Serge Osmeña sa bagong alok nina House Speaker Jose de Venecia ng Constitutional Convention nang makita nilang nanggalaiti na ang taumbayan sa galit sa ginawa nilang pagyurak sa Constitution noong isang linggo: “After the Dirty House rapes the nation, it now proposes marriage!” (Pagkatapos gahasain ang bayan, ngayon nag-aalok ng kasal!)
Nakita kaagad ni Senate President Manuel Villar ang patibong. “Wala silang karapatang magbigay ng deadline sa amin,” sabi ni Villar sa binigay ni De Venecia na 72 hours simula Lunes.
Natawa na lang si Senate Minority Leader Aquilino Pimentel: “iIipin mo, ang commander ng talunan na army ay nagbibigay ng deadline at kundisyunes na ang mga nanalong taumbayan ay dapat mag surrender sa loob ng 72 oras!”
Nakakatawa, di ba?
Sabi naman ng mag-inang Estrada, sina Loi at Jinggoy, “Ito ay kalait-lait at nakakababang tangka sa political blackmail!”
Kaya tama lang ang ginawa ni R.C. Constantino Jr. kahapon sa press conference ni House Speaker Jose de Venecia sa Dusit Hotel kung saan ipinamukha niya sa mga nakahilerang congressmen ang tingin ng mga tao sa kanila.
Katatapos lang ni JDV magbigay ng kanyang statement na ina-atras na ang Con-Ass na kanilang minadali noong isang Linggo nang tumayo si RC. Nakangiti pa ang mga congressman nang buong tapang na sinabi ni RC, “Gusto ko sabihin sa inyo na ako ay kinikilabutan sa inyong pinagkasunduang gawain. Wala kayong kaprinsipyo-prinsipyo kaya wala kayong hiya.”
Gulantang ang mga nakahilerang congressman na kinabibilangan ni Prospero Pichay, Gilbert Teodoro, Luis Villafuerte, Prospero Nograles, Salacnib Baterina, Eric Singson. Mga 25 sila doon.
Puntahan na sa harap ni RC ang mga photographer at TV camera men para kuhaan ng litrato si RC habang tintulak ng nga security staff.
Habang hinihila si RC, sumisigaw siya ng “Mga rapist !”.Tinapunan ni Vic Agustin, kolumnista ng Philippine Daily Inquirer ng tubig.
Nang maka-usap ko si RC sa labas ng conference room, hindi nga raw niya napansin ang tubig dahil sa kaguluhan. At hindi napansin sa kanyang damit na itim. (Si Vic Agustin naman naka puti.)
Ang mukhang basing sisiw talaga ay si JDV kahit ano pang palusot ang gawin niya. Sabi niya meeting raw sila kahapon para mag-isip pa raw ng ibang alternatibo dahil ayaw ng Senado sumali sa kanilang Con-Ass.
At dahil sa gusto raw ng mga Obispo katoliko ay Constitutional Convention, gagawa raw sila ng resolution para mag-convene ng Con-Con at ang eleksyon raw ng mga miyembro ay isabay sa regular election sa Mayo 2007.
Tinanong ko kung bakit ngayon lang nila naisip makinig sa sinabi ng Obispo samantalang matagal ng sinabi yun, napakahabi ng sinabi na wala akong maintindihan.
Ang totoo na ayaw nila aminin ay natakot sila, kasama na si Gloria Arroyo nang nagpasabi ang Iglesia ni Kristo na sasama na sila mga protesta laban sa Con-Ass.
Sinabihan rin si Arroyo ng kanyang mga adviser na tagilid sila sa lakas ng naka-ambang protesta sa susunod na linggo at ito ay maari niyang ika-bagsak.
Nang unang kausapin ni Arroyo si JDV, ayaw niyang iurong ang kanyang Con-Ass. Ngunit nang sabihin ni Arroyo na magsasalita siya na hindi niya sinusuportahan ang Con-Ass, napilitan si JDV dahil malaking sampal yun sa kanya. At hindi niya ito maisulong na walang suporta si Arroyo.
Itong Con-Con ay palusot na lang para hindi naman masyadong nakakahiya.

The point is not whether this constitution should be changed or not. Rather that it should not be amended undedr the watch of Gloria and JDV and his congressmen. President Macapagal-Arroyo had instructed her political affairs adviser Gabriel Claudio on Friday to “order” the lawmakers allied with her to drop the constituent assembly (Con-ass) as a means of changing the Constitution, Executive Secretary Eduardo Ermita said yesterday. The President’s sudden withdrawal of support for Con-ass in the face of mounting opposition from Church and local government leaders appeared to have left her Cabinet in disarray.
2. Ulap changes tune. A group that engineered the move to change the Constitution through a people’s initiative—and that was known for its loyalty to President Macapagal-Arroyo—seemed to be singing a different tune yesterday. Now, they are supporting the holding of a constitutional convention (Con-con) as a method for changing the Charter.
Hindi nagbigay ng deadline like what JDV did. Ingat tayo, baka mga patibong or trap nga ito.
Now that the rally has been moved to Sunday, expect fewer numbers. Why? Because most of the religious groups have their Sunday church services and obligations. On the part of INC, members don’t miss their worship services which are held Sundays and even Saturdays depending on the size of locales. Why did Pagcor book the place on Friday of all days? Keep a very close watch on Malacanang’s tricks and moves lest we regret.

My thanks to Congressman Bienvenido Abante and the House Committee on Human Rights for inviting me to share a few thoughts in celebration of International Human Rights Day.
Human rights has everything to do with respect. Respect for the rule of law. Respect for the basic rights of persons by the state and its agents. But respect must proceed from a tolerance of those with differing, even opposing, views and perspectives.
Having said that, I must admit that I was a bit perplexed when I received the invitation to address this gathering. Why would a person presently charged with rebellion by the present dispensation be invited to share his thoughts in this establishment institution? But I am not complaining.
I will not talk about the seemingly never-ending extra-judicial killings, agents of this government have perpetrated with impunity. I will not talk about the attempts of this government to thwart investigative inquiries by the Senate through its exercise of EO 464. Neither will I talk about how this government tried to stifle dissent by the use of CPR. Nor will I touch on the implications to democracy of Proclamation 1017.
This is an an opportunity to share with you a very personal experience of mine. I am not going to talk about the nature of the case against me, that is for the lawyers to handle. I will, however, comment on the state’s conduct in this matter.
Every accused person has the right to be informed of the specifications of the charges lodged against him. At the first hearing, the Department of Justice prosecution panel was unable or unwilling to deliver a bill of particulars. And yet it demands that the accused — all 49 of us — submit a counter-affidavit. To what? Our lawyers asked!? At the second hearing the DOJ panel claimed it had a “new” complaint-affidavit but the complainants categorically refused to give the accused copies of the same. Incredible and preposterous, I know. But sadly, true.
This government’s heavy-handed manner in displaying their brazen and wanton disregard of the simplest requirements of the law continues to amaze us.
If their attitude towards due process and the rule of law is so cavalier, how can their view of basic human rights be any different. Given the growing numbers of progressive individuals and journalists being killed, how can any other conclusion be drawn. Let me end by reiterating my statement last November 13 after the first rebellion hearing at the DOJ:
“The government’s tactics of intimidation and lies can only succeed if we allow ourselves to be cowed. I have no intention of being a fugitive from the usurpers of power. The only way to combat their menace is through defiance.
“The utterly corrupt, completely incompetent and totally illegitimate government of Gloria Macapagal Arroyo whose power does not emanate from the people does not have the moral right to expect obedience from the people. It does not have the integrity to command the respect of the citizenry. And, most of all, my stand is that a regime that has usurped power has no right to charge anyone who questions its legitimacy with rebellion.”
You may not share my view on the legitimacy of this government, so let me ask you this instead: will you then share responsibility for this government’s actions? Who does?

Iglesia visit to Palace doomed Cha-cha bid
A visit Friday night by four top officials of the Iglesia ni Cristo was the straw that broke Malacañang’s back on the issue of Charter change, according to administration and opposition sources.
The four INC officials, according to the sources who sought anonymity, met with President Arroyo and Chief of Staff Michael Defensor.
“It was a cordial but blunt discussion,” said an administration source that refused to be identified because he was not cleared to discuss the issue.
The source said the appointment was coursed through Defensor. The chief of staff, the source added, was among the President’s aides that had raised some questions on the con-ass.
Cabinet Secretary Ricardo Saludo said he did not know of the Friday meeting.
A senior member of the House opposition coalition also confirmed the reported visit and Defensor’s role.
“They told her to back off,” the source said. “She agreed.”
The administration source would not reveal the President’s reaction but said, “look at today’s events and use that as a gauge.”
The same source also confirmed that Malacañang had earlier tried to mollify irate Catholic bishops and El Shaddai leader Mike Velarde. Both groups have threatened to bring hundreds of thousands of protesters to the Luneta on December 15.
The Palace was rebuffed, the administration source acknowledged. The reaction was “very terse, very negative,” he added.
If the church leadership believes that tiyanak will back off from this con-ass/con-con, the Philippines is really fucked up! Sorry but this regime does not deserve an ounce of respect! GMA might be showing sensitivity to what the church is saying? What church? If it’s the Catholic Church or JIL, she doesn’t care. As presented above, it was INC that compelled her to agree. Is INC really sincere in stopping the Cha-Cha or Con-Ass? Not 100% sincere, I think. If they were, they would have warned GMA much earlier. INC wants the rallies not to continue. By backing off, INC thinks the protests might die down a bit. The month of December is very important to INC. It’s one of the most important occasions of this church. They call it “Annual Thanksgiving”. Members set aside their monetary offerings for the whole year starting January. These then are made as Thanksgiving offerings in December. Each locale or congregation has its own schedule. This is being done not only in the Philippines but world wide. Therefore, INC wants to avoid chaos in the streets since such rallies would affect their church activities this month.
Nelbar, although Pampanga is the first ecclesiastical district of INC, the first chapel was in Punta, Sta. Ana. Many INC Capampangan dislike GMA. INC growth is very impressive. It has locales or congregations in almost 80 countries outside of the Philippines even reaching South Africa and Latin America. Members include more than 100 different nationalities. I like their doctrines except two: Their believe that Jesus is only a Man not God, and complete submission to one man, Manalo. Other than these, I find their members to be very disciplined and united. While we have seen and heard of our own Catholics fighting and killing one another, I still have to hear one INC member being harmed or killed by another member. Their love of brotherhood is the envy of others.
Furthermore Nelbar, don’t you know that their members are not even allowed to sue one another in court? And they don’t celebrate Christmas? Weird uh…but that’s their beliefs. And I’m not to judge them but have to respect them. Of course there are also good churches like LDS whose members are also very disciplined. I’m just surprised that LDS members don’t drink coffee or even soft drink…no caffeine. Yet, I’m told they own or have stocks at Coca-Cola; Los Angeles Times, large department store Macy’s and JCPenny (?) in California, USA. The Jehova’s Witness is another unique group. They don’t eat blood like the INC including blood tranfusion; don’t celebrate Christmas and even birthdays…don’t believe in Trinity too.
Sorry to be discussing different religions. Such topics have become relevant to today’s political events. So, it would help to connect the two.

I think it’s true and I’ll explain on what I know. But first, I’m not an INC member.
Umugong na Friday pa lamang, may usapan nang urong na ang cha-cha upon the prodding of the INC and the ULAP officials who were present in that meeting. JDV was adamant but agreed to drop the con-ass. Yet on Saturday he issued the statement that they are now for con-con but giving the senators 72 hours deadline on the matter or else, tuloy pa rin ang con-ass. Ayaw talagang sumuko ni JDV. It gave us the impression na captive ni JDV si GMA dahil pagliligtas sa kanya sa impeachment cases. Back to the INC and ULAP.
We all know that ULAP is the umbrella organization of all local government officials. The political life of most of the Congressmen, Governors, Board Members, Mayors, Vice Mayors, Councilors, Barangay Chairman and Councilmen are in one way or another tied to the INC votes. Some of you may counter that it is not so, but I say most, not all. INC votes is the swing vote in the local elections. In the national elections, there are who were elected without INC support, but still they courted the INC votes because is one reality in Philippine politics if you are seeking an elective position.
INC followers are everywhere and disciplined. They have a vast the monitoring system and information is coming directly from their people, culled and sent to Central. Alam nila kung sino ang may simpatiya sa kanilang sekta, ang kumakalaban at sinong pwedeng suportahan sa anumang uri ng election. Marami pang detalye saka na yong iba.
Ang tantya ko, si Ka Erdie ay sangayon sa isipan ng ibang lider ng sekta na dapat, ang pag-amienda ng saligang batas ay ayon sa batas. Sa pamamagitan ng Con-Con at aprubadong both House and Senate. Sinabihan ng INC si GMA na halimbawa ay maluto ng Kamara ang bagong konstitusyon sa CON-ASS at ipasa ito sa taong bayan for referendum, hindi nila susuportahan. Matatalo ito. Meaning, walang saysay ang gagawin ng Kamara na solo flight sila. At sa pagkatalo, damay ang mga nakaupong opisyales from Congressman to the lowly Barangay councilman.
If there are some who doubt this scenario, anybody can go to your Mayor and ask about it. If he’s popular and with clean record in his governance, he’s an exception. But still, even the most popular Mayor or Governor is lining up in Central to get the blessing of Ka Erdie come election time. I repeat, INC votes is always a swing vote because of their block voting. Alam ito GMA that’s she order to drop the con-ass. Her minions are now in disarray, the report says.
If this is just one of their palabas, we don’t know.

Joeseg, if you read today’s news, GMA’s Palace aides now claim that Gloria never ordered the House to back off from Con-Ass. Well, everyone knows that JDV and his House pigs would not act without Malacanang’s blessing. GMA’s aides are now saying this just to save their fake boss’s face. Likewise, INC might have reminded Malacanang not to talk too much about Gloria’s ordering the backing off because INC doesn’t want to appear to be the one influencing and controlling Palace decisions. INC has always been very sensitive about public perception.
Nelbar, I think GMA is not exactly scared of INC. She just owes this church a deep gratitude. Had it not for INC, the first impeachment against her would have prospered. INC supported her from Senator to President. Her best cabinet member Mike Defensor is very close to the INC leadership. Defensor is her emissary to INC. Election would most likely continue next year; and GMA needs INC’s support. INC could have promised her something in exchange for her Con-Ass withdrawal such as INC’s support of her senatorial candidates. If GMA remains obedient to Manalo, INC might again support half of the opposition and then the other half the administration.
Mr. Rivera, you asked why INC had to talk to GMA. Well, the four officials who went to see her were top officials not the elder or younger Manalo. Bishop Manalo never makes the first move to speak to anyone; not even the highest person of the land. When Manalo was still upset with Gloria, he snubbed her many times when she dropped by the INC Temple to have an audience with him. The most that she could meet was his son, the successor, Edward Manalo.
INC rejects the Cha-Cha or Con-Ass simple because INC wants the election. It is on election when Manalo’s ego expands. INC votes are the most sought after by most politicians. In a tight contest, INC votes could prove to be the swing vote and this was proven many times in the past. El Shaddai tries to follow INC; but the former cannot command a real honest loyalty and obedience from their members unlike the INC whose members are always ready to defend and die for their church.

If we analyse what has been said and done since Friday evening, it appears that its said that four officials of the INC had a meetimg with GMA, Defensor and others. We are told to believe that the INC told GMA in no uncertain terms to back down. What we know for sure because it was seen on TV that JDV and his group of congressmen the following morning didn’t back off, the fact is that they gave the ultimatum to the Senators 72 hours as from Monday to join the congressmen with their evil plan or they would continue without the Senators.
Is this backing off I don’t think so. Why is all the secrecy in who these four officials from the INC are. What will these four officials from the INC do about it then?
The Administration are full of secrets, and it seems that these “four Officials” are no better than them!
Ever wonder why INC did not support JDV in his last presidential bid? JDV will claim he’s close to INC leadership but it is on the contrary. JDV’s relationship with INC started way back during Marcos time. As member and leader of then powerful KBL Party, JDV had the chance to mingle with INC’s top leadership. But it doesn’t mean INC likes this shit.
JDV and his gang could not abrubly turned around the next day after INC officials’ visit to Malacanang. It would be too obvious. So, he chose Con-Con as a cover up. INC used to be very much persecuted and humiliated during its infant stage. Today, non-members and even detractors are cautious not to insult or malign the church’s good name. INC has hit squads all over the country. These hit squads are mostly composed of retired and active police and soldiers. Try harming one member especially if he or she is an officer of the church like a choir member or deacon. The whole group is going to gang up on you. Do I agree with this fanatical practice? Of course not. I’m just telling you guys that from being persecuted, INC is now feared.

Inyeresting what you have to say about INC supporting GMA from Senator through to President, so what your saying is that the INC was a big factor in assisting GMA. Therefore it follows that they have some responsibility for placing a liar and thief in charge of this country. Now! what do they intend to do to help remove her?
You need to learn and focus on what I say, pal. Did I ever say INC was right in supporting Gloria in her political career? Check my previous postings and you would read that I said INC was partly if not mainly to be blamed for GMA’s rise in power. And my recent postings were full of suggestions to INC that they now remove her from office.
At issue is not whether or not INC is right in supporting Gloria. INC supported Marcos who was described as cruel and dictator. INC supported Erap who was an open womanizer, drunkard and gambler. It’s not choosing the lesser evil. INC has the policy of supporting those who don’t hinder the church’s day to day activities and worship.
Whether or not INC benefits materially behind the scene like what Bro. Mike Velarde got, it’s besides the point. Why did INC not support Cory? One reason was the Hacienda Luisita incident wherein thousands of INC members were driven away. That maltreatment against INC members remained in Manalo’s memory until this day. I mentioned that INC makes good its threat or warning. A case in point was Manalo’s ultimatum given to FPJ and Lacson to reconcile. Manalo asked and hoped that one of them move down to vice president or else INC would support GMA. FPJ and Lacson were stubborn and refused to yield. So, Manalo has no choice but to switch to Arroyo at the last minute.

GMA “saddened” by int’l graft watchdog report—Palace

President Arroyo was apparently disheartened by the findings that came out of a survey released in a report by the Transparency International (TI), which virtually said her administration had failed in the area of curbing corruption, and that lawmakers and the police also under her administration were perceived as the most corrupt.
In an interview, Executive Secretary Eduardo Ermita told the media that Mrs. Arroyo felt frustrated over the TI’s report because she had been exerting efforts to curb corruptions.
“If you are the President, of course you would not feel very well, especially if an organization outside of the country came out with such reports. But when you are a national leader, much more our President, it is not so much about popularity that we are after, even if we want that, you would want that a President is a leader that would do her thing and therefore institute measures to prevent corruption from spreading,” Ermita said.
He said the TI obviously failed to check on the measures put in place by the Arroyo government to address corruption in public office.
“The President has placed agencies to address corruption. We have the Presidential Anti-Graft Commission, there is the Office of the Ombudsman, and others. We (also) have the Commission on Human Rights…,” he said in stressing his point.
Ermita moreover shrugged off the TI report, saying it was merely its own perception of the status of graft in the Philippine government.
“Well, let’s just say that’s only their perception. Everyone is free to make their own opinion about a certain issue. But definitely a country such as ours is trying to maintain the ability to be able to keep its ship of state upright and going in the direction in spite of rough seas,” he said.
In its “Global Corruption Barometer 2006” survey, TI said it was found that Philippine police, legislators, revenue agencies and political parties obtained dismal scores, or just a point shy of the rating for “extremely corrupt.”
According to the survey results released last Dec. 7, TI said corruption is “widespread outside Europe and North America,” and that police authorities are the most often bribed.
In its survey this year, the fourth of such, TI said it interviewed 59,661 persons in 62 low, middle and high-income countries.
The survey was conducted on behalf of TI by Gallup International, as part of its Voice of the People Survey, between July and September 2006.
In the TI survey, 16 percent of respondents who have had transactions in the Philippines reported paying a bribe in the last year, while 84 percent said they did not.
The Philippines ranked second in the Asia-Pacific region behind Indonesia (18 percent). India was third (12 percent) and Thailand was fourth (10 percent).
When asked about government actions in the fight against corruption, 31 percent of respondents said they found it “not efficient” while 24 percent said the government “actually encourages it.”
To make matters worse, another 23 percent said the Philippine government “does not fight it at all,” while only 13 percent ranked it as “efficient” and only eight percent ranked it “very efficient.”
When asked about the impact of corruption on various sectors in the Philippines, the police and the legislature were rated as most affected by corruption.
Next to them, the taxation services and political parties received the second lowest ratings.
The scale marks zero as “not at all corrupt,” and 5 as “extremely corrupt.”
Respondents for the Philippines gave the legislature and police a 3.9 rating, or a just one point shy of being “extremely corrupt.”
Other sectors of government received the following ratings: taxation, 3.7; political parties, 3.5; military, 3.4; legal system, 3.4; business, 3.2; registry and permit services, 3.2; education, 3.0; Utilities, 2.9; medical services, 2.9; non-government organizations, 2.6; media, 2.5; and religious sector, 2.1.
Using the same scale, the respondents said corruption affects political life, business environment and personal/family life, with a score of 3.4.
In the same TI survey, the Philippines was listed among 17 countries where between 16 to 40 percent of respondents reported having paid a bribe in the last 12 months.
As well, the cluster included Bolivia, Congo-Brazzaville, Czech Republic, Dominican Republic, Greece, Indonesia, Kenya, Mexico, Moldova, Nigeria, Paraguay, Peru, Romania, Senegal, Ukraine and Venezuela.
Meanwhile, between 51 to 70 percent of respondents believe corruption has affected political life in the Philippines and 28 other countries “to a large extent.”
These other countries include Albania, Argentina, Bulgaria, Chile, Croatia, France, Gabon, Hong Kong, Indonesia, Israel, Italy, Kenya, Macedonia, Mexico, Nigeria, Peru, Paraguay, Poland, Portugal, Romania, South Africa, Russia, Senegal, Spain, Turkey, UK, Ukraine, and US.
The TI survey also discerned that in most countries, government performance in the fight against corruption is regarded to be not adequate.
“People around the world tend to be very negative about their government’s attempt to fight corruption. Only one in five surveyed worldwide think that their government is effective to some degree in fighting corruption; nearly two in five say the government is ‘not effective’ in its anti-corruption work.
“One in six surveyed globally thinks that their government actually encourages corruption rather than fighting it,” it said.
