AFP modernization drive sputters

Devoid of legitimacy, the presidency of Gloria Arroyo depends heavily on the military hierarchy for its continued existence.

Therefore, Arroyo, as commander in chief and currently defense secretary, is not in a position to initiate reforms and demand honesty from officials of the AFP.

    If the U.S. troops can defeat the Insurgency in Irag, and Lost the War in Vietnam with all the Modern and Sophisticated weaponries, then pray tell, how could Ms Arroyo defeat the Insurgency in 3 years kuno (may pa deadline, deadline pa) with a rag-tag, underpaid, underarms, undermotivated solddiers? My gosh, I own a better weaponry than the poor soldiers ordered to put their lives on the line without even a flak jackets. But then turn around and look out her Generals and Colonels. They are living beyond their means. Most of them are even wealthier than the U.S. career Generals. Now that is Modernization.

    yes, vic. that is modernization philippine style. itong si gloria, mga generals, at iba pang kampon niya, mino-modernize nila yung mga bahay nila, mga kotse nila, mga businesses nila habang yung mga ordinaryong kawal itinataya ang buhay sa gitna ng digmaan na tila wala ng katapusan.
    at opinyon ko lang, sabihin man na naive ako, hindi all-out-war ang sagot para matapos na itong communist insurgency, kungdi lutasin ang kahirapan at pakinggan ang hinaing ng mga mamamayan na humihingi ng katarungan. hindi lahat ng pumupunta sa npa, komunista. tingnan mo si gen.(?) jarque. kaya lang namundok yan dahil sa persecution ng mga powers that be. wala naman naiintindihan ang mga magsasaka sa ideology na yan. ang alam nila kinawawa sila at wala silang maasahan na hustisya sa husgado at gobyerno. kadalasan, gobyerno pa ang kumakawawa sa kanila.

    I noticed the mistake, but thanks for correcting it. You bet, the Americans are actually not winning in Iraq just as the Japanese Imperial Army for example failed to win in the Philippines despite the message that they were there to help free the Filipinos from US stranglehold. It was what actually sparked the war after the US and its allies imposed embargo on Japan for an ambitious “Asian Co-Prosperity Sphere.”

    The Japanese were eventually defeated but the war also ended European rule in Indonesia, India, Malaya, Indo-China, etc., and even China except for Macao and Hong Kong, and the Philippines which was granted its independence but evidently the US remains its boss with some titular head, genuine and fake, even now!

    As for the insurgency in Iraq, Vic, it is still going on with the help of the Iranians on the Shiite side, and allegedly the Al Qaeda on the Suuni side. Because the US with GB’s help is the intruder here, I don’t believe that the Americans will win, and the Democrats will do their countrymen a great service not to finance Bush adventure, because it will be just a waste. They should remember Vietnam!

    The war in Iraq is a much bigger picture than what’s really being shown, though it would be better for all of us to just not enter into discussion on it. Dito na muna tayo sa smaller picture, ang tungkol sa lahat ng kabalbalan ng mga heneral na aso ni gloria. Nuong nakaraang linggo lamang ay may isa na namang helicopter gunship ng Air Force ang bumagsak, though the two crews were not seriously harmed, except I guess on their ego, ito ay isa pa ring patunay na lahat ng salapi na para sa dapat pagkagastusan ay nagagamit lang sa ibang bagay, na kadalan ay syut lamang sa bulsa ng mga buwayang aso na heneral ni gloria.

    But it’s the poor soldiers out there I feel for. That Inquirer photo of the lone soldier in a somber dejected mood speaks volumes.

  8. As for the arsenal of the AFP, I guess it is kaput. Despite the yabang toh of the Great Switik, the AFP will not be able to prevent an attack and an invasion. Money for supplies we all know go only to the Great Switik’s “boyfriends” in the AFP, and why I guess a lot of them are able to open bank accounts in the US of A may kasama pang real estate, house or a posh condo.

    A lot of their weapons in fact end up in the arsenal of the Japanese Yakuza according to my friends in the Japanese police! I have interpreted in fact for seamen caught smuggling guns to Japan, and they confess that they come from some generals in the army, navy, etc.

    I remember a favorite itinerary of Yakusa gangmembers touring the Philippines then was Fort Bonifacio! Marumi isip? No way! In fact, Trillanes made a term paper on this kapalpakan!

    I think there’s a news report from UK about Israel’s plan to attack Iran. It would be a surprise attack, a pre-emptive strike. Kung tutoo ito, nakakatakot. Posibleng mangyari ito. Kating-kati na ang Israel sa Iran and vice versa. I’m afraid that could be the start of nuke war. But to me, I think it was more of a threat. Bakit pa sasabihin sa media kung may balak na umatake di ba? Ang nakakatakot lang, baka dahil sa pananakot ay magkatuluyan na. Kapag nagkaunahan, tiyak ang digmaan ng mundo. This time, it’s going to be nuke war. Huwag po sana.

  10. Lets take a glance at Northern Ireland smaller than the Philippines and the Irish Republic Army (similar to the NPA) groups of armed civilians against the government (British Government). The British Army a highly disciplined force with their latest guns, equipment and training with a big budget was sent in to wipe out the IRA. There’s no corruption in the British Army just highly trained officers and soldiers with excellent equipment..
    The conflict went on and on for many years and cost many innocent lives with the bombings. The British Army never ever succeeded in wiping out the IRA and for the obvious reason that the IRA couldn’t be identified because of their civilian attire but of course the British Army wore uniform and were easily visible.
    The British Army eventually pulled out. What happened to the IRA was that they were accepted into the British Parliament. That’s politics for you.
    Now, what does this administration and the crooked AFP Generals think what they can do better than a British Army with good equipment can’t do. CORRUPTION that’s what, they won’t get extra assistance from the US. Better the NPA are encouraged to join the system and get elected into government.

    It’s not surprising that Israel’s has already a plan of pre-emptive strikes against Iran Nuclear capabalities. It did obliterate Irag programs years ago, and if it involves her own security, she will do it with or without the blessings of the West.

    So before anything developes into a crisis, better resolve the impasse on the table than settle them in the war fronts later on. that would be very scary indeed, considering that no one knows if Iran is bluffing or not and Israel has already a stockpile of Nuclear Weapons..

  14. The communist insurgency and the Moro rebellion are two important national security problems facing the Philippine military. Any modernization program must address the need to build a military that can effectively and definitively deal with both these threats. Although there is no doubt that “root causes” must eventually be solved, it is anomalous that almost all other countries that suffer from the same or worse root conditions, do not have active armed insurgencies such as we have. Such armed insurgencies cannot be justified by the existence of poverty and other “root causes.” Such insurgencies are every bit as illegitimate as means of achieving any political or social end as anything Gloria does. Even as we seek political solutions, the Military must be prepared for anything. I shall never forget the vivid descriptions of Trillanes et al about the lack of support for combat troops (helicopters being used by generals for outings and golf rather than medevac) that had caused them to lose comrades in battle.

    Therefore Modernization of the AFP is worthy goal for all patriots to support.

    Modernization is not a firecracker or a fuse. It’s a long slow process that is not unique to the Military. But I really like what Drilon, as chairman of the Senate Finance Committee is trying to do with the national budget’s intelligence funds. He wants the money to go directly to the Military units in charge of intel, rather than having them go begging to the Palace for every lil thing.

    Filipinos have not yet developed the right attitude to their own soldiers, for some reason.

    Siguro kung yung modernization ng AFP will be used to defend the territorial integrity natin, then modernization should go on… that it must, lalo na against mga poachers, illegal fishers, smugglers especially, dapat talagang ma modernize ang Navy and Air force… dapat gnun, but the thing is ginawang milking cow yata yung program ng mga may kinalaman sa procurement/finance.Ilang expose na ang nagawa dito.

    As for internal threats like the 30 yr plus NPA rebellion, that has social roots like poverty, social injustice etc that drive the common rural people to arm themselves, then it needs political solution also, like dialogues, naalala ko tuloy there is this stalled peace talks di ba? i think there is already concrete steps that both sides have taken already, like the CARHIL, nakakahiya naman sa 3rd party mediator kung di i-honor yun… i know hindi ganun kasimple, pero as a citizen who still under 35 yrs old, i still believe in the process na yun lang ang kasagutan, dialogue. kesa naman magpatayan ang kapawa pinoys di ba? address the root cause ng internal arm conflict, then i believe we can have lasting peace.

    I am for modernization of AFP to defend our sovereignty and territorial integrity, but to kill each other. no no no…

  17. Fair enough PTZ, but I am just curious about your description of the NPA as a bunch of poor farmers arming themselves. There are many countries where there are many poor farmers. But it is not acceptable even in such places for them to arm themselves and rise in revolution against the democratic govt as the CPP NPA have. Someone once told me he thought the Philippines with its 7200 islands is the equivalent of 500 Hawaii’s and should have been the world’s No. 1 Tourist destination long ago. If it were not for the communist and Muslim insurgencies. So I am all for peace too…

    i have to agree with public window. the best way is to win the hearts of the dissidents.i donot know how big is our armed forces nor how many are the dissidents but i assume they are outnumbered. i think wars and battles are determined by the will of the combatants. the dissidents may be outnumbered but they believe in what they are fighting for.i am not sure of our soldiers.

    im not sure of other countries poor farmers “wishing” for arm struggle, but maybe they are compelled not to because they still believe in their justice system or to their agrarian program, does our farmers still believe in our system, justice and agrarian? it reminds us of what happened in Hacienda Luisita in 2004 or of that in 1987 in mendiola.

    for how long did our farmers are struggling for fair share in the land that they till? some time in May, GMA (the TV chanel not the usurper) broadcast on of its moving documentaries i have ever seen, i think it was about the sakada’s, they belong to one island in the visayas but they are “exported” somewhere in cavite or tarlac tu cut canes, what the documentary moves is that most of the sakada’s are just beenn to pay debts, not even as to save for rainy days, but to pay debts. how did they got into debts i dont know. But one thing for sure, you would not send your 10 year old son to be among the sakadas if not because of dire needs.

    I still believe that a meaningful peace is attainable if only the root cause of arm struggle is addressed. The NPA’s or the CPP/NPA will continue to swell it’s ranks in the countryside if the root cause of social injustice and economic inequality is not put in the negotiation table to be discussed.

    Not quite. They’re still there, ready to do battle but less visible. Some of the barbwired and fenced towers have been torn down but the British Army is still present in N Ireland. (We lived in Belfast for a couple of years, part and parcel of my hubby’s job and have plenty of friends.)

    For info, I invited quite a number of AFP officials to visit Belfast in the past – they had a glimpse of how the British Army were trying to work things out in N Ireland.

    The no. 1 goal of the AFP is to modernize as GSDC said, it is an imperative. In the same breadth, this administration of fake leaders beginning with Esperon must learn that you don’t defeat an insurgency with mere guns, bullets, not even with immense firepower – they gotta have a plan to win the hearts and the minds of these insurgents.

    Wipe out the hardliners, those that don’t want to see reason but set a goal for winning the hearts and minds of the young ‘uns.

    If Gloria and the AFP cannot understand that, then they too should be done away with.

    Easy to use all the modern weaponry, gadgets, war equipment but it’s more difficult to re-train the Army in true efficient warfare for as long as there is rampant corruption in the military.

    The modernization plans of the AFP (which formally started in 1992 during the time of General Boy Abadia as CSAFP) contain acquisition of military hardware that will can only be purchased from US stockpile or would need US export approval should a third country/ies have them or can sell them to Pinas.

    Huey helicopters, Sikorsky choppers, night vision goggles, even the offensive weaponry, etc. I bet will be purchased from the US through US FMS (acting as consultants and are entitled to commissions/financial remunerations, etc) but all legit.

    However, for mortars or “guns” in the likes of 80mm can be purchased in Europe (UK), no wonder Prince Andrew, the roving ‘salesman’ went to Pinas to put in a good word for Royal Ordinance.

    Perhaps the question is this. What do Filipinos actually expect the Philippine Military to do about the NPA? Nothing? Dialog with them? How can peace talks be the solution to a group that proclaims violent revolution as their strategy and a Maoist state as their goal? Why is the onus of nonviolence on the govt and the military, even IF they ARE corrupt?

  28. No GDSC, I don’t believe a dialogue with the NPA is feasible unless Ka Roger and his lieutenants come out into the open for talks. I don’t care where they should hold those dialogues, perhaps in Vietnam or in Cambodia, or somehwere else in Asia BUT NOT IN EUROPE.

    Hold dialogue with the left-leaning peasantry, those that are not bearing arms but I do believe that the hooligans, tulisans, and the NPA hardliners must be dealt with harshly!

    This I agree. Joma has been out of the country too long and his influence in fact is not that strong judging from my contact with his people, who have gone “civilian” and you bet, living burgis!

    I would prefer they stop calling the insurgents in the Philippines with such glamorous names as NPA or communist cadres, for I doubt if they really understand Communism (never understood it myself when it was a fad to be a communist at the state unviversity), nor the philosphy of the Chinaman, Mao Tse Tung. Puede ba tawagin na lang ang mga hoodlums ng “tulisan” that is more appropriate about those asking for tongs, kidnappings, etc.? Nililito lang ang mga nagugunggong na ngang mga sundalo at pulis ng hubo ng Pilipinas! Pwe!

    I think you will find that Joma still dictates the course of talks with what he calls GRP (Government of the Republic of the Philippines) through the NDFP.

    He is Armando Liwanag and still writes the communist manifestoes for the CPP-NPA.

    The Philippines still has to course all dialogues with him and his friends in Utrecht to get anywhere to obtain anything meaningful during so-called “peaced talks.”

    This is when I agree with the now deceased Max Soliven when he used to say, the government peaceniks should STOP DEALING WITH SISON and his friends!

    I hope you don’t take this the wrong way, but it seems you are missing a point I’ve been struggling with to explain to others for years. It really doesn’t matter what we label them, communists, socialists, even “left leaning peasants.” It’s what they are doing, the violent means they are employing, their “revolution from the barrel of a gun” that must be, in the pungent prose of Anna de Brux, “dealt with harshly”.

    I like calling them communists, coz that’s what they like calling themselves when they are assured of total anonymity. But it never ceases to amaze me that there aren’t any communists willing to speak up as such in public, ever. Not even Joma is willing to admit he is a communist?

    But I don’t really give a darn about him. It’s folks like PTZ I care about right now!

    Amazing! This thread seems like to be an exchange of wits between Ms. de Brux and Godsavesdconstitution. Someone mentioned that the two carried their discussion from another group to here. Good. Mabuti naman ay may dalawang magaling na nakakatulong sa atin sa mga issue na tinatalakay dito. Gusto kong sumali at sumingit kaya lang baka maipit ako sa gitna.

    1. arm struggle legit or not? UN recognizes the right to bear arms of groups that are being systematically brutalized by individuals or institutions or government. Kung within the frame work ng consti natin syempre illegit kaya nga sila taong labas di ba? as in labas ng batas ng Pnas… so what’s the string to hold them? UN conventions and yung mga binding agreements in the past between our govt and them.
    Kung yung East Timor people hindi nagkaroon ng arm struggle with Indonesia hanggang ngayun wala sanang East Timor. That’s why do what Ireland do, para hindi lumala pa yung arm struggle to the point na tuluyan ng magkakahati-hati geographically ang Pinas between the rebels and the govt (kung sino man ang naka upo na, wag namang si Glueria pa rin ano?)

    2. Who do you reckon with in the nego table? AS far as the newspaper is printing, it is the CPP/NPA/NDF the biggest internal security threat, so it should be them. There are already agreements between the two, and it’s fair siguro na after ng long and painful negotiations thru the years dapat lang na sundin nila yung mga napagkasunduan nila di ba?

    whether we like it or not, it’s the CPP/NPA/NDF that the government must face in the table. Who ever is on ther side, Joma et al, we dont care, just stop the war between brothers.

    All i know from internet browsing and from our papers is that they (NPA’s) have significant control over the country side. The battle between the hearts and mind of the poor farmers is the real battle, who does understand the problem of landlessness among our farmers wins the battle.

    But answer a question for me: Are “root causes” like poverty, widespread injustice, hunger, enough moral justification to take up arms against the government to overthrow and replace it? What MEANS do we, as civilized human beings, consider morally acceptable for the attainment of social and political ENDS?

    Pero bakit ang gobyerno lang ang kailangan mag-adress ng root causes? Di ba itong mga taga NDFP kailangang din mag-address ng root causes to achieve, in the words of their political consultant, “just and long lasting peace?”

    Hindi ako naniniwala na ang armed struggle or violent overthrow of the Republic (Gloria is NOT the republic) ang sagot to achieve that.

    The republic must do everything in its power to provide for the people but I am against, nay, virulently opposed to a parallel army like the NPA doing what it is doing.

    The NPA, much like Gloria is also the root cause of many of the ills besetting the poor folks in the Philippine countryside.

    They should lay down their arms, their weaponries, then we talk.

    FVR was conned or he conned himself when he signed the CARRHIL with Joma Sison. FVR was ambitious but he failed to see that behind Sison’s screeches of “just and long lasting peace,” there really was in the mind of Sison nothing BUT vindictiveness – Sison wants a Maoist government of, for and by the CPP.

    AFP Modernization Program has five pillars namely:

    1. Materiel Acquisition and Capability Devt
    2. Base and bases support Devt
    3. Doctrines Devt
    4. Human Resource Devt
    5. Education and training Devt

    The bulk of the Modernization Fund is in the Capability Devt. Kaya puro bili ng mga gamit.
    In 2003, the Phil Army bought hundreds of squad automatic weapon (SAW) which were not issued to
    the field units because there are no available matched ammunition and links. Also, the Army bought
    night vision googles which are not of military specs. Tactical radio set which can be man-packed and
    can be mounted on vehicles cost a whooping $24,000.00 each. And many more.

    The Base and bases support development focuses on the improvement of camps, quarters, bases, military ports
    and airports.

    Doctrines, human resource and education and training devt programs have a very minimal share of the budget.
    These areas are supposed to be the focus of AFP Modernization. Educate and train the soldier first; and equip him later.

    The 23 step procurement process mentioned is not that as tedious as project administrators and directors project it to be. Corruption makes it slow. And WHO makes it slow? Answer: those up there.

    How?
    Answer: Simple. They would change the previously approved Circular of Requirements or Bid Evaluation Plan (COR-BEP)
    so as to fit the requirements of their favored bidders.

    Ellen, my thoughts are not that organized. I’m just simply disgusted.

    The Navy’s latest acquisition of SWAG equipment in 2003-2004 did not conform to the approved circular of requirements – even the US NAVY Seals were flabbergasted by the PN BAC’s turnaround that instead of acquiring the top of the range (same equipment used by the US Seals) they acquired second class equipment.

    Why? Your guess is as good as mine. Kulang siguro sa lagay!

Palaging modernize ng modernize pero wala naman tayong nakikita kahit kaunting pagbabago sa ating Sandatahang Lakas. While these Generals wear the most expensive military uniforms and boots, ang mga kawawang maliliit na sundalo ay nakasuot pa rin ng lumang sapatos. Maniniwala ba kayong iisa lang yata ang kanilang uniporme? Marami ang walang kapalit. May baril nga pero tatlong bala lang. I recall that siege in the south against the Abu Sayaff. Ang sabi ng isang army captain sa interview: Hindi daw sila makaatake sabay-sabay kasi naghihiraman sila ng baril at bala. Those with weapons and adequate ammunitions attack first then the rest stays behind. That’s the sad state of our Armed Forces. Anong modernization? They just pocket the military aids given by foreign countries.

    As far as I remember, PTZ is also another OFW who blogs around. We were in Batasan6 earlier, and some of these issues in the current thread were also discussed.

    Agree, poverty and inequality are the basic conditions for rebellion and related movements. In fact, they are the twin denominators for the NPA/CPP and Moro struggles. I subscribe to peace and non-violence, so I don’t support or consider poverty/inequality as a moral justification for revolt. True enough, how to address these twin issues can be taken up in the negotiation table. Ultimately, the solution comes up as something political, and that’s where the two negotiating parties (govt and NPA/CPP/NDF, govt and MILF) haven’t agreed so far. I have high hopes, however, that they will soon come to terms as long as they keep talking for peaceful solutions.

    Mandirigma, your observation on what happens in the field re military operations jibes with my own. I lived in the war zone of Mindanao for many years, and heard those stories about our military inadequacy, not as a participant but as a keen observer and concerned citizen. That’s one reason why the Abu Sayyaf is still alive, although they have been on the run since 1995. But as you know, from another perspective, the rebellion is also what keep the corrupt military officials alive. It becomes a justification for their own, selfish being.

    I just don’t know how to deal with that modernization program for the military, when the hierarchy is as corrupt and rotten as Malacanan. No matter how much money and support you put in to the military org, it will just go to waste (read: pockets of corrupt generals). Clean it up first before we modernize the mil. institution, or install adequate safeguards to minimize the rampant “conversion” and “legal” money-making activities the officials are doing to hide their evil deeds.

    Am not in favor of Mindanao becoming another East Timor. Uncontrolled violence similar to East Timor will surely be fatal to both Muslims and Christians who live in Mindanao, and that’s what both the govt and MILF avoid going into. Even if the MILF gets what it really wants (“independence” and sovereignty), the problem will never stop, if the “new” Moro govt acts like another tyrant and oppressor.

    Obviously, the AFP corruption on ALL LEVELS was and continues to be part and parcel of the entire Mindanao problem.

    This is why I take PTZ’s argument as significant. I believe many of those so-called “rebels” may not even know the ideology they are fighting for. Very much similar to the Moros, who, for every relative who gets killed by the military or oppressed by the system, will almost surely take up arms against the govt. that they consider “enemy.”

    If we are to believe and respect that the constitution is the law of the land, them we must concede to the fact that there is only One Army legally established in accordance to the constitution. Any other armies are all illegal. NPA, Communist, MILF, Abu Sayaf and/or any others armies not sanction by the constitution must not exist. Yet, they only exarcebate the major political and social problems even more instead of uniting to stop the injustices and corruption in the Armed Forces of the Philippines. Army of One Million Warm Bodies with legitimate grievances against its own government is an approved and acceptable army of the people in accordance to the law of the land. Unless, Gloria the Rapist say so otherwise.

    Gloria the Rapist of the Constitution is the issue, the numero uno law breaker of the constitution, but it doesn’t mean we’ve to follow at her footsteps.

Government auditors and budget officials have found that there are weak controls over funds of the AFP, whether for modernization or not, such as those intended for peacekeeping forces or “Balikatan” exercises.”

    The MOST DANGEROUS area for graft & corruption to thrive in any country is in the military. If you have SHADY LEADERS with the likes of ESPERON being led by a GLORIA, the worms of graft & corruption, will continue to squirm into the institution, & it will suffer a terrible fate; a fate that may be beyond our minds.

    It is no wonder then why Philippine soldiers are easily dragged into politics. It is also no wonder then why the Philippines continues to fight one of Asia’s longest war against insurgency.

    Charging Nani Perez is easy and proceeding with the charge and convicting him is not. Sa palagay ko isa na naman pakulo o palabas ng Malacanang ito. They are eliminating one issue in preparation for the next election. So when people raise Perez’s issue, sasabihin ng mga taga-administration nasa Ombudsman na at bawal pag-usapan ang kaso. They would even brag and say “See? Walang palakasan sa administration ito. Idedemanda ang dapat idemanda.”. After the election, the case would be thrown in the Pasig River just like the many cases involving administration officials. Alam niyo bang isang tambak ang kaso ni Gov. Chavit Singson sa Ombudsman at kahit isa wala pang nangyari. Mark Jimenez has declared his support for Arroyo as soon as he returned from the US. Esperon will be retiring soon; Tolentino too… Joey Reyes will not be able to make it early enough as CSAFP coz of rule that says 1 yr is required for any candidate to become a major service commander or CSAFP but election time is election time; Gloria might use her fake “commander in chief” prerogative to extend any one of these genereals.

    Best is to retire all generals froù 74, 75 & even 76; not promote officers from 77, 78 and 79 either. Start selection from 80, there just might be hope that one of em may be honest enough to head the AFP after all, a colonel or captain (navy) is technically eligible for the CSAFP position.

    My niece is a dentist and her husband is a doctor. Five years ago, they asked us to help them obtain slots in any UK hospital – they were prepared to work as nurses.

    Hubby and I declined to do it. My nephew was lucky, is now involved with a hospital in Bulacan of which he is part owner. Both of them also teach in a univ called Baliwag (I think) Univ.

    Met a young doctor who was on a training (exchange program with PGH) here two years ago; he has since retruned to Manila.

    Could be a good idea to encourage doctors and nurses in Pinas to group together instead and set up hospitals where feasible. Obviously, they will need capital, that’s perhaps when our banks should come in after they are the biggest earners in the govt’s export labour scheme.

    ‘Katawa ka naman. Ate in Ilocano is “Manang”! Medyo nga lang masama ang connotation ng “Manang” sa Tagalog. Tawag doon sa mga hypocrite na uma-umaga nagsisimba pero pagkatapos magsimba, panay ang mura at plastik pa sa Manila ay “Manang!” In fact, I had that impression, and I hated people calling my mother when I was a kid as “Manang Mayang!” Pero wala palang masamang meaning iyon. 😛

    1. Respect for an elderly woman, aside from Lola or Tiyang, if you don’t know the person.
    2. What you call a very religious woman.
    3. What you call even a younger woman who could reason out like your mother, but it’s in jest or naughty gesture.

    Dahil bata pa si Chi, ayaw niyang matawag na manang kasi tatanda agad. Di ba Ate Chi?

    Karatig lalawigan namin ang Bicol provinces at doon, Manoy at Manay kumpara sa Ilocos provinces na Manang at Manong. Pero minsan, masama ang connotation kapag tinawag ka Manoy na medyo nakangiti. Masama rin kapag tinawagan ka ng Manay na nakangisi.

    Marami pang tao sa bundok Banahaw. Pero ang mga nandoon ay mga religious group. Tuwing semana santa, patuloy pa rin itong dinarayo ng mga nangingilin. Nandoon pa rin ang mga sumasampalataya kay Rizal at ibang katutubong sekta.

    I’m late getting back into the thread, just to say I take your point but by glancing into the Northern Ireland conflict allowed us to see that even with a well equipt and trained army, to wipe out the NPA by force is an impossible task. I bow to your personal experience in Belfast the closest I got to it was the newspaper reports.
    As Vic put it, the picture in the Inquirer of the AFP soldier shows the hopelessness of the situation, the valid question must be why are the commanders of the AFP doing it other than to generate funding from the US mainly for the AFP’s Generals pockets. Even the British government found the better solution was to talk and negotiate, which wasn’t easy because of politics being what it is.

    The main cause of blindness (62%) in the Philippines are Cataracts (2.4 M people), placing this condition as one of the immediate health concerns in the country since it is reversible & treatable.
    I’ve tried for two years to get support from the public sector to run a mobile medical clinic copying a very successful model. I’m just hissing in the wind!

    True – just like any civilized govt, the UK govt went to the negotiating table. If you really want to be technical about it, negotiations were made possible when Bill Clinton’s govt stepped in thus strongly discouraging American supporters and Irish rationalists (from Rep of Ireland) from contributing cash or whatever to IRA and in general, to the rebels’ war efforts in N Ireland.

    In that context, the Brits have experienced one of the longest running wars against terrorists in the civilized world and know from experience that at some point, “talking” is one way to gain ground towards peace.

    But it is also important to realize that had the “patriots” from the Republic of Ireland not been dissuaded from supporting the Northern Irish terrorists, peace talks could not have been possible.

    In the same manner, I do believe that foreign support for the CPP, even if they come only from the Maoist guys in Utrecht could seriously undermine the march to peace in Pinas. Pinas govt peaceniks must stop playing suckers – hold those talks with people who matter IN Pinas.

    It is my view that there’s no absolute guarantee that peace and prosperity could be achieved unless both govt and rebels sit down to iron out differences and set up goals, etc.

    There are social issues affecting the poverty-stricken population that clearly must be addressed. Corruption must be weeded out, etc. However, I refuse and do not subscribe to the CPP-NPA dogma of the violent overthrow of the Republic to effect that.

    As I’ve said, there can be NO parallel army in a Republic. Any armed group that seeks the overthrow of the Republic must be dealt with harshly.

    I might agree with regards the Aussies being able to supply certain things – but not all the things. Some Aussie industrialists have been the sources of rampant corruption in RP, most particularly with their stupid supplies of Catamarans to the Philippine Coast Guards. They have some good things to offer but aircraft is not their forté. Also, when it comes to FCS and guns, and even radio coms, they will have to turn to Europe (Brits) for authorization to sell to RP as 3rd party users.

    Realistically, at the end of the day, the US FMS could do a solid job of supplying decent hardware, particularly with aircraft but as in all defence related industries, RP will have to compare the goodies with what Europe can offer if only to get a better deal, i.e., night vision goggles, radio coms, radars, and even naval assets.

    I do not suggest getting anything from Israel as the AFP has been tempted to do before, costlier and maintenance quite a problem, besides anything from Israel will be considered a political dynamite.

    Poland and Chezch Republic should be forgotten. Turkey has a few things to offer mainly on mortars – your problem is industrial tie up with the Turks, they’re not always the best partners, quite unreliable.

    It might do AFP Pinas a world of good if they went into a JV with some of the defence companies in Malaysia which have earned their stars in terms of manufacture, i.e., radio coms and radars.

    Let’s put it this way – the US govt throught its military cannot be the source of generating of “funding” by our corrupt generals – NOT ANYMORE.

    Every SINGLE BIT of contribution, aid, help, in materiel or whatever that the US puts through its military efforts in Pinas is accounted for by the US military. US FMF FOR PINAS is COMPLETELY controlled, inventoried by the US military. Gone are the days when the US FMF provided for materiel in the Philippines in the form of cash that were lavishly spent by chiefs of staff AFP and their handlers at the DND.

    Eg., When the AFP borrows (for instance) a night vision goggle from the US military, IT MUST BE RETURNED.

    Today’s US FMF (funds) for Pinas are handled and spent by the US military themselves and no longer given “freely” to the AFP.

    Besides, the US FMF are spent on training, education, US military presence, medical assistance, etc. by the US military themselves. The funds are not used to buy materiel as such, hence the AFP generals CAN NOT generate “funds” any longer from the US.

    Our corrupt military officials have to get their illegal funds (because that’s what their cuts are called) from somewhere else.

    Anna, you’re right in that aspect. The AFP doesn’t have the opportunity to squander money out of the military hardware coming from the US, unlike before. But sometimes selling prt of that hardware becomes the only mode of getting cash out of it. Have you not heard of reports about AFP officers in the field selling ammos, even rifles, to the MILF? MILF commanders also brag about this, showing the goodies to newspapermen who would like to make a scoop.

    Thought I did but I do find it extremely hard to believe that a military officer would sell those things to their sworn enemies – I may be naive but that’s where I am but again, on second thought, I am prepared to believe corruption, rampant corruption on all levels in the AFP, corruption in whatever form.

    Anna, I think I read it in the old Trillanes website which posted his theses on AFP corruption that these night vision goggles were simply infrared binoculars and were not milspecs. Ditto with the helmets which were requisitioned as kevlar-made but the actual delivered items turned out to be Taiwan plastics. Are those the SWAG purchases you mentioned above? Under whose watch was it?

    Right! The night vision goggles were considered third rate milspecs and not the 2nd or 3rd generation thinggy they had put in their specs.

    Helmets acquired by the Philippine Marines were made during the time of Gloria’s ever-favorite General ‘Espi’ Espinoza that Admiral Wong, then FOIC and got him into an almost mutiny thinggy with them and for which Wong was sacked.

    The Swag purchases were made during the time of Admiral Hinco but the specs which had been drafted were rigged in favor of a local distributor of Taiwanese equipment (Again!)

  140. The Swag purchases, sorry, were made under Admiral de Leon but I don’t believe de Leon had a hand in it at all. The bidding specs were taken care of at the PN Bids and Awards Committee; the equipment procurement, let’s put it this way, was at the “localized level” of the Navy; the 250 million pesos funds that were used for the purchase ain’t that huge to warrant top intervention.

  141. Re: Bids for the night vision goggles were in two tranches if not three; the first was some 400 million pesos worth of equipment. The specs drawn up for the procurement were for top of the range (AFP specs were very good) and clearly, nothing wrong with the specs at all but during the bidding procedures, so many unseen hands jarred the AFP –
    and the bidding procedures were sort of waylaid to cater to the specs of a lower range of NVGs.

    The AFP had virtually announced the winner; clearly the top of the range met the specs and price – nothing irregular there but there was so much brouhaha so that triggered a revision of bidding procedures to favor the equipment with the inferior milspecs; the BAC decision got so messy so the procedures were re-hashed (a journalist was involved in the media onslaught against the winning bid!) and the inferior night vision goggle bid got through in the end.

    Dirty, dirty, messy, messy thinggy! It’s the end users who received a raw deal for the rigging.

Kapag tuloy-tuloy ang pakikialam ng Amerika doon, baka sumiklab ang gulo sa Africa. The reason for the US presence there is to catch some Al Queda terrorists. Iyan na naman ang dahilan. But we can’t blame the US completely for her desire to do something about the Somalia problem. Image building ang ginagawa ngayon ng US. After being unsuccessful in Iraq and Afghanistan, the US badly needs another place like Somalia to justify their superpower image.
