Esperon furious over leak

Exposed to have overruled the recommendation of the panel that conducted pre-trial investigation on the failed February 2006 coup, AFP Chief Hermogenes Esperon wants to know who leaked a copy of the report to media.

“He is furious. He wants everybody investigated,” a Malaya source said.

We got an unsigned copy of the PTI report by Col. Al Perreras, Maj.Erwin Victoriano Machica and Maj. Agustin Matavia last Monday which we posted here.

Esperon said: “I must tell you that the PTI report is a signed report and there is only one copy of that original report, it is with me, and I have turned that over to the judge advocate general so anything that you see in the Internet is not the PTI report.”

Perreras, in his PTI report, recommended the dismissal of the charge of mutiny against 38 officers that allegedly participated in the Feb. 2006 coup attempt as “lack of factual and legal bases.”

The panel also recommended trial by court martial of the 38 for Conduct Unbecoming of an Officer and a Gentleman.

Esperon had ordered trial by court martial for mutiny 30 officers led by Maj. General Renato Miranda and Brig. Gen. Danilo Lim. He ordered the dropping of charges against 8 officers.

Sources said Esperon expressed “displeasure” over Perreras’ PTI report dated Oct. 25. He ordered his staff judge advocate, Col. Pedro Davila to review it. Davila sustained Perreras recommendation in his pre-trial advice (PTA) which displeased Esperon even more.

“It was Judge Advocate General (Col.Nemesio) Dabal who signed the report Esperon wanted,” the source said.

“There are two reports that came in to me. One is the pretrial investigation report of the pretrial (investigation) panel and the other one is the pretrial advice of my staff judge advocate. They (PTI and PTA reports) are the basis for my decisions in directing the court martial of the 30 officers,” Esperon said.

Esperon refused to make public any of the reports which were supposed to be the basis for his order.

Asked if the PTI panel indeed recommended to him the dropping of the mutiny charges against the officers, Esperon said: “I will not comment on the contents of the PTI report and the PTA. I will not tell you the contents. Suffice it to say that they are my references. Whatever are their contents, they served as my references in arriving at my decisions.”

“I do not have to abide by the PTI report and by the PTA. They are my basis (in coming up with the decision). I could refer to them as my basis for my decisions,” he said.

Reporters asked Davila if he upheld the recommendation of the PTI in his pretrial advice,he replied, “That’s confidential. That’s between me and the chief of staff.”

Esperon said he may convene the general court martial that will try the 30 offices in five days.

    Why must Esperon be “furious” about this so-called “leak”? He should be getting used to being thrown rotten eggs in his face. To begin with, he is NOT RESPECTED at all!

So, why was his appointment approved kundi pa di tupak din sa ulo ang mga nakaupo sa Commsission on Appointments! So many commissions in the Philippines and all seem useless and a waste of public funds. Taxpayers should protest and ask for their abolition!

    The AFP junior officers should know that there’s only 1 way to stop Esperon before he fully, etc., etc. – Esperon should be relieved and retired most unceremoniously, prerogative of the president of the republic.

    Short of a “legal” way, they can opt for the “illegal” way, i.e., AFP officers and men sign a petition asking their commander in chief to relieve him. We know that this is next to impossible, hence they have another venue. Come out into the open and denounce him in Congress. The act would require extreme bravoura and courage. They have to be at least a battalion to do that – to testify.

    Again, this is almost impossible. Hence, I will throw their statement back at them and say, “What do you have in mind, soldiers?” followed by, “And what do you intend to do about it?”

    At this juncture where clearly the government is in connivance with helpless politicians, some lawless elements, and many law breakers, these officers are the only ones who could solve the Esperon problem. They know have a duty to the institution they serve and to the Republic they serve – their message said that. They alone could realistically fix the Esperon problem today.

    If these officers cannot do what they have to do, it is safe to assume that their civilian counterparts will not be able to do it for them.

    The Mutiny charges against the patriotic soldiers will not hold water as what the pre-trial panel report has shown. As I said before that Esperon will invent stories and present incredible witnesses. Esperon only want these soldiers jailed and immobilized while he is at the helm because he knows that these officers and soldiers has the RESPECT of the ranks. And his position as AFP-THIEF(CHEAP) is in DANGER. Palagay ko walang kakampi itong si Esperon sa military eh, dahil wala nang RESPETO SA KANYA. Ginagamit lang niya ang sinipsip niyang posisyon kaya siya may boses. Pero MALAPIT NA ANG KATAPUSAN NG PAGHAHARI-HARIAN NILA!

  8. Another way is to continue with the “sabotage”, eg, leaking official papers, leaking memoes, official reports, etc. prejudicial to Esperon, and let Esperon panic towards self-destruction.

    His threat of having “everybody” investigated reminds me of Hitler frothing at the mouth – he will self destruct inevitably if the AFP officers (who wrote the missive) continue with acts of “sabotage”.

    I haven’t read the actual or official charges against the officers but from media reports, it would be easy to dedeuce that there was an attempted mutiny. Col Querubin’s act in the stand off in February, I thought, was heading towards mutiny. He backed off so the charges could be less serious, insubordination or something similar.

    Military law is clear cut. There’s no room virtually for mis-interpretation.

    The Oakwood so-called mutiny, strictly speaking was an attempted coup d’état and not just mutiny.

    I wouldn’t go as far as to morally condemn these young officers. When the military institution starts to have elements in its ranks who go as far as what they’ve gone, something is very, very, very seriously wrong. On that basis, the command responsibility should fall on the shoulders of their superiors, their superiors should have been SACKED right away alongside these young men.

    That their commander in chief failed to do that is symptomatic of abnormal times under a lawless regime. Therefore, I cannot blame the “Oakwood mutineers” for doing what they have done – but I would still put them in jail!

    Just about everything in the Government of Ms Gloria now is for sale. Leaks are everywhere, because everyone will not think twice of selling (even their own mamas) anything for the right price. Of course the leakage of the report was not done by anyone for patriotic purpose at all, but somebody who did it for something in return. Let the better devil wins the day, and in the end each and all of them, will face the day of reckoning.

    Noel, don’t worry if the events in the country will affect my health here. Just done my regular checks today with my neu and family doctor and by all counts, am in better shape than the ‘fatso’, only he’s in millions of times better shape financially than most of us or to the millions of Filipinos who have been screwed left and right by this couples plus their “puppets” of Generals and clowns..

    Careful there… we don’t know if the leaked report (JAGO’s unsigned thingy) was in exchange for something financial.

    I’ve come across one or two military officials who’d done this sort of thing in the past because they had no other option but to go “public” through media by leaking a certain AFP report – nothing to do with some monetary exchange or favor.

    I may have generalized my conclusion of the leakers, but on the average, mostly in the past the people who leaked these “thingy” did them mostly for personal benefits. The Garci tapes leaker, did it to pay off his expensive lifestyle and he could not even prepare a fool proof back up evidence to make it stick. For all we know, it could have been Esperon who engineered the leak himself, but I still bet when things clear up, that it’s the same old, same old thingy..

    As for the Perreras and his PTI colleagues, I hope this is the signal that the conflict has reached its tipping point. More good men, no longer few, are standing up for righteousness and truth. It is the writing on the wall that is there for Pinoys, uniformed or otherwise, to see.

    Soldiers of the people, do your patriotic duty, that which you have sworn to the flag and under the constitution, to be the protectors of the people. In the end, the people, law and justice, and God will be there to protect you for removing this wanton regime that thrives on knavery, and a leadership that dissembles on the guise of the rule of law, forcing on the already-burdened people its dissolute brand of what is a cheap excuse for governance.

    The young officers are right, the leaders are not ordinary devils. The only way to topple evil is by doing what is right, morally, patriotically, and STRATEGICALLY! Do whatever you need to do. NOW!

    Anna, what I know is that the ‘Oakwood Incident’ is not a mutiny, but it is originally a PROTEST ACTION of the ‘Magdalo group’. It is about their various grievances, lack of supplies, selling of arms to the enemies, corruption of the top officials, the ‘palakasan’ process of promotion, nad most especially the bombings in Mindanao that purportedly at the orders of the high officals (as The Greenbase Document). Napaka-kawawa naman talaga ng lagay ng ating mga sundalo. Buhay nila ang nakataya. Imagine, butas na boots, punit na uniporme, sira at inferior quality na mga helmet, inadequate food supply, no rescue helicopter na magdadala ng mga sugatang sundalo for medical aid, no housing at iba pang grievances inspite of the BIG BUDGET FOR MILITARY NA NAPUPUNTA LANG SA BULSA NG MGA CORRUPT GENERALS. Trillanes & co. has the guts to stood as leaders for their poor comrades because they can stand to loose their job dahil may kaunting kaya sa buhay. Yung mahihirap na sundalo ay NAGTITIIS NA LANG. MOST OF OUR SOLDIERS LIVE IN SQUATERS AREA whilw the CORRUPT OFFICERS LIVE IN SUBDIVISIONS AND CONDOS.

    I agree with you entirely on the causes and the reasons why the young idealistic officers led by Trillanes did that. However, my opinion on the attempted coup d’état is technical and not moral.

    The fact that the Oakwood so called mutineers came with cachés of arms, weapons, bombs with a threat to blow up the establishments in Makati, that in itself constitutes an attempt to commit a coup d’état because they, the people who threatened to do it are military officers.

    We know that they accepted to surrender and face trial under AW but they were double-crossed by Gloria – on that score, to me, the State negated its own action, hence, they – Oakwood “mutineers” and accusers (the State) find themselves on even keel morally.

    As I’ve said, military law is cut and dry, it’s harsh, harsher than civilian law. In a working democratic republic, the minute military officers breach military protocol in favor of a vilolent intent and act, they violate military laws. Of course, the application of military law in RP is in itself debatable for the reasons you cited.

    Don’t get me wrong, I don’t condemn these young officers morally but I am sure they are aware of the technical judiciousness of what I am saying. They are entitled to the best military legal defence (if ever they are court martialled) and to my mind, they should face not civilian courts but military courts.

    If it were up to me, the ones who should be in the docks are not these young officers but Angie Reyes and the group of star ranking officers who led the mutiny against Erap. The rule of law, Constituional law was breached, the moment that was breached, everything else cracked so in effect, why shouldn’t junior young officers crack?

    The word “mutiny” did not come from Manila as a matter of fact. It was coined by foreign media covering the Oakwood incident.

    I was called to do translations for a TV studio early that morning in July. I remembered that day because we were supposed to have a meeting on the OAV registration procedure. I was supposed to preside in that meeting but I had to excuse myself not really because I was more interested in the fees I would receive for transcribing the tapes received from Manila, but I was curious to know how the reported coup would end. I actually prayed that it would be the real macoy.

    I was told to make phone calls to Oakwood to check on the condition of the Japanese tourists staying there. I was told that the foreign residents were safe and were being transferred elsewhere they could be safe.

    We expected more, but most of the transmissions were coming from Malacanang. I hated those sipsips who came to the rescue of the Bansot for money. Then there were members of the families of the mutineers being shown on TV to appeal to them to surrender. I thought that was real dirty!!!

    By 3 pm, the soldiers started coming out of the Oakwood Hotel with the understanding that their grievances would be heard and they could return to duty because it actually started with some complaints that the Bansot never had the desire to hear.

    I went home disappointed that day as a matter of fact, because I wanted the Midget removed. That was 2003, and there was already the talk of the Midget breaking her words to run for president while the opposition were still undecided as to who to chose to run against her.

    In reporting that incident on Japanese TV, the word “mutiny” in Japanese was used instead of coup d’etat.

    Now we wait for them to make their move.

    Trillanes was actually interviewed by the media while his companions set bombs around the area, and he talked about it as a desperate way of seeking redress for their grievances, and I think they were willing and ready to die for it, but they were tricked into surrendering by Cimatu, et al.

    I remember Honasan there trying to appease them. So, why is he now being implicated in that mutiny? If he is guilty, they should also implicate Cimatu, et al who talked the soldiers out of firing their weapons and detonating the bombs they planted around the Oakwood.

    You know my stand against philanderers, and this guy is one. My sister was the doctor of one of his women, who was being treated for VD! But I also hate injustice, and I see injustice for how this guy has been treated.

    It took a lot of gumption, gall, and temerity for Esperon to do what he did. Kaya nagpapakita lang ito kung gaano siya kadesperado. Pero alam niya na hindi naman makakaangal ang mga nasa ilalim niya. CHAIN OF COMMAND. A soldier follows first before asking a question, if ever, if he’s got a lot of counter-gumption. Sa tutuo lang, ngayon na ang panahon ng pagkilos. Pero kailangan ay taya ang lahat, pati pamato. At tila hindi ganuon karaming sundalo ang kaya ng dibdib upang gawin ito. Ang marami ay naghihintay, naniniyak kung sino ang mananalo bago sila kumampi. Wais!

    I think it’s difficult for soldiers, especially the young ones to turn their back on their military training which is as you say, OBEY and sometimes, OBEY BLINDLY – this is the essence of their being as troops.

    Senior officers have a wider leeway, they can “interpret” orders.

    But as you say, at some point (today for instance), officers have to have the bravoura, the determination to raise their military calling to a moral level in the midst of what’s happening. That too is their duty.

    Kaya sabi ko nga, they alone could fix their problem – not the civilians. Gaya ng sabi mo, “Sa tutuo lang, ngayon na ang panahon ng pagkilos. Pero kailangan ay taya ang lahat, pati pamato.”

    AFP chief: Court martial of coup plotters to begin in 5 days

    Armed Forces of the Philippines (AFP) Chief of Staff Gen. Hermogenes Esperon Jr. yesterday said court martial proceedings against the 30 Marine and Army Scout Ranger officers, including two military generals, for their alleged involvement in a failed coup d’ etat last February, may convene in five days time.

    Esperon said his directive to try the officers on mutiny charges is reportedly against the recommendations of military prosecutors who wanted to drop the mutiny charges against some of the accused pushing instead the trial of only 18 officers for violating Articles of War 96 (conduct unbecoming an officer and a gentleman) and 97 (conduct prejudicial to good order and military discipline).

    But Esperon refused to categorically declare if he had indeed reversed the recommended actions of military prosecutors against the officers led by former Marine commandant Maj. Gen. Renato Miranda, Army Brig. Gen. Danilo Lim and Marine Col. Ariel Querubin.

    “If I have indeed not approved all of their recommendations, that is my prerogative as the chief of staff of the Armed Forces of the Philippines,” Esperon pointed out.

    “In fact, five days from now, we will probably be convening already the general court martial,” Esperon told reporters at the Manila Hotel, where he attended a function hosted by the Philippine Constitution Association.

    Esperon said deputy chief of staff for personnel Maj. Gen. Horacio Tolentino would submit for his approval the composition of the five-man special general court martial panel.

    Shortly after Esperon announced on Monday that the 30 officers would face court martial, journalist Ellen Tordesillas posted on her blog (http://www.ellentordesillas.com) an unsigned copy of the report by the Judge Advocate General’s Office (Jago) panel, led by Col. Al Perreras, which conducted the pretrial investigation (PTI).

    Esperon absolved eight other officers and ordered them released from detention and reinstated to full duty status, although one of them, Scout Ranger Maj. Oriel Pangcog was recommended to stand trial for violation of Articles of War 96, based on the leaked Jago report.

    Mutiny, in times of war, carries the death penalty, but since it is currently peacetime, the maximum penalty is only life imprisonment. On the other hand, conduct unbecoming an officer is punishable with a jail term and/or dismissal from the service.

    Asked about the report posted on Tordesillas’ blog, Esperon said: “I must tell you that the PTI report is a signed report and there is only one copy of that original report, it is with me, and I have turned that over to the judge advocate general so anything that you see in the Internet is not the original report.”

    But Esperon refused to say if the original Jago report submitted to him recommended the dropping of the mutiny charges against some of the officers.

  34. Thanks, Florry. I think our young officers could do that, not without risk, but it would be a way to jar Esperon and perhaps cause him to make monumental blunders.

    Force him to make blatant errors, to contradict himself, etc… Don’t know if it would work but heck… worth trying.

  36. You said it, Anna, hindi importante ang kulasisi ni Honasan, but since they are including this bit of information to destroy the integrity of this much maligned soldier, I thought I should mention it.

    TongueT says the Oakwood fiasco is now history, but with the trial of the leaders of the group without justice and the betrayals, etc. that these crooks in the government and military are encouraging these soldiers to commit, one cannot help but wonder where the Philippines is going to, and if Filipinos can really defend their country when the time comes that it is attacked by enemies from the outside, even by the Americans who have been doing that even to their former allies.

    We must remember that because of the Boba’s claim of Al Qaeda cells in the Philippines, Dubya Bush has in fact included the Philippines in his Axis of Evil, for which I guess she was advised to quack support for the invasion of Iraq.

    I agree that now is the time for patriotic and brave soldiers to show where their loyalty really is. They are not duty-bound in fact to follow a bogus president, who should have been disqualified, arrested and prosecuted for crimes committed against the Filipino people, whom these soldiers have actually pledged to protect and die for.

    It is just too bad that the Philippine police have leaders who come from the military now that there seems to be a confusion now as to what their functions and purpose for being are. This is one of the things that should be corrected in fact if they want the police there to be functional and not as a lame duck with it being led even by a political appointee who is a cousin of the bully and menace to freedom of the press.

    As one born in the Philippines, this is the least I can do to help in this struggle to make the Philippines be free of these crooks Filipinos themselves have installed because of their ignorance and gullibility, but are duty-bound to try to remove by all means possible. I will support any movement that has this for a purpose because I would like to be able to say with pride that I was born in the Philippines.

    My blogging here is also being monitored for possible hacking as I have volunteered to be part of some experiment on how the government can track down hackers, spammers, etc. in connection with the implementation of the new Internetting Law of Japan that is not aimed at suppressing press freedom but more to control the activities especially of those who are apt to use the Internet to commit crimes such as what the Internet Brigaders of the bogus president are actually committing when they try even to spread viruses, worms and bugs to bloggers in this and other fora for Filipinos, especially those who criticize her.

    As for the soldiers of the Philippines with their sense of duty and loyalty to country and people still intact, I cannot help wonder why they would not try to act altogether at once to defy this bogus regime! They should all walk out for example when Esperon delivers his threats to show their disgust. They should not allow this bogus Chief of Staff to act like a moron and treat them like the idiot that he is!

    To all the decent men in uniform, panahon na para ipakita ninyo ang tunay na pagmamahal ninyo sa bansa. Bakit kayo papailalim sa isang bogus president na alam naman ninyong nandaya? Kahit sundalo kayo, mamamayan pa rin kayong may mga karapatan sa ilalim ng Saligang Batas na sinumpaan ninyong susundin at itataguyod. Hindi naman kayo basta papayag na maging tautauhan ng mga pekeng pangulo at heneral. Sabi nga ng mga kasama natin dito, ipakita ninyong hindi pa “napitpit ang iyong mga yagba!”

    Thank you for immediately posting the unsigned PTI report. I have attended the pre-trial investigation because my husband is one of the respondents of the case. As a journalist and law student myself, I do not want to make a pre-judgment myself but what I know is that all along, Gen. Esperon has been pre-judging the case and considered himself “popish than the pope” or better yet a demi-god. If he is furious about the leak, then let him be because the families of those affected are more furious than him. What is not fair is about the Pangcog case, why is he not included in the GCM? He is the G3 and he is the one who gave the radio message for the deployment of troops to augment the 10th SRC based then at Fort Bonifacio before Feb. 24. Why all of a sudden is his name not included when the PTI resolution stated otherwise? Is he the STATE WITNESS in exchange for his freedom? Good for him that he has no children to worry about. No children to ask for their daddy this Christmas. I was even lucky to visit my husband always but how about those who could not afford it?
    What I am asking is for Esperon to be transparent and make public the PTI and PTA resolutions. Has he forgotten the HONOR CODE? GENERAL ESPERON SIR! ALL RIGHT BA YAN?

    i have been deeply and greatly affected by the recent events involving the military – the supposed pillars of defending our liberties. definitely, we are not geared towards the right path. the institutions of the country are no longer relevant, they rest on extremely weak foundations. very soon, everything will crumble, the effects of which may be disastrous. we are bound to lose not just a system, but the very flame which keeps us going.

    i feel bad about General Esperon, a General expected to uphold the very principles of justice and honor within the organization. the man has many children, the youngest a three year old. i pity the children, what an example and name their father would leave them. no trace of honor, prudence, leadership nor integrity could be found from the general’s name. i pray for esperon constantly, i believe that prayer has its powers. that the lord may touch him and hold him more tightly, that he may see and feel the effects of what he tries to do. i pray to God to have mercy on his soul, like those who crucified christ, esperon knows not what he is doing.

    everytime esperon tries to make himself look regal and strong in his dark green suit, he makes himself look like a try hard, a hungry child, desperate for a feeling of importance, social value and recognition.

    Very noble of you – so priest like, if I may say – to advise the officers blogging here NOT to emulate Esperon.

    Allow me to make a few comments which I hope you won’t take badly.

    When you tell the young military officers to “deal with esperon with respect, ipadama niyo na buhay parin ang pagiging kadete niyo at yung diwa ng pagiging A-er.”, you will find that even in conflict situation pitting junior officers against senior officers, by tradition, junior officers will always show respect however difficult, even when it’s almost next to impossible to contain one’s resentment.

    In this direction, Esperon is extremely lucky that NOT ONLY do the AFP officers of lower rank and their men exercise the military tradition of respecting their seniors, they ALSO have the latent Filipino culture of respect for their elders. Anywhere else, in a Western Army for instance, it wouldn’t be as cut and dry as that.

    Having said that, you are asking them, the good officers who have devoted their lives in the service of the nation for something beyond any human tolerance. Esperon is NOT worthy of respect because he DOES NOT RESPECT neither his calling, his comrades in arms, the nation, its laws and recognize no justice. It is essential that a military officer holding the highest office in the AFP is held with respect – HE MAY NOT BE LOVED, BUT HE MUST HAVE HIS ARMY’s RESPECT – if that is in great doubt, Esperon no matter the rank he holds becomes A FAIR GAME and I mean a fair game for the rest of the institution. Esperon IS NOT THE MILITARY INSTITUTION – he is merely its temporary chief, that he had turned it into the most despicable institution next to Customs, makes him a fair game.

    You also said, “when the time comes, all these will fall in place. esperon will have very few time to regret and repent.” I don’t know what you mean by that but if you are saying that Esperon would die a violent death, you are negating your previous admonition of not touching a hair in his head.

    Lastly, it is incredible but this constant reference to the heavens is like leaving one’s fate to God. Why this reference to God all the time – what good would the admonision of leaving everything to God do yet we, the people, citizens of the republic still expect these officers and soldiers to kill, maim, vanquish their enemies who are not foreigners but their own people – they are their compatriots.

    Remember, the military are expected to do tasks that are beyong the calling of any civilian, they are expected to KILL and to VANQUISH the enemies of the State – even if these enemies are .

    When you say, “when he finally meets God, he will crumble in shame. and you sirs, noble filipinos, those who are humble will be exalted. your nobility will never be forgotten, your commitment to the values of christ always remembered. this is not the end, you shall always be in our prayers.” you are in effect asking them to act like Christ. That is IMPOSSIBLE Ateneo Blogger – remember, you expect your military to defend you TO THE DEATH IF THEY MUST AND TO INFLICT DEATH to another, so how could you ask your military to commit themselves to the values that Jesus Christ, our Lord hold – THOU SHALT NOT KILL! Expose the harrasments that the high military leadership is doing. There are a lot of things going on in the military that is in the guise of ‘top secret’. I believe that the people will support these suffering families, they as one of ‘collateral damages’. I, for one will support them.

    Hi Chabeli, regarding the role of Esperon, well, maybe he was just around to spy and trick his mistah (Miranda) into believing that he is for a common cause of lobbying for change in the government.
    Esperon trampled on other upperclass just to get to where he is now. No matter what it takes and even if it means putting behind bars these idealistic soldiers. I could not say that all are innocent depending on what overt acts have been committed, but the point is, due process must be followed.
    Esperon is acting like he knows better than the lawyers who are tasked to conduct the investigation. Somebody earlier commented here that the JAGO must be dissolved since their output is not respected. And I agree to that. I greatly respect the lawyers, who even had their mug shots taken at Tanay when they visit their client. How dehumanizing. Whoever is the law teacher of Esperon at the Academy, may we know how he fared in the class? Tangent o like hell ang grade nya? Kung 10.0 man din, he does not deserve that. It is very basic that due process must be observed at all times and yet this was not done. In fact, even if the PTI was going on, some of the officers were brought to Fort Boni from Tanay to undergo a separate inquiry. Why is that? Is it to harass these officers (since they were individually brought to Ft. Boni or they were trying to get a possible state witness all along? Is Pangcog one of them? There were just a few who were brought separately all the way to Manila and a lot of things could happen along the way. In fact, there were rumors that they were about to liquidate one of the soldiers/officers at that time to sow fear and as part of their tactic). Until now, the detained soldiers are incommunicado with their fate in the hands of this unworthy general. But of course, I fear nothing because as Sun Tzu said, “Know your enemy and you will not fear the result of a hundred battles.” We know our enemy..and it is Esperon. He has no heart. How many wives gave birth with their husbands at the detention center because their requests to be at the hospital was not granted? A wife or two even tried to commit suicide because they could not bear the difficulty any longer. Will Esperon want that to happen to his wife and children? Maybe he does because he acts like he is invincible.
    On the issue about the wives and families coordinating with each other, there were efforts done already but not as solidly and visibly as expected by others.
    Indeed, all the evil things done by Esperon must be uncovered and vigilantism should continue even with the ASEAN Summit, which could overshadow the issue of these detained soldiers. When Esperon announced his resolution for the GCM of the 30 soldiers, it was a day after Paquiao won with the hope that it will be buried among the news. I hope that the resolution will be reversed and the real one be made public.

    Hello Garci military chief General Hermogenes Esperon possibly based his decision to persecute the 30 patriotic military officers on manufactured evidence and fiction. There’s no valid reason to prosecute them in a sham court martial. The Esperon general court martial a.k.a. kangaroo court is nothing but a show of arrogance and ego boosting.     It is called “electioneering” which is a crime as prescribed in the Philippine Election Code, which states that a cheater can be disqualified, arrested and imprisoned. It is the same in Japan, too. The only difference is that our police cannot be dictated upon by elected officials and bureacrats. They abide by the Criminal Procedure Law, etc. of Japan. They do not connive with those in position to cheat in elections unlike in the Philippines. Instead, they watch these candidates very carefully, and see if they will try to break the law.   77. The military wives (and husbands) of the imprisoned good officers and troops of the AFP am sure are banding together to form the most solid rock in support of their spouses.

    We can expect them to form “groups” or “committees” that will take care of the humdrum worries that families, eg, legal, medical, familial, etc. in that situation can do with the help of benevolent and concerned civilian groups.

    There is one thing that they can do very well is to obtain intelligence reports no matter how miniscule; they can collate these on behalf of their jailed spouses and propagate them. They can be as effective as any warrior group.

    Being married to the military has given these spouses some of the best lessons in life – tactical as well as pracitcal.

    I’m married to a military man (and was once a military person myself) and know what spouses can do in time of adversities, as we used to say WHEN THE GOING GETS TOUGH? THE TOUGH MUST GET GOING….

    Seriously, military wife/invictus, I suggest you put everything you know in writing, include pertinent dates/time so that you may not regret later on what very important facts you may deem helpful in your husbands’ cases have been forgotten. It will be mental torture for both spouses knowing that the husbands will not be treated and judged fairly, of course, nothing ever is, under this bogus regime. You cannot always rely on your memory especially under these situation.

    It will likewise be physical torture since you will now have to bear the burden of raising your families without your husbands’ salaries and benefits sustaining your income. Or their presence.

    Secondly, create a support group where you will draw strength from. You will have to carry the burden at home, alone, since your husbands are nowhere to share it with you. I can ask friends from Gabriela to lend support but in this case, military men are involved so I will not. We all know where they lean, don’t we? I’m not familiar with the other non-radical women’s groups, but you will need their expertise in organizing, as well as in counselling, and in looking after the kids when you have some important things to attend to, maybe, even legal help. Some will even go as far as livelihood training for the unemployed wives.

    Thirdly, plan your moves collectively, and get unanimous commitment on whatever actions you, the wives and dependents, decide to take.

    Fourth, I also recommend you continue blogging here in Ellen’s and continue sharing with us how the cases progress.

    There. Now you also know that this will be over soon. Prayers, backed with guided actions, will make sure of that. But while it isn’t happening, it would be wise to consider my suggestions as starters, and you can discuss it among yourselves who are in the same boat.

    Hello tongue-twisted,
    Thank you very much for your support. As much as all the spouses and loved ones of these detained soldiers would like to be organized, not all have the luxury of an internet connection or computer at homes nor the time to join the blogs. The daily survival for most of us is more imminent and imperative that indeed a support system is needed. But I hope that any organization will not contain any political color or upperclass system that exists in the Officers’ wives. Everybody must be treated equal. That was why when we had a meeting with the rest of the wives, I joked with my friend lawyer and fellow journalist that the wives were acting a rank higher than their husbands. It is dividing the group than uniting it. The one who should take the lead should have the moral ascendancy also to do so, otherwise it will be a futile effort. I hope this will not be taken negatively. I just want others to see all sides of the issue if only we want to succeed in this effort.
    I joined the military also and it was disgusting to see rampant corruption going around that I was totally disillusioned. And it was a big whammy once again to see this kind of injustice in the military.
    The detained soldiers were not treated well. Remember the recent typhoon that hit Luzon? The soldiers were literally wet like poor rats inside their detention room, as the windows had no sufficient cover because the people there feared that any glass will be used as a weapon against them. Those who get sick will have to wait for the next day to have their medicine as it needs to be requested.
    They could not even own a mere nailcutter to trim their nails because it is considered dangerous. Is it being careful on the part of the guards or mere paranoia?
    There is much to be said and shared but today will be another day to face reality that I and the rest of the spouses have to move on and take it one day at a time…one day at a time.

    Having served in a Japanese prison as interpreter, I can understand the restrictions. It is not paranoia except that police brutality is common in the Philippines, and I can understand likewise the possibility of overdoing the restrictions.

    As for the windows there not being properly insulated from rain and storm, sobra naman ang pagka-primitive because the truth is there are nonbreakable glasses similar to those now being used for cars. Ang problema kasi, money to be used for building modernized prison facilities are stolen and kept in some private bank accounts!

    Over here in Japan, with the increase of foreign offenders, they have built new facilities and they are kind of modernized. There are a number of restrictions, too, that I, myself, found at first to be quite severe and unnecessary until I saw the reason for such restrictions.

    Over here, for example, prisoners cannot wear anything with strings because they can be used by the despondents to commit suicide. Jewelries, etc. are a big no-no inside the prison, too.

    Even staff like me have to follow some rules. We cannot take into the inner sanctum our cellphones for example for they could be stolen by the prisoners who are not allowed to contact their next of kin except through letters. We leave our phones in the lockers provided at the gate.

    Prisoners go through a regular medical check up, and sick prisoners are given ample medication when they are sick. In fact, there was a Filipino prisoner who suffered some kidney problem due to overdose of drugs, and he had to go through some dialysis all throughout the time that he was in prison. He could not work and had no savings. My heart bled for him when he was being interviewed for his release after serving 75 percent of his jail term. He asked to be allowed to finish his term. He said, “Kasi, Ate, kapag pinauwi nila ako, pihado mamamatay ako agad kasi hindi naman kaya ng pamilya ko ang dialysis ko. At least, dito libre kaya kung puede, Ate, pakisabi mo dito na muna ako!”

  85. I should add that over in Japan, conjugal rights are not allowed during the time the prisoners serve their prison term unlike in the US where they are even allowed to get married inside the prison.

    The purpose in fact is to make the prisoners realize the difference between freedom and not being free. Still, there are prison guards being arrested and punished for brutalities, etc. they inflict on prisoners when reported to the authorities concerned, and the prisoners getting duly compensated for cruelties done to them.

    One thing different, too, is that there seems to be no difference between a detention house and a prison in the Philippines.

    I don’t see anything good in her economic forecast or direction. Her vision for the country (i.e., becoming a first-world country in 20 years) is not even a dream, its plain hallucination. Her “strong Republic” is as vacuous as Marcos’s claim of a “great Nation.” I don’t think the middle class believes her, except those people around her and the porky boys (and girls) of Congress.

    Norpil, you’re right. By Oct 2004, GMA’s net satisfaction ratings continued to slide down from -6 to -11 (see SWS surveys, Chart 1/Table 1 – May 1986-Sept. 2006). In the last survey, Arroyo’s rating (a MINUS) “is more or less equally low among the middle-to-upper ABC classes (-20) and in the very poor E class (-18), but not as bad among the masa or D class (-6).”

    Surprisingly, Gloria is more disliked by women than men. This blog is just a reflection of that trend.

    Overall, her dissatisfaction score is close to 50%, very much similar to Pulse Asia’s recent poll results. Judging from these ratings, she is the worst president since 1986 that the Philippines has ever had.

    What if that problem is caused by evil men pretending (or masquerading) to be good? Remember, the Malacanang bright boys announced that the 2007 election is a “fight between good and evil.” People need to act in the face of this taunt, they should vote out those pretenders. And to make their prayers happen, they should also be on guard against those thieves (of ballots and people’s money).

  99. Over here Chabeli, the likes of Bansot and the Fatso cannot flourish because of a very responsible citizenry. At least, there will always be people willing to join protest rallies regardless of whether or not they belong to some group. We support political parties that we believe will represent us properly in our Diet, but I doubt if there are anybody here willing to die for their favorite politicians the way they do in the Philippines especially during elections.

    Also, we have a socialist, communist and in-between parties to oppose the ruling party and prevent them from abusing. That way the political balance is maintained and kept.

Mahal ang bayad but boy, the protection they give their members is something that I still have to see being done by similar press clubs in the Philippines. Walang nakawan ng membership fees. Kung meron, madaling makita. At walang sipsipan kaya may unity even when they do their reportings. Over here amazingly, they have learned to compete in harmony and unity. Walang tagaan sa likod. My maternal grandmother, for instance, never went to school not because they were poor because her family was one of the landed gentry in her barrio, but during her time, women were not required to have any education for they were not supposed to work and be bread winners but simple homebodies. But amazingly, she had more wisdom than the college graduates I know, myself included, especially those who simply memorize their textbooks and eat everything their tutors, teachers, lecturers and professors feed them.     I don’t know with the the 1987 Philippine Constitution but as a child, I remember being made to memorize and recite the Preamble of the Philippine Constitution enforced in 1946 that guaranteed basic rights and freedoms, even the freedom from want, education, and the pursuit to life and happiness.

    I did not realize then, however, that education should be made compulsory and free. I only was made aware of such when I studied in the USA, UK and finally settled in Japan, where parents can be fined and jailed if they do not send their children to school for there is no reason why they should not. There is a budget set aside to pay for educational welfare for indigent children till they finish the 9th grade. Education is compulsory from 1st to 9th grade. Two years of kindergarten are also available but not compulsory.

    It is for this reason in fact why there is no illiterate Japanese, and why literacy rate is high. I wonder why they have not thought of this or continuing the tradition set up by the Americans in educating the natives of the Philippines. Gusto nila puro mangmang ang mga pilipino para madaling mauto!

    The news on the the 10 to 14 years old kids working in factories is surely shocking. It’s called “Child Slavery,” something like a “Back to the Future”! Parang bumalik sa middle ages ang Pilipinas imbes na umunlad.

    No wonder school buildings for instance built with donations from Japan, etc. in Leyte by GK are empty! The supposed students are nowhere to be found. It is because they are in factories being slaved there with the consent of the DoLE! Kakagigil! 😡

    In my own little way, my suggestion to your questions as to “who will help us? how will we know the right person?”, is to first pray and ask for guidance and discernment. Guidance, so that you will be lead to those who can help you and those in the same situation as yours. Discernment, so that you will be able to tell those who are REAL and mean WELL from those who may only take advantage. Hold firm and TRUST in God.

    Although, I know it is easier said than done, but, this is only my humble opinion. I hope it helps. In the meantime, I continue to pray for you and those who are in the same predicament as you.

    If it’s any consolation, Military Wife, your husband, as well as the other soldiers who have been unjustly detained are heroes in many people’s eyes.

    Military wife, it might be a good idea to make it a point to be in contact with the other wives of the accused officers. This way you can act in unity and you can share info with one another. It may be difficult for those who do not have internet connections. But there are internet cafes all over the city. Just do not exchange strategies over the internet because as you know, the brigades who can afford to buy better systems can strike you down. But all the gereral information can be shared like we do here. And also, it is okay to contact local organizations and influential people. Not all of them are for this current administration. Some of them( be very careful because some of them are masked) are truly for the oppressed like you.

    ARMED Forces chief Gen. Hermogenes Esperon has appointed Southern Luzon Command chief Lt. Gen. Alexander Yano president of the general court martial that will try 30 Army and Marine officers linked to failed coup last February.

    Esperon said he appointed Yano, a member of the Philippine Military Academy class of 1976, to head General Court Martial No. 2 because of the officer’s outstanding reputation and sense of fairness.

    General Court Martial No. 1 trying dozens of junior officers involved in the short-lived July 2003 Oakwood mutiny that was mounted by officers who were protesting alleged rampant graft and corruption in the military.

    Esperon said he chose Yano because he is senior to the highest ranking accused, former Marines commandant Maj. Gen. Renato Miranda, who was Esperon’s classmate in the PMA class of 1974.

    Told that Miranda is from the PMA class 1974 and he has more years in the service, Esperon said, “Rank is all that is required, regardless of their source or year of commission.”

    “Second is, of course, the reputation of General Yano for even-mindedness, fairness and sense of justice,” said Esperon.

    Before he assumed as Solcom chief early this year, Yano was commander of the Army’s 2nd Infantry Division. Before that, he served as Army chief of staff and commander of the AFP Civil Relations Service and concurrent spokesman.

    Esperon named Col. Marian Alledo as the court’s law member. The other members of the court are Rear Adm. Emilio Marayag; Commodore Fortunato Sagudo Jr., Brig. Gen. Raul Caballes, and Brig. Gen. Salvador Collantes.

    Miranda and his companions are facing charges ranging from violations of the Articles of War (AW) 67 or mutiny; of AW 63 or disrespect towards the President, Vice President and Secretary of National Defense; of AW 65 or willfully disobeying a superior officer; of 96 or conduct unbecoming of an officer and a gentleman and of AW 97 or conduct prejudicial to good order and military discipline.

    Apart from Miranda, the other prominent officers who are going to be tried by the Yano court are former First Scout Ranger Regiment chief Brig. Gen. Danilo Lim and Medal of Valor awardees Col. Ariel Querubin and Lt. Col. Custodio Parcon.

    Yano said the court may be convened in a few days.

    “We have not assembled yet the members. Maybe within the week, we will assemble all the members,” he said.

    He said it was only yesterday that he got the names of the other members. – Victor Reyes
