Amnesia

In the song, “The Way We Were”, there’s a line What’s too painful to remember, we simply choose to forget.

That’s the appropriate theme song and slogan for Gloria Arroyo’s amnesia- afflicted senatorial candidates.

In ANC’s “Strictly Politics” last Tuesday, host Pia Hontiveros recalled for re-electionist Edgardo Angara the scenes during the congressional canvassing of votes of the 2004 presidential election where he, Tito Sotto, and Tessie Oreta accused Gloria Arroyo of cheating their candidate, Fernando Poe, Jr.

She took note of the seeming absurdity of him running under a ticket that pledges support for a person he had accused of cheating. Angara said, “That has already been resolved.”

When was it resolved? Definitely not by the “Hello Garci” tapes that surfaced one year later which confirmed many of the incidents of cheating that they raised during the congressional canvassing.

Angara said that his campaign platform would encourage people to be forward- looking.

Re-electionist Ralph Recto, who, together with fellow Wednesday Club colleague, Joker Arroyo, chose to be with the well-oiled administration ticket criticized the opposition for engaging in “rear view mirror” politics.

I have a problem with the desire of Angara and Recto for the Filipino people to forget Gloria Arroyo’s crimes particularly her cheating. Arroyo did not just steal people’s money (agri-fund through Jocjoc Bolante, road users tax etc. etc.). She robbed the people of their faith in the electoral process. She robbed them of their trust in democratic institutions.

Her crime of election cheating reverberated in all levels, not only of the government, but in our society. She corrupted everybody. She destroyed lives.

For proof, all you have to do is look at our military hierarchy. Look at the AFP Chief of Staff Hermogenes Esperon. Look at the Defense Secretary Hermogenes Ebdane. Look at Marine Commandant Nelson Allaga. There are so many of them who have been richly rewarded because they did the job which in the past were done by the goons of political warlords.

What happened to those who stood firmly with the soldier’s oath not to engage in partisan politics and to be “the protector of the people and the State?” They are in Fort Bonifacio, Fort San Felipe in Cavite and Camp Capinpin in Tanay. In detention.

If we forget Gloria Arroyo’s crimes, why are we punishing tax cheats? Why are we punishing non-presidential robbers and thieves?

Eminent writer Carmen Guerrero Nakpil said the people cannot just forget Arroyo’s past because “it is not past.”

Wise folks also warn about the folly of forgetting the past. As we say in Tagalog, “Ang hindi marunong lumingon sa nakaraan ay hindi makarating sa patutunguhan.”

    About the military:

    The Unlamented General Ver

    Some of the torturers and murderers are escaping justice by dying a peaceful death. The most notorious of these was General Fabian Ver, Marcos’ cousin from Ilocos Norte, who rose to become his dreaded chief of secret police and Armed Forces of the Philippines Chief of Staff during the long years of martial law. General Ver was the most reliable iron fist of the Marcos regime. The mention of his name alone used to invoke terror. As chief implementor of martial law, Ver used the most brutal methods to exterminate any expression of resistance. He was responsible for the arrest and detention of more than 100,000 persons and the dislocation of five million families due to military operations.

    Ver died in exile, in Bangkok, in November 1998. He took the secret of Aquino’s murder to his grave, along with all his other dirty secrets. Like the Marcoses, he never apologised or expressed any remorse about anything. Estrada allowed the dead henchman back into the country, along with his family, so that he could be buried in Ilocos Norte (where he and Marcos are still regarded as heroes – local boys made good). To add insult to injury, he was buried with military honours on National Heroes’ Day (November 30). On that same day, Cory Aquino unveiled a new statue of Ninoy Aquino in Makati, and human rights groups honoured the victims of Marcos and Ver. “As the military pays its respects to one of the persons who played a key role in the plunder and oppression of the country during the Marcos dictatorship, friends and relatives of victims of human rights violations will honor the true martyrs of the land – those who offered their lives to fight for genuine freedom and democracy” (PDI, 30/11/98; “Marcos martyrs honored today”).

    KARAPATAN paid ‘tribute’ to the memory of Ver. Secretary General Marie Hiliao–Enriquez said: “death may have extinguished General Ver’s legal liabilities, but it will never absolve him of the widespread and blatant atrocities committed during the Marcos dictatorship”. On the insistence that Ver be buried with full military honours, said Enriquez,

    She condemned the Estrada regime for giving more attention to the burial of human rights violators like Marcos and Ver, than to justice for their victims. At least Ver was able to be actually buried. Marcos lies in Ilocos Norte, still unburied. Imelda wants a presidential burial, with all the trimmings — outraged public opinion has kept him above ground.

    So, years after the Marcoses and their henchmen and cronies were overthrown by a popular uprising, they remain unrepentant, unpunished, and still untouched by the legal processes of either the Philippines or the US. Justice has not yet been done; it hasn’t even begun.

    Rolex 12 is the collective name of twelve of the closest and most powerful advisers of President Ferdinand Marcos during the martial law years in the Philippines from 1972 to 1981. The twelve were essentially extensions of Marcos himself.

    The goal was for Marcos to gain full authoritarian control of the country during his declaration of martial law in 1972. Marcos gave the military leadership powers during martial law, taking over from democratically elected officials and court judges.

    The twelve were responsible for many human rights atrocities, although the extent of their responsibility is still being investigated. These atrocities include torture, murder, seizures of property, displacement from homes, and arrest and detention without due process.

    The origin of the name Rolex 12 came from a widespread story that each associate received a Rolex watch from Marcos himself, although this is allegedly proven to be untrue. Historically, each member was just given an ordinary watch by Marcos. But because of the story, the name Rolex 12 stuck and is still used to refer to these twelve Marcos associates.

    Some sources still say that the 12 were really given Rolex watches. Others, however, would pursue the argument that Marcos provided them with watches that appear to be Rolex watches but were actually fakes. Some of them fled with Marcos when Marcos and his family left the Philippines in 1986.

    Rene Saguisag, in his usual writing style wrote in his column (Manila Times, A Nation Has Lost its Way?) that many aspire for public positions with their only qualification being that they want the post very badly. He went on to say that the coming elections may result to:

    1. Chavit Singson as the Senate President
    2. Garcillano as the Speaker of the House. Then, Speaker Garci can probably even gun for the presidency.

    Pero naman ang totoo and not a joke. Saguisag also observed that:

    1. This is the first time that an administration had a hard time putting a Senate slate together.
    2. Chavit may have the clout and resources to rival Manny Villar but Chavit reports loose change in his assets statements.

    I just wrote a long note to Jr_lad on this looking back to the past, learning about humility that the arrogant Team Bansot members do not have, and yes, why this election is SO IMPORTANT for anyone to miss casting his/her vote for the UNO, for the 12-0 vote will surely be the antidote to a reign of terror in the future of the Queen with her baboy (tabi-tabi sa talagang baboy! Hindi kailangan in fact an impeachment for there was no position acquired in accordance with the law. Bobo ba ang mga tao diyan?

    Ang dali namang maintindihan ang batas sa totoo lang kung wala namang intensyon na maliin ang nakasulat sa batas lalo na iyong mga batas na ginawa para tumino ang bansa, hindi iyong mga batas-batasan para lang masabing may nagawang batas this and that politikong pulpol! Gosh, hindi ko talaga maubos maisip halimbawa noon kung papaano nakakagawa ng batas si Sonny Jaworski kasi alam ko section kulelat iyan palagi noong grade at high school niya!!!     Possible that Enrile and FVR ordered those killings not to please Marcos, mind you, but to discredit him, for the Apo truly and believably did not want the shedding of INNOCENT blood. Those extrajudicial killings, I bet you, did not come from him.

    Si Satur Ocampo mismo nagsabi na WALANG ipinapatay si Marcos, and whatever killings there were then sila-sila din ang may kasalanan, either because of internal rivalries or what we now have heard of as “friendly fire” o nakipagkumplot sila sa military for some reward!

    By 1973, may sakit na si Marcos, at nang lumala na siya iyong asawa na ang nagmagaling. Mali niya dapat bumaba na siya when he became really very sick! Pero siguro dahil na rin sa vulnerability ng isip at katawan napadala siya sa sulsol to remain where he was lalo na kung sasabihin sa kaniya, “Sir, you’re the only one who can do this. For the sake of making the Philippines great, please stay!” E iyan pa naman ang gusto niya, TO MAKE THE PHILIPPINES GREAT! Unfortunately, napalpak!

    That’s because we are not by nature a reflective people. All we are good at is fiesta and mediocrity and laughing at our own stupidity.

    Si Angara, laos na at isinusuka ng mga kasama niya mismo. Ang galing ng mamang iyan na umagaw ng eksena sa totoo lang. Siya ang nagpapel noon sa OAV para makuha niya ang 8M votes ng mga OFWs. Target niya iyon sa totoo lang. Kaya, Magno, Emilio, et al, sabihan na ninyo ang mga kasama ninyo na wala silang utang na loob kay Angara. Dapat lang na makaboto sila at trabaho ng mga PUBLIC SERVANTS na isulong ang kanilang mga karapatan. Mahirap bang ipaintindi iyan sa mga nagsasabing matalino sila?

    (1) Stop all this discussion about personalities (they simply fuel media frenzy and channel thinking to partisanism rather than platforms and issues).

    (2) Focus efforts on hauling all these candidates into a formal robustly-moderated debate focusing on issues.

    (3) Get our media to focus on drawing out issues-based commentary from our politicians rather than interviewing them about their partisan movements and posturing.

    (4) A framework for change needs to be worked out that is independent of partisan politics. Without such a framework, there will be no basis for an apples-to-apples evaluation of the platforms of this multitude of parties and the personal visions of this multitude of politicians.

    (5) The multitude of blogging armchair pundits need to be galvanised into a collective force to rise above common partisan-based discussion and into a higher plane of discussion focusing on vision, frameworks, and critical thought.

    All of the above are tough requests. But then the task at hand — to change the fundamental nature of our society — is a humungous task indeed.

    A common argument is to say that big change comes in little steps. What I say is that we are a people who have a history of focusing on small things (tingi-tingi), baby steps, and easy fixes.

    The only thing we haven’t tried yet as a people is to acknowledge that big tasks require big collective efforts. Maybe a democracy is not the right form of government to achieve this. Singapore, Korea, and Japan during their formative years were under despotic governments. China and Vietnam (the region’s highest fliers today) are now run with iron fists as well.

    Democracy is underpinned by Western (Greek) philosophy. Our society is an anti-thesis of Western philosophy (we are not individualists, are not adept at critical thought, and are pikon when engaged in debate). Yet we foolishly latch on to democracy and enjoy its “freedoms” without understanding the discipline and careful reflection that such freedoms entail.

    Since human exportation is the biggest money-making machinery of this administration and for those who have not experience to be one of the many OFWs – here’s a “small” comment:

    Majority of the Filipinos are migrating to different countries for greener pasteur. Being known to be hard-working and persevere, mostly become achievers. Aplenty jobs are available which the citizens of their adopted country refuse to accept. “Small” part-time job is part of their daily grind. After the 9AM-5PM regular job, they immediately proceed to their part-time job.

    They can move around easily because the infrastructures are for easy mobility.

    Whereas, in the Philippines jobs are in short supply. Job creation is not as fast as schools produces graduates to join the work force. Infrastructure is really bad. In order for a resident from Marikina to be at the office in Makati at 8AM, he should be on the road as early as 6AM. Returning from work will consume more time.

    Benign0 (at 8:32 am), it is well and good to recommend an iron fist if you can be sure that you will not be on the receiving end. However, as i told mac.bh in the previous thread, an iron fist will definitely be used for something. Can you stomach its logical consequences? Apart from that, there is no guarantee that a dictatorship will mean economic salvation. You have to remember that our greatest economic disaster happened under the dictatorship and the reason why that disaster happened is because, in an atmosphere that stifled discussion, a group of technocrats thought they knew what was best. We are still feeling the effects of their decisions in the form of generalized corruption.

    Instead of looking superficially at the character of our neighbors’ regimes, we have to go one level deeper and examine closely what they used their dictatorships for (i.e. their policies). As i mentioned before, i believe the main benefit of these dictatorships was to mitigate the inequalities of their societies. In China, for example, Mao got rid of the political warlords and paved the way for Deng’s reforms.

    In contrast, the last dictatorship we had, and the present quasi-dictatorship we are having, has worsened these inequalities. In our context, only by returning to the people their voices, will we be able to start attacking these problems collectively in an honest to goodness manner. If we, as a people, can achieve in a democratic manner what the other countries, had to do by force, then so much the better. Less grieving mothers, which is in itself, a good thing.

The point is, in our current democracy, there simply is no way that a long-term vision-driven unifying agenda (the kind that a basketcase country like ours needs to pull itself together) will ever be developed and implemented under our current approach to running our politics.

    Of course no nation will embrace a dictatorship by choice. Korea, Japan and Singapore were not dictatorships by choice during their developing years. Then again, as luck would have it, the suffering of their forefathers under the hands of despotic leaders paid off handsomely for the generation of Japanese, Koreans, and Singaporeans living today.

    Whilst suffering and death are visible and swift under “iron fists”, how is that different from the slow death and no-light-at-the-end-of-the-tunnel wretchedness of Pinoy society today.

    The Philippines is a society dying from a cancer, but a nation under a dictatorship can be likened to a soldier with a bullet in his chest. Some nations like Korea, Japan, and Singapore survived such a wound and came out stronger. Maybe others died as a result of such a wound. Tough luck.

    One thing’s for sure though, when it comes to a cancer, you either die or come out of it severely weakened. Furthermore, the usual therapy for cancer is chemo. And we all know how much of the body needs to die to be able to survive that treatment.

    Just some food for thought seeing that it seems this cancer we call Philippine politics is so deeply entrenched in the withering, haemorraging body of Pinoy society.

    There is nothing we can do with the SND, Gen Esperon and the rest of the Generals of the AFP & PNP. Whether they like it or not, they have to follow orders (legal or illegal) from the Commander-in-Chief or else they will be stripped from their positions and ranks. Simply put, that is the basic application of adherence to the “Chain of Command”. Obey first and complain to yourself!

    The officers of the “24th Feb 06 Movement” violated the “Chain of Command” and wittingly/unwittingly allowed themselves to be used by the people behind to grab power from the present administration. Also, these officers in detention could not explain to their respective Service Commanders why they received financial donations in the guise of funding their “Cooperatives” within the Philippine Marines and Scout Ranger Regiment of the Philippine Army. As reported, the wives of these officers received the checks from private sources amounting a total of Five Million Pesos to fund these “cooperatives”. Any unit/command within the AFP, through their respective Civil-Military offices, could avail of cash for funding to any cooperative to be established within the military and there is no reason why these officers, through their wives, would ask private corporation/individuals for funding. The disbursement of the money seems suspicious when you see a small cooperative/”sari-sari” store and the allegation that most of the money was used as “loans” to the soldiers.

    Unconfirmed reports were gathered that Gen Miranda was promised 250 Million Pesos and Gen Lim was promised also with the amount of 5 Million Dollars if the planned power grab will be successful. There is a joke among the corporate people that it is easier and more economical to finance a “coup de etat” than to finance a presidential candidate and his/her senatorial slate during elections.

    Ellen, I’ve seen the movie “The Holiday” last night. I highly recommend this movie. It’s really, really good. The main character writes for a newspaper…..

Nice reading what you wrote about your fellow AFP men, BK, and I can only sympathize with your friends, and definitely, not with you since you, at least, can still manage to see a movie or go golfing unlike the foot soldiers who cannot even get a good pair of boots according to Trillanes and Company!

    I have not heard of such abuses yet in our military. If there is or has been, it is easily quelled, and the guilty punished and removed in order to save the more honorable among them from getting tarnished by the scandals caused by a few bad men!

    Over here, at least, we have journalists of Ellen’s caliber who can freely expose such anomalies without being threatened with libel suits especially by one who has no right to meddle, much less dip his whole arms and hands in the coffers, in government affairs for over here the spouses and family members of leaders of the land are not supposed to be seen!

    We also have a strong citizenry over here as we abide by the democratic principle that the government is OF, FOR and BY the people, not of, for and by the people they vote for. When we know of an anomaly of this kind of nature and magnitude as the anomalies that you have stated, we go to a group of lawyers and discuss the next step, which is usually go to the authorities concerned, either the Diet where they can pound on the Commander-in-Chief, or the police and let justice take its course.

    This is in fact the advantage of these government agencies being definably independent! Over in the Philippines, it apparently has become a hodge-podge controlled by a hoodlum! Ugh! 🙁

    I have good reasons to believe they are not true.

    What I know for sure is that Esperon, Habacon, Allaga, Pajarito received money from somemone big in Malacanang and distributed them to soldiers in 2004. You are with the military. I’m sure you have heard it too.

    I don’t agree with you that a soldier has a duty to follow an order from a bogus commander- in- chief to violate the constitution. As the Constitution states: The AFP is the protector of the people and the State. His higher loyalty should be to the people instead of to a cheating, fake president.

    If the US has pledged to give the Philippines $25M in aids, dapat hindi ngayon but later when it is safe. Baka iyan pa ang inaasahan ni Bansot na pambayad sa mga inuuto niya.

    One thing that Filipinos can do in fact, especially those in the US, is write a petition to the US Congress to withdraw such aid for the meantime. You should write to Pelosi about it since you say you have a US passport holder as it is your right to do so.

    Kung sa Japan, nagawa namin na mag-petition for the stopping of the ODA to the present bogus government, I know that you, and other US citizens can do the same. I can ask my siblings in fact to sign their names in any petition you are willing to write and send to the US government to stop sending aids to the Philippines when there is no guaranty that the Filipino people can be benefitted by such aids and US generosity will not be appreciated.

    The chief of staff not only has a legal and moral obligation to make sure that orders he takes and that he passes on to the bulk of officers’ corps ARE and MUST BE LEGAL.

    At that level, more than at any level, the CSAFP has a soldier’s obligation to FOLLOW ORDERS BUT HAS A MORAL AND LEGAL OBLIGATION to question an order that he deems illegal and if he believes without a question of doubt that the order emanating from the commander-in-chief is ILLEGAL, it is his moral, legal and soldier’s obligation TO DISOBEY THAT ILLEGAL ORDER.

    An officer of that rank who fails to observe this fundamental right – to protect his men, his armies and the well being of the military institution – MUST RESIGN.

    No question about it. If he wrestles with any decision to question or disobey an order which he deems is ILLEGAL, because he fears for his position – then he HAS NO BUSINESS BEING THE CHIEF OF THE ARMED FORCES.

    If you are a military officer, BK, I strongly suggest, you review your obligations and duties as one.

  120. As far as the AFP and Bansot is concerned it is considered a Communist/leftist/ etc. group. With their group rightfully represented in the Philippine Congress I would rather that they stop calling this and its sister-groups leftists! And stop harassing their members as in the case of the Filipino wife of a former Japanese volunteer now being held in Manila and banned to leave the country despite her physical condition.

    The said Filipina is a leader of a group affiliated with GABRIELA, and we suspect that it is the reason why she was prevented from taking her plane back to Japan. I am mentioning this BTW not to brag but to state a fact.

    Looking at your list, nakakadismaya na sa dami niyang mga iyan, ang pinaglalabanan lang naman pala e kung sino ang nasa unahan ng listahan. Di ba more than half the names (and/or acronyms) start with either letter “a” or “b”? Mas maraming “a”, mas nauuna. If I were Comelec, I would change the order in every election, indexed forward (a to z) or backward (z to a) or according to the the sector they represent, and so on. Abanse Pinay in fact won its seat because they exploited this advantage of being top of the list. Those who merely wanted to complete a ballot simply copied the first name that was there.

    Any suggestions that will take the undue advantage off these “a” or “b” parties so that the legit NGOs stand a better chance of making it? If not, we will be seeing in the next elections, names like AAAKO, AARON, A1A, 1-4-ALL/ALL-4-1, AAAA, etc. It looks silly now and much worse later.

    Kung nagkaroon sila ng amnesiya sa mga pandurugas ng kanilang among magasawang demonyo huwag na nilang akitin at idamay ang mga tao na magkaroon din ng amnesiya, dahil kahit kailan hindi na ito makakalimutan. It’s already a part of Philippine history. Ang mga ito ay nagkaroon kuno ng amnesia kasi natapalan sila ng malamaletang pera. Now it seems they have no choice but to share the same stage and enjoy eating back all those unkind and harsh words they’ve thrown to their now evil queen. Well, pera pera lang, walang personalan, but they exposed themselves as to what kind of persons they are; not only unprincipled but with so much greed. Principles must come first before profit, but with these characters, pera lang ang katumbas ng kanilang prinsipiyo. There will of course be some sort of payback eventually and in the greater scheme of things, no good or bad deed goes unrewarded, and them are no exceptions.

    Its not a good idea to put down the Filipino’s habit when you don’t know the truth of recent world history. You need to be told that after WWII in war torn Europe it was common to buy only one stick of cigarette at a store. The reason was that europeans were poor, many living off soup kitchens with a basic diet. One stick was luxury, so I cannot let you give to us some idea that many places “abroad” have not always been “paved in gold” and suffered the same fate as some poor Filipino families. If some Filipino are prepared to rise from their bed at 5am/6am they should be commended for doing so. Lets not get the idea that a pack of 20 cigarettes protruding from your polo pocket makes you any more efficient.
    The success of Europe to recovery was its progressive governments to lift the population. Something that is only talk by our government without the action, like a simple employment policy and I don’t mean OFW’s what a joke!. Lets bring back our production & exports and stop importing junk from china, the only people gaining from it is the business importing at the expense of the Filipino worker to lift their standard of living, that’s when you can buy big. Don’t you think!

  139. My group is actually now supporting solely GABRIELA, which is a legitimate organization representing Philippine women at home and abroad, since majority of our members are women. Members of my group is not left-leaning nor are we Communists. We are simply concerned and a socially oriented group with great respect for human lives, and social equality and justice.
