We all know that Gloria Arroyo speaks with a forked tongue.
At the 71st anniversary of the Armed Forces of the Philippines she extolled the military under the leadership of AFP Chief Hermogenes Esperon: “You have pushed back vested interests, you have upheld military justice, you have maintained command discipline and rallied around the flag.”
Arroyo also said “Transparency is crucial.”
This is what she really meant:
“You have pushed back those who refused to protect my selfish interest. Those who were foolish to believe in what is stated in the Constitution that “No member of the military shall engage directly or indirectly in any partisan political activity, except to vote.” Look at General Esperon. Did you listen to the ”Hello Garci tapes?” He helped me big time. That’s why he is amply rewarded.
“Gen. Esperon has learned a lot from me. I have my own version of “rule of law” and Gen. Esperon has his own version of “military justice.” He charged those hard-headed officers with mutiny even if the preliminary trial investigation showed that their actions last February did not comprise mutiny.
“Rally behind me and you will also be richly rewarded. Look at retired Navy Chief Mateo Mayuga. He cleared military officials who helped in tampering election results in Mindanao in my favor. He kept secret what he found during his investigation and even said he will carry them to his grave. That’s what I meant by “transparency is crucial.” For that, I’m appointing him defense undersecretary and head of a task force on procurement.”
On the same occassion, Esperon Jr.vowed to put an end to military adventurism and affirmed the AFP’s resolve to be a “constitutionalist” organization.
“Foremost in our agenda is putting an end to adventurism and institutionalizing professionalism among our personnel,” said Esperon.
He also said, “”Our dedication to remain a constitutionalist AFP is combined with internal initiatives to make sure our soldiers are prepared to carry our immense responsibility.” Click here for Malaya story.

Mayuga was even described as the GOOD general in the Sundalo website at one point. But the smell of money and the promise of a higher position enticed him to throw out his values as a a soldier worthy of respect. It is now a rarity to find principled officers in the AFP. The few good ones are incarcerated while their corrupt and vulture higher officers are bashing in the limelight under the tiyanak’s leadership. HOW PATHETIC! The Department of Justice (DOJ) has cleared former election commissioner Virgilio Garcillano of lying and falsifying documents before a congressional inquiry to avoid prosecution in the May 2004 elections wiretap scandal.
In a 12-page resolution, Assistant Chief State Prosecutor Richard Anthony Fadullon said there is no probable cause to prosecute Garcillano for the 21 counts of perjury, or lying before a congressional inquiry.
Fadullon added the controversial former election official did not falsify his passport to make it appear that he did not leave the country at the height of the controversy linking him to the wiretap controversy last year.
Fadullon said it would be unfair to Garcillano “to answer for the charges filed against him, however sensational or scandalous the committed acts may be, where the reasonable probability of his guilt thereon has not been fairly established by the State.”
“In the same way, it would also be unfair for the State to spend for a useless trial of a case. In view of the foregoing, the above-entitled cases are hereby dismissed for lack of probable cause,” Fadullon said.

V. Garcillano has long been a free man. The court and the government can’t pin him down because doing so would harm the powers in Malacanang. You mentioned this Nani Perez…his case has been there pending for so long now. Ang lakas pa ng loob na tumakbo sa election noon buti na lang natalo. EXCERPTS: The man at the center of suspicions that President Macapagal-Arroyo stole the vote in the 2004 polls hopes that the dismissal by the Department of Justice of the perjury and falsification charges lodged against him by opposition lawmakers will finally bury the ghost of the controversial 2004 presidential election.
“Sana matapos na (I hope this will end),” former Election Commissioner Virgilio Garcillano told the Inquirer when reached by phone yesterday at his farm in Baungon, Bukidnon.
Garcillano is widely believed to be the man with whom Ms Arroyo was speaking in tapped phone conversations during the 2004 election period.
The conversations triggered accusations of poll fraud that almost brought down Ms Arroyo’s administration and that continue to hound her.
In a radio interview, Sec. Gonzalez explained he was not aware of the Garcillano decision. He said it was handled by his prosecutor. Anong klaseng dahilan at palusot ito? Sinong maniniwala na ang pagbasura ng complaint against Garcillano hindi niya utos? Tutoong staff o prosecutor niya ang humawak sa kaso pero may kinalaman siya sa resulta.
The way I look at it, the complaint would not prosper as long as Arroyo is in Malacanang and this Gonzalez is the Justice Secretary. The next step the complainant could do (Lacson and his group) is to file motion for reconsideration with DOJ and then motion to re-open the case with the Court of Appeals.
