Department.”
Gonzalez said that if Cayetano cannot produce any records of recognition by a DOJ secretary, then he will technically be considered an alien.
Asked if he is likely to recognize Cayetano’s Filipino citizenship, assuming that the latter has not yet obtained a DOJ confirmation, Gonzalez declined to comment.
“We have to study the effect of that recognition directive. Technicality na lang ito,” he said.
Gonzalez said Cayetano may have been able to run before because nobody bothered to question his citizenship.
On another issue, Cayetano and Chairman Benjamin Abalos of the Commission on Elections traded barbs after the COMELEC approved the senatorial candidacy of Cayetano’s namesake, Joselito Pepito “Peter” Cayetano.
The congressman, who is running for senator under the Genuine Opposition, said COMELEC failed to investigate the background of his namesake. “[COMELEC’s] law department should have done a simple cursory investigation,” Cayetano told DZMM.
He said that based on television news reports, the other Cayetano is called “Jojo” by friends and neighbors in Barangay Sasa in Davao City. He added that there is no marine engineer named Pepito Cayetano in the records of the Professional Regulation Commission.
Ilocos Norte Rep. Imee Marcos, meanwhile, said that as far as the party is concerned, Pepito is not a member of the Kilusang Bagong Lipunan. Marcos is a KBL member.
In his certificate for candidacy, Pepito indicated that he is a marine engineer running under the KBL and his nickname was Peter. COMELEC earlier upheld Pepito’s candidacy, saying that KBL is a legitimate party.
Abalos defended COMELEC’s decision, saying that the congressman does not have a monopoly of the surname Cayetano.
“It’s not that you [have a] monopoly. Just because [you’re famous], just because you’re on the top list of survey, just because you’re a congressman, you don’t want anyone else with the same surname run against you. That’s not right,” Abalos said.
He said that with the filing of the petition for disqualification, COMELEC can question the KBL candidate and investigate his background.
Last week, COMELEC scratched off 42 people from the list of those who filed their certificates of candidacy for senator. COMELEC said it will allow the 42 candidates to justify their capability to wage an effective nationwide senatorial campaign. (with ABS-CBN report)

First, there was this “fabrication” of a certificate from the German Bank, then comes the appearance of a certain Joselito “Peter” Cayetano and the subsequent declaration of Comelec that he is a legitimate senatorial candidate. Now, here is another fabrication. Isn’t it the right time to throw the same lines back to Mike Arroyo’s face?

Unlike FPJ, Cayetano’s parents were married when he was born. So, by principle of international law, Cayetano was dual citizen until he reached the age of majority, and since he chose to be a Filipino after his father, he is by law a Filipino.
Kundi ba naman talagang nang-iinis lang—they probably thought they could dement Cayetano with their tauntings—e bakit ngayon lang nila kini-question ang nationality niya, after Filipinos are given the choice of dual citizenship if they have parents with varying nationalities.
How about the sister who is a Senator, too. Have they questioned her nationality, too. Ano ang mga iyan ulol?
Kakangitngit! I have a green card, but that does not make me an American. I am still a Japanese citizen, and the green card only gives me the right to live in the USA if I want to. I have never been questioned about my loyalty to Japan in fact for having a green card. It is different from getting and taking an oath of allegiance to the US flag as a US citizen. By international law, he is his father’s son and when he decided to be Filipino by the time he reached the age of majority even if he could have been a US citizen by virtue of his birth and must have had dual citizenship, he is a Filipino citizen.

Hi WWNL: Thanks for the good wishes. As of now everything is fine with me. The cataract on my right eye has been bothering me for quite sometime so the the only remedy is to have it operated. The Eye hospital in this part of Germany is quite well-known through out the country. We have a medical school here famous for its Heart and HNO. Fact is, I’ve met a lot of scholars from UP specializing in Chemistry aside from Heart and HNO fields here. One Filipina HNO specialist now occupying a big posiion in St. Luke was a student here for 3 years.

“COMELEC offers solution to Cayetano name dispute
The Kilusang Bagong Lipunan should issue a formal manifestation with the Commission on Elections disowning senatorial candidate Joselito Pepito “Peter” Cayetano, COMELEC Chairman Benjamin Abalos said Wednesday.
Otherwise, Abalos said, Cayetano’s nomination stands.
The COMELEC chief issued the statement in reaction to reports that KBL president and Ilocos Norte Gov. Ferdinand “Bongbong” Marcos Jr. has certified that Cayetano was not nominated by the party as a whole.
The nomination, it was learned, was signed by a certain Vicente Millora who claimed he is both chairman and president of KBL….”

The namesake of Taguig-Pateros Rep. Alan Peter Cayetano has admitted that he is a port worker in Davao City and not a marine engineer as he indicated in his certificate of candidacy.
In a radio interview, Joselito Pepito “Peter” Cayetano said he works at the Sasa wharf and earns about P200 a day.
He said he was a marine engineering graduate, although he did not practice his profession. He did not say if he passed the Professional Regulation Commission (PRC) examination for marine engineers.
Earlier, the camp of Rep. Cayetano revealed that Joselito Cayetano works as a stevedore and not as a marine engineer in Davao City.
Joselito Cayetano is running for senator under the banner of the Marcoses’ Kilusang Bagong Lipunan (KBL). Excerpts from the Philippine Star
