UNO senatorial candidates lead in Pulse Asia survey

If the May 2007 elections were held today, 14 personalities – seven of whom are officially part of the United Opposition’s senatorial slate, six may or may not run under the administration’s ticket, and one will run as an independent opposition candidate – would have a statistical chance of winning a senatorial seat.

This figure is lower than the 19 recorded in November 2006. Former Senator Loren Legarda continues to lead the list of probable winners with 46.6% of Filipino adults expressing support for her candidacy. In distant second place are Senators Panfilo M. Lacson (34.6%) and Francis N. Pangilinan (34.6%).

They are followed by Taguig-Pateros Representative Alan Peter S. Cayetano (31.7%) and former Senator Vicente C. Sotto III (28.8%). These individuals may be considered as sure winners if elections were held today given that their current statistical rankings range from 1st to 11th places – clearly within the winning circle of 12 senators.

In addition, six individuals share the same statistical ranking of 5th to 14th places. These are: (1) Senate President Manuel B. Villar, Jr. (26.4%); (2) Senator Ralph G. Recto (26.0%); (3) Senator Joker P. Arroyo (25.8%); (4) San Juan Mayor JV Ejercito-Estrada (25.7%); (5) Atty. Aquilino Pimentel III (24.4%); and (6) Senator Edgardo J. Angara (24.0%). Completing the list of probable winners are former Senator Gregorio B. Honasan (23.3%), House Minority Leader Francis G. Escudero (23.2%), and Tarlac Representative Benigno C. Aquino III (22.5%).

    The survey really shows that the impeachment of Gloria Macapagal-Arroyo will be decided by the people.

    The survey was taken in November & some events have occured-like the transfering of Sotto to NPC (w/ Oreta), the rumour of “Mr. Noted”, Ralph Recto & Joker Arroyo running in Gloria’s unity ticket, Angara also announced today that he would be running also w/ Gloria’s unity ticket, etc. These would change people’s perception.

    I think a deciding factor would also be whether the candidate would be running w/ the Opposition or the Administration.

    There’s an article in the web of The Daily Tribune today that the “..Wednesday Group splits up”.

    “Recto, reliable sources told the Tribune, had “bolted” the Nacionalista Party, shifting to President Arroyo’s party Kabalikat ng Masang Pilipino (Kampi) party and has become its party chair, replacing Bicol Rep. Luis Villafuerte.

    He and Joker Arroyo are said to be set to join the administration’s “unity ticket” along with opposition Sen. Edgardo Angara who yesterday formally announced his decision accepting Mrs. Arroyo’s offer to seek reelection under the Palace ticket.”

    Finding herself in the awkward side of these shifts is Loren Legarda. Loren Legarda’s star rose when she assumed a prominent role in Joseph Estrada’s impeachment trial of 2000 and 2001. However, her strong support base in the middle class junked her when she agreed to be the running mate of Fernando Poe Jr. (FPJ) during the 2004 presidential elections. Even her own former classmates in Assumption College expressed their disgust at what they called crass opportunism on her part.

    Now, Legarda butters up to Estrada. She avers that Estrada can easily deliver 30% of the votes (predominantly masa votes) to the candidates he supports. Loren Legarda’s new affection for Estrada, whom she now gives her moral support and confidence, is stark contrast to her dramatic performance as prosecutor of Estrada during the impeachment proceedings. Isn’t that a case of prostitution for principles, the essence of Harlot Politics?

    How to neutralize Kampi and Lakas Party congressional candidates? They have the government machinery, funding, military-police and the Comelec‘s cheating machinery. It appears that UNO leadership is concentrating on senatorial slate. Are they throwing the towel at local level? A big numbers of political clans and warlords are allied with the Arroyo administration. The lower house needs at least 80 opposition congressmen to impeach Gloria Arroyo. The real battle is at local level.

    The Senate is just but one of the parts of the opposition to the Gloria Regime. There is the house, where it is just as important for the opposition to win a Clear majority, and the local governments (which I believe also plays partisan politics) to complete the regime Change. Otherwise winning the Senate will be about the same as it is now, where the oppostion is also in Majority.

    But the way the things look, the Election is focused once again on candidates personalities and so far, there are no programs or some kind of Actions for reforms, which the country sadly needs, have been put forward by any of the parties which are just made up as they go along and seems the party also belongs to some personality, like party of Erap, or party of Gloria, or whoever.

    As for the candidates who just jump from one party to another to make it to the line up, there is your old same, same old opportunistic personalities, and right there, we can tell what kind of politicians we will be getting post elections, and what kind of governance in waiting. pessimistic? looking at the events as developing, right you are..

    I am also for young faces in the Senate, especially Chiz and Peter. But one must be reminded that the young are untested and one cannot forsee how they will perform under political stress. The old on the other hand, who have demonstrated their weaknesses, are by now predictable and we can adjust to them or rather we have to put up with them. I just wish that no administration candidate make it in the magic 12.

    We have only one enemy: CHEATING. How do we stop the cheaters!

    By the way, can the opposition put up a list before voting of the local candidates who are for GLORIA. This will help a lot!

    For the readers’ appreciation, let me list the so-called dynasties, from Batanes to Tawi-Tawi:

    The Abads of Batanes, but haven’t they been a good presence in Batanes politics?

    The Marcoses of Ilocos Norte, and their rivals, the Fariñases of Laoag. Chavit Singson, his brothers, nephews and nieces in Ilocos Sur. Eric Singson likewise along with wife Grace. The Ortegas of La Union. The Aspiras family has laid to rest his political clout, but there are the Dumpits now trying to take over. The Valeras of Abra, who have been in the news lately. It was the late Don Quintin Paredes who used to control Abra, but his descendants failed to propagate the dynasty, so it went to the Barberos, and now Governor Vicsid and his brood. You have Dominguez in Mountain Province, after the fall of the Lamens. After Ben Palispis retired, Benguet has passed from hand to hand, with no one in long control, neither Molintas nor Cosalan nor Dangwa.
    Of course there is the large Dy family in Isabela. They inherited the mantle from their father Faustino, and you have two governors, two congressmen succeeding in the next generation. In Santiago City, Pempe Miranda and his son, the Mikey and Kampi acolyte, Anthony. Hehe Alvarez is no longer on the scene. The Albanos, from Rodolfo to Rodito, to Cesar the mayor. Juan Ponce Enrile rules northeastern Cagayan, with his son Jackie now set to transfer power to his wife. The Mambas prevail over the southern half. My friend Governor Ed Lara provides the balance of competing powers. In Quirino, it’s Cua and Cua seemingly forever. The Perez dynasty in Nueva Vizcaya has been shattered by the untimely demise of Leonard Byron, the former Comelec chief’s son and political heir.

    As there were many gaps in my previous postings involving time and space generally, years and miles sometimes, letter Is without dots, letter Ts without shoulders, so will be this one:

    Marcos castrated the Senate of its political respectability when he unseated Amang; he made a joke of political parties and broke the two-party system and made the parties more like boy scouts organizations (with apologies to world boy scouts organizations) of pseudo-political parties (it’s coincidental that the head of UNO is also head of BSP and is a member of the Boy Scout Fraternity of UP). Marcos’ successors stood in glory and pride to have their own BS organizations. The point is that there is NOW no political party in the Philippines, only aggrupations of opportunist personalities desiring to gain majority control of ownership of the country’s wealth and the power to consistently extort money from the people. The so-called political parties now is just a few millimeters different from the Joma’s party with its own people’s tax.

    Why be so pre-occupied with Senatorial candidates? Why can’t a respectable pseudo party organized local strategies to win Congressional seats and governatorial seats? There is no way Malacanang Mafia can be defeated if the boy scouts organizations are not putting enough effort and resources in the provinces. For one thing investments of politicians money in this endeavor is not viable or profitable. Investments of this nature is patriotic, so no money is forthcoming there.

    The senate may be the check point to halt the Cha cha. The House of Thieves is the key to launch impeachment. THAT’s nowhere in sight right now. Or ever.

    The polity is demanding change, bloggers are asking for a peaceful way to remove the alleged fake president . Why even talk of a victory in the senate when no Boy Scout organization seems to be paying attention to the congressional and governatorial posts in the provinces. Why? Answer that and trace the answers’s roots and it will lead you to Kawawang Pilipinas.

  31. Now the hard and real work of democracy begins to elect the leaders and decision makers that we want in government.

    Regarding the House races, the big question is whether the strong lead of the Opposition in the Senate races can possibly be leveraged to affect the Lower House outcome. All signs point to a landslide win in the Upper House. That means during the campaign news and word of mouth can inform the people that there will be Hanging Senate, ready and willing to try and likely convict the President upon impeachment. If the national candidates make THAT the message of their campaign, they could unite the disparate forces around it so that issues everyone lays at the Palace’s door can become local issues too.

    The conventional wisdom is that national campaigns do not affect local ones. This must be questioned, challenged and possibly altered. Many of the Senator-candidates have a regional constituency as well as a local one. Perhaps they can use their national reputations to address local races, to encourage and support other opposition candidates.

    The process of social transformation begins with breaking the old molds of thinking in politics and exploring new possibilities that contradict conventional wisdom.

    Alan Peter Cayetano is the just the sort of person to do such a thing. So is Loren Legarda, Ping Lacson, Chiz Escudero. Moreover, the two candidates who are in jail, Trillanes and Gringo need a voice, a medium, a channel to campaign. Perhaps they can appoint proxies to campaign for them, to read their speeches and spread their message.

    Trillanes especially has an important constituency to address in active and retired military personnel who know what he is about. More needs to be done to address their issue of corruption in the military and spread the word of his candidacy.

    Blogs and the internet could suddenly play a bigger role than hitherto to influence the influential in many areas: teachers, soldiers, media workers, students. These are key constituencies that are being addressed by the Palace in the old conventional ways.

    The People may surprise them all!

    The present multi-party system’s coalition and alliances may be confusing to the voters at the local level. Who are the real opposition? The Liberal Party is a split between Frank Drilon and Lito Atienza. Danding Cojuangco Jr.’s political party Nationalist People’s Coalition is allied with administration and some members are with the opposition. It will be not a surprise if aspiring candidates have a poster like this: Kamapi-Lakas-NPC-LP-NP-UNO-CPP.

    I’ve also maintained that the real battle is in the House. If the opposition deems it impossible to get the majority seats, they should at least make sure of 80. Anything less than that spells doom.

    On the topic, why do I get this weird feeling that this survey was sponsored by De Castro?

    First, because Noli benefits even more than Legarda should she win. He fortifies his presently shaky hold onto his position. It also benefits Gloria since future impeachment moves will not gain substantive additional support from the elite (from the U.S., too who’s been lukewarm to a De Castro takeover) who will likely favor a Legarda ascendancy than that of a De Castro.

    Secondly, the administration-aligned Wednesday Club members are all faring well in this survey. This survey wants us to believe that our 12-0 forecast that we made here just a few weeks ago is likely going the other way. Judging by this list alone, Gloria’s allies are set to take at least 6 seats in the Senate! (4 from Wednesday Club + Sotto + Angara + ?) and that’s even without having the cheating machinery to lift one finger. Thirdly, I don’t believe Angara still has the pull to have made the score.

    The opposition leaders way of messing things lately is definitely working in Gloria’s favor. I will not be surprised if the final tally says 8-4 in favor of admin as what Ermita had predicted. In this list alone, 6 look headed that way and the cheating ops could probably produce 2 more!

    My suggestion? I say ask each of the Wednesday Club members for commitment to dump Gloria then put them in the list. If they ARE sure winners, the opposition should have them and not leave them for the taking. Villar is still looking to resume his Senate presidency, that will decide it for him. The other 3 are simply looking for sponsors. They’d probably drool over money that Malacañang will dangle before them. But not if they get kissed by Lady Judas.

    Leave Sotto and Oreta alone. If they do win, they, like water, will seek their level and return to the opposition before you know it. That’s better than having to lose mind figuring out who gets included. And don’t even bother with Angara. What may be 9-3 after the elections could well be 11-1 in the Senate.

    That would do it for the masses, but as for us here who want real change, we don’t need parties that don’t stand for anything than their own interests. We pick candidates who, win or lose, will work for the right causes, not because we were paid as their “poll watchers”.

    Vic laments how the politics of personalities still rules it over that based on issues. I guess we have to work harder to influence more people to think that in this elections, pahiram Ellen, “Si Gloria ang Isyu!”

  38. I’m holding off on analysis of senatorial tickets until after they are finalized midnight of Monday.

    I’m disapppointed that Honasan said he welcomes endorsement from the administration even as he says he is independent and welcomes also endorsement from the opposition. Is he offering a deal? I don’t like it.

    Contrast him to Trillanes who has been steadfast with being independent, if he can’t make it to the opposition ticket.

    If Recto and Joker join administration ticket (no surprise really) that leaves Villar and Pangilinan joining the opposition ticket.

    That leaves two slots in the opposition. Sonia Roco will probably make it. I hope Adel Tamano decides to run. If not, I hope the opposition decides to include Trillanes despite the challenges that his candidacy faces like not being able to mount a personal nationwide campaign.

    Both opposition and administration were considering him. Administration was really courting him assisduosly. His mother had been pressuring him to run under the administration.

    A good son, he didn’t want to dispelase his mother. he also knows that if he runs, he needs the support of his family.

    Yesterday morning he called me up and told me he has informed administration that he is not joining them.

    He said his mother is heartbroken.

    He has not decided though if he will run since this thing has already created tension in his family.

    I told him his mother will later be proud of him for having taken the side of truth and justice and rule of law.

    It’s obvious from Honasan’s attitude that he’s courting a deal from the administration. Whatever that is, Gringo is not my concern!

    I’m interested in the inclusion of Adel Tamano and Sonny Trillanes in the opposition ticket. I really like these two. With the help of UNO, they have a good chance of making it to the Senate.

    I’ve heard from opposition camps of the Villar+Pangilinan / Recto+Arroyo split, too, Ellen. Villar is said to have been trying darned hard to keep all 4 of em together or his chances at reclaiming the Senate Prexy might have just been written off.

    About Tamano, I am told no new Muslim candidates have been considered by any party because there is not one candidate that can comamnd the Muslim vote because there isn’t one. The last one was Sen. Nina Rasul 20 years ago but she got the boost from the vaunted Cory Magic during her time. All those who followed all lost, including her daughter who had sterling credentials who ran in Erap’s coalition but lost anyway. Many Muslims are said to have been pushing Robin Padilla but the guy is not interested in politics even if he belongs to the big Padilla political clan.

    I knew one Tamano who ran, and lost, under Tatad’s Grand Alliance for Democracy, not sure if he’s the same one you mentioned, Ellen. The other Tamano, who was senator in Marcos time was the subject of the oldest knock-knock election joke I heard when I was still a child.

    I don’t think so. Adel is young. In his 30’s. Studied in Harvard. He is law professor at FEU now. He is a favorite guest at ANC.

    Former Sen. Ernie Maceda told me Tuesday they have been talking with Adel. At that time, Adel was still torn because of pressure from his mother. We (with Adel) talked Wednesday morning and he said he has informed admin that he is not joining them.

    I think the last four lasts are really being reserved for the villar and company because they are almost sure winners. Opposition needs candidates that are difficult to cheat. but if that won’t happen, they may consider other worthy candidates, even if their voting pull is not yet tested.

    Fact of the matter is, it really doesn’t matter who will be running for any position(s)in the govt, the end result would be the same no matter who happen to be in the
    position(s). You may have got rid of one corrupt thief only to be replaced by another corrupt thief. It’s the way the Philippines politics has work and the temptation of the money to be had without any accountability is so great. Just imagine, billions of pesos has been missing and mismanaged from Marcos to now mutineer Gloria Arroyo and yet I haven’t seen anyone serve any real time in prison. Ain’t amazing? So, I don’t put too much fate on this coming election, just a total waste of money. Money that can be used to better the lives of many in poverty. It has been demonstrated time and time again, Pilipinos in power can’t be trusted. Since the kumpari and kumadri system are much alive and in-placed. How do you fight corruption when the law enforcement itself are corrupt, most especially the number one law enforcement of the Philippines, such as now in office known as mutineer Gloria? Impossible. The institution itself are design to corrupt those in office, just the way it is for decades, so I don’t foresee any changes, yet it will get worsen. Sad, but it’s the reality of Philippines politics – just too many dishonest crooks.

    Toney, there are more times that I felt the same way you do. Corruption is even down to the lowest government employee. It is less in private companies. But my gut tells me that we still have hope to change our ways. We are a relatively young country and we have a lot of learning to do. Most countries who are so civilized had to through revolutions to effect changes. When we got rid of Marcos, we had millions of people lining up the streets but no casualties. When the tiyanak took over, it was only four days of chaos and Erap was gone. So, the Filipinos have their own style of effecting changes, a relatively peaceful one. Even at the height of the Tiyanak’s push for the Charter change, inspite of her overwhelming bribe to the tongressmen, the CDCP with a few but well represented civilian groups prevailed. The tiyanak retreated and had agreed to the May elections. Yes, the people have muscles too. Any leader, no matter how powerful he or she projects himself or herself, will always suffer defeat when the abuse is too much. It happened to Marcos, Erap and it will happen to tiyanak too. Then we keep searching for a new leader. It is a process we have to go through until we hit the right one. Other third world countries went through the evolution, so are we. Until each and every Filipino will have an economic freedom, we will never stop the process. Almost all countries have corruption too but the more civilized countries have more astringent laws and implement these laws effectively. We have laws but our leaders break them more often than the ordinary citizens. It is our fault too because we are always subservient. We allow the abuse. Until we say “enough is enough”, the country will not change at all. We can change our leaders again and again but if we do not change our ways, we will always be in this poverty stricken country. Both our leaders and our citizens should have the so-called attitude adjustment. Until then, we will all be in the slumber.

    Going back to the candidates and the election. We have to pay attention to the lower house as well. Remember that anything that goes to the Senate have to be acted on in the lower house. Whatever the tongressmen vote on will eventually be concurred with by the Senators. What will the senators do if a bill or initiative is immediately crushed in the lower house? More than any party affiliation, the voters should look at the platform and credibility of each candidate. If a candidate like Sabit Swing-son wins, what signal would it give to the country? That it is okay to be demonstratively corrupt and a turncoat to stay in power. Voters should look at the candidate’s past performances. Any hint of lack of character should be a red flag and should not merit a vote. We have to vote wisely to win. The right of suffrage is an ultimate excercise!

    Senator Ernesto Mamintal Tamano is a Maranao(not sure he’s already deceased). Pogi puedeng magFPJ. In 1974 I met Alex Lucman (son of Rep Rashid Lucman of Lanao) I was introduced to his new bride, a beautiful daughter of the senator. I was told the Senator is divorced and got married to the divorced wife of Sacar Basman, the former chief of Police of Marawi City, whose rebellion got plastered all over Manila newspapers. This Adel you’re talking about could already be the son of former Sacar Basman’s wife who’s favoring the administration’s senatorial line-up. The Tamanos belong to the royal Maranao (not the Maguindanaos, example the Pendatuns)families.

    Alex Lucman and his close friend Datumanong Sarangani were stalwarts in the Mindanao State University in Marawi and Sulu.

    Any Maranao blogger can probably enlightened us on this illustrious family.

    read OD Corpus and learn some origins of our corrupt culture, read Mary Holsteiner and see the positive aspects of our lowland values.
    Many don’t have those values now: Tayo ay mga WALANG HIYA, WALANG UTANG NA LOOB, WALANG DELICADEZA, WALANG PAKIKISAMA SA GAWIN MABUTI. Our country is so old it needs a rebirth not just a reformation as happened in Europe.

    Young Country? Our seas, our forests, our mineral riches, had been ravaged by disease it’s on its way to Alzheimer’s zone of complete dependency if not slavery to Uncle Sam.

    I truly believe the future of the Philippines lies not of finding the right person to replace the bad leader(s), yet it’s the determination by the majority of the people to prosecute those that has broken the law. In the final analysis, the people are the guardian of good government charged to make sure that every elected and non-elected government officials are accountable. It’s the way democracy suppose to work, no one is above the law. There must be consequences to those has been trusted to run the govt by the people. As it is now, there are no check and balance. Mutineer Gloria Arroyo, Supreme Court, Congress, et al, just go about their own merry way knowing fully that they’re not anwerable to no one nor afraid of serving any prison time, since everything has a price and can be bought with the people’s stolen money.

    Folks, just the way it is in the beginning and it is where the country are now in the present – no accountability. Prime example is mutineer Gloria Arroyo, just imagine how many times mutineer Gloria Arroyo has been caught stealing and lying, not mentioning the election fraud, yet still stinking the House of the People. Once again, I believe, it’s now the responsibility of the citizens to make sure the wrong people in the govt are put in prison. It’s not an option, it’s a must that the people must be vigilant to demand that the like of mutineer Gloria Arroyo doesn’t go any further in destroying to whatever left of the Philippines as a civilized nation. The people can’t let mutineer Gloria Arroyo and her paid hoods to make a mockery of the institution, just can’t.

Unlike of course Alonto (who made Marcos win everytime, days before the election), Pendatun, respected Majority leader, Lucman, Commission on Appointments sentinel par excellence. etc. If our Muslim brothers can only make their acts together, there will be no MILF or Abu Sayyaf, or ARMM armless.
