Do you still trust…?

Yesterday I read a news report that said that Namfrel and the CBCP were teaming up to do another quick-count. Immediately, I was seized by a feeling of disbelief, if not disgust. Namfrel, doing another quick count?

Does that mean that people still trust Namfrel?

Frankly, I’ve lost whatever respect I have had left of Namfrel as an independent, quick-count organization. The last straw was Namfrel chair Joe Concepcion insisting that there was no cheating in the 2004 elections or, as I suspect he will say now, no cheating on a scale massive enough to bring into question the over-all results. This, despite the taped voices that anyone trying to avoid a lawsuit would say “sounds like” the voices of the incumbent president and a non-disgraced elections commissioner, and despite the very obvious cover-up that started with the now-infamous “I have two discs” performance of Ignacio Bunye (who, in that one fell swoop damaged his credibility beyond the after-life).

How can we now trust Namfrel to again do a quick-count if it still has Joe “There was no cheating” Concepcion at its head? The same Joe Concepcion whose son is, if I remember correctly, a presidential adviser of some sort now, which makes you wonder whether the post of Concepcion Jr. is a reward, or the reason for, Concepcion Sr.’s “see, hear, and say no evil” posture?

And how does Namfrel deal with the fact that Bill Luz sees the 2004 elections differently? Unless the solution is to give Bill Luz the boot?

I say let’s give Namfrel the boot too. It has, like its leaders past and present, been too compromised.

If you look at the lists of the Opposition and of the Administration, you again see an “only in the Philippines’ mix of people who now have to twist and turn in the air to justify why they are on the side of the political fence that they just yesterday were demonizing.

Do you still trust people like these? Or is this a living example of Rizal’s famous phrase, “tal pueblo, tal gobierno”?

If you ask me, I am inclined to vote straight down one list of candidates if only to deliver the message that somersaulting and justifying “balimbing-esque” politics is something we can and will no longer tolerate.

It will be interesting to see how the Comelec deals with candidates whose candidacies smack of being “nuisance”, with the cases of a third Aquino and a second Cayetano in mind.

Given its credibility problem, I am unsure how the Comelec will rule, but it will be one of the early bellwether signs for the May 2007 elections as to whether we will have a real “halalan” or a “bolahan”

What will you use as a basis for selecting your 12 senators?

I actually have a list of “qualifications”, not in any order nor all-inclusive, and wonder how they jive with yours.

Youth or a youthful outlook. Included in this outlook is a considerable amount of enthusiasm, idealism and energy. Given all that needs to be corrected in our country, I think we should put to pasture politicians who no longer have energy, idealism and enthusiasm. Mind you, sometimes older folks still have more of these than younger ones!

Principle. Does the candidate clearly stand for something, and consistently? Or does the candidate stand for something today, and something tomorrow, and again something else some time later? Worse is when the change of heart is a 180-degree turn and the politician tries every trick in the logic book to justify the turn-around, oftentimes with reference to “the people” or “the people’s interests”. I have greater respect, in fact, for those who hold a view diametrically opposite mine but are consistent in their viewpoint, than those who agree with me, only to disagree later on, and then agree again…if you get my point.

Integrity. Has the candidate ever been accused of anything serious enough to call into question his or her ability to be a leader in the full sense of the word, even (especially?) morally? Not that we should be in search for saints, but because we should be able to raise our standards far higher than it is at the moment.

    Joey Concepcion who, to say the least, has NO charisma whatsoever ! Antipatico, actually ! He is Gloria’s Adviser for SME’s. He’s the one behind “Go-Negosyo”. I also find it strange that he is the Presidential Advider for SMEs. He is not an entrepreneur to begin w/. He works for a family-owned company. An entrepreneur is one who starts SMALL, on his own, & from scratch..Which leads me to think that he did get that position as a “Thank You” from Gloria. He was also the one behind the bottled water w/ Gloria’s picture on it in the 2004 Presidential Elections..

    JoeCon lost many people’s respect after the 2004 Presidential Elections. He is trying so HARD to regain his lost credibility through the CBCP. Too late, Joe !

    Do I still trust Namfrel? Ever since it came into being…. NO. The reason? It is headed by no other than former President Cory Aquino’s Trade Secretary Joe Concepcion. A businessman whose only concern is his business. A big NO!!!

    Like his twin Raul who loves to utter the word “manya-nyari”, he never had any credibility to begin with. His Namfrel never finish their counting. Remember the snap presidential elections called by Marcos? They walked out in the middle of their quick count. And every elections since then, they would only count the votes of the bailiwicks of candidates he is indentified with. That is what is known as TRENDING. He would have done the same thing to Erap during the 2001 elections, but Erap’s votes is unsurmountable.

    Saw Sonny Alvarez on ANC TV interviewed by Pinky Webb. Gads, the guy sounds like Bunye, Saludo, Ermita, Claudio, Defensor and Andaya all rolled into one.

    With his grasp of oldie-style flowery oratorical English, he outdid them all. He sounds more Gloria than Gloria herself.

    Only thing was, he was facing Ernie Maceda who in good old plain clear English had a counter for each of Sonny’s inventive tales about the economy.

    To borrow Erap’s words, “Sonny, ang style mo bulok na.”

By the turn of events, he should not be parroting anymore the favorite lines of Malacanang stooges. In 2004, he was already bumped off in favor of Miriam and Biazon who jumped from FPJ camp. Ngayon naman, muli siyang iniwanan.

    There is already the Comelec, a constitutional body that is mandated with all the power to conduct and enforce all election laws and if that body is subject to corruption, nothing other than the “outside, impartial observer” will be good enough to monitor the elections, quick count or slow count, the magicians could always do their tricks as long as the Comelec is complicit..

    Tatlo silang umalis sa kampo ni FPJ noong 2004. Si Miriam, Biazon at John Osmena. Katulad nang pangyayari sa ASO (Angara, Sotto at Oreta). Nagpipilian pa lamang, umalis na. Si Biazon, sumama muna kay Roco pero nang makitang mahina ang kampanya, tumiwalag din at sumama kay gma.

    Si John O, inilaglag at palagay ko si Biazon inilaglad din dahil sila ni Barbers ang naglaban sa 12th slot. When Biazon threatened that he will make some nasty revelation on the elections cheating, nagparaya na si gma at yon, nawala si Barbers. In fairness to Sen. Biazon, naging all out ang kanyang opposition to gma’s misrule.

    Miriam sticked like a glue because her husband was given a cabinet rank of sort, her brother ex General Benjamin, with a juicy position in a govt corporation and her sister Ninalina, an obscure personality in the academe, was appointed as a commissioner of CHED (Commission on Higher Education).

    GMA’s position is fortified in the Lower House. The Senate majority will remain opposition but it’s due for demolition which starts asap. For GMA this election means nothing. The opposition can have the Senate all they want. In 2007 her administration will move on full steam ahead nothing can stand on its way.

    Biazon is with GO/UNO team. In fact, Sen. Biazon and Rep. Raffy hosted the team in Muntinlupa the other day.

    By the number of daily lotto bettors, PAGCOR could be the most trusted institution we have today. Why not let PAGCOR take over the elections. No looser has so far accused PAGCOR of cheating the LOTTO draws and there are millions of losers daily who continue to bet their precious ‘rice’ money on daily draws.

    Wouldn’t we have a better chance of coming up with better winners if we just do a raffle instead of elections? No need for pesky posters, stupid jingles, dumb ads, foolish speeches, vote buying/selling, election expenses/investments which these politicians will take back once in power.

    Mang Joeseg, maraming alam si Biazon tungkol sa dayaan noong 2004. Tama ka, kung hindi sa banta niya na ibubulgar niya si tiyanak, nilaglag na siya at si Barbers ang nanalo. Sa kainitan ng imbestigasyon at impeachment laban kay tiyanak, tahimik lang si Biazon kahit may alam siya. Buti na lang huling termino na niya. Huwag sana siyang mamatay sa lung cancer dahil ummuusok ang Senado kapag nandoon siya.

    Si Alvarez, masyado nang maraming atraso kaya mabaho na. Binuking ng presidente Paper Industries Corporation Of the Phils. (PICOP) ang “pagpaparinig” (synonym:nangongotong) ni Alvarez bago pirmahan ang ekstensiyon ng permiso para pumutol ng troso. Naipit ng husto ang PICOP na siyang pinakamalaking kumpanya ng papel sa bansa.

    Sinundan pa ito ng pag-award niya sa mga lumad ng napakalaking lupaiang dating kinukunan ng troso ng Alcantara & Sons. Nagreklamo ang mga Alcantara dahil hindi nila akalaing kahit na malakas sila kay Gloria, papatulan sila ni Alvarez na hindi nila “inambunan” kahit konti.     Nang dumating ang 2004, maaga pa lang ay pumoporma na si Alvarez pero natunugan ni Tomas Alcantara na noo’y Chief ng TECO, ang mala-embahadang opisina sa Taiwan na naniningil ng bayad sa daan libong mga DH para iproseso ang mga papeles at passport nila. Balitang-balita noon na dinalhan ni Tomas si Gloria ng 10 milyong dolyares para sa kampanya ng Lakas, at siyempre kahit pa mataas na opisyal ng partido si Alvarez, pagka kwarta ang kapalit, alam na ninyo kung alin ang pipiliin ng ganid na pandak! Napilitang tumakbong independent si Alvarez.

    Lalo na ngayong pati PNOC hawak na ng kapatid ni Tomas, mas mahirap nang makaporma pa si Alvarez ngayon.

    With due respect, PAGCOR is headed by Efraim Genuino, a genuine accomplice of FG. I don’t have the exact articles at the moment but in the 2004 elections, PAGCOR fund was wantonly used for the benefit of gma. Arch. Oscar Cruz of Dagupan first brought it out and there was one time, PAGCOR employees don’t have their salaries paid on time for lack of funds. They have to borrow from Landbank.

    And by the way, lotto draws in the Philippines is under the auspices of PCSO, Philippine Charity Sweepstakes Office once headed by the sister of Chavit Singson, but now by a crony of FG, a certain Valencia.

    Incidentally, JB Baylon, the author of this thread, was one of the oppositors on Alvarez nomination as DENR secretary at the Commission of Appointments.

    Idea ko rin yan noon pa na ipa-raffle na lang ang eleksiyon. Tutal kung ang gusto mo ay magsilbi, kahit anong posisyon na kwalipikado ka, dapat mong tanggapin. Kailangan lang mahigpit ang kwalipikasyon. Kung senador o congressman, dapat abugado. Kung meyor dapat may tinapos na may kinalaman sa management o public administration.

    Hindi lang ako makakapayag sa sinabi mong PAGCOR ang gagawa ng raffle. Ang nakaupo diyan ay puro tauhan ni Mike Arroyo. Si Genuino na chairman at yung spokesman na director din na si King, parehong katropa ni FG sa Rotary Club of Makati. Meron pang iba na sa ngayon ay di ko matandaan. Si Genuino ay dati nang ibinuko ni Lacson na nagdadala ng male-maletang kwarta sa LTA building ni Arroyo. Isa rin siya sa mga boses na umaareglo kay Garci upang pagbigyan ang isang party-list group para mailusot sa Lanao del Sur.

    Ang PAGCOR dati sa ilalim ni Alice Reyes ay kinikilalang matinong organisasyon na nasa ilalim ng gobyerno, pag-upo ni Gloria, isa na ito sa pinakamalaking palabigasan ng mag-asawang Ganid at Sakim.

    I don’t bet so now I know more, its PCSO. Anyway, point is, elections have gone worse each time that there must be a less foolish alternative. Still, another point is PCSO and PAGCOR have better trust rating than COMELEC.

    Imagine, casino na walang talo at bilyon ang yearly income, immediately after 2004 elections, nangutang sa Landbank ng pampa-sweldo sa empleyado? I came to know about it from a kababayan who was a long time employee of PAGCOR. Sabi ko, totoo pala ang mga isinulat ni Obispo Cruz.

    Ang PCSO naman, source ng funds for Philhealth card na ipinamudmud sa mga barangay. May kamaganak ako who is already a Philhealth card holder being an employee, tumanggap ng another 2 cards. Isa bilang taga Barangay at ikalawa, sa residence niya sa bayan. Mantakin natin ang perang nasayang nyan.

    Sa puntong ito siguro kaya hindi na tumakbo si Sec. Francisco Duque dahil siya ang Philhealth chairman during that time at kasama sa isinampang kaso ni Frank Chavez. Baka hingian uli siya ng Philhealth card.

    Kasama ninyo ako diyan sa nagsasabing ipa-raffle na lang ang mga upuan ng mga politikos. Abah, kung pwede si Grade 3 (Pacman)para tongressman, eh di pwede lahat.Mas mabuti pa ang ganyan, walang gastos sa election, so walang babawiing pera sa gobyerno ang mga politikos.
    Gasgas na gasgas na ang salita ng mga politikos na ‘gusto kong magsilbi sa bayan’. Sa katunayan ang gusto nilang sabihin ay ‘gusto ko rin tumikim ng pera ng bayan’.

    Alam ko ang anomalya niyan. May kaso sa Japan iyan noong 1990-1992 tungkol sa isang gun running involving some Yakuza he was dealing with. Karibal pa nga niya iyong isang pinsan ko.

    Nalaman ko sa mga pulis who asked me information from me about him. Wala namang magawa ang mga pulis dito kundi ikulong iyong mga customer niyang mga Yakuza, but I understand they asked for cooperation from the Philippine Embassy. Hindi ko lang malaman kung naki-cooperate sila sa mga pulis ng Tokyo MPD.

    You bet. Hindi puede sa mga pilipino ang election. Hindi nila alam ang salitang “responsibilidad.” Gusto lang nila “title.” Kaya sa organizations na itinayo ko walang eleksyon para hindi manganak at dumami ang mga organisasyon ng mga pinoy. Binibigyan namin ng posisyon iyon magboboluntaryong magsilbi. Otherwise, tumahimik ka na lang at tumulong.

    May mga 300 na ngang organization ng mga pilipino sa Japan kasi nanganganak ang organization nila dahil iyong matatalo sa eleksyon nila ang tendency ay tumiwalag at magtayo ng kanikaniyang sariling organization para magkaroon ng title at makilala at lumakas sa Philippine Embassy o Consulate. Iyan ang tinatawag kong kamote ang utak!

    I don’t know if it is feasible and effective in politics there.

    Do we trust Namfrel? No way Jose’! Gloria Arroyo, Comelec, Namfrel and some rogue military-police top honchos are partners in crime. They are all guilty for cheating and stealing the true people’s mandate. Jose Concepcion’s Namfrel is considered a cheating arm of Malacanang. Crocodiles and other predators pretend to be *harmless* to catch their preys. In Ilocandia, Singpet Kiteb laeng okina na (bedbugs are known bloodsuckers). Likewise, it’s a big mistake trusting a known child molester to baby-sit in your home. Don’t ever trust BANTAY-SALAKAY NAMFREL!

    Ate Chi, noong 2004 election bottled water ng RFM ang ipinamigay ng Malacanang sa mga pagtitipon at mga tao. Ang RFM ay pag-aari ng mga Concepcion. At si Concepcion ang pinuno ng Namfrel. Di malinaw na kampi sa Malacanang at kandidato ng administration ang Namfrel noong 2004.

    Regarding Pinoy groups, ganyan naman ang istorya sa buong mundo yata. An Aunt of mine was president of a Lions’ Club in US, I won’t mention where exactly, as she was campaigning, she had the Pinoys volunteering for her, when she won, umpisa na ang inggitan, siraan. Another Pinay ran and won the next year. She moved to a different Lions’ district and became president there, too. Soon after, many Pinoys also joined that district. Tama ang sabi mo, pag may isang nagka-titulo lahat gusto meron rin sila.

    Alam ko ang pinagmulan niyan nila Joecon. Wala rin naman ang mga iyan nuong araw. Isang barangay lang kami nanggaling niyang mga iyan dito sa Pasay. Yung compound nila dati isa nang small “mall”, if you will.

    As I remember before Namfrel, we have an independent group to monitor the election result.That was ‘Bilang ng Bayan-Halalan ‘71″ pionered by ABS-CBN.
    I was one of the provincial coordinator that time in our province, the team to monitor the results were composed of high school and college students.
    I don’t know if this is the same Namfrel, because I left the country in the middle of’70s.

    Comparing Presidents Ferdinand Marcos and Gloria Arroyo in their treatment of prisoner-candidates, the son of slain Sen. Benigno “Ninoy” Aquino Jr., “Noynoy” who is running as an opposition senatorial candidate, yesterday said Marcos was a lot better and more humane than President Arroyo.

I just don’t know about the case of Senator Pimentel, who was in fact his own blood relative but the good senator was incarcerated and became friends with Ninoy. He was released even before the EDSA 1 I understand.

    Anyway, I know Ninoy had better treatment. Foreign media, etc. were even allowed to go and see him as a matter of fact. I remember going to a military camp and saw him even doing golf with the officers there. Napakamot na lang ako ng ulo, and could not compare the lousy treatment of those without money and fame.

    You bet, Marcos paid big for what happened then. Even their own personal belongings were confiscated, except the ones in Ilocos Norte where enemies of Marcos are off limits (parang medieval times ha), and the crooks cannot get what are still originally theirs, and reason why the Imeldefic is clinging hard to the Malacanang squatters for special favor and treatment, especially her jewelries that she would like returned!

    My mother is related to Marcos, as I have stated, but I would not defend Marcos if he was wrong, Chi, but one thing I can say without butting an eye is that he really loved his country and people unlike this fiend these military gorrillas now call their Commander in Cheat. The graft and corruption was more part of the culture that he could not control because apparently he became too sick to do so, and his mistake was to pretend that he was still in control soon after declaring Martial Law.

    The wife I blame for her vanity and ambition, and I blame the idealistic fools who thought that the idealisms of Mao Tse Tung could save the Philippines, and to the mountains they did hide. Now, even Satur Ocampo, the young journalists who took his bride to the mountains, now even admits that Marcos did not kill any of them!!!

    Sa totoo lang, embedded na yata ang kasakiman at pagkagahaman sa mga pilipino so that when it comes to money, nawawala ang ideology.     In fairness to Marcos, I only knew what he did up north when I did a research in Rural Medicine in the early 80s. There, I saw that all roads were paved( the main roads), there were pre-fab schools in all the little barrios, rural health outfits in these barrios, irrigation, assistance to the farmers(unlike Joc Joc Bolante who just took the money) and NO SQUATTERS!
    If Marcos looted our reserves, most of the looting was done after he was incapacitated by no other than his wife Imelda and her bodyguards(Ver etc..pretty much like the tiyanak’s hemorhoids-Assperon & Ebdane). Right after Marcos declared Martial Law, he was incapacitated and he was running the country through Imelda and her generals. Seeing imelda live a normal life makes me puke! She survives because all the leaders of this country sees her as a source of their wealth as well. While recovering the Marcos wealth, all the succeeding presidents get a loot of their own from the Marcos loot! See what tiyanak is doing? The money to be given to the victims of Marcos was intercepted by the government. By the time the victims will be paid, they would already be six feet under the ground. How many of those recovered assets made it back to our people? It went right into the top politicians’ pockets! And because they came in trickles, people do not know when the money came in and when it dissipated.

    HNP, I went to your suggested site about Marcos. It is interesting to note that from 1975-1980 there were only 500 recorded disappearances! Now under tiyanak, there are over 800 killed! Not just disappearances. So this confirms that tiyanak is more notorious than Marcos!

    It is interesting that the young Ninoy has a better regard for Marcos than the tiyanak when his father died during the Marcos regime. This assessment is heavy weight!

    Counsel hits DoJ chief’s persecution of Trillanes

    The camp of Navy Lt/SG Antonio Trillanes IV yesterday bashed Department of Justice Secretary Raul Gonzalez, accusing the DoJ chief of conduct unbecoming of a man of his position for persecuting the Navy officer, who is a senatorial candidate of the United Opposition, now renamed the Genuine Opposition (GO).
    In a phone interview, Trillanes legal counsel Reynaldo Robles said if Gonzalez has been doing his job, he would have presented the names of the politicians who allegedly financed the 2003 coup attempt launched by the Magdalo group.
    “For three years they (prosecutors) were given all the opportunities to present their witnesses and evidence against the officers and men of the Magdalo group…but it’s already late in the day. The case had already rested when they presented last October (2006) their 18th and last witness, which was (then Armed Forces of the Philippines Chief of Staff) Efren Abu,” he told the Tribune.
    Robles also reminded Gonzalez that the DoJ chief’s job is one with a quasi-judical function, meaning he is tasked to determine whether there is basis or not for filing a criminal case against an individual.
    “But what he’s doing is giving a prejudgment on critical cases which would later end up in his table,” Robles pointed out.

By withholding precinct breakdowns, NAMFREL officials hid from the public the fact that among the precincts it did not tally, nearly 80% were in FPJ bailiwicks and only slightly more than 20% were in GMA bailiwicks, biasing its incomplete results in favor of GMA. Had this been taken into account, the public would have realized that: a) GMA did not win by 1.1 million votes (the official results) or even by 681,000 votes (GMA’s lead in the incomplete NAMFREL count), and b) the 2004 presidential election was actually a very close contest, with the true winner still in question.

    Significant discrepancies existed between the official and NAMFREL’s results, suggesting cheating in the official results. Yet, NAMFREL officials kept quiet about these discrepancies, in effect condoning the cheating. The worst discrepancies occurred in seven provinces. In Sulu, for instance, where NAMFREL counted 100% of the precincts, FPJ won with a huge lead of 29% of the total votes. But the official count claimed that GMA won with a lead of 12% of the total votes. This meant that 41% of all Sulu votes were not counted properly in the official canvass. In Tawi-tawi, FJP led by 54% of the total votes in the NAMFREL count (80-89% of precincts counted). The official count whittled this down to 18%, suggesting cheating in 36% of all Tawi-tawi votes. Similar problems occurred in Basilan (75% discrepancy), Sultan Kudarat (65%), Lanao del Sur (58%), Maguindanao (19%) and Lanao del Norte (18%). These are the same seven provinces which COMELEC Commissioner Garcillano operated in, as detailed in the “Hello Garci” tapes. Instead of calling attention to these indications of cheating, the NAMFREL national office even disowned their own Lanao del Sur coordinator when he publicly exposed the cheating in his province, at obvious risk to his life and safety.

    The “Hello Garci” tapes recorded Garcillano privately reassuring GMA that NAMFREL had become sympathetic to their side.

    NAMFREL’s final report, which made NAMFREL’s data appear more consistent with the official results, counted 1,588,399 new votes from 7,849 precincts in 15 of the country’s 16 regions, an average vote per precinct of 202.4 (100.6% of registered voters). Adding to this the average 3.3% of ballots with no vote for president gives a voter turnout of 103.9%, suggesting that NAMFREL officials used statistically impossible returns in their last report to increase GMA’s lead over FPJ.

    We salute the NAMFREL field coordinators and volunteers, many of whom risked their life and safety to send the true precinct results to their national office. Unfortunately, they don’t even have a way to know if their reports were actually included in the national totals. We hold NAMFREL’s national officials responsible for the problems above. Given these problems, a truly unbiased, honest and transparent citizens’ election watchdog is urgently needed for the 2007 elections. This is why we formed NoCHEATS. Learning from NAMFREL’s negative 2004 experience, NoCHEATS commits to:

    Conduct an honest and transparent tally, releasing to the public the breakdowns of votes and precincts tallied, from the region to the precinct level, as soon as these are available.

    Call the attention of the authorities to discrepancies between the official and the NoCHEATS tallies, so that these discrepancies may be investigated and the true results determined.

Take the case of the obvious nuisance candidate of Malacañang’s “front” Oliver Lozano, Joselito “Peter” Cayetano, whose candidacy was approved by the poll body recently.

    “Certainly, Comelec was not unaware of the fact that this Joselito Cayetano who places as his nickname “Peter” which is so far off from his name, has registered as a senatorial candidate solely to spoil the ballots that would have gone to Rep. Alan Peter Cayetano.”

    What a shithead this Abalos is, and most of all his boss, the bogus president who is die hard to keep her chair at the palace by the murky river.

    It surely will be wisest to just write “Alan” before Cayetano’s name (no more Peter para hindi malito iyong nagbibilang) in the ballots this coming mid-term election. Let’s check carefully the names of our choicest candidates,not necessarily our favorites but likely to make the Opposition gain majority in both houses ala-U.S.A. We’re proving something here once again, the way we have proved that we can have our favorite candidates win as in the case of Senator Pimentel, who got a unanimous among the OFWs, in the last election. Kayang-kaya, huwag lang dayain!
