Harry Roque gets threats

harry-roque.jpgLawyer Harry Roque today got several text messages and a phone call threatening him and his family harm unless he stops lawyering for “destabilizers”.

One message gave a prize of P5 million for his head and gave a number to contact. We called up the number and it turned out to be the Public Affairs of the Philippine Army.

The first message which came at about 1 p.m. said “Dura lex sed lex. Our law maybe harsh bt it’s still our law. Not all the time u are lucky, ur end is near and ur family.”

After a while he got the second message:”Atty. Roque, RIP. Kami sa bagong hukbong bayan ay patuloy ang pagmanman sa mga ginagawa mong kataksilan sa bayan muli kaming magbabala to shut yor fishy mouth.”

A third and fourth messages came from cellphone numbers 0910-701-1941 with almost the same message: “To all interested persons: we are giving away P5 M / $100,000 as a reward for the capture of Harry Roque, dead or alive. Atty. Roque is a lawyer of terrorist communist grp in the Phils. A destabilizer insurgent, an anti-American. Caution: hes armed & dangerous. Any info on his whereabouts, pls call or text 117 or 09152546579.

We called up 09152546579 and a woman answered, “Public Affairs PA”. I asked what “PA” means and she replied, “Philippine Army.”

We talked with Maj. Ernesto Torres,Jr. spokesman of the Philippine Army and he denied having to do with any messages sent to Roque, whom he does not know.

Before the text messages came, Roque, has opposed the request for asylum of former Agriculture Undersecretary Jocelyn “Jocjoc” Bolante in the United States, got a call in his cellphone at about 10:am. A man which sounded like in his 50’s introduced himself as “Jun Santos”.

Roque said Santos warned him “Binabalaan namin kayo. Tumigil na kayo sa destabilization. Stop lawyering for destabilizers.”

When Roque asked with what group he belongs, the man said “Kabalikat ng Mamamayang Pilipino”. That’s KAMPI, the political party founded by Gloria Arroyo.

Roque, who is with the University of the Philippines’ Institute of International Legal Studies and is the counsel for the civil class suit against Mike Arroyo filed by journalists facing libel suits from him, suspects that the threat is from Malacañang.

Roque is also a member of the legal team helping rape complainant “Nicole” n the case against US serviceman Lance Corporal Daniel Smith.

Roque said he was startled at first by the threatening call and text messages. But “I do what I have to do,” he said.

  3. These are serious allegations, Ellen. Did the Public Affairs woman confirm the existence of the $100,000 reward for Harry Roque (who is a dear and personal friend that I’ve been helping myself on the Jocjoc Bolante case)?

    What do you think people should do about this information you have posted? How credible is it, what value should we place on it. I am concerned only for good man Harry, mind you.

Regarding this threat to Atty Harry Roque it seems that YesArms, as reported this week are tracking the wrong person in Garci, it seems that who they should be tracking is someone further up the chain of command. Capture that one and the shoe will be on the other foot. Law & order has to be brought under control, and quickly. If its left to the present mob of PNP & Justices to do their duties we are doomed. Anna just gave us an example of five murders that were solved within a week, solved meaning arrested and charged before a court of law, not just suspects.

    it is heartening to note that there are still people like harry roque who do what they have to do instead of what they were told to do. sometimes just telling the truth is heroic enough but doing something to find and defend the truth for me is more than heroic at a time like this.

  9. Looking at the names of all the personalities that have received these threats, is there a name in their private or business life where that name is percieved to be a problem and that name is a common denominator. Thats where the investigation starts.

  10. No doubt about that, Ellen. The threat comes from the Malacanang squatters, who know Roque has the power and ability to expose them. They think that without Roque, there will be no one else to continue the fight against this oppressive regime via legal means.

    What destabilization are they talking about when they are the destabilizers themselves. Utak criminal talaga!

    On the other hand, this is another tactic, no doubt, to weaken the resolve of Filipinos to try to remove the Great Switik, her husband and all the evil men working for them from their present positions by frightening then through threat, intimidation and harrassment.

    I have a feeling that these crooks are trying to create a situation to make their plan to declare Martial Law valid even when it is not necessary. They fear a similar defeat as that of Bush in last year’s election that is why they want to stop it by creating a state of chaos and anarchy.

    Nice try, Bansot! Bistado ka na! Give up ka na lang!

    To Atty Roque, we say, “Hindi ka nag-iisa!” God will protect you, we know. Dasal lang. And don’t stop the fight!

    Enough is enough. This oppression and abuses should be stopped. PATALSIKIN NA, NOW NA! ALIS DIYAN!

  11. I called up again and talked with Major Nestor Torres, spokesman of the Philippine Army and he said he doesn’t know Harry Roque. He denied having to do with any messages sent to Roque, much more a death threat.

    He said the number is known to many because they are a public affairs office.

    As for the Major of the PA office, did he explain how such call could be traced to their office? Could it be that they have a party line, something in fact unthinkable where I am based but very common in the Philippines?

    Backward pa rin ha? Panay kasi ang nakaw so that there is no money to be used for improvement of facilities and equipments in government offices there! Wala na bang katapusan?

    As far as international lawyers’ groups are concerned, I think Atty. Roque is fairly well-connected.

    He is actually not the only one who has received threats even from people who are bound by law to protect Filipinos like him. Judge Romy Capulong in fact received threats for being a lawyer of peasants striking at the Arroyo hacienda in Tarlac.

    Once when he was in Tokyo attending an international tribunal where he served as Chief Prosecutor, he got a call regarding some men in uniform looking for him complete with guns and all. Fortunately, he was abroad and they failed to take him with them. His fellow lawyers, pastors and priests in that strike were not so lucky, though!

    Natakot din yata iyong mga papatay sa kaniya when they found out that he had lots of international connections having served as judge in the International Court of Justice, and they would be disadvantaged by killing him.

    Parang “Conspiracy Theory,” di ba? It should be stopped by all means!

  23. Day after day there is a new incident whereby the rule of law is trampled on. It will only stop when the citizens of this republic remove this fake president and her rotten administration. There is nobody left to complain to, not the PNP, NBI, Congressmen, Judiciary, Bishops nobody at all.
    Its time for the people to wake up and put there house in order otherwise if they don’t, it will only become worse.

So, who says that the Creepy Switik is indispensible and the only one qualified to be president even when she should have been disqualified (no need for any impeachment in fact), arrested and prosecuted upon discovery and revelation of the Garci tapes!

    When we learned of the assassination attempt on his life, his lawyer friends in Japan immediately wrote a petition they submitted to the Japanese government and the International Court of Justice protesting against such barbaric act. I guess the Philippine ambassador was summoned by the Ministry of Foreign Affairs to explain about it.

    A lot many of the 800 victims of extrajudicial killings of this bogus regime are clergies of some independent churches, lawyers, journalists and even public officials sympathetic to the little people. So, who says they are Communists?
    I understand meron din mga Catholic priests and nuns ang nabubugbog but none has been reported killed as yet. Threats lang like the threats on the lives of the cardinal in Dagupan and Novaliches. I understand that those who are severey threatened are just removed from the Philippines to save them from being killed like a Catholic priest I know who ran a foundation funded by Erap’s charity.

    Frankly, despite the presence of Ka Roger, the bogey commie is a thing of the past. I know a lot many people who have received threats for doing good for their compatriots, but they are not communists, just plain and simple nationalists who have become activists.

    I take my hat off to them, for despite the threats, they still do what they feel they are God-driven and destined to do and suffer for them!

    Me? I am not a commie. I have never voted for the Communist Party of Japan. I support the Socialist Party of Japan because its head is a friend of mine, and the recently established Minshuto. I don’t like Karl Marx and Mao Tse Tung! I love Jesus Christ, the original socialist because He loves mankind!

    Threatening by whatever medium is a Criminal Offense, plain and simple and should be treated as one. It doesn’t matter if one’s has intention to carry the threat, but by threatening alone that person has committed an indictable offense. And the Police Authorities should initiate investigations right away, before any of these threats materialize.

    Let’s not immediately conclude that those threats were genuine. They could be hoax or from a prankster. Pero iba na siyempre ang nag-iingat. Philippine Army Public Information is not the unit that carries out this kind of threat. Either they are actually members of the Philippine Army or someone who just picked up a phone number from a military unit. The man who sounded like 50 years old might not be that old at all. Paano naman malalaman ang edad ng isang tao na hindi nakikita. Unless one reaches old age, hindi masyadong nagbabago ang boses ng isang tao. Iyan ang dahilan kung bakit maraming mang-aawit ang maganda pa rin ang boses paglipas ng maraming taon. Besides, it’s easy to change one’s voice either by faking it or using a gadget that can be bought at Magic stores. Sa palagay ko hindi tutoo. Nananakot lang. If some people or there are groups out to harm Atty. Roque, they would just do it without resorting to such repeated threats. Kung susunugin mo ang bahay ng kaibigan, sasabihin mo ba sa kanya nang “Hoy, susunugin ko ang bahay mo”. If you are stealing someone’s properties, would you tell him? Pero ganoon pa man, dapat siyang mag-ingat pati ang kanyang pamilya.

    Sorry po mali: “Kung susunugin mo ang bahay ng kaaway…” Isa pang anggulo ay baka mismong may ilan taga-opposition ang may pakana to increase the people’s hatred for Arroyo. Pasensiya na pero posible ito hindi ba? There could be some naughty minds who might even think Harry is planning to run for public office. Magandang strategy ito dahil malapit na naman ang election.     just a little comment on the msunderstandings here. in a way it is easier talking to somebody directly than writing because one can see each other’s face and not recorded.besides, one can always kiss and make up which is very ok specially if the protagonists are of the opposite sex.here in this blog one cannot be too onion skinned.

    “If Balikatan continues . . . it will [be] beneficial to the AFP because of the exchange of training,” Bacarro told reporters in Camp Aguinaldo.

    Traders bracing for 46 per dollar

    Local traders are bracing for a 46 per dollar peso rate this year as the currency hit a new six-year high of 48.915 on the first trading day of the new year mainly as a result of a flood of cash transfers from the huge overseas workforce.

    The peso closed at its strongest level of 48.915 per dollar, up from 49.03 at the end of 2006 when it rose 7.6 percent against the US unit.

    The peso’s previous strongest intra-day level was 48.900 to the dollar on March 23, 2001.

    “I think there’s still room for the peso to further appreciate toward the 48.50 level,” Banco de Oro market strategist Jonathan Ravelas said.

    The continued strength of the peso, although being boasted by Malacañang as sign of economic take-off, is actually hurting the export industry as the price of Philippine goods become uncompetitive compared with its Asian neighbors.

    Thailand, which is also experiencing a surge in the value of the baht, has imposed currency controls that requires a one-year lock up period for a certain percentage of hot funds brought into the country to put a break on the appreciation of its currency.

    Filipino-Chinese businessmen said the peso will likely hit 46 per dollar level this year following the expected increase in dollar remittance of overseas Filipino workers (OFWs) and foreign investments.

    Federation of Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII) president Francis Chua, however, said even at the 46 per dollar level of the peso, the business sector has nothing to worry about.

    He recalled that during the 1997 region-wide crisis, the peso was at parity with the Thai baht at 33 per dollar. The baht has remained at 30 per dollar until now so why are we complaining, Chua said.

    “Foreign funds are likely to continue flowing into the equities market (and) could further boost the peso,” Ravelas added.

    Bangko Sentral ng Pilipinas (BSP) Gov. Amando Tetangco said the rally would be sustained given the improving economy.

    “The economic fundamentals are looking good. I don’t see anything wrong with the peso as long as its (value is) market-determined,” he said.

    The BSP expects remittances to hit $14 billion this year, up from the $12 billion estimated for 2006, given a steady rise in the number of Filipinos working abroad.

    Chua said with the peso at 46 per dollar, businessmen should consider export operations involving mixed processing of raw materials, power and labor.

    Since the bulk of export requirements depends on imported raw materials, “(the appreciating peso) is not as serious as it looks,” he added.

    “If you are an importer, and the peso is strong, then the better for you, while if you are exporter you want a depreciating peso,” he explained.

    Most exporters import more for their raw materials with the strong peso, he said. “Businessmen will start having problems if they source most of their raw materials locally,” he added.

    In 2006, the peso appreciated by 10 percent, making it one of the best performing currencies in Asia.

    Your reasoning why gave a warning and not to do it is true to some case, but not all cases. In some case, like Atty. Roque, the party uttering the threats would like to see him stop his “crusading” or else, that could be a hoax or could be real, we want it stop and nobody wants to know of it could be real instead of hoax. Even if it is just a threat, a prankster, or a hoax, letting it go will only reflect the impotence of the Polica Authorities, who should take every threat to a person’s life very, very seriously.

    I recall, a lawyer representing the so-called “Al-Queda” family of Scarborough, a human right lawyer had to get off the case, when the Police can not trace the threats of his person. The lawyer suspected that it was coming from the intellegence community of a “foreign” country. It could be a hoax, but a case as serious as what Atty. Roque is handling and so was the other lawyer I mentioned, sometimes the desired result can be achieved.

    If the Army has a hand about these threats against Atty Roque, it is not the Public Affairs Office. It must be the ISG.

    To Atty Roque, be careful. The chief security officer of Makati mayor Binay among others took the threats lightly.

    thanks norpil, nice to hear from you again. mandirigma, well, after so many postings I was hoping you already knew where I’m based, but since you are asking, I always believe in answering queries towards me. I’m based in Scarborough, or Toronto, whichever people prefer between the two (used to be 6 cities, too many mayors) now known only as Toronto with only one mayor. It’s exactly halfway the world (far, far away). But because of the WWW or internet can have instant access to just about anywhere, and its lighting fast.

    Anyways, any threats that may come from intellegence community is very serious, as I mentioned in another thread, that even here where no case of political killings ever happened, a lawyer back out, upon suspecting that the threat to his safety was coming from intellegence source.

    What I post are not just my opinion but facts based on my own experience as police, court, bar association interpreter and paralegal, and information received from reliable sources. Since Japanese laws were promulgated under the supervision of the US occupation forces, I don’t suppose our laws are different from those of the Philippines unless the idiots there have changed them all to suit their personal needs, welfare and interests as the case may be now. I post here to share, not to impose my opinion on anyone.

    Thus, I find it offensive when someone here tries to be almighty and impose his distorted opinions on anybody, especially on me, for I am not an idiot! I have no cobwebs in my head the way a lot many social-climbers in the Philippines do and reflected in postings of those typified as “some langaw on top of a carabao.”

    Do I make myself clear? OK, now back to the issue of Harry Roque’s threat.

    Frankly, Ellen, I thought sane and intelligent Filipinos should support this courageous man. What he has done so far is very courageous and commendable. Dapat lang siyang pasalamatan hindi iyong may nanunuya pa. Worst was when someone insinuated that he was being paid big money for what he did re Bolate! Ipaparis pa sa mga Pidals! Susmaryosep!

    But so what kung binayaran siya? Dapat lang! Ano puro TY na lang ba? But he said, he has not received any renumeration. I believe him. I have met a lot many civic-conscious lawyers doing the same voluntary service, walang labis, walang kulang! KAHANGA-HANGA SIYA LALO NA NGAYONG PANAHON NA MAS MARAMI ANG GARAPAL AT GANID SA PILIPINAS!

    I pray that this experience will strengthen more Atty. Roque’s resolve to uphold truth and right. For that, I have faith that God will preserve him.

    All 2’s are afp staff offices doing more on “supervisionary and advisory” functions to the commanders. the intel works are being done by its operating arm. commanders of these operating arms are not necessarily the preference of the 2’s. they are handpicked by the commanders. thus, the 2’s may have no knowledge what its arms are doing since commanders can give orders directly to the operating units. to illustrate:
    J2 supervises isafp
    army G2 supervises isg
    navy N2 supervises nisf
    airforce A2 supervises aig

    i hope this illustration will clear some misconceptions about intel operations. by then, we can infere what group might be involved in some activities like the Atty Roque’s case. Again, if and only if, the afp had a hand in this.

    but the fact is, there is a threat. real or imaginary.

    I understand from the report of Ellen above that Atty. Roque received the threatening calls in his cellphone. The numbers of the callers are usually automatically saved in the phone that is why it is impossible for the call to come from the Public Affairs office of the Philippine Army if that phone has not been used for that call contrary to the allegation of the military major, who must be lying.

    As a lawyer, Atty. Roque may try to file formal complain through the bar association he is affiliated with. It is one way to stop this kind of extrajudicial killings. Or he can hire a veteran private detective to do the investigation, and then let an international body to prosecute the case para mapahiya si Creepy Switik even when we talk for a fact that she has no shame! Sabi nga ni Spartan at Magno, demonyo kasi ang pinaupo nila.

    On the other hand, matalino si Atty. Roque. He knows what he is doing. Si Romy Capulong nga, muntik-muntikan na rin, pero wala silang nagawa sa kaniya. Si Satur Ocampo, et al, ganoon din.

    May araw din iyan. Just watch and pray!!!

    When you work for the police, a keen observer and have an analytic, it is actually easy to catalog the criminal minds. I see a pattern in fact in some mails in this and other blogs of people who pretend to be in accord with the idea and purpose of this blog, but are actually here to monitor the bloggers and their posts in this blog.

    Worse is when they deliberately, consciously and otherwise try to create an atmosphere of hostility to stop the smooth flow of exchanges regardless of whether or not they are pros or cons. Frankly, I cannot care less about the inuendoes and deliberate goading to make me angry and sound stupid, especially when I can relate with the more sensible and sincere members of this community wishing for a better Philippines. May halo pang inggit ang mga ungas, the way I read it.

    I am not a psychologist. As a matter of fact, I am a trained historian and a linguist, but working for the police for more than a decade has afforded me the opportunity to learn how to read people and size them up. I can tell in fact when a criminal is really sick in the head or pretends to be crazy even when in fact, a sane person will and can never do such crimes especially when they profess to have faith in God. Problem with a lot many people in fact is that they worship God only with their lips as Christ had warned His disciples about the hypocrites.

    I can spot the Internet Brigaders of the creeps squatting at the palace by the murky river as a matter of fact no matter how much they clone their names and/or pretend to be die-hard anti-Bansot. There is in a noticeable pattern that I have mentioned to the barkada in a private exchange.

    I actually wonder if such individual is really and genuinely sick in the head for he can write like he is a different entity from one of the entities he blogs in. Minsan, babae pa siya. Amazing! Nakikipag-away pa sarili. Worse is when he/she even tries to goad someone like me to respond to him/her even when I have decided to ignore him/her. Sabi nga ni Alitaptap, KSP! To me, these entities must be sick in the head if they are not paid employees of the Malacanang squatters. I would rather call them as such, you know.

    At least, being connected with the police in Tokyo, I feel safe. I have asked in fact some police monitoring of my phone and Internet lines to play safe.

    Ikaw, ingat ka rin diyan sa Europe. I don’t know the efficiency of the Belgian police. I’m more familiar with the Scotland Yard.

    You bet, I am also praying for the safety of Atty. Roque regardless of whether or not this threat against him is a hoax and intended to rattle him and his family. He cannot afford to be complacent as a matter of fact. This goes true to all of us as a matter of fact.

    In my case, I only have my PCs to worry about. Just got a good spyware, malware and a virus buster. When I get cut off here, I know I have been bugged and my spyware get activated. I send the report to the authorities here to trace the intruder as a matter of fact.

  92. Some of you asked what happened to the death threat I got. I had it blottered at the NBI. I have heard nothing from there.

    I reported the threat to Yahoo. Yahoo said they cannot give me information on the Daniel Perez (the one who wrote the threat) because of their confidentiality policy. But they said they have blacklisted that email address.

    That’s all as of now.

  93. Yuko, the messages that Harry got came from different cell phones. The third and fourth came from cell phone no. 0910-701-1941.

    At the time we talked talked yesterday, harry’s cellphone was malfunctioning so the first two messages were erased together with the numbers where they came from. It’s a good thing he had already forwarded the messages to us.

    Alam mo Vic, maganda po ang idea niyo. The problem is cell phone users and sellers/dealers in the Philippines are very much different. Kaya nilang mag-magic. Unlike in the US and Canada, hindi strict sa Pilipinas. Once a cell phone is stolen, it’s immediately sold to second hand dealers which fix this phone and sell it. Walang control. Mas lalo nang walang enforcement of laws. Isa pa, mahina yata ang mga batas tungkol sa ganoon. I don’t know. Your idea might be good but whether it would work in the Philippines is another thing.
