Plano ni Lt (s.g) Antonio “Sonny” Trillanes, ang nakakulong na spokesman ng Magdalo ay sa Feb. 6 o Feb. 7 mag-file ng kanyang certificate of candidacy para senador.
Ang nirekomenda na petsa ng Department of Justice ay Feb. 3 ngunit sabi ni Trillanes Sabado ang araw na yun at hindi sila sigurado kung bukas ang Comelec.
Naka-usap ko si Trillanes noong Biyernes sa Camp Aguinaldo habang naghihintay ng simula ng court martial trial sa kasong “conduct unbecoming of an officer and gentleman”. May koneksyun ito sa sinasabi ng administrasyon Arroyo na mutiny noong July 27, 2003.
Maala-ala natin na sa sinasabing Oakwood mutiny, kinundena ng mga batang opisyal ang garapal na kurakutan sa military na napatunayan namang totoo sa kaso ni Gen. Carlos Garcia at humantong na nga sa Hello Garci tapes kung saan nagpapagamit ang mga matataas na opisyal ng military sa panloloko sa taumbayan para magkapera at ma-promote.
Ito ay labag sa sinumpaan ng mga sundalo na sila ay maging “protector of the Filipino people” o tagapagtanggol ng taumbayan.
Hindi nababahala si Trillanes na hindi siya kasama sa tiket ng oposisyon. Tatakbo siya bilang independent candidate.
Ang tanong ng marami, kung manalo siya, paano siya makapagsilbi kung nakakulong siya? Iiwanan ba niya ang sobrang isang daan niyang mga kasamahan na kasama niyang nakakulong?
Sabi ni Trillanes, hindi niya iiwanan ang kanyang mga kasamahan. Doon siya mag-uupisina sa kulungan. Magkakakaroon siya ng staff para isulong ang pagbabago sa lipunan na kanilang minimithi.
“Sa ngayon na maraming modernong teknolohiya, hindi problema ang partisipasyon sa session kahit nakakulong ako, ” sabi niya. Pwede naman by tele-conference.
Sa kanyang kampanya, umaasa si Trillanes sa mga kaibigan at kasamahan sa military. Sabi niya nagagalak siya sa suporta na kanyang natatanggap. Alam niyang hindi pa siya masyadong kilala sa probinsiya at sa mga baryo at yan ang gusto niyang maabot, kahit hindi man pisikal dahil hindi siguro siya payagan lumabas para mangampanya, ang mensahe sana niya.
Sabi ni Trillanes, sa kanyang pagtakbo sa pagka-senador, ang kanyang adhikain ay ipagpatuloy ang kanilang pinaglaban na mga Magdalo. Iyon ay kapayapaan sa bansa lalo na sa Mindanao at mahinto ang corruption sa military.
Sabi niya, ang mga reporma na kanyang isusulong ay hindi lamang military ang makinabang. Ito ay mapakikinabangan ng buong sambayanang Pilipino.

Ka Isabel, since Gringo Honasan is out of running, Trillanes should all the more be included. Si Trillanes ang magiging tagapagtanggol ng mga maliliit na sundalo at kapakanan ng karamihan sa AFP. What he lacks in political experience is made up by his leadership and vision for the country. And of course, first thing first is to help him file for his candidacy.
Halata naman sila kung hindi tatanggapin si Trillanes. Kung si Jalosjos nga nakatakbo kahit na convicted na, samantalang si Trillanes sa totoo lang ay wala pang conviction especially when his case is more on why the bogus president did not listen to his complaints re the anomalies in the AFP at the time he and his friends staged the Oakwood mutiny. In fact, it was a mutiny against the corruption in the AFP and the bogus president’s regime.
The case should be People of the Republic of the Philippines VS Gloria Macapa(l) gal-Arroyo, et al and not against Trillanes and Company.

I was against the Oakwood experiment by the Magadalos which Trillanes led. The armed maneuver was a political mistake. Resignation en-masse, a hunger strike and a call for civil disobedience, imho, could had a better chance. But they put their lives on the line for us. Their families have suffered so much. In this election we unite with them and their families in this fight for Truth and Justice.

I work for the court in Japan as interpreter and I have a qualification likewise as a paralegal specializing in international law, and as far as court proceedings in Japan is concerned, I consider myself fairly knowledgeable enough.
Common sense lang naman sa totoo lang. Kung may dapat man na ikaso kay Trillanes, et al ay iyong possible danger on the lives of civilians because of the bombs, etc. they planted around the Oakwood premises. Sa totoo lang marami ang naperhuwisyong turista doon. Bahala sana iyong judge kung ano ang weight ng possible benefit ng ginawa nila sana para tumino ang bansa nila para sila mapatawad!
Dapat talaga tiniyak muna nilang kasama nila ang lahat bago sila sumulong. Pero nandiyan na iyan. Tayuan na lang nila, hindi iyong may bumabaligtad pa!

I’m glad that Trillanes made a decision to run. I said in a previous post that even if he is not yet experienced, I’ll vote for him. I still have 4 slots on my list. Nandiyan nga sa senado si Lapid at Revilla, so it’s not really difficult to put Trillanes in there.
Besides, he said that he’ll use the technology to run his office from prison. Uso na ang virtual office ngayon, kaya pwede niyang gawin ang magsilbi sa mamayan. Heto nga si Hillary Clinton ay makikipag-usap sa mga tao on Monday and Wednesday via internet for consultation. Those who know how to use technology have an advantage over the others.
Kabayang Chi, you got a good point in saying one can campaign via internet. Madaling gawin ni Hilary Clinton at sino man pulitiko sa Amerika pero mahirap sa Pilipinas. The reason is simply because we don’t have the means to do it even at this time of advance technology. Hindi makakaabot sa probinsiya lalo na sa mga remote areas. I think the old way is still effective especially in the Philippines. From Magsaysay to Erap, iba ang dating kapag nakikita ng mga mahihirap ang kanilang mga idolo. I just accessed Lt Trilannes’ site.
I commend him for his courage in denouncing the corruption in the Philippine Navy. While the website may not be the right forum to jot down Navy deals tainted with corruption, it is imperative that he should have a record of the corruption tainted deals which he says the Navy is heavily saddled with.
My questions are (and hope this will reach him:)
1. What deals does he have on record that he perceives to have been tainted with corruption?
2. Which officers in the Navy were directly or indirectly involved in the corruption tainted deals (guided by the various types of corruption he enumerated in his site)?
3. Which dealers are involved in the corruption tainted deals.
4. Could he give examples of the amount of money, say for one deal in the last 10 years that he believes was corruption money?
5. In the case of perceived overpricing, what is his gauge, i.e., what reference does he have to say that the deal was overpriced? More specifically, does he have an example of a corruption tainted deal on record that he has cross-evaluated with a foreign supplier to say that the overpricing was indeed an act of corruption?
6. On a more personal basis, I’d like to know if Lt Trillanes has ever been a member of a weapons board tecnical committee? Or if he has served directly under CNS.
7. The most important question is: IS HE AWARE OF THE KINETIC PRIME CONTRACTORSHIP CONTRACT signed with the NAVY and approved by Angie Reyes, if so to what extent?
When he has satisfactorily answered these questions, I may be able to help him further, that is if he wants help in this regard!

Your mentioning the Navy reminded me of a case I interpreted for in the Police and the Customs. 20 pieces of guns were smuggled to Japan by two Filipino seamen, and they mentioned that they came from a high ranking officer of the Philippine Navy who was using a Philippine Customs official as his go-between. The guns were actually orders from the Yakuza, and owning them was strictly prohibited by law. Kasi dito kahit police hindi puedeng magdala ng baril ng walang authorization. Sa Pilipinas, iyong mga nakarangko, pinagkakakuwartahan ang mga nasabing baril.
Whadyaknow, baka iyan din ang trabaho noong mga squatters sa Malacanang kaya idinidispatsa ng iyong mga lumang gamit ng AFP for a modernization kuno!!!
Come to think baka isa iyan sa mga ine-negotiate through Kissinger’s office—iyong pagbili ng surplus ng US military. Tiba-tiba ang middleman diyan sa totoo lang. Iyang nga ang isang ipinaglalaban ni Trillanes na matanggal.

I don’t doubt that Mr Kissinger has the clout and the weight to be able to negotiate US military surplus but it’s a long haul.
There is a very well structured US FMS that can do the job should the US DoD feel that some of the surplus should go to Pinas.
Given the current US relationship with Pinas, military surplus if warranted may be “given” to Pinas but what Filipinos don’t know is that THERE’S NEVER A COMPLETELY FREE SURPLUS… Hold on, when I say not completely free, I’m not referring to the politically motivated exchanges between the two countries, I’m referring to MONEY or FINANCIAL exchange.
Let me explain: Say, the US DoD finally approves to give Pinas one of its mothballed corvettes or frigates. The corvette if Pinas decides to accept whether out of the FMF or not, Pinas will have to accept it AS IS WHERE IS. In other words, the said only FREEBIE that Pinas is getting is actually the platform. If the corvette (platform) needs to be overhaulled to make it operational, i.e., engine/s replaced, fire control systems changed, guns repaired or acquired, etc. etc., all the costs pertaining to the overhaulings, upgradings will have to be shouldered by Pinas and Pinas will be under contract with the donor country, i.e., US to CONTRACT a US company (usually the manufacturer of the mothballed corvette) to effect the overhauling and the weapons systems upgrade.
In other words, while the corvette as a platform is for free (the 2nd hand platform say costs 1 million dollars but is given for free), the cost of the total refit could go up to as high 5 to 10 even 15 million dollars depending on the kind of weapons systems the Navy wants.
Overall, even with the overriding cost of refitting and upgrading of the former mothballed corvette, the cost to Pinas of having a new naval asset is still less than if the Philippine Navy had to acquire a new vessel because a brand new corvette with latest state of the art weapons systems and engines would cost at least 5 times the price Pinas would pay for the refit of the donated corvette.
Of course, if Triple R is targetting the 10 billion peso modernization of the Philippines, it would be to his advantage if the sourcing could be done through the US en totto. He could get mothballed US military assets for free but he can conduct negotiations with the manufacturers to overhaull, refit or upgrade these assets. This part of the deal is totally private and doesn’t need the approval of the US DoD…
In other words, Yuko, perceptive as you are, you may just be ABSOLUTELY SPOT ON!
I can tell you that as it stands today, the US DoD can give away some 10 of its aging corvettes (platforms) absolutely for FREE but Pinas cannot readily accept them because of the cost of repairs, re-fitting, upgrading of the weapons systems etc.
However, I am confident that if TripleR wishes to penetrate the system of re-fitting by negotiating with the US contractors or manufacturers, he can do so.
He will be able to bring Mr Kissinger’s business some business indeed.
Korea has donated lots and lots of small patrol crafts to the Navy FOR FREE but the Navy had to pay for their re-fit, etc., etc. outside Korean govt scope. That’s where the big bucks are!
One of the last vessels received by Pinas from the US FOR FREE cost Pinas 25 million dollars in terms of refit-upgrading-overhauling straight from the dockyard of Northrup Grumann!
But that was still a cheapy because brand new, the vessel with all the new weapons systems could have cost Pinas twice that price at least! (Commissions included of course!)
A brand new platform (ship) costs only 20% in reality of the entire operational ship. 80% of the rest of the cost concerns the rest of what you put on a fighting ship…
Am sure, Lt Trillanes knows this or hope he does.

Lt Trillanes says this at the bottom of the page:
“While it is a known fact that several Navy ships are of World War II vintage, most of the boats/crafts that conduct MARLEN operations are new and acquired only in the mid-90’s. They are highly effective in coastal waters. Most are armed with 25 mm cannons and have maximum speeds of 30 knots.”
Ellen, these are decent specs for the ship’s mission.
While it is ideal to have faster vessels of more than 30 knots and bigger guns than 25 mm guns, these specs are respectable.
It is important to note that when you attain 45 knots and over in terms of speed, it is very difficult for a small fast patrol craft to be stable for firing purposes on rough waters or at the limit of the EEZ unless the vessel has extremely sophisticated stabilizers (which frankly cost a fortune.)
It is not a greater speed of the vessel per se which is necessary at this point when the navy patrols but the number of vessels available and deployed on a given zone including the satellite tracking devices aboard them (and of course the weapons systems) to be able to create a naval “blockade” around or against a much higher speed target.
You cannot put a higher gun spec on a small fast patrol craft because the platform wouldn’t take it; what they have now aboard their patrol crafts are very suitable for the mission of the ships.
Am sure Lt Trillanes knows this.

To Lt. Trillanes, saludo ako sa pinaglalaban ninyo. Sir, you are one of the few and respected Filipino soldier that I truly admire.
If papogipogi lang na mga actors are even elected to the Senate, a well educated PMAer with a lot of idealism and who has sacrificed a lot for his country is definitely a welcome candidate. We need more young blood in the Senate. We need someone like Trillanes to represent the young soldiers. It is about time.

Just so you know, Lt Trillanes has committed serious misdemeanours while he was still a cadet at the PMA that at one time he was considered for expulsion as early as when he was in third class.
He is an idealist, I do accept that but he’s not had enough experience in navy and military operations nor in navy management. He will make a formidable military officer and I reckon he will be an even better politician – perhaps he should resign his commission.
When he files his certificate of candidacy, he will be considered resigned.

While it’s true Communist has been legalized in the country (and so are the many leftist journalists), may mga fanatics na ang layunin ay gulo at violence. Violent overthrow of a government must never be an option. Kapag mangyari ito, ang kawawa ang mga mahihirap na tao who would be caught in the cross fire. The rich have the money. They can fly out of the country. Kaya nilang mabuhay at kumain ng matagalan. What about the poor? Madaling sabihin pero ang biktima ay mga maliliit din. Gambling and prostitution are also legalized in other countries. Are they good and do they benefit the people? Or do these only benefit mostly the business operators and government? Nasaan na po ang Christian values?

I’ve gone through them and must say I am impressed by the contents of Lt Trillanes’ papers.
I believe he has answered most of the questions I posted quite satisfactorily. From 1999 to until 2002 and until 2004 to be more precise, PN went through various acquisitions and contract negotiations for refit of a few naval assets. Some of the LARGEST contracts were signed and approved during those years.
My question is, was he aware of any of the said contracts signed by the Navy during any of those years? Let me explain, while many of the case illustrations that he released concerned constant pilferage of naval finances and assets, most of them concern lower ranking navy of commander and lieutenant rank.
While I do realize that they must have the implicit “blessing” of their navy task force commanders to be able to operate with impunity, overall command responsibility rests in the FOIC PN, Vice-Com PN and in the case of the Phil Fleet, (one of the sections of the Navy that has enormous “acqusition” prerogatives), chief of the Fleet.
In 1999, Commo Domingo was the head of the Phil Fleet, why did Lt Trillanes NOT inform the FOIC PN of what was going on? I personally know that the FOIC PN at the time personally OUTLAWED conversion and might just have appreciated his inputs.
It is imperative to realize that while the FOIC has command responsibility, each and every element of the command down must show courage and responsibility by doing everything possible to stymy corruption.
As a Navy officer, Lt Trillanes knows that a CO cannot function and exercise his duties to the best of his abilities UNLESS the ExO and subordinates down the line do NOT TOW THE LINE…In this case, Lt Trillanes SHOULD HAVE GONE TO his FOIC and confronted him with his own findngs.
We could say that one of those who “moulded” Trillanes was his erstwhile PMA superintendent who became FOIC PN.
Trillanes saw how Vice Admiral Billy Marcelo did things while he (Trillanes) was a cadet. He had seen the brave and no-nonsense Marcelo do things. Marcelo “defied” military protocol when he thought he was right (that’s why Admiral Marcelo of Class 61 was put at the bottom of the list in the seniority order and got his 2nd star after Boy Abadia of Class 62 got his).
Lt Trillanes could have gone to his FOIC then, straight!
To me, it seems he failed to do the ONE SENSIBLE THING TO DO then! (Perhaps he did but I doubt it!)
I don’t know what to assume of Lt Trillanes at the moment, but I must admit that in spite of his having failed in a series of “operations”, I have a grudging admiration for him. May he succeed in his future endevours!
I do agree with Trillanes that Hingco was a useless FOIC; poor Hingco was out of his depth not because he was the first ever non PMAer (I think, I might be wrong here though) to become FOIC but he NEVER IN HIS WILDEST DREAM thought the events involving Rear Amiral “bulldozer” Wong would make him FOIC! Heheh!
Some of the useless FOICs in the past few years or after the Marcos years: Admiral Dumancas, Admiral Carranza, Admiral Hingco, Admiral Mayuga…
Anna, you are right in including Mayuga in your “inutil” FOIC list. He whitewashed the Mayuga Report clearing the generals who rigged the 2004 election. He did this too in a very timely manner, before the citizenry went on the Holy Week recess. Clever! Now he is the Deputy of the Tiyanak. Gee, very obvious how these generals sell their souls to the highest bidder. May panahon din sila.

At the beginning or before Angie Reyes got to him (Mayuga worked in CSAFP Reyes’ office in Erap’s time), Mayuga was a good officer.
Until commander rank, he was a solid navy officer, one who had solid convictions and someone who wasn’t dumb at all.
But Angie Reyes got to him and of course, patronage system in the military is so strong and so evident that thepoor Mayuga couldn’t resist.
Angie Reyes decided that Mayuga was the fella that he needed to run the navy for him and from 1998 onwards, Reyes did his best to make sure Mayuga was in the running for FOIC. In 2000, Reyes even sat on recommendation papers for promotion and refused to forward them to Erap for final approval because the papers contained the name of one navy officer (upperclass of Mayuga) who would have the upper hand in the selection process. He wanted Mayuga to be well seated first and obtain a field command so that when the selection process for more senior position cropped up, he would be in the running.
He thought that because he, Reyes was the chair of the Board of Generals, he would be able to control the promotion.
What he didn’t reckon with was there was someone who knew MILITICS (military politics) and made sure that the papers were brought to the attention of ERAP for signature thereby bypassing Reyes.
Erap signed the papers; it was the last official act he did during his term in terms of approving military promotion.
The rest was history, Reyes did not win that round because the very military officer whose promotion over Mayuga he wanted frozen got in. The officer in question became FOIC ahead.
But we know what happened afterwards! Mayuga worked his ass out for Gloria (by burying the Mayuga report)and so, even if he could no longer technically make FOIC (Mayuga needed a year to be eligible), Mayuga’s predecessor was evicted to make way for Mayuga thus this inutil officer realized his dream – to be FOIC. But his overall performance as a military officer during the last 8 years were totally, unequivocally poor, bland and utterly USELESS.
