It’s Defensor, says Pimentel

Sen. Aquilino Pimentel named Presidential Chief of Staff Mike Defensor as the cabinet official who intervened in behalf of Sentosa Recruitment Agency, being accused by a group of Filipino nurses in the United States of reneging on the terms of their contract.

One of the nurses who was victimized is Elmer Jacinto, the topnotcher in the 2004 board examination for doctors.

Pimentel identified Defensor in a privilege speech delivered today. (Click here for Pimentel’s privilege speech)


A new’s item in today’s Philippine Daily Inquirer said,

As a result of the complaint, the Philippine Overseas Employment Administration (POEA) suspended the license of the local Sentosa firm in May, but the penalty was lifted less than a month later after a “powerful Cabinet official” intervened on its behalf.

Unknown to the nurses, Pimentel said, the Cabinet official, whom he described as an “all-around factotum” of President Gloria Macapagal-Arroyo, pulled strings to put “none-too-subtle pressure” on the POEA and the Philippine Consulate in New York to force the nurses to back off from the case.

“I cannot understand how in the world a department secretary could have the gall to act in a manner that in effect obstructs the interest of justice and causes prejudice to the interest of the people he is sworn to serve,” the senator told the Inquirer.

“That is something that we probably will never know under this government whose penchant for the suppression of information knows no bounds and whose desire to confuse the people equals the despotically deceptive record of the martial law regime,” he said.

    I can understand the Senator point of view, but can he understand the others point of views?
    My nephew and his wife are both RN and were fully employed as nurses in the Philippines. Between the two of them with a baby and aging parent to support, I still had to subsidised them, that after sending him, his sister to colleges and universities. With the help of my younger sister and her husband who are both in the U.S., they were able to secure a green card status for the whole family, baby included and after 2 years, they are ready for “balikbayan” this February.

    The Case of Nurse Jacinto is another example of greed taking advantage of our honest nationals who want nothing more than a decent way to make a living which are denied them in their own country. And the good senator can say anything he wants, but until he does something to elevate the economic situation and make it attractive for our professionals to stay the diaspora will go on.

    i agree with vic in this case. sen pimentel may be a hero for the opposition but it was unnecessary to hit people who are already down. fortunately for sen pimentel he is probably a lawyer whom actually not needed in the phil becasue what we need now is action and lawyers are not so well known for that.

  12. I remember my bestfriend back in college, Dr. Michaelangelo P. Bernos. He chose to be a barrio doctor than seek employment elsewhere. His monthly pay was P10,000 back then. He never left and continues to serve his countrymen.

    Grass definitely isn’t always on the other side of the fence. Anna’s brother, Paquito also opted to stay here than leave his loved ones behind.

    With an unlawful administration like what we have now, we cannot expect any kind of justice.

    You are missing the point. The Senator is not criticizing the nurses who are being forced to leave for greener pasture but find themselves instead trapped by their own ambition. He is exposing this kind of recruitment being engaged in even by government officials who should be on the look out for unscrupulous recruiters with governmnent connection out there to lure these gullible workers.

    In short, the Senator is criticizing the policy of white slavery that this bogus government is promoting because they profit from it, luring Filipinos to accept menial jobs overseas even by flattering them with meaningless praises and accolades, even giving them embarrassing names as Super Atsay and Super Ta-pu!

    Surely, the Senator is not talking just for the sake of criticizing the bogus administration because he is a member of the Minority Group. He is appealing to his fellow Senators, fellow officials of the Philippine government, the people, you and me to STOP this human trafficking that has not made you and me proud!

    He cannot STOP the Mama-san alone. Yes, that is a fact, but bloggers in this blog can do a lot if they join him in this crusade to stop these pimps from making modern slaves of Filipinos they call as the Philippines’ No. 1 export commodities. Hindi nga tao ang tingin ng mga hayop sa mga pilipino e!

    Mrivera, my nephew is in the marines and he was with the magdalo group during the oakwood but he was ask by their ‘chief’ to run and take cover..the young guys were forced to ‘go’ in order to spread the news and so that the truth will not be gone…during the last stand-off in Fort Bonifacio for which i leave 5 minutes away, he text me that ‘iipitin’ ang mga magsasalita ng katotohanan but querubin et al can contain their emotions any longer…kc nga naman kitang-kita nila noon ang mga kahayupan sa mindanao where most of the young battalion ang tinatapon doon, no questions ask ng alang sila…

    I have helped a lot of people to be self-reliant and self-sufficient because I love to see people as happy as I am. They are not my blood relatives as a matter of fact, but I have loved them like a true brother or sister.

    There is one girl I hired to take care of my son when he was a toddler, and I sent her to a Japanese school in between. She finished high school in the Philippines and wanted to be a nurse but they did not have money. Her aunt was the best friend of my mother as a matter of fact. So when I was looking for someone to take care of my son, she was recommended to me. When she finished her language studies after two years, and I did not need her anymore, I sent her back home. People she met here told her not to go home. Sayang daw, but I did not think so. Besides, I promised the Immigration Bureau that I would send her back to the Philippines when she finished her schooling.

    With her newly acquired language skill, she was able to land a good job as manager of a newly established Japanese company there. Oh yes, before she went home, she joined our church, and aside from language training she got here, she attended some workshop and job exhibits being offered by our church to members and other people to teach them to be self-reliant and self-sufficient in the Philippines.

    The company grew and she has branched out to teaching Japanese and running a travel agency. With her earnings she was able to buy a duplex, and rent out one of the units. She was also able to buy a van and a car to be used for the tourists that she and her husband now service. She has also employed her relatives. Before she came to Japan, she was actually working in a shoe store along Claro M. Recto.

    You bet, one does not have to get out of the Philippines to survive. Hindi ako naniniwala diyan. That girl is a living proof of what you say regardless of whether the person is rich or poor. Sabi nga abilidad lang coupled with a clean and sincere heart!

    It is enough I guess that she knows she is secured with people like the people in our church and my husband and myself ready to help her when the going gets rough.

    As for myself, I left the Philippines with my folks not because we were after the greener pasture, but as my father used to say, “to find our place under the sun!”

    I agree with you, pati ako, naiinis na nga ako–the one who is at the CORE of all this kaguluhan is GLORIA herself. She has NO CREDIBILITY at all! The mere fact na konti lang (dalawa lang yata–China and Libya) ang mga state visits nya speaks a lot about how the internatinal community views Gloria and her government!

Binigyan namin si Albert at saka iyong Budget Secretary with the name starting with letter A niyan when we were protesting against the sales of Philippine patrimonies in Japan para gamitin ni Ale Boba sa election campaign niya. Ang ibig sabihin ng kalabasa when I was a student there was “bobo”!

    Alam kong hindi bobo si Delia Albert. She was actually my senior at UP and we were introduced by Professor Saniel of the Asian Studies when she visited the university and I was in my sophomore there. Delia at that time was teaching in at the Friends’ School in Japan.

    Quite competent and actually qualified but still, I felt nauseated when she accepted the job as ForSec of the Pandak, but after she heard about our protest and the kalabasa award that we announced on Mike Enriquez’s Imbestigador, she quit and she regained my group’s and my respect.

    Kaya dear Soleil, kahit offer-an ka ng Kalabasa Award ni Joe De-Mentia huwag mong tatanggapin. Baka mahawa ka kay Ale Boba at sa mga kasama niyang kawatan! 😛

    This only proves the ineffectiveness of the POEA. It serves its purpose during the late 1970’s during the time of the late Blas Ople. It’s useful existence is invalid in the current time and should be aboilished.

    Among the countries of the East Asia, it’s only the Philippines which requires all their returning overseas workers to report to the POEA for processing and validation of their return travel documents and spend a minimum of four hours during the prodedure. I was talking with one of my Indian friends, in their country all he will need to do is reconfirm his return flight.

    Currently, POEA is just one money machine of the government and I think it’s on the brink of it’s useful life and needs to be abolished.

    Who is Mike Defensor? He was the Congressman mentioned by former Sex Escort girl now actress Keanna Reeves as one of her VIP customers. Another was a senator. Defensor belonged to the once famous Spice Boys of the Congress. He was also reported as the protector of the prostitutes in Quezon City. When these girls were arrested, they showed to the Police Defensor’s calling cards. Today, Defensor still frequents night clubs and bars mostly in Quezon City. Not contented with a beautiful wife, this guy is a womanizer. Defensor is one of GMA’s favorites. He is most likely to be included in the administration’s senatorial ticket. Just wait for his response to this new accusation. He will claim black propaganda, character assassination, politicking because his enemies are out to destroy his political ambition. With Malacanang’s political and government resources behind him, he like the many other Palace guys shall be safe and well protected by Her Majesty, the Monkey Queen.

    I’m not just referring to that particular quote of senator Pimentel, but the tone of all his speech. Whose at fault here are the agency and the Accepting Employer at New York who by account of the complaints is not only paying below the standard pay for nurses, but also may have broken the labor laws of the U.S. My nephew started at $28./ re-imbursed all his expense with a $4000 signing bonus for 2 years. That’s about the standard contract, unless the agency took a bite out of Nurse Jacinto Case, in which case could be considered a fraud.

    Nurse Jacinto and others purposely shifted to nursing from Medicine for the idea of migrating, as their rights even that would be less than desired as personal career. That’s is why I’m urging senator Pimentel, being in position where he could be most effective than most of us, to do something to help alleviate the economic condition of our country. He could proposed enough laws, crusade for anti-corruptions bills, proposed sensible family planning law and so on.

    My sister and my bro-in-law are both medical specialists in the U.S. They are still young. (Me, I’m retiring soon). My Kid sister used to serve as army doctor, a pediatrician for lungsod nang manga bata, served in a remote Bicol interior treating NPA kids and member of KM.. In short she’s you’re perfect idealist. But reality sank in, that she can’t live by idealism with an empty stomach and rely on us forever. But if ever they can have a chance to prosper in relative peace and security in their own country, I believe they will still have a hard choice to make. Again we all want to see a Philippine, as we likened to our adapted country or somewhere close, maybe not for ourselves, not even for the President we so despised, but for the future generations that will surely come. On this thanksgiving day of ours, I can only thank for the wind that blew me here.. Thank you all..

    vic..what u mentioned are all true…sa bawat adhikain at pangarap para sa mga mahal sa buhay, gagawin natin. ganyan talaga ang may mga paggalang sa sarili…Yuko’s ward is one in a million..for i also had a former yaya finish her high school while staying with me but sa kasamaang palad, lumaki ang ulo at akala nya sa kanya na ang bahay at ang mga pinamamalengke ko ay para sa buong classroom nya…sya ang mismong nahiya at nagpaalam but i still enrolled her the whole year to finish ther high school atleast. i also have a best frend..ibang profession nya but she took nursing and nw she is somewhere in southeastern USA at having the time of her life..but she doesnt need to do it..i guess she was looking for personal growth…life is strange…but we have to make the most of what we are facing right now

    again as i read vic’s entry, i cannot but agree, specially when i read that he is also in the retiring age like me. in my time when i left, i felt proud because they name the phenomenon as brain drain, now it is derogatory. it is not a shame to earn a living in an honest way whereever it may be.it is much more shameful to steal, lie and cheat and be very rich among the very poor.

    but the irony of it all, Ontario just passed a law abolishing the compulsory retirement law at 65. of course anyone who can afford can retire at anytime and the govt. pension start at 60 while the union start at 55 for retirement due to physical or mental distress. some may want to continue beyond 65 for financial reason, especially the late arrivals, who has not contributed much to their pension plans and the old age securities may not be enough to support the relatives back in the old country. But anyways that is a very good law, we have at least a choice. thanks. Thankgivings day here and a day off and we have a lot to be thankful especially our leaders, who may have made a lot in private careers, but instead serve the Public; our Chief Electoral Officer JP Kingsley, who single- handedly and without even seen his name in paper has overseen our Electoral System and made it one of the most effecient and transparent ever. And for me, our doctors for keeping me healthy and the rest of the family. Again thanks to them and all..

    to vic: i did not know that you are in canada but anyway, i have heard only nice things about your country here in norway.i had the pleasure of attending a conference last year in vancouver and was amazed that i did not read any crime in the week that we were there.instead there was a guy attacked by a bear in the forest.there was also a documentary shown here comparing violence in canada and the usa.i don’t know if it is true but the reporter said there are more guns per individual in canada but there more crimes in the usa. he also reported that many places in canada people can sleep without locking their doors. i know of only one place in norway where they can do it.

    you’re right about the crime rate. except for major cities like montreal, vancouver and toronto, crime rate is negligible. yes we have more guns here. this is wild country. actually only few years ago that long guns have been required to be registered, but after a $2 billions bereaucratic bungling the govt. is going to abandon the plan. handguns are registered. the funny thing is only police and armored carrier guards are authorized to carry guns in person for performance of lawful duties. not even our soldiers are authorized to carry their weapons outside their training or missions and our border guards, our custom officers are unarmed. of course i have a collection myself and am also a member of Canadian shooting sports association, but that’s all there is, recreational and a hobby. and the firearms are always disabled at home and safely stored, otherwise you could forfeit the privilege.

    Vic, where are you in Canada? Not that I’m against Canada but don’t you think it’s over advertised? They try to invite and attract immigrants but don’t take good care of them. I happened to come across a site called notcanada.com. The site and Canadian immigrants’ comments give us the other side of what Canada really is. Recently, I read in one news item that there are at least 80 gangs in Toronto. Taxes are so high that your take home pay is only half of what you earn. Home property prices have skyrocketed especially in Toronto and Vancouver…even Alberta. Discrimination? Yes, a lot. If you don’t look like Canadian, speak like a Canadian and have local Canadian work experience, you’re treated like a shit (sorry for my language). And do you know how much it cost to apply for a simple independent class permanent residence? They ask for many requirements: Education, work experience, English proficiency, security and background checks, sufficient funds, etc. When you arrive (ask the Indians and Pakistanis who are highly educated), they end up working as cab drivers, pizza delivery men, laborers, security guards. I’m sorry but I think Canada is a second choice to the US. Many of those who go to Canada are US rejects. If the US sneezes, Canada catches cold. 80% of Canada’s business and trades are with the US. Worse, Canada’s PM Harper is now Bush’s errand boy.

    just like every thing there are lots of negatives, balance them with positives and judge the results. yes, most of the things you mentionesd have rings of truth on them. I live in toronto and that is the issues that is being tackled now, gangs and drugs, and guns crimes which this years have alrady approaching 50 victims out of 3 1/2 millions residents. For independent immigrants that’s part of the requirements, but most professional associations here are self-regulated and to join in is quite difficult for foreign graduates. upgrading are necessary. that’s why both my sister and her husband move to u.s. to practice their medical degree. i always mentioned that tax rates are one of the highest in the world. actually somewhere at 56-58% of gross for average 50 grand earner. but considering that health care is universal, education, public utilities like highways is toll free and public transport are subsidized, we get back most of what we pay. the money required for new immigrant are just show money. that they are responsible for themselves for the first three months (waiting period) before they are eligible for medical care and all other benefits in case they can’t find gainful employment after the waiting period. Canada PM is just today’s govt. tomorrow it could be anybody. but so far he’s not anybody’s errand boy and actually he’ll be reducing the immigrant money requirement,even the processing fees. the u.s. needs more of our product, especially our oil and for that it can not black mail us into anything except the threat to invade us. but canada had beaten them in a battle in the war of l812.

    The tax rate is the total; direct and indirect taxes. witholding taxes which reflect on the take home pay is between 20-25% for married wage earners and 25-30% for single. depending on your tax shelters, you maybe able to get a lot of tax refunds at the end of the year.

    I think I know the Senator enough to defend him from people who want to malign him. I would not include you in that list, though, I wish you would be kinder to this man who has done more than what the others would accomplish.

    The other most misunderstood politician I know is Senator Enrile, whom I have worked with in some projects, and boy does he really work hard until things are done right and properly. One thing with Senator Enrile in fact is his reluctance to take up projects that he thinks useless and frustrating as this struggle by the Opposition to unseat the bogus president. I doubt if his effort now to dis-allign himself with the group of Senator Pimentel has anything to do with loyalty to the Ale Boba.

    I would rather say that if he is doing that, he is probably nearing dementia. I would give him more credit than what the ignoramuses would credit him for what he has done for his country and people especially those that have not gotten any publicity.

    Ganyan kalakas si Ale Boba. Akala mo siya na ang may-ari ng Pilipinas na without due process puede siyang magtanggal ng mga bureaucrats. Tangna, bakit ba itong mga nasa gobyerno hindi magbuklod para ibagsak si Ale Boba at iba pang politiko na dapat at hindi nilang pinapayagang ginagago sila? Dito kasi iba ang politiko sa bureaucrat. Lahat dumadaan sa due process at ang pinaka-boss ng mga ungas ay ang mga taxpayers! Dapat ganyan na sa Pilipinas at hindi iyong para silang nasa Stone Age pa. Tangna parang katulad noong itinatayo pa lang ang kaharian ni King Arthur nang hugutin niya ang sinasabing legendary sword. I bet you kung merong ganyan sa Pilipinas, pihadong hindi itong si Ale Boba ang hihigit noon dahil hindi puede ang sinungaling na magnanakaw pa and vice versa.

    PATALSIKIN NA, NOW NA! Careful lang tayo sa mga nagba-blog dito na ang tono ay wala kayong magagawa dahil powerful si Ale Boba!

    Tell you frankly, one reason I did not like the US was because of the discrimination. Mas grabe in the 60’s and earlier. Kahit nga mga pilipino nagdi-discriminate ng kapwa nila pinoy. Paingles-ingles pa ang papangit naman ng accent. At least, ngayon, nagtatagalog na sila unlike before when they would not want to speak to you in any other tongue but English with a drawl pa na binisayang Texan na hindi mo maintindihan!

    Never got confidence in speaking English in fact until I was able to study in UK and easily switched to the Queen’s English.

    An Afro-American I met in Japan in fact once told me that he prefered the Japanese to Filipinos who to him are one of the worst racists. “I’m actually more fairer that a lot of them, and I could pass for one if not for my thick lips,” he said, “but boy, what a racist lot they are!”

    Worst is when a foreigner treats people of his host country like slaves like the beho I saw beating a Filipino boy I doubt he paid at all for slaving at his small sari-sari store when I was a kid.

  36. Anyway, Vic, Senator Pimentel is not the culprit in this scandal. It’s Defensor. Siya ang dapat na binabatikos dito. This guy should not be allowed to get any position now or ever. But how do you stop the poor from voting for this crook if he offers them money?

    Ex-Congressman Jun Lozada, who worked the hardest I guess for the OAV Law to be passed, in fact did not win against the crook’s brother in Negros despite the scandal about the Pidal fund. Over here someone like Iggy would not get to our parliament but will surely get to jail for even contempt as he did during the investigation on the Pidal fund at the Senate. Limpak-limpak daw na salapi ang ipinamudmod when you will remember these crooks saying that they did not have money, or the bum everybody knew Iggy was even when he was named the owner of the properties in SFO to conceal the fact that the Pidals bought them after she joined dirty Philippine politics.

    Point is why was this crook with the blessing of the SC (Davide) given any immunity when he was not an official of the Philippine government then. His being a brother-in-law of an acting president then did not give him that privilege under the law as a matter of fact regardless of whether or not they followed the rule of law.

    Wow, hindi opisyal binigyan ng immunity that I doubt Cayetano would be privileged to have if he answers to the bait of the Ale Boba for him to do an Erap!

    To Cayetano: Makipagtigasan ka! Don’t make the mistake of giving your evidence to these crooks kasi ita-tamper iyan! Diyan sila magaling!

    Every race, has racists within. We just keep ours and left them behind our doors because of the anti-discrimination laws, which is not only very expensive when you get sued but a very unnecessary disruption in your life. for languages, it’s not a problem because so many dependents immigrants (parents)of recent Chinese citizens are mostly unilingual chinese speaking and they don’t even bother to learn english as they have a very large community here. same with other nationalities, especially old parents who can’t be bothered. And there are about hundreds and more languages and dialects that are spoken by different nationalities here. As for the the “True” Original Canadian, except for the Inuit (Eskimo, Enuk) and the natives (Indians), nobody can really claim that they are one. Also we have only one class of citizen, whether you are born here or naturalized.

Her being able to pay her way through definitely does not give her the right to be exempted from the rule!

    Sinong may sabi sa kaniya na puedeng makalusot si Pandak? All the more reason why we should support politicians like Senator Pimentel to give them the pep to show na talagang mga lalaki sila versus the harlots in this bogus administration kasama na iyong mga binabae!

But now, (his is one of the very first ones) there are many periodicals and all are free pick ups at all Pilipino stores and businesses and some Chinese stores. We are more than a quarter million strong here in the Greater Toronto Area, a very visible presence.

    npcongo, my twins youngest sisters both live in the U.S. One in Northern California with the extended in laws family and one in New York. I visited both of them frequently. except for our borders and different social policies and somehow form of government, you can not detect any difference at all for an average person. Our commerce our closely inter-related and the biggest two way trade in the world is between our two countries in the amount of more than 500 billions advantage to Canada of more than 50 billions. For Filipino who can get a green card, I suggest U.S. is preferable destination to easily qualify in your chosen field, but if your thinking about the future of your children and their security, I’d prefer Canada because of its human rights law, its social security, its universal health care and its worry free living and stable govt. and non-intervention of foreign affairs policy. other than those, both countries are similar to each other except that in average we are colder, much coldeeeer…

    Mrivera, my uncle was also a mmber of the constabulary..but i guess di rin sya marunong kaya ayan pobre talaga at minister…i was too young then but i would always see him in his uniform na matikas at matipuno…he has resemblance with querubin nga when he was younger…it was during his time back in the 70s that they were asking him in the military to ask my father to be a dummy in importing some chemicals which turn out to be shabu…mabuti ang mga mangmang na hindi nagpapagamit, kahit paano ay hindi susunugin ang kaluluwa nila sa impyerno…pero si pandak bruha, may chamber na silang naka-reserve malamang..kailangan yun kasya silang pamilya pati kamag-anakan..for all we knw its a compound at nauna na ang mga ninuno nila…magkakapitbahay amg macapagal at arroyos sa impyerno!!!

    thanks. yan lang naman ang maipagmamalaki naming mga pobre. oo’t kumakalam ang sikmura namin pero wala kaming inaalalang pagkakamaling bandang huli ay parang multong tatakot sa amin. nabubuhay kami sa tulo ng aming pawis at walang taong tinatapakan. sa aming kamatayan tama na ang krus na kahoy ang tanda sa puntod kaysa naman sa marmol nga’y umaalingasaw naman ang nasa loob.

    My cousin is also in Calgary. It’s not as cold as in other provinces like Manitoba and Sasketchewan. But the colder the place, the cheaper the housing. Home prices in Alberta have skyrocketed. Worse in Vancouver and Toronto.

    Vancouver is not as cold as the other parts but it constantly rains. If you’ve been to Seattle, Washington, the weather is basically the same.
