Dapat kahapon nag-miting ang mga majority congressman at sinabi ni House Assistant Majority Leader Abraham “Baham” Mitra na sasabihin daw nila kay House Speaker Jose de Venecia na hindi pwedeng isulong ang Charter Change na wala ang Senado.
Bakit ngayon lang naiisip yan ni Mitra? Bakit hindi niya naiisip yan ng dalawang gabing magdamagan pinaglaban ng mga iilang minority congressman ang Constitution?
Nandoon si Mitra sa House session hall ng pinipilit nilang bastusin ang saligang batas. “Ginahasa” nga ang ginamit ng iba na salita. Nagsalita pa siya at nag-depensa sa kanilang ginawang pagyurak Con-Ass na hindi kasama ang Senado.
Nakaka-dismaya itong si Mitra. Bata pa naman, nawala na ang panindigan. Pati mga kaibigan ng kanyang tatay na si dating House Speaker Jose de Venecia ay nawalan ng gana sa kanya.
Wala siyang pinag-iba kay Rep. Dudut Jaworski, anak ng basketball player na si Robert Jaworski na nagging senador, na ngayon, kasama ng iba pang kongresista sa Metro Manila na kaalyado ng Malacañang, ay nagpahayag na gusto raw nila ituloy ang eleksyon sa Mayo 2007.
Bakit sila bumoto sa House Resolution 1450 na gumawa ng iligal na Con-Ass na mgka-kansel ng May 2007 election? Sabi nga ng kaptbahay naming, “Mga gago!”
Ito namang ULAP (Union of Local Authorities of the Philippines) ay nagpahayag na mas gusto raw nila ang Constitutional Convention. Nakakatawa talaga. I
Itong Ulap sa pangunguna ni Eric Aumentado, gubernador ng Bohol, kasama ang Sigaw ng Bayan ay ang gumawa ng pekeng People’s Initiative na binasura ng Supreme Court.
Alam naman natin na ang pakay ng pekeng People’s Initiative na pinunduhan ng Malacañang ay i- short cut ang proseso ng pagpalit ng Constitution dahil gusto nila hindi matuloy ang May 2004 election.
Gusto kasi ni Gloria Arroyo mapalitan ang Constitution para manatili siya sa kapangyarihan habang buhay. Takot siyang mawala sa kapangyarihan dahil sa pagbabayaran niya ang pandaraya, pagnanakaw at panloloko na kanyang ginawa.
Itong Constitutional Convention ay strategy lang ng Malacañang at ni JDV para maka-atras sila doon sa Con-Ass na sarili nilang kagagawan. Nakikita na nila ang galit ng tao. Sa takot nila, ay kung ano-ano pang panloloko ang kanilang ginagawa.
Sina Gloria Arroyo, JDV and ang kanilang mga kasamahan at nasadlak ngayon sa sarili nilang hukay. Kung ano-ano ngayong paraan ang iniisip para sila makaahon.
Papayagan ba ng taumbayan na makaka-ahon pa sila o hayaan na lang natin silang mabulok diyan? O tatabunan na lang kaya?

Sigaw to launch new ‘initiative’

A new wave of signature gathering for a second people’s initiative that will seek to abolish Congress and create a national assembly under a unicameral parliamentary government is about to be set in motion.
Sigaw ng Bayan, one of the main proponents of the people’s initiative to amend the 1987 Constitution, revealed yesterday that a new movement is being formed to start the signature gathering by next week.
Sigaw spokesman Raul Lambino said consultations were ongoing with multisectoral groups and the Union of Local Authorities of the Philippines, a co-petitioner of Sigaw in the people’s initiative case that the Supreme Court dismissed in October.
“The fight for people’s initiative is not over. We will launch the second wave of signature gathering to dismantle the gridlock between the two Houses of Congress that is a major stumbling block to the country’s economic growth,” Lambino told The STAR.”

Solon’s vehicle explodes; police rule out bomb

THE CAR of Pasig Representative Robert “Dodot” Jaworski Jr, exploded while cruising along the C-5 highway in Pasig City early Tuesday afternoon, police officials said.
The Toyota Innova, with Jaworski on board, exploded at around 1 p.m., they said.
There were no reported injuries, said Chief Superintendent Luizo Ticman, Eastern Police District commander in a phone interview.
“Apparently, there was no bomb. There was faulty something in the vehicle,” Metro Manila police commander Director Reynaldo Varilla told reporters in Camp Crame.
“There were no injuries,” Varilla said.
The officials could not give additional details.

FORMER senator and labor leader Ernesto Herrera has called for an autonomous Constitutional Convention(con-con) whose delegates would be chosen by the people in a special direct balloting to be held simultaneously with the May 10,2007 mid-term elections.

“A con-con is definitely the path of least resistance when it comes to charter reform,” said Herrera, secretary general of the Trade Union Congress of the Philippines.
Herrera, however, said that in order to prevent a “backdoor” constituent assembly (con-ass), incumbent members of the House of Representatives and their relatives within the fourth degree of consanguinity or affinity should be expressly barred from running con-con delegates.
Herrera said all the House members now holding office and their relatives should be disqualified from aspiring as con-con members, regardless whether the legislator is currently serving the first, second or third term in office.
“Congress could conceivably instantly pass a measure calling for a con-con. This is perfect doable,” said Herrera who served in the Senate for 12 years.
Critics have accused the pro-administration members of the House of driving Congress to convene into a con-ass to amend the Constitution so they could have their term limits lifted and stay in office longer.
“If the House is truly after genuine and meaningful Charter reform, then(House) leaders should stop paying lip service to a con-con and pass forthwith a measure calling for it,” Herrera pointed out.
Speaker Jose de Venecia Jr. on Saturday declared that “the House itself is prepared to produce at least two-thirds vote for a con-con.”
“If that is the case, then the House should pass the measure now, so the people, and of course the Senate, can thoroughly inspect the provisions, and decide for themselves whether or not to support it,” Herrera said.
Herrera warned that the House members, in the measure, should allow themselves or their relatives to run as con-con delegates, “then there is no way they can get the people to support Charter reform.”
“A con-con is the most cost-effective solution to decisively break the Senate-House impasse over Charter reform and enable the country to move forward,” the former senator added.
According to him, “a truly independent and deliberative body such as a con-con would be in the best position to draw up with proposed amendments that are genuinely in the national interest,” not Congress convening into a con-ass or a purported people’s initiative.
Article 17, Section 3 of the 1987 Constitution provides that: “Congress may, by a vote of two-thirds of all its members, call a Constitutional Convention, or by a majority vote of all its members of all its members, submit to the electorate the question of calling such a convention.”

Palace slams surveys anew, says GMA shuns “popularity”

Being consistent apparently is the better part of going visibly ballistic over a recent independent survey showing the people’s dissatisfaction with Gloria Arroyo as President.
Responding to the -13 net satisfaction rating obtained by the Chief Executive in the latest Social Weather Stations (SWS) survey conducted Nov. 24 to 29 of this
year, Malacañang yesterday said the presidency is a contest of performance, not popularity. It was noted that the same refrain was hummed by the Palace in reaction to earlier independent surveys particularly by the SWS and Pulse Asia also showing plunges in Mrs. Arroyo’s satisfaction ratings. It was however shown that it was precisely the President’s performance that the respondents were dissatified with.
Before the latest SWS survey, the President had obtained a -13 net satisfaction rating in the third quarter survey also conducted by the same agency.
Press Secretary Ignacio Bunye and concurrent presidential spokesman said they are leaving to other politicians the craving for popularity, adding Mrs. Arroyo is more concerned with her perfomance on the job specifically if it benefits the public.
According to Bunye, the President is engaged in a “contest of performance” and hopes that the government’s gains would be appreciated by the public soon.
“We are not engaged in a popularity contest but in a contest of performance for the benefit of the people. Our gains speak for themselves and although they may not be immediately appreciated by many of the people, we are not taking this against the public, considering the flak we are also taking for fighting for change,” the Arroyo aide said.
Satisfaction ratings are seen as a measure of popularity.
“President Arroyo wants to make a contribution to the future of the Philippines despite the ups and downs… and we believe that she is succeeding in this regard,” Bunye said.
Executive Secretary Eduardo Ermita, for his part, also yesterday said during a radio interview that Malacañang has learned to be insensitive to every survey critical of Mrs. Arroyo.
Ermita added they belittle negative surveys because what is important for them is the supposedly booming economy of the country.
He described such surveys as unproductive in relation to planned reforms of the Arroyo government.
