MORO National Liberation Front members sympathetic to detained former leader Nur Misuari yesterday released a Marine general and several companions who they “held” for two days following a dialogue in their stronghold in Sulu.

Maj. Gen. Ben Mohammad Dolorfino, commander of the National Capital Region Command, left the MNLF base in Bitan-ag complex in Panamao town around 3:40 p.m., hours after sharing a lunch of roast calf with the MNLF group led by Ustadz Habier Malik.

Jesus Dureza, presidential adviser on the peace process, said confusion and misinformation about a tripartite meeting among government, the MNLF and the Organization of Islamic Conference prolonged the stay of Dolorfino at the MNLF camp.

Dolorfino’s group went to the MNLF camp Friday morning primarily to discuss concerns about two mis-encounters between the MNLF and government forces in the province last month.

Dolorfino, a Muslim covert, is also co-chair of the GRP-Moro Islamic Liberation Front-Joint Action Group that coordinates operations between the MILF and government forces. He is also involved in the government’s “roadmap for peace” in Sulu and was former commander of the Southern Command based in Zamboanga City.

Dolorfino, the highest-ranked Muslim in the Armed Forces, is well respected on Jolo, where he helped forge a ceasefire in 2005 between the MNLF and government troops. He is a member of the Philippine Military Academy Class ‘76.

Dolorfino was accompanied by Undersecretary Ramon Santos of the Office of the Presidential Adviser on the Peace Process (OPAPP), Col. Demetrio Ramon, the military’s liaison to the MNLF and deputy commander of the AFP’s Joint Task Force Comet in Sulu, four OPAPP staff members and four security personnel.

Dolorfino said he was accompanied by 11 military personnel, including his four Marine security men.

Dolorfino said after the issue on the mis-encounters was ironed out, the talks with Malik’s group shifted to the cancelled tripartite meeting.

He said the group was disappointed over the cancellation of the meeting which was supposed to assess the implementation of peace agreement forged between government and the MNLF in 1996.

“When the (mis-encounter) issue was resolved, the talks shifted to tripartite panel meeting that was supposed to be held this Feb. 6 to 8. That was the reason why there was a sudden change of atmosphere,” he said.

“According to Ustadz Habier Malik, they have been long waiting for this tripartite meeting. They are embarrassed with their men because the meeting is not pushing through,” he said.

VOLUNTARY STAY

Dolorfino said Malik’s group asked them to remain in the camp until the issue is resolved.

He said his group stayed “voluntarily.”

On Saturday afternoon, an OIC official called them up to say the tripartite meeting will be held on March 17 and 18 in Jeddah, Saudi Arabia.

Yesterday morning, the OIC faxed a communication on the schedule.

Asked why Malik’s group did not allow them to leave the MNLF camp, Dolorfino said: “He said we should solve this (tripartite meeting issue) and we will call the government, the OIC to resolve the matter once and for all, so that it will be decided when the tripartite meeting will indeed take place.”

He said the tripartite meeting was more important to the MNLF than the mis-encounters.

“In fact, Ustadz Habier Malik had been bringing this out when I last went there,” said Dolorfino, without saying when he was last at the MNLF camp.

LOSING FACE

Dolorfino said Malik will lose face before his men if the meeting is cancelled or postponed “because he has been telling them that we are going to look into the implementation of the final peace agreement.”

Dolorfino said Malik even told him that the MNLF would not mind if the mis-encounter issues are not resolved for as long as the tripartite meeting pushes through.

Dureza said Ambassador Syed Qasim Al-Masri, OIC assistant general, clarified things with Malik.

He also said Foreign Affairs Undersecretary Rafael Seguis was in Jeddah weeks ago to meet with the OIC and they agreed to hold a preparatory meeting in March prior to the tripartite.

Dolorfino stressed they were not held captive by Malik’s group.

“We were not detained. They requested us to cooperate with them so that we can help them with their problems although we have no choice under that situation,” he said.

MERELY INVITED

Dolorfino said their security personnel were not aware of what was going until Saturday morning when they were informed of the situation.

“Our people thought all along that we just went on overnight. It was only in the morning in the following day (Saturday) that we called all, including the MNLF members and our security. We explained what was happening,” he said.

Asked if the MNLF used him and his companions to gain leverage in their pursuit of the tripartite meeting, he said: “They merely invited us to stay for a while so that this (tripartite meeting) thing would be resolved.”

Shortly after they left the MNLF camp, Dolorfino said: “We are happy that we are now allowed to leave…They are also happy because they were given assurance that the tripartite meeting will push through.”

“Peace cannot be attained only through fighting. Definitely, that can be resolved through talks, talks among the stakeholders. Let us do this so that we’ll have exchanges of our own ideas how to resolve problems. (If this happens), I believe we’ll have peace in the country,” he said.

Lt. Col. Bartolome Bacarro, chief of the AFP public information office, said Dolorfino’s group was not held hostage as they were treated as guests.

ARMS TURNOVER

Lt. Col. Caculitan, Marines spokesman, said the movement of Dolorfino and his group was not restricted while they were in the camp. They were also not disarmed and were allowed to communicate with officials outside the camp.

Bacarro said Dolorfino and his group left the MNLF camp aboard military vehicles around 4:40 p.m. Ten minutes later, they arrived at the headquarters of the Marine Battalion Landing Team 11 in Lake Siet, also in Panamao.

The group boarded military helicopters that took members to Camp Bautista, headquarters of the Joint Task Force Comet in Busbos, Jolo. The task force supervises all military operations in the province.

Before Dolorfino and his group left the MNLF camp, a ceremony was held inside the MNLF camp where he turned over firearms seized by government forces from MNLF fighters during the two mis-encounters.

The MNLF in Sulu has retained its loyalty to Misuari, who is being tried for rebellion for allegedly ordering the attack of the headquarters of an Army brigade in Sulu in November 2001.

Misuari reportedly ordered the attack shortly after he was dislodged as MNLF chairman. Misuari had been griping against the government’s alleged refusal to abide by the peace agreement it signed with the MNLF.

Executive Secretary Eduardo Ermita said government is doing what it can to implement the agreement with the MNLF. He said it is now in the second phase which covers the socio-economic programs. The first phase resulted in the creation of the Autonomous Region for Muslim Mindanao (ARMM).

Disillusionment with the way the 1996 peace deal was implemented has encouraged some MNLF members to join other groups such as the Abu Sayyaf and the MILF.

The 57-member OIC, which helped broker peace between Manila and the MNLF, originally scheduled a meeting last year and then later this month on how to salvage the agreement.

    Comment:Take note that confusion and misinformation happened between Dolorfino and the MNLF groups. They are not very clear about what for and why they are meeting. It’s not the media that had misinformed or confused their readers and listeners.

    Comment: Mis-encounters happened between members of the same units, or between friendly forces; not between combatants fighting each other; If encounters happened because of truce or agreement violations, it is unlikely to be a mis-encounter. Two mis-encounters in a month makes it more of a violation than plain mis-encounters. Is it a mis-encounter if troops got engaged in “unplanned” fighting? Do mis-encounters necessitate very high level discussions involving a general and an assistant secretary?

    Inappropriate used of words could lead to confusion and misinformation.

    Question: are the taxpayers paying for this excursion to Saudi Arabia? Is Gloria vacillating because she had other trips lined up and would not want to spend for the MNLF delegates? Why was the Budget Department not represented in this meeting? It should be admitted that the reasons could be technical and
    Substantive, but on the expenses, the people must be told if it’s their money that will be used.

    During the Land Oil times, JdV just dumped 50,000 Filipino workers & did not pay their salaries in Iraq. Some people believe that some of these workers are still in Iraq. Instead of facing the music, he ran for Congress & became Speaker of the House.

    Manny Villar borrowed so much money from banks to do landbanking. He did not pay these banks, including individual investors, who lost a lot of money. Instead of facing the music, he ran for the Senate & became Senate President.

    So what does the the President, the Speaker of the House & the Senate President, some Generals in military & police, have in common ? Master Bullsh-ters !

    The two encounters were not misencounters. They were legit encounters with the ASG. The MNLF and ASG are the same in Sulo. These encounters resulted to the wounding of government forces and some high-powered firearms were recovered by the government troops.

    The action of commanders in the field of returning recovered/captured firearms in encounters to the enemy had been abused and the soldiers are silently complaining. Each high-powered firearm means a “spot promotion” for the soldier.

    There should be a “political will” on the part of the government to totally disarm these groups in the South most especially the Muslims. Without these “instruments of violence”, these Muslims will be “tamed” and ruled by the military. Let them go back to their Kris and Kampilans and their rituals of Juramentados. There is no truth to the belief that having a firearm/gun for each muslim is a part of their culture.

    Matagal na tayong ginagago ng mga muslims!!!

    have the same horns of the devils.
    Political power feeds on economic power. Sometimes you find both powers in the same person, in the same families.

    We have to exposed our business sector for what they are robbing the country blind, raping the people to poverty.

    Chabeli, you just mentioned two outstanding ones: De Venicia and Villar.

    The irony of it is I get misundertood when I lambast Congress as useless and inutil, as the big hole for our assholes. The exception is so tiny like a leaf in the whole Pacific Ocean.

I agree w/ you that “We have to exposed our business sector for what they are robbing the country blind, raping the people to poverty.” That’s why they want to keep the poor uneducated. They prevent leveling the playing field. If this goes on, a social volcano will be inevitable. I remember how terrified many families in the elite were during EDSA 3. The choice is simple: do you reach out & improve the lives of the poor or do they wait until the poor knock on their doors to lynch them ?

    Dhimmi – a person living in a region overrun by Muslim conquest who was accorded a protected status and allowed to retain his original faith.

The government later said that this was yet another boost to the campaign against terrorism. But a public official in Jolo, the capital of Sulu, who is also an organizer for a human-rights group, belied those claims on Friday, saying that five of the fatalities were actually members of the Moro National Liberation Front (MNLF). Worse, according to Temugen Tulawie, a councilor of Jolo town, among those killed were a 90-year-old man, and a mini-bus driver and his 12-year-old son. In fact, the old man, identified as Sarail Jaynaltul, was shot not in an encounter but when he stormed a Marine camp in indignation over the death that same day of his grandson and son-in-law, Tulawie said. According to the official, Jaynaltul was shot and killed by the Marines even before he could come near the camp. All the old man had, Tulawie told davaotoday.com on the phone from Jolo, was a stick. That same day, President Gloria Macapagal-Arroyo commended the Armed Forces of the Philippines “for another milestone in the campaign against terror,” referring to the continuing military offensives in Sulu and the announcement the day earlier of the death of Abu Sulaiman, one of the Abu Sayyaf’s more notorious leaders.     She vowed to continuing using what she called the “hands of steel” to eliminate the Abu Sayyaf.
    Tulawie said the first incident on Jan. 18 happened at around 12 noon, when an exchange of gunfire broke out in Tandu Bato, a hamlet in the village of Timpok, in Patikul town. When the smoke cleared, three people whom Tulawie said were MNLF members and three Marines were dead. “They were shooting at each other at very close range, about three to five meters, that their blood even mixed on the ground,” Tulawie said.
    The three dead MNLF members were identified as Almujir Karain, 21, Ibno Karain, 50 and Ablayan Sahidda, 37. Tulawie said villagers had told him that the three were mixing cement for their house when the soldiers came by. Before the incident, Tulawie said, the villagers saw about 30 Marines walk by the village. Some were even humming tunes and waving at the people as they passed by, he added. Tandu Bato, according to Tulawie, is only about half a kilometer away from a Marine camp.

    Whilst I agree about your comments we need to give readers the complete picture and that is Christians residing on Mindanao also have firearms.
    I have many friends residing on Mindanao and all (100%) families have immediate access to firearms. Military treat Muslim like cattle but not the Christian. I think this is out of ignorance plus they know they can get away with it.
    To put the record straight, I’m a Christian, not a good one but who is!

  19. If we give this subject some thought, we didn’t know what a terrorist was until the American’s told us there was one!

    Its my view we can never beat a ‘terrorist’, even with one million troops in Iraq they will not beat the ‘terrorist’, because both are human beings and either one cannot force themselves onto the other and succeed.
    History has proved this, but we as humans don’t take notice of history. In Europe in 1939 Germany invaded Poland and everyone looked on saying nothing, yes nothing!.
    Until the British told Germany if you don’t get out of Poland then we will use force against you, and gave them a date to leave.
    The British went to war with Germany whilst the rest of Europe looked on. Germany got bolder and invaded other european countries hoping from one to another.
    The British were so committed that all men of fighting age (some below fighting age) joined the military to fight the German.
    Now with no men left in the factories the women worked in the factories (most married women had never worked before). All British factories were converted to producing armaments (very heavy work).
    Food & Clothes were rationed the same amount whether you were poor or wealthy being controlled by issuing coupons to each person. (this rationing lasted until 1953!).
    Result: the German being the aggressor(substitute this for US in Iraq and AFP/PNP in Mindanao) lost everything because of the determination of the British to win what they saw as a priciple (substitute this for Terrorist) and prepared to die for it.
    Typically, the American’s were also happy to just look on from the sidelines until they were attacked by Japan at Pearl Harbour. (They realised for the first time that they were not bullet proof).
    The British were also losers, (substitute that for Filipino’s) many thousands and thousands of men died in action, they were the famlies breadwinners that never returned. There was little harvest and on top of that the British were bankrupt caused by the war.
    What makes it worse is that the ‘Terrorist’ being hunted down by the AFP/PNP were born here in the Philippines and are Filipino.
    We are fighting our own people. Are we crazy or what!

    All the while Blair is getting _hit from the British people for listening to Bush and being in Iraq with 7,500 of their top British Army troops in the first place.
    How many body bags have been used for the AFP/PNP on Mindanao to date. There must be a count somewhere. Then compare that count with the US Marine body bag used in Mindanao. Whats your guess.

WWNL–what would you say if US Embassy Guards were to detain the Commandant of the National Capitol Region, a Cabinet Minister and 2 dozen other high ranking officials to make them clarify the VFA? I thought most folks around here actually cared about national sovereignty. Isn’t a crime a crime anymore. What if Mike Arroyo “hosted” Ellen in his own bedroom and nursed the fever of Mon Tulfo? Would you roast a fatted calf too, and say “no harm was done” as Dolorfino himself asserts. He should be courtmartialled and hung for defending those bandit war lords of Nur Misuari. Or did we become dhimmis already?

I recognized a lot of those Internet Brigaders there doing their dumbest to prevent anyone reading the posts there of being influenced to “revolt” against the bogus president, thus, the attempt to discredit the strongest of the critics of their lord and master there. I decided I would not add more to what I had contributed when your article was first posted there.

    Thanks also for cleaning up the other loops. They look cleaner and easier to participate sensibly. Sorry for allowing myself to be part of the “gulo” and adding to your burden of removing those trashy posts. I will try to be more considerate next time.

    Meanwhile, to my friends in this blog, stay focus! Don’t listen to the Malacanang liars! It’s all part of the publicity stunt when they say that the Opposition is not united.

    What is happening now is a great sifting of the wheat from the tares! Let’s help them choose the right people to join them. For me, dapat lang maging “bully” sila Binay, et al. PATALSIKIN NA, NOW NA!

    Funny how these people would even demand such a thing that actually is something domestic since the people involved in these issues are Filipinos divided only by some political differences elevated to something religious!

    On the other hand, this call for an international meeting like the one being conducted between the Philippine government and the group of Joma Sison is more a desperate attempt to seek redress and justice against a government run like hell by a bogus president, whom a lot many now suspect is no longer capable of controlling her generals! Heaven forbid!

    3) when a 2 star military officer is held hostage even for an hour, this government and its military must RELIEVE that officer. There can be ifs nor buts

    4) A report must be made publicly.

    Muslim insurgents using grenade launchers blasted their way into the Kidapawan jail in North Cotabato early Friday and freed 49 inmates, including two Jemaah Islamiah bombing suspects.

    Hahahahah! A supot chief of staff and a copper for DND chief, what happens? An immediate show of force by the insurgents…

    Gentlemen (pains me to call them that but never mind), you realize you cannot vanquish a group whose power of resistance resides in the brain – whose ideals will keep them going, witness US military, the mightiest, most powerful, best equipped, 1 million strong cannot defeat Bin Laden…

    I can almost bet that these two unfortunate cop-soldier Hermogenes pair have never heard of that tenet. True, when they were cadets in PMA, they were allowed to read excerpts of Karl von Clauswitz “On War” but they never quite mastered the most important parts of the Clauswitz doctrine on how to win a war.

    Totoo yan! Two years ago, during a visit, the Navy was kind enough to have me driven around by a Marines TSgt. Knowing this penchant for pansitan, I told him, I expected him to have a baon if he didn’t want to eat in the hotel restaurant (he couldn’t bring in his gun and was either forced to stay in the car or take it with him outside).

    Man did it. And when I was out eating in a restaurant, he ate with me at the same table. Can’t stand pansitan habit.

  34. When Navy officer Domingo (who became chief Phil Fleet) was taken hostage by NPAs, he was promptly relieved of his command until he came round to being declared fit to command again.

    When Erap was making the rounds to appoint someone to take over Joey Calimlim as PSG chief (who had served under FVR), Domingo was appointed but promptly relieved again by Erap when he discovered that Domingo had been an NPA hostage.

  35. That’s the right thing to do – well, right thing to do since the position was that of PSG chief. Military thinggy: harsh but there you are, the only thing to do then particulary for a post that requires close in bodyguard job for president.

    Even the news on the escape of the 49 Muslims in military police custody is amazingly fantastic as far as I am concerned, because it is unthinkable where I come from. Remember, I work parttime as interpreter for the prison in Japan, and I tell that over here, prison spells efficiency!

    A few years ago, though, there was a case of an Iranian escaping from the Tokyo Detention House, but not from the inner sanctum of a Japanese prison, for it is next to impossible.

    You bet, there is something fishy about this escape!!!

  39. And to GSDC, I don’t think court martial rule will apply on Dolforino. Not unless, he himself wilfully hijacked the “peacenik” team and put them in harm’s way or turned them over to the MNLF to be made hostages. There will have to be witnesses that he did that.

    But in any case, if we are to follow military procedures PROPERLY (you know as professional military outfits do) there’s got to be a military investigation and while that’s happening, he should be promptly relieved for having been forced by the ‘enemies’ against his will to party. Heh!

    katarantaduhan ang sinasabi ng mga lukuluko na “a good muslim is a dead muslim”. nabanggit ko na ito noon pa sa mga naunang talakayan. at ako ang makapagpapatunay na mas tao silang kaharap at kasama kung ikukumpara sa mga sinungaling at magnanakaw na nagpapanggap na tagapagtanggol ng kapakanan nilang mga kapatid nating muslim. partikular itong mga tao-sug ng sulu. sila ang tribu ng mga muslim na madaling pakibagayan at pakisamahan. wala silang tanging hangad kundi ang igalang ang kanilang kaugalian at pakikipagkapuwa tao. hindi sila marunong magkunwari at tapat sa kanilang salita. kung ayaw sa isang tao, hindi sila ‘yung makikipagplastikan.
