Arroyos’ illgotten wealth in Germany

A news item in today’s (Aug. 19, 2006) issue of Malaya.

AN opposition congressman yesterday accused “immediate members” of the family of President Arroyo of hiding a multi-million dollar bank account in a German bank.

In a TV interview, Rep. Alan Peter Cayetano (NP, Taguig-Pateros) declined to identify the owners of the account but said it is inside one of the seven boxes of evidence that were not opened in the impeachment hearings at the House.

Cayetano, spokesman of the pro-impeachment team, has said in the impeachment hearings last Wednesday that the money is kept under account No. 87570-23030-32100-6271-571 in the Hypo-und Vereins Bank AG in Munchen.

In a phone interview, Cayetano dared the Arroyos to issue a waiver allowing the scrutiny of all “fictitious” bank accounts which could be traced to their ownership.

“Dapat sumagot sila (Arroyos). Dalawa lang ang paraan para malaman ang totoo dito. Una ay ituloy dapat ang impeachment. Ang ikalawa ay ang ginawa ni Sen. Panfilo Lacson na pumirma ng waiver upang mabuksan ang ano mang bank account na mai-uugnay sa kanya,” he said.

The House committee on justice on Wednesday dismissed the eighth impeachment complaint against President Arroyo, thus denying opposition lawmakers the opportunity to open the boxes.
Rep. Mikey Arroyo (Lakas, Pampanga) denied the allegation. “Haka-haka lamang yan,” he told a radio interview. “These allegations are just mudslinging tactics,” he said.

Cayetano said the burden of proof lies with the accused. “Kung sasabihing haka-haka lamang ito, bakit ‘di sila maglabas ng waiver para mabuksan ang any fictitious name of any account to clear their names,” he said.

One of the “causes of actions” in the new impeachment complaint accuses the President of “engaging in graft and corruption, entering into illegal government contracts and criminally concealing her conjugal assets.”

It said the President and First Gentleman Mike Arroyo concealed their conjugal assets through the Jose Pidal accounts and acquired money from the Piatco bribery, the Northrail project, jueteng and as well as the illegal withholding of interior revenue allotments of local governments.

Upon the respondent’s assumption to the presidency in 2001, the complaint said “she restored and allowed the proliferation of jueteng nationwide, and appointed law enforcement officials who acted as conduits in the payment to her of jueteng payola.”

“Respondent received monthly jueteng payola amounting to at least P 1 million per region through her spouse/congressman-son/brother-in-law (Rep. Ignacio Arroyo of Negros Occidental). The respondent used jueteng proceeds to bankroll her 2004 presidential campaign, to finance massive electoral fraud, and to bribe government officials,” it said.

The complaint said that when the Arroyo filed her statement of assets and liabilities and net worth in February 2001, “she concealed ownership of various properties and business interests pertaining to her and her spouse, and willfully failed to pay the taxes due on these properties and the income derived from them, in violation of the disclosure requirements under the code of conduct and ethical standards for public officials and employees, applicable tax laws, and the constitutional provisions on the accountability of public officials.”

The alleged concealed conjugal properties and business interests include real estate properties and the money realized from the re-sale of several of the properties located in California acquired and managed though LTA Realty Corp., which include a five-story apartment building at 737 Bush street in San Francisco; a condominium unit a 1176 Sacramento street corner Van Ness avenue in San Francisco; a residence at 2425 Tipperary avenue also in San Francisco; a building at 727 Gellert boulevard, Daly City, California, and a 24-room building at 151 Austin street in San Francisco.

It also says that the President owns a 60,758-square meter parcel of land in Caloocan City covered by TCT No. 153151 and titled to Jose Miguel T. Arroyo, the President’s husband, and the President herself.

The family also has a cash deposit in the Bank of the Philippine Islands-Family Bank in the Makati-Perea branch under account No. 661-5-00497-7 in the name of Jose Pidal which the complaint said is “actually owned and controlled by her (President’s) husband, Jose Miguel R. Arroyo.”

“After the Jose Pidal account of Jose Miguel T. Arroyo was exposed, which account was claimed by respondent’s brother-in-law, Mr. Ignacio T. Arroyo, the respondent failed and refused, as she continues to fail and refuse, to cause the prosecution of Jose Pidal for tax fraud for failure to report his income subject of the Jose Pidal account. Her mis-declaration of assets and liabilities continues,” it said.

It also alleges that the Arroyos have business interests in DM Press Inc., Raco Trading Phil. Inc. Trans Realty Co. Inc., Aviatica Travel and Management Corp., Eva development corp. and Pacific Mint International Corp., JMA Agricultural Development Corp. and Alaja Agro-industrial Corp.

    The Arroyo couple is not following the Marcoses. On the other hand, the Marcoses should learn from the Arroyos. The Arroyos are 10 times worse. Should we wait for them to steal the entire Philippine’s wealth and treasury? We must act NOW before it’s too late!

    Remember at the height of the Jose Pidal Senate hearings/investigation? Mike Arroyo denied he was Jose Pidal. When evidences were so strong to deny, his brother Iggy admitted he was Pidal. Same thing’s gonna happen in this latest Germany dollar account. If there are evidences, it would be Iggy, now Congressman, who would admit and say the account is his.

    So what’s new pussycat? Just about every president since the conjugal dictatorship of the Marcoses has some kind of dollar account overseas (ill gottten?). Add about a few dozen senators, a few more government officials, plus a few hundreds congressman and no wonder there were not even enough funds to evacuate our OFWs from Lebanon during the last crisis and now the country don’t have even have a technology to Clean the Oil spills in the
    Beautiful island of Guimaras. It’s like killing yourself softly with your own greed. Just where do we go from here?

  7. The Fat Guy is filing lots of libel suits that in more progressive countries would be considered more suspicious and subject to a backfire on him especially when he targets people who can expose him.

    Now, with this expose, what more proof does the Justice Department needs to prosecute these illegal tenants of the palace by the murky river. Abaw, katarantaduhan na itong hindi pa kasuhan ang mga walanghiya with all the proofs that Filipinos with conscience are now cooperating to whistle blow!

    Alas, however, the Commission on Appointments should have been careful not to approve all those appointees with close ties to the Pandak, husband, kins, friends and cronies. It’s called “conflict of interest” in legal parlance.

    If that is not being dumb, what is? On the other hand, this sacking of the impeachment, etc. is just proving in fact that the Pandak cannot claim that she alone has the right to own and rule the Philippines. In fact, she does not even qualify.

    I hope the young turks in the Philippine Congress like Biazon, Cayetano, Escudero, and even the young Aquino are not doing what they have shown they are capable of doing for their country and people for just the show. At least, I know for a fact that Escudero comes from good background and breeding! Iyon lolo niyan ang dapat na may pangalan sa mga kalye hindi iyong lolo ni Pandak na wala naman ginawa kundi mag-produce ng isang pahamak, kire at ungas! 😡

  8. Correction please, Vic. The Marcoses were not the original money launderers. I understand the Marcoses just copied his predecessor in putting money overseas! Lahat gumagawa naman niyan sa totoo lang kahit noong kauumpisa pa lang ng bagong republika. Iyon lang nga, mostly sa Tate lang. Pera ng reparations from Japan nga ninanakaw na since the time Japan started to pay kaya walang nangyari even when the Philippines got the largest payments both from Japan and the USA. Paano kinurakot na agad!!!

    I was a little girl when I first heard of an infamous scandal about NARIC kasi na-involve ang isang tiya namin doon. Tapos there were the cases on the backpays, etc. Kawawa iyong mga beteranong sundalong pilipino na hindi nakapag-aral sa totoo lang dahil niloko ng mga may pinag-aralan daw pero hindi naman ginagamit sa kabutihan.

    I feel sorry for Filipinos for this as a matter of fact. Rather, I hated the graft and corruption that seemed to have been part and parcel of the Philippine system since the republic was created.

    That is why when I found out that we were part Japanese, I decided I would like to return to my roots. It was for that reason that I studied the language even when I was still in grade school, and learn to be a real Japanese. My family settled in the USA, but I came to Japan after that.

    Nevertheless, the Philippines is still home somehow, and home is where the heart is. Gusto mo mang itapon kasi bulok, hindi mo magawa! So, join the movement to cure the bulok and make the Philippines better not that I would like to go back there, build a house on my lot at Ayala-Alabang, and wait for death there!

    Corruption and money laundering issues should no longer be thrown at Marcos since he has become an amateur compared to this Gloria Arroyo. It took Marcos 20 years to steal and only six years for Cory via her famous Kamag-anak Inc., courtesy of her favorite brother Peping. As for GMA, it only took her one year to surpass all past presidents combined from Marcos down to Erap. So, who is the champion?
    Therefore, it’s only fair not to use Marcos as an example.
    His name is overused. It’s Gloria Arroyo this time…until a much worse leader is born.

    As to the question why the Justice Department is not prosecuting Mike Arroyo’s illegal wealth deposited in Germany, who is the current Secretary of DOJ? Isn’t it the old puppet Raul Gonzalez? And DOJ is under the Office of the President? DOJ, all other agencies, courts, Comelec, Ombudsman, Sandiganbayan up to the Supreme Court are controlled by this Gloria and Malacanang. What can we do?

    As usual deny to death na naman ang mag-asawang demonyo at pati na rin ang mga alipores niyan. Everytime na may anomaly na sumisingaw, parang choir yan sa simbahan na sabay-sabay sa pag-deny. Famous lines nila, may proof ba kayo, may evidence ba kayo, dalhin niyo sa court. Sa lahat lahat ng mga kababuyan nila iyan palagi ang line of defense nila. Ang kakapal ng mga mukha at garapalan pang sabihin na dalhin sa court, na as if there’s still a court of real justice that exist today, samantalang alam na nating lahat na from the lowest to the highest court of justice hawak nila at nadidiktahan nila kung ano ang gusto nilang mangyari. At ang mga inutil naming mga judges and justices, parang mga tanga, walang mga sariling pagiisip at hindi magkandaugaga sa pagsunod mapagbigyan lang ang mga hayup na iyam.
    Sa expose ni Cayetano, malamang idedemanda rin siya nina mr. & mrs devil. Ang purpose niyan ay para manakot at makapagbigay din ng warning sa iba na manahimik na lang at huwag na lang kumibo. At kung mahina-hina kang klase, titiklop ka. Kung mag-kakaganoon nga, sana maging matibay si Cayetano pati na ang kaniyang mga kasama, dahil, kilala na natin ang magasawang magnanakaw, they will not just take it sitting down.     Kapag sila ang nagpanting ang tainga, at tinamaan sa mga salita ng kolumnista[“Godfather of smuggling” as coined by Lito Banayo] galit sila, kaagad demandado, kahit natotoo ang sinabi ng mga manunulat. Isama pa si jinggoy na dinemnda rin…dahil nagsalita sa isang hearing sa senado.

    Itong mga alagad ni gloria, takbo naman at mabilis pa sa alas kuwatro, pirma ng arrest order ang pulpol na HUWES[mga pasang awa sa Bar yang mga yan at walang kaso kaya nag-huwes na lang!], at served naman agad ng polisya [foolish sya!]!!

    Pasuweldo ng Bayan kayo, ah…dapat sa Bayan magsilbi at hindi sa kung sinong iskwater sa puwesto!

    Sometime ago, I got a shocking filler from a friend regarding the real roots of the Pandak. No it is not something about the hocus-pocus kinship with an ancient Manila chieftain or the royalty of Brunei, but something about her not being a daughter of Dadong Macapagal that is the reason likewise for the attempt to make her look like Dadong even by surgery because frankly, I don’t remember her looking anything at all like Dadong Macapagal when he was president of the Philippines.

    Someone sent me a forwarded email from someone claiming that the reason why the Pandak grew up in Iligan City was because her real father was from there. I actually did not take serious notice of that email but I kept it somewhere for future reference.

    Anyone familiar with this story and corroborate it? It is not tsismis definitely if it can be corroborated, something that the Pandak should be ashamed of trying to mar the reputation of FPJ during the election when she ordered her campaign managers to malign the actor who may have been born out of wedlock but his parents were at least not married and by law if both parents were not married but had the capacity to contract marriage, children of such union were considered natural-born and not illegitimate.

    Any lawyer knows this as a matter of fact unlike when both parents were committing adultery as in the case of Pandak’s parents who were reportedly married to other people at the time she was conceived!

    This is not libel but an attempt to find the truth and counter-evidence to those faked documents presented to malign the opposition that a lot many Filipinos and ex-Filipinos supported during the last election.

    To deny the people the opportunity to hear the truth, and to see corrupt officials from being sacked, disqualified and sent to jail is undemocratic and should not be tolerated by all means. For failing to do their jobs at the Justice Department for instance, the people (public) should demand for the removal of those running it.

    And why shouldn’t I come to visit? Why shouldn’t I come to walk among you? As I said in my speech a month ago, before the Federation of the Filipino-Chinese Chambers of Commerce, I feel that I am part of the Filipino-Chinese community because I am married to a Filipino-Chinese, Jose
    Miguel Tuason Arroyo. My husband, Mike is a descendant of a prominent 18th century resident of Binondo named, Son Tua, whose spanish name was Don Antonio Tuason. For those of you who were not in that meeting a month ago, let me recount very quickly a part of the story of Son Tua, as I said, whose hispanicized name was Tuason.

    In the 18th century, the Tuasons were the leading Chinese mestizo family, not only of Binondo, where they originated, or of the province of Manila, but of the entire Philippine colony as well. The patriarch of the clan, Don Antonio Tuason, who died in 1794, made his fortune in the galleon trade and was probably the richest man in the Philippines by the second half of the 18th century. He organized and was named colonel of the battalion of the spanish royal prince, composed of 1,500 chinese mestizos. They fought gallantly against the British forces which ransacked Manila and the surrounding provinces during the years 1762 to 1764. At the same time, they poured huge sums of money to the resistance movement against the protestant invaders.

    As a reward for his loyalty and generosity, the King of Spain exempted Son Tua’s family in 1775 from paying tributes for two generations. Eight years later, his majesty elevated the Son Tua or Tuason family to the Hidalguia, the Spanish nobility. Thus, the House of Tuason became the only Filipino family which was not of Spanish but rather of Chinese blood which ascended the Spanish nobility. And that is why, I am a part of the Chinese community because of my husband’s forebears.

    But even in my part of a family, the Macapagal side, Chinatown also holds a special place for me. My father, the late president Diosdado Macapagal, spent precious years of work in the neighborhood of Binondo long before he became president of our republic. After liberation in 1946, he opened the Macapagal-Eusebio law office, which later evolved into the Diosdado Macapagal and Associates with offices at Escolta.

    During the years that he worked within this district, surrounded by Chinese culture with Chinese-Filipinos as neighbors, he was inspired by your atmosphere of work ethic and charitable entrepreneurship. This bolstered his childhood respect for the Chinese members of the Filipino
    community which he learned from his hometown of Lubao, Pampanga because in his hometown there was a much loved Chinese member of the community whom the townspeople called “Intsik Jose”. Intsik Jose became prosperous by his industry, married a Filipina, and was active in the Lubao community affairs. He not only talked the Capampangan language but wrote and recited vernacular poetry. He wanted very much to become a Filipino citizen but could not make it because of some technicality. It was the consensus in my father’s boyhood town that although a Chinese citizen, Intsik Jose, was a better Filipino than many Filipinos in town.

    The respect for the Chinese in the community that my father grew up in made it natural for him to show his fondness, fairness and concern for the welfare of the Chinese community when he became president. When my father became president, he stopped all bills on Nationalization, all bills that were against the Chinese in our community. And so, he became a dear friend of the Chinese community.

    And now, I have come here to your neighborhood to assure you that like my father, I hold the Filipino-Chinese community in high esteem and I intend to make sure that my administration will serve you rather than harass you.”

    I think this is also one of the reasons why in our church, we are obligated to do our genealogy, even perhaps to stop the children from paying for the sins of their parents inasmuch as the sin of the fathers are made to be paid by the child to up the 4th generation similar to a Japanese belief that when one is a “magnanakaw,” most likely he must have descended from one who has done similar offense or crime.

    To tell you frankly, it took me long years and travels to many countries to complete my genealogy up to 1700 on my mother’s side because the truth is in their lack of interest in their own history, Filipinos in general have not take good care of their records with a lot many records being tampered with and destroyed by even those trusted or authorized to take good care of them.

    The Church of Jesus Christ of Latter-Day Saints keeps copies of the records given to the Philippines by the Spanish and US governments upon the turn-over of authorities and jurisdiction to the new Philippine Republic in 1946. It was in fact by checking records at the LDS vaults that the FPJ group was able to rebutt the lies propagated by Manapat about his father and his birth.

    The records turned over to the Philippine government in 1946 were kept at the National Archives then located at the Old Bilibid at Claro M. Recto Ave. that was always inundated during rains and typhoons until Marcos built the National Library and National Archives at Rizal Park after he became president. They were actually in such crummy condition as a matter of fact when the UP History Department and Asian Studies Institute started microfilming them in the 60’s and the LDS Church in the 70’s.

    I criticized in fact the way they were not handled with care by staff of the National Archives after the LDS Church copies them and provided microfilms copies to the National Archives and kept copies in the LDS granite vaults in Utah. A friend wrote about it in the Manila Bulletin in the 70’s.

    Now, it’s worse. The Pandak has ordered manuscripts there to be perjured in an attempt no doubt to make her lies look like the truth.

    I should know, because I did research there when I was a student at UP, and doing my research on my genealogy.

    In other words, the Pandak is a pathological liar. No one should be obliged to believe her. What Filipino historians should take care of is that these crooks will not destroy ay further documents, etc. for their own personal gains.

    Nawiwili ang walanghiya na nagsisinungaling kasi ang akala niya lahat ng mga pilipino kapareho niyang tanga!

    I must add that the Chinese were not even pansin during the Spanish occupation of the Philippines. There were pirates who kept on marauding the Spanish forts, but on the whole, they were left to do what they wanted in their community, the Parian, but ostracized to live within the walled city of Intramuros.     Ever heard of the ghetto? That was how it was during the Spanish period. I have researched for example the members of the Cabeza de Barangay, which is the local government subsidiary adopted for the natives and mestisos cooperating in the running of the country with the Spanish governor. In my mother’s hometown, for example, none of the members there was a Chinese. All were either descendants of chieftains or mestisos (not Chinese mestisos like the Tsinoy of today)!!!

    Likewise, Binondo at the time mentioned by the Pandak was dominated by well-to-do mestisos, not by Chinese even when Parian was nearby. The town along the Echague and San Miguel on the other hand was for the Japanese that extended up to Plaza Dilao in Paco. Dilao probably was in reference to the yellow skin of the Japanese settlers there.

    I should know, because my great grandfather met his bride, a cousin of the Luna brothers’ mother, in Binondo where they own a house. My maternal great grandfather was a British mestiso, a product of the British occupation of the Philippines in 1762-64.

    Sinungaling talaga itong si Pandak. Just because she has ordered her appointees to tamper with records at the National Archives, she cannot be sure that she can revise Philippine history to fit her fantasy, because out there in the vaults of countries that occupied the Philippines are records that Philippine scholars and historians in fact can dig into to prove her wrong!!!

    You may try reading the researches done by Blair and Robertson. You won’t find this fantastic story of the Pandak there. Don’t rely on what the Internet Brigade has been publishing on the Internet although some people may one day expose their lies complete with more reliable records still intact and not tampered with by the appointees of the Pandak stocked somewhere like the chronicles of Japanese traders before and after Japan was closed to westerners, and rare articles published in British journals.

    I guess this is one reason why the Pandak is not encouraging young Filipinos to pursue higher education when their parents cannot afford to send them to school. Hanggang Super Atsay and Atsoy and Super Ta-pu na lang sila! Siyempre naman, kung wala silang alam, papaano nila mapapabulaanan ang mga kabalbalang sinasabi niya?! Get mo?

They got lot of money to spend. The President has an annual salary of three hundred thousand pesos. (1US dollar=50 pesos)

    The first property acquired by the Arroyos was a housing unit on 727 Gellert Blvd. Daly City, CA, which was acquired on July 7, 1992 and transferred to LTA on June 18, 1998. The property was sold to a Roberto S. Aleonar on Dec. 15, 1998 for $242,000 as against its transfer value of $302,500.

    The second was a housing unit in 2425 Tipperary Ave. in South San Francisco, California on July 13, 1992. The property was transferred to LTA Realty Corporation on June 18, 1998 and was sold on March 11,1999 to Rodolfo Valera for $224,000 as against its transfer value of $280,000.

    The third was the 5-story apartment building on 737 Bush St. in San Francisco, CA, which was bought on Nov. 11, 1992. The property was transferred to LTA on June 1998 and was sold to Prana Income Fund-six Llc on June 14, 1999 for an undisclosed amount.

    The fourth property was a building on 1776 Sacramento St. Corner Van Ness, San Francisco, CA which was paid by the First Couple for $1,912,000, transferred to LTA in June 1998 and was sold on Sept. 11, 1998 to Garlock Trust, an American firm for $2,300,000.

    The fifth property, a 24-room building in 151 Austin St., San Francisco, CA was however dropped in this year’s impeachment.

    What’s interesting here is that prior to the sale, the titles were first transferred to LTA Realty, which by then was already 100% owned by Ignacito, by virtue of a Trust Agreement with bro Mike, but papers of the buy/sell transactions verified with California’s Secretary of State were in the names of spouses Miguel and Gloria.

    Secondly, all transfers happened simultaneously, on June 18, 1998. Take note of the date, Gloria has just won in the elections and will start to work as VP 13 days after.

    What’s the hurry to sell before her new VP term? Note again that all properties were sold within a year after the supposed transfer. If Gloria really was so popular that she was runaway winner versus Erap’s VP then (was it Angara?), she would have enough donated campaign money saved to see them through well after the elections! Was the proceeds going to be the capital to finance Erap’s future ouster? Or were these merely shell transactions to conceal money laundering activities?

    parang outsider ako dito, dahil sa dami ng mga kritiks sa first family. pero ang hindi ko maintindihan sa sarili ko rin ay kung bakit hindi ako maawa sa kanila, parang kahit anong sabihin laban sa kanila ay hindi pa rin ako magkaroon ng sympathy sa kanila. ano kaya, talaga kayang may mga taong madaling ma hate? normally kung sinasabi ng ibang tao na pangit ang isang tao, ang reaksion ko ay siguro may inner beauty naman sila, at kung sinasabi ng iba na magnanakaw ang iba, siguro kailangan nila o kaya ay ibinibigay naman nila sa ibang nangangailangan. pero dito wala akong reaksion pugutan man siguro sila ng ulo.

    if it is of interest i am living in norway, so far north that in some mountains no trees are allowed to survive.

    Kaya pala sabi mo sa far north ka kasi sa Northway ka pala. Kumusta po diyan? Marami po bang Pinoy? Puwede bang malaman ang trabaho mo diyan. Kumusta ang Norway kung ikumpara sa Tsina at Hapon? Maliban sa sasabihin mong hindi mga singkit ang taga-Norway, ano po ba ang meroon doon na wala sa Asia?

    artsee: kala ko si npongco lang ang may tanong. sorry kung di ko nakita kaagad itong entry mo. kumpara sa tsina at hapon in numbers ay kaunti lang ang pinoy dito, siguro mga 2000 lang pero kakaunti naman kasi ang mga norwego, wala pang 6 million. inhinyero (chief engineer-pasensya ka na sa tagalog ko) ako dito. di ko alam kung paano ko ikumpara ang tsina at hapon sa norway, sa geography ang pinas ay kasinglaki halos ng norway abour 325000 sq kms. ang haba lang coast line nila dito more than 3000 kms. ang mga tao naman dito ay very peacefull dahil din siguro sa kanilang violent history, viking history. alam ko ang hapon at norway ay matagal ng mag ka frienly relations dahil marami ding nakukuhang impulses sa bawat isa. mayroon din namang mga singkit dito pero hindi naman sila gaanong nagbibigay pansin sa physical attributes ng tao dahil mas tinitingnan nila siguro kung anong klase ka inside. mahirap din ang mga tao dito dati pero ng maka discover sila ng oil ay nag iba na ang lahat. ito siguro ang mayroon dito na wala diyan pero di naman ako napunta dito dahil doon.
