While former agriculture undersecretary Jocelyn “Joc-Joc” Bolante, who has been held at the San Pedro Processing Center in Los Angeles since Friday, refused the assistance of the Philippine Consulate in Los Angeles, our sources said his son, Anthony, has requested Mike Arroyo’s help.
Anthony, our source said, left Manila immediately after news of his father’s detention. It was a lucky coincidence that Mike Arroyo arrived in San Francisco July 10 from Europe.
Lack of information on Bolante’s detention has given rise to speculations. Foreign Affairs spokesman Bert Asuque said they respect the request of Bolante’s family to refer all queries to Atty. Antonio Zulueta.”
We called up Zulueta. He was not in his office the whole day and the secretary said she is not authorized to give his number. She also said Zulueta did not issue any statement on Bolante’s case.
US Ambassador Kristie Kenney said it’s a law enforcement matter and it would be inappropriate for her to comment on it.
Bolante was holder of a US business (B1) and tourist (B2) visa. He has been a frequent traveler to the US and he even has a house there. What could be the reason for the cancellation of his visa?
Could it have something to do with the request to the US government of Sen. Ramon Magsaysay Jr., chairman of the Senate committee on agriculture, way back last November asking for assistance in tracking down the whereabouts of Bolante, who is being sought in connection with the inquiry in the P3 billion fertilizer scam?
After a month, Magsaysay got a reply from Joseph Tilghman, chief of the non-immigrant visa section, saying that they need Washington approval to comply with the request.
But why is the bail being asked so big? Two visitors in my blog raised questions that are in everybody’s mind. Anna from Brussels wrote: “$100,000 bail for Bolante is huge. Are we sure his arrest only has got something to do with his visa? There must be something far more serious.” Schumey concurred, “A $100,000 bail is unusually huge, unless his arrest includes criminal liability.”
There are speculations that Bolante could have violated the US customs regulation that if you are carrying more than $10,000 in monetary instruments into or out of the United States, you must file a report with US Customs. Failure to comply can result in civil and criminal penalties, including seizure of the currency or monetary instruments on the amount of money one can bring into the US.
But then that’s a customs regulations and it was the immigration authorities who nabbed Bolante.
There’s also the question why Mike Arroyo did not immediately bring Bolante out of detention. Even if he was in Europe, couldn’t he easily instruct someone to help his friend? After all, Bolante’s contribution to his wife’s election fund from the money intended for farmers helped a lot in their rigging of the 2004 elections. Has there been a falling out among Arroyo’s closely knit circle of Rotarian friends?
Mike’s Europe pilgrimage also has raised a lot of rumors. Gloria Arroyo told reporters at the end of her Vatican, Italy, and Spain visit that her husband was going to Avila to trace his family roots which Mike said goes back to St. Therese.
There were talks that Mike didn’t stay the whole ten days in Avila and he was spotted in Switzerland. Well, if it was he who was seen in Switzerland, he must be into another kind of family undertaking.

My column on “E” last July 3 elicited queries as well as additional info. I wrote that “E” and her companion were scheduled to go to scenic Lugano, on the border of Switzerland and Italy, then proceed to Tuscany and Venice.
My latest info was, they canceled the Tuscany and Venice portions of their itinerary but they made it to Lugano. I was also told Lugano was suggested to them by their golfing friend who is president of a government bank.
I got curious what’s in Lugano that a bank executive would consider special for his special friends. I got my answer in the internet which said, “Lugano is third behind only Zurich and Geneva as a Swiss banking center”.

Will Bolante be another Malacanang sacrificial lamb? I doubt it. If the Palace helped and protected Garcilliano, the same help shall be given to Bolante whose participation in that multi-billion fertilizer scam would shake the Arroyos. That’s why the Fat Guy Mike immediately flew to California from Europe. At first, instruction was given to son Mikey Mouse Arroyo who went ahead. The elder Arroyo then followed. The alibi they gave was that they’re in San Francisco not Los Angeles. So what? They’re both in California. Air travel to Los Angeles from San Francisco is only about two hours. The Arroyos can’t just let go of this Bolante…not at this time when Bansot’s throne is shaking.

My own speculation is that the U.S. immigration is holding Mr. Bolante for further investigation. It could be for violating the U.S. law of money laundering, or is waiting for more information from Philippine Authorities for further action. The amount of bail is quite huge, but considering that Mr. Bolante has the ability to disappear in a moments notice, also didn’t escape the U.S. court. What was the content of the drafted letter/s of the DFA regarding the joke???accordingly, the joke is being charged with money laundering??? but who’s money was laundered??? I don’t want to jump into conclusion, but, is that the money laundered was the one used by the joke to fund the election campaign of the leprechaun??? The US Embassy in Manila asked US immigration authorities to cancel ex-agriculture secretary Jocelyn “Joc-Joc” Bolante upon his arrival at Los Angeles airport, ABS-CBN North America Bureau reported Friday.
ABS-CBN correspondent Yong Chaves said she received the information from Lori Haley, spokeswoman for the US Immigration and Customs Enforcement (ICE) western region office.
A US Department of Homeland Security official also revealed that no bail has been set for Bolante’s temporary release. The report contradicts earlier news that US authorities had set a bond of $100,000 for the ex-agriculture official.

ANC also reported that there was no bail being asked. So it looks like the report on the $100,000 bail bond still has to be verified.

Thanks – I hope the cancellation of Bolante’s visa was a response to the request of Sen. Magsaysay’s committee. Better late than never!
Since the piece-meal information we are hearing from ANC requires further verification, in a day or two we hope the real events will be released.
If Bolante applies for asylum in the US, he will certainly be denied. He has no basis. There is no political or religious persecution. His life is not in danger because he is identified with Malacanang. He better think of some other reasons to stay in the US; but not asylum, though filing it would delay his departure. His asylum application will be heard by immigration judge even if it is baseless. That’s how the US justice system works. If the judge denies his application, Bolante can appeal with the BIA (Bureau of Immigration Appeal) and then up to the 9th Circuit. The last level is the US Supreme Court that seldom reaches unless there’s a question of law. But with a good immigration lawyer (Bolante has all the money to pay), he can stay in the US while his case is pending. And he may even be granted work permit. Crazy as it sounds but that’s the way it is when it comes to asylum application. It takes years to get a final decision. By then, Bansot either has concluded her term of office, ousted or died mysteriously (I prefer the last one). And this fertilizer scam would have been forgotten.

It was on the steps of ABS-CBN that a formerly popular singer engaged me in her monologue of why she felt justified bashing a president of the republic. Being a concerned citizen and supposed taxpayer, she felt every ounce righteous in her tirade.
Then I asked the question that I myself avoided or thought irrelevant for many years. “Given all our right reasons for attacking and replacing presidents, where or what role does God have in appointing or placing leaders in power?”
How many times have we heard pastors and priests tell us to pray for our leaders as it is written in the Bible. And how quickly do we res-pond to them by dismissing their counsel as unrealistic, discon-nected, if not down right fantasy?!
I for one used to react that way and carried on with the same tirade as most Filipinos do. Until one day it hit me that our history of leadership reflected divine logic which I could only surmise as God giving us what we “deserve”, if not what we badly needed.
It is not a political science spin-off or some deep religious analysis but merely a historical review of leadership from Ferdinand Marcos, Cory Aquino, Fidel Ramos, Joseph Estrada, and finally to Gloria Macapagal-Arroyo.
More than anything, I expect it to make people really think about all the energy they waste in something God is already managing.
I wish I could include Diosdado Macapagal to sort of create a poetic political full circle, but unfortunately I hardly knew anything about his term and did not consciously experience it. That, I leave to Manong Max, Jarius and Alex.
For many years, I both admired and hated Ferdinand Marcos. He started out as the visionary who vowed to “Make this nation great again”, the “polo-jack president who was young, on the go, and was in control. He was the Pinoy JFK.
He came at a time when the pre-baby boomer generation were just discovering their potentials in business long controlled by foreigners, he was a nationalist who led the way and convinced us that we were not provincial, that we were international. He made us see the world, not just our rice paddies.
But more than these, he never backed down from a fight. He fought the hardline communists, he fought businessmen he felt were bad for business, he fought the freest media in the world; he even dared to pick a fight with Malaysia for giving comfort to secessionists.
At a time when the state had both internal and external threats, God gave us Ferdinand Marcos to deal with the big picture.
Given the admission of the communists that they did in fact bomb Plaza Miranda, ship arms from Red China and wanted to overthrow government, it is now apparent that the temporary nightmare we call Martial Law with all its pain, is more acceptable than a permanent Martial Law as in China, Vietnam, and Burma.
Just try bringing a Bible into these communist countries or to Islamic nations that the secessionists wanted to align with and you get a clear understanding why God could possibly get involved, if not get personal.
Yes, Ferdinand Marcos lost it. So did King Saul, King David, even Pilate. And because he did, God once again stepped into the picture to hear the cries of his people who wanted freedom, who wanted to be rid of oppression.
In true biblical fashion, he mocks the proud, even the machine gun totting Juan Ponce Enrile, Fidel Ramos, and Gringo Honasan by making a housewife, a widow, Cory Aquino president.
Biblically speaking, God is not too excited about guys who take down his anointed, no matter how justified they feel. So don’t wonder why EDSA 1 did not turn out as ideal as we all hoped.
Whatever standards or achievements presidents may be measured by, very few actually get the privilege to lead a nation across a political Red Sea. Red from the blood of victims, uncertain and unsettled.
Clearly with the hand of God, Cory managed the transition from dictatorship to democracy. Somehow managing to restrain the hands yearning for vengeance, retribution, eye for an eye justice.
If not for the hand of God, how does one explain the bloodbath that never came, the public hangings and firing squads people quietly wished for.
Yes, there were many disappointments, maybe even failure. But who said Cory had to be the cure-all? Most of us are still in search of our “One” true purpose, the mission, the goal. Cory’s was from dictatorship to democracy. Having crossed the “Red Sea”, we needed someone to sell us the promise land scenario.
So against all odds, as well as Joe De Venecia, et al., the guy who did not get the political backing got divine appointment. God gave us the president with the Protestant work ethic. President “Kaya Natin To” Fidel Ramos.
And boy was he a salesman. He got all of us so convinced that we all started working harder than we ever had, investing cash like it was going out of fashion. And true enough we could almost see, smell, and taste the Promised Land.
How many of us started hoarding the “Mana” from heaven? With the improved economy, people started buying townhouses, condos, golf shares.
So many people traveled abroad and even more started buying Benzes, Bimmers, and vans. Even those who didn’t need cars or could barely afford them started buying on installment.
Everyone swam in the temporary luxury, everyone except the poor, the under-privileged, the daily wage earners. While we were all busy spending money on foreign products and foreign destinations, being “mga hampas lupa” on the golf course. We forgot the poor.
And so the poor, the oppressed, prayed yet again to be delivered. Yet again God mocked the proud. He gave the poor their champion, their president: Si Erap para sa mahirap.
Consider what we called him: babaero, lasenggo, sugarol, dropout, bobo, carabao English. Are these not the very terms we use for the uneducated poor masses?
Against business, political parties, churches, high society, leftists, rightists, Erap prevailed and as if to rub it in God gave him the biggest vote, the widest margin in Philippine politics.
God clearly meant to disrupt our notion of how things were suppose to be. But instead of realizing what took place, we rebelled. Yes all the rich and famous, the rich and aimless, and the politically pointless.
We were too intelligent to believe that “the voice of the people is the voice of God”. Our pride and our collective greed made us the equivalent of those who “seeing did not see, listening could not hear.”
And so just like EDSA 1, we did an EDSA II forgetting yet again not to mess with God’s anointed. However sinful, imperfect, it was God’s choice, it was God’s call.
I am reminded now of what it says in the Bible: “In his anger, he allowed them to fall into their desires.”
But even worse: “Because you have done this, because you did not show mercy nor compassion upon your brother Judah, everything you did to him, I will visit upon you.”
And so a broken nation plays its broken record. No song, no music. Just noise. Think about it. Don’t kid yourselves, you’re not in-charge, God is.

I wonder who Gloria has tapped to be the “prime minister” or president of the federal government of North Luzon… Chavit Singson? Just got a text message: Soldiers in full battle gear are assembling at the fort. Formation includes riot equiped troops as well.
Bolante’s arrest is for convenience. Bolante will be able to save the money he stole if he stays in jail in the U.S. He does not have to spend anymore. Posting bail also affords him temporary liberty and he cannot be deported as he is being tried there. Extradition proceedings cannot be initiated either as he has to finish his trial and if convicted, his sentence. So for now, his deepfreeze in the U.S. will save him from being deep-fried here in the Philippines.

Bolante Update: U.S. Embassy confirms cancellation order of Bolante’s visa came from them.
He has also applied for political asylum, the U.S. Embassy said. Now we know that he really intends to stay in the U.S. His trial and appeal could last anywhere from 3-5 years. Extradition will also take a long time. Should he be able to get a good lawyer, he could even stay there longer. Unfortunately, any asylum seeker is entitled to privacy. Unless someone close to him leaks anything out, nobody can go near him, not even the consulate. Ang sarap ng buhay ni Bolante, Botante, or what my son calls him, BOLATE.

The $100,000 bail is true, but could go down depending on the judge who will hear the case and the gravity of his infraction. It seems Max Soliven raised a good question in his column. If the administration wanted to clear their name regarding the Fertilizer Scam, they could have simply cancelled Bolante’s passport to prevent him from travelling.
Plain and simple isn’t it, that is if you really want to find out the truth.

There are two issues that came into being from Bolante’s arrest in Los Angeles; one is the violation of US immigration law when he tried to enter United States on a cancelled visa, and the other, is the immediate removal proceedings conducted by Immigration and Customs Enforcement in LA Airport. Under these circumstances, Bolante could have sought asylum resulting to his detention and continued stay in US soil.
Under the removal proceedings, the Department of Homeland Security will file a charging document and ordered to appear before an immigration judge –under the Executive Office for Immigration Review — who will conduct or rather responsible for immigration court proceedings.
Sepeculations are very normal at this point of time, albeit unfair to US Government, but under the US federal laws, information in this regard is supposed to be witheld. Its a bit lenghthy process, but basically, there is a clock that is being followed and a bond determination hearing for those aliens who are detained by DHS. Bolante will stay for a while and until the whole process is completed. His upcoming court appointment might be his master calendar hearing.

Thanks for clearing things up Thepublicthing. It is a lengthy process indeed as discussed on tv ealry tonight. Everything will be up to Bolante and his lawyer. Political asylum hearings concern security and thus the witholding of information of concerned authorities. I think some processes are now different as when my parents applied for one during the last years of the Marcos dictatorship. Bolante has to justify the reason behind his application and will all depend on how the court will assess its merits.
That is if the same process is still being used today.

You should commend Gen. Esperon for that. If the Lower House has Pichay as the “whip”, the AFP has Esperon. Going by some reports going around of what transpired in Feb., its safe to say that he “convinced” Senga to stop the “withdrawal of support”. Without actually pointing a gun at Senga’s head, he was able to “scare” Senga into submission.

Apparently, Bolante asked asylum after his arrest. This will still be left to the courts to decide. We have an extradition treaty with the US, but its not as simple as that. Bolante would still have to be tried first. I’m not quite sure if the senate by itself can initiate an extradition proceeding.

I hope the Americans will not be too stupid to grant political asylum to this crook because he is not persecuted by the present regime, but under the protection of the Bansot and the Fatso.
The best thing to do is for the US to be informed properly of the offenses of this guy for which he has to be held legally responsible. And if he cannot be charged in Philippine court, he should be at least investigated in the US even by the Senators running after him for the squandering of funds for the farmers in the Philippines used illegally for the candidacy of the Bansot!

My take on this matter is if Jocelyn Bolante is only held as we knew it-for visa violation then he could be deported upon resolution of the case. If he applied for Political Asylum, then the court will decide if there is a basis for his application..As far as I know, the one reason or justification to consider political asylum is when the applicant life will be in danger if return to his “country” for his political belief or opposition to the political power that is unfriendly to the U.S.. and none of them is present for mr. Bolante to even get a court date.
My suspicion is, he may have brought in money or form of currency or combinations thereof of more than TEN THOUSANDs $$ and attempted to go through without Declaration..
My youngest sister coming thru the u.s. custom with 20 grands declared currency, a gift from our other sister for a house downpayment was stop and was asked for a letter affirming that the money indeed was a gift. Well, we have to send a letter for her to present to the custom to clear up the matter. My point here, when it comes to money laundering, the U.S. authorities are deadly serious, especially now that the are trying to trace all the funds going for the “terrorists” organizations. So any would be Bolante; Be warmed..
Things are looking up, I think. Bolante might be the silver bullet that Pilipinos needed to rid of the scams living in Malacanang. I sure hope so. Then, again we can’t be so sure, as we have been down this road many times before. E.g. Hello Garci is one good prime example. If the U.S. extradited Bolante back to PI, it would be interesting to note what would happen to Bolante. We can only speculate that Bolante will be well protected by Gloria’s subjects as they did to Garci. At least, a good talking point for now.
I saw on ABS-CBN a US-based lawyer saying that Bolante entering the US knowing that his visa has been cancelled is a strategy to be able to stay in the US. Now he is seeking asylum that will take years to process. Meanwhile, he is in the US, out of reach of the long arm of Philippine laws.
It’s becoming obvious that Malacañang is into this strategy. Mukha yatang naisahan na naman ang taumbayan.
Here again is Rep. Roilo Golez’ statement of Bolante’s request for asylum:
“How can someone considered to be one of the closest political allies of the powers that be in the Philippines apply for political asylum?That’s only if he faces persecution for political reasons.
“In my opinion, he is not a victim of political persecution but a beneficiary of political protection here.
“I believe the Bolante case is more of a deportation case than an extradition case. Extradition is government to government, assuming our government is initiating extradition.
“I doubt if government would initiate deportation. Deportation is unilateral action of the U.S. government, if they decide Bolante is illegal entrant or undesirable alien.
“If deported, he can be met at the NAIA by the Senate

I am not a lawyer, but I had quite an experience as a former law enforcer. I am confident that the case against Joc Joc Bolante involved a felony (serious criminal offense) that he committed here in USA sometime in the past.
I believe that there was already a previous arrest order from the US Court for his arrest prior to his arrival this month here in America.
He certainly committed a serious crime, hence, the court ordered him to post a bail of $100.000.00 for his temporary
release.

I don’t know if the Tribune’s report is true. It states that the $100,000 bail is 1 percent of the total amount of what he had in his possession. That would be $10M if we do the math.
Still, the lawyer could be right. With Malacanang’s disinterest in the case could only mean one thing. They want Bolante to stay in the US. Its in their best interest if this happens.
$10M is a big amount to lug around. And how on earth was he able to take that out of the country without arousing suspicion? His request for political asylum could very well be the key to all these speculations. But the main goal is for him to stay in the US and avoid the senate and the Ombudsman. Very cunning, we can then surmise that his incarceration is more for convenience, for whom, that’s another subject we have to dissect in the coming days.

My latest info is that Arroyo has already given money for the lawyer that will get Bolante out of the detention center. Once he is out, he can take his vacation in the US.

It is a desperate move to seek asylum to keep himself out of reach from the Philippine’s legal jurisdiction. But for what valid reason? Not unless he confessed the truth, and declared that his life will be in danger, from the hands of Pandak and company, if he comes back. Parang soap opera. I can’t wait for the next episode. For sure the Pidal’s will do their best to make Bolante’s stay in the U.S. a very pleasant one. But the San Pedro Detention is not bad either should Joc-Joc want more privacy. Its a hotel with bars, they have lounges, a library and other amenities. Heck, they even serve midnight snacks there.
I guess its convenient for the Pidals and Bolante. His prolonged stay will save the necks of the Pidals and his deepfreeze in the “can” will save him from being deep-fried by the senate.

There is something “abnormal” in this case. Cong. Goilez is right. You seek political asylum only when you are politically endangered or politically persecuted. In the case of Bolante, he even has the blessing and grace of the Malacanang Squatters so why should he seek asylum in the US when he has something to answer for legally in the Philippines. Ano ba ang palagay niya sa America? Taga-tago ng mga kriminal? And why shoudl the Americans give this guy asylum to help him evade the laws of the Philippines and even the US for that matter? Masaya siya!

Isang malinaw na warning ng United States (US) kay Pangulong Gloria Macapagal-Arroyo ang pag-aresto kay dating Department of Agriculture (DA) Undersecretary Jocelyn “Jocjoc” Bolante partikular na sa kampanya ng gobyerno laban sa katiwalian.
Ito ang obserbasyon ni Cavite Rep. Gilbert Remulla matapos kanselahin ng US Immigration ang visa ni Bolante na naging dahilan para arestuhin ito at ikulong sa Los Angeles, California.
Ayon kay Remulla, nakakaintriga ang pananahimik ng Amerika sa tunay na dahilan ng pagkansela nila sa business visa ni Bolante at maging ang hindi pagsunod sa Standard Operating Procedures (SOP) na i-deport agad ito sa Pilipinas.
“According to my sources, the SOP would be to deport him right away for a cancelled visa. It’s also very unusual to set such a high amount of bail for someone who’s not a convicted criminal and is just a private citizen. What infraction could he have done? Could it be an implicit message or warning to the Palace?,” ani Remulla.
Umaabot umano sa $100,000 ang itinakdang piyansa kay Bolante na masyadong malaki kumpara sa karaniwang ipinapataw ng mga awtoridad sa Amerika laban sa mga undesirable aliens.
Dahil dito, hindi maiwasang isipin ni Remulla na ubos na rin ang pasensiya ng Amerika sa gobyernong Arroyo lalo na sa kampanya nito laban sa katiwalian kaya posibleng sinadyang arestuhin si Bolante.
Hindi biro ang halaga ng anomalyang kinasasangkutan ni Bolante sa Pilipinas dahil umaabot ng P1.2 bilyon ang pondong para sana sa mga magsasaka na nai-divert diumano para sa kampanya ni Arroyo noong nakaraang presidential election.

Sinabi naman ni House Minority Leader Francis “Chiz” Escudero na kahit anong gawin ng Malacañang ay masisilipan sila sa kaso ni Bolante.

“All the newspaper articles speculating on why the bond was so high missed this point. When Bolante arrived in the US, his visa had been cancelled by the US Embassy in Manila. Therefore, he had no visa to enter the US. He was then placed in EXCLUSION proceedings, not removal or deportation proceedings where the burden of proof is on the alien to prove why he should be deported. In Bolante’s case, he has the burden of proving why he should be allowed into the US. When people are in exclusion proceedings, they are NOT normally enttiled to bond. If it is given, the bond is usually very high.”

BocBoc should have made available himself at the senate when he was asked to, but he snobbed them and went on jetsetting and maybe carrying million of dollars each time for the evil couple who heads a gang of pirates known as The Pirates of the Philippines. BocBoc is now in the custody of the US authorities and his case is somewhat gaining an element of a suspense thriller. How can the evil couple extend help to their bagman. Last night on ABS-CBN Bandila, Juris Soliman, chief of staff of Mike Arroyo, to dispute connection between her boss and Jocjoc Bolante, said that Mike Arroyo arrived in San Francisco from Spain June 9 while Jocjoc was stopped by US immigration, June 11.

Bolante was arrived in tne US from Seoul, Korea June 7 (Friday in US, saturday in the Philippines.) Mike Arroyo arrived in SF June 9.
And where did Mike Arroyo really come from? Spain or Switzerland?
Why is Mike Arroyo giving us the impression that he doesn’t care about his best friend, Jocjoc? Is that normal? The more he does that, the more we are inclined to believe that there is really something more than just immigration violation in this Bolante case.
According to Philstar (although I rarely read this paper for biased ito), Bolante was not arrested nor have his visa cancelled. He went to LA to ask political asylum because he is ready now to testify of the Fertilizer fund scam. Ibig sabihin ikakanta na niya ang mag-asawang sinungaling, magnanakaw, mandaraya, mamamatay-tao, sugarol, etc.If he would be granted asylum, definitely doon siya lilitisin, hindi siya pwedeng likidahin ni gloria & cohorts. Alam naman nating lahat, kung dito gagawin ang paglilitis, bigla na lang naglalahong parang bula ang mga sangkot!!! Sana nga totoo itong balitang ito.
Why did DFA keep quiet?
At a press conference held July 10 at the Philippine Consulate in LA,
Rep. Lorenzo Tañada III (LP, Quezon) raised the question of why it
took the DFA several days to release the information on Bolante’s
arrest.
Advocating the impeachment of President Macapagal-Arroyo at the press
conference, Tañada brought up the Bolante case and criticized the
Arroyo administration for continuing to refuse to address the issue.
“It’s so ironic,” the lawmaker said. “There I was, talking about
Bolante at the consulate, and it turns out he had already been
arrested. The consulate and the DFA apparently knew about the arrest
and yet decided not to say anything about it.”
Tañada speculated that Bolante’s arrest could have been a move to
keep the man in the United States for a longer period of time, if not
permanently, to evade investigation for corruption.
“There’s definitely more to this story than what is apparent right
now,” he added.
It was only on July 12 that DFA spokesperson Gilberto Asuque
announced Bolante’s July 7 arrest to reporters in Manila. Quoting
Consul General William Gaa, Asuque said US authorities informed the
LA consulate by phone of Bolante’s arrest and detention only on July
10.
I feel Bolante’s case is all palabas of the couple: gloria ang mike. Since impeachment cases have been filed in the congress, and there is now way they can evade to have one of the filed case be heard. Fertilizer fund scam is included in the charges. Maybe I was right when i said earlier that bolante will be brought to neverland and live them in comfort.

Bolante has a house in L.A.
So it seems the original plan is for Bolante to stay out of the country to avoid not persecution but testifying in the senate or the Justice Committee of the Lower House. Certainly, he cannot avoid these two forums.
Plunder, which is one of the charges in the Impeachment Complaint to me is the easiest one to prove. With the volumnous documents to support the charge, definitely the congress cannot overlook this. Bolante played a major role in the scam and his testimony will break the case wide open.
His arrest therefore is out of convenience to save his and the pretender’s neck.
I think Bolante,gloria and mike, are just buying time to avoid his (Bolante) appearance in the congressional investigations. But up to when?
Yes Ellen, he will have to face the music one way or the other. We just have to hope that the judge handling his case will act on it swiftly. If some of the speculations are true, the judge will see how flimsy Bolante’s alibis would be and can throw out all the motions his lawyer will raise. Let’s hope this will be the case.

Nene Pimentel said that “…Bolante was held with the help of the US Embassy at the request of the Senate Committee on Agriculture and Food…It was not an interference, because the Senate asked for help; otherwise that might be an interference in the internal affairs of the country,” he said.”

Now, it is getting clear. Next will be the team of Senators going to the US to interrogate Bolante with the help of the Americans who can step aside and let the Senators do their job. I know this can be done through proper channels, and I’m glad to hear that the US Embassy in Manila is cooperating.
I just wonder how the Secretary of In-Justice in the Philippines will cooperate when this case is brought home and Bolante is given to the custody of the Justice Department. It would be embarrassing if SiRaulO sets Bolante free again after being turned over to Philippine authorities for proper prosecution under Philippine laws for a case of plunder in connivance with the Fastso and his wife, the Pandak. Wahtever, hopefully, justice and truth will prevail.

I don’t think it’s blasphemy committed by Phil, ystakei. Maybe he was referring to a different God. You would be surprised to know that every religious group claims it worships the true God. You at LDS also claims to be the true church; hence, has the true God. INC claims to be the true church and believes in only one true God, the Father; and they reject the Trinity which for them is unbiblical. So, let’s not abuse the term “blasphemy”. With the visa cancellation on the request of the US Embassy in Manila, I doubt if Bolate will be granted political asylum by the US government for to do so will be going against its own rule. Matinik na talaga ang abogado niya kung makakuha siya ng political asylum especially with a very clear intention and motive that he simply would like to evade the law, Philippine law that is, and escape prosecution for his scam that is linked with the Dorobos squatting at the palace by the murky river.
Now, I wonder what kind of legal offense the ombudsman (or should I say ombudswoman?) is going to charge him with to qualify for any extradition request to the US government now holding Bolante in custody. The US government in fact has the discretion to simply deport this guy and bar him from entering the US. It does not really have to be complicated as a matter of fact unless of course, he has committed a greater offense than trying to enter the US on a cancelled visa, and has to spend some time in a US jail.
Baka ang gawin ng mokong na ito e katulad noong kay drug-addict na si Nora Aunor na kung sa Singapore or Malaysia, etc. ay bitay ang inabot at hindi lang a lighter sentence of some community service. Aba e, naka-overstay pa sa Amerika ang kumag a!

Incidentally, the DFA and Consulate knew about Bolante’s arrest on July 7 and announced it only on the 12th. INS informed them the very same day of Bolante’s arrest. What’s mind-boggling is why the DFA took 5 days to report the incident. Bolante is no security threat nor an official who holds a sensitive post. Announcing his arrest also does not violate national security. Why wait for 5 days? He’s nothing but a fugitive. When fugitives and criminals are arrested here, they are quickly paraded before the media in the presence of the bansot. Could they have waited for Malacanang’s order? It’s obviously another cover-up.

As for parading these suspects on TV, it is barbaric, and proof that Filipinos apparently do not understand the legal process regarding criminals not being guilty unless proven otherwise. Tignan mo na lang ipinaparada na hindi pa man naiimbestigahan kung tunay o hindi ang paratang sa kanila.
On the other hand, nakakabuti naman doon sa mga katulad noong mga supporters ni Erap na inabuso ng mga hoodlum sa military na pinagbintangan at pinagtangkaang i-frame up dahil wala namang makitang ebidensiya na talagang may gustong mag-destabilize ng pamahalaan ni Pandak na kahit naman walang mag-destabilize ay hindi naman talagang stabilized gawa nang peke nga siya!
Common sense lang naman ang kailangan at hindi na marami pang kabulastugan. Tignan natin ngayon ang gagawin nina Senator Pimentel at Senator Magsaysay. Doon nila imbestigahan si Bolate sa America at kapag may matatag na silang ebidensiya ay magpagawa sila ng warrant para maaresto si Bolate at hindi na makakapalag iyong mga walanghiya sa Pilipinas na baka ang gawin ay ipapatay na lang si Bolate para hindi magsalita.
Hopefully, sana doon na lang makulong ang ungas sa America tapos i-deport at bahala na siya kung patayin siya o hindi sa Pilipinas dahil masyadong bengatibo itong si Pandak pati na iyong kamukha niya! Ang alam ko walang nakukulong na foreigner sa America ang nakakuha ng asylum kundi pagkatapos ng sentensiya nila ay pinapauwi na lang sila sa bansa nila ng sapilitan o deportation.
Kaya, kaibigan, pagbutihin ninyo ang bira ninyo diyan sa Pilipinas, at ganoon din ang gagawin namin dito sa Japan.

“Bolante should name those who ordered him to rob the treasury to buy votes for Gloria. Its guaranteed. He would not only be facing political persecution here. He would be the target of execution.”
Ang problema, magkakaroon nga kaya ng lakas ng loob na magsalita ang kumag na ito? Abangan ang susunod na kabanata! Abangan kung ipapairal ag batas tungkol sa ganitong pandaraya sa eleksyon na ang sabi naman ng batas ay sapat na ang disqualification sa nagpapanggap na nanalo para matanggal sa kinalalagyan at dumaan sa due process of law! You misunderstood my message. But that’s understandable. That’s often the problem with using literary figures of speech such as metaphors, similes, allegories, etc. Some will get it. Some won’t. Figures of speech are meant to break the monotony of plain language.
So, anyway, to stop the obfuscation and to make my message very plain and clear, simply replace the word “God” to “Almighty Gloria” in my previous comment and you’ll get the intent of my message.
And here’s the background of why I wrote that piece as I did.
Gloria has been claiming closeness to God. She has more than once claimed God talks to her. She has just recently even told us “Only God can judge me.” That implies that we mortals, ignorant citizens and voters have no more right to judge her. That also implies that Impeachers, Congress and the Senate also have no more right to judge her. She is practically caliming she is almighty. She can do as she pleases. The hell with courts, judges, Congress, Senate and voters.
She weaves closeness to Saints, Popes, Bishops and all sorts of religious groups.
She is such a manipulative power-grabber, she is even capable of grabbing God’s throne given half the chance. So I half expect that next time she will claim she is already God Almighty.

If you don’t talk about their God and church, to them it’s blasphemy. Yet, some people would use a forum such as this to share their faith and belief by pretending to talk about God and their church in relation to what’s being discussed. Indeed, politics and religions are the most controversial topics since the beginning. You gain enemies not friends from discussing these. No, Phil, I did not misunderstand you, but I thought it would be too much to be ranking up the Pandak with God no matter what her claims have been, and that we should not profane the name of God by making the proper distinction as when we use the capital G for God and the small god for the demongods!
I just thought we should be reminded always to be careful that we do not include God in unholy discussions except when we ask for mercy and even wisdom perhaps in what we should do to have the Pandak remove and see a better Philippines in our lifetime. With what happened to Bolante and the expose on the bishops accepting P15,000 bribes (how cheap!), I find meaning in the saying “God writes straight with crooked lines.”

Dominique, the report is that it’s not only P15,000…some received higher as much as P30,000. Even the amount of bribes varied. It’s like those crooks receiving jueteng bribes from the Governor down to the Barangay level. The higher your position, the higher the amount. I hope this doesn’t mean that the Cardinals are receiving more. But, I know the late Cardinal Sin did way back from the time of Imelda Marcos. Today, I wonder why Cardinal Vidal of Cebu is quiet. Vidal is a certified Erap man and more sympathetic to the opposition. He should have said something about the recent scandal involving the bishops.

Russia: THE BORODIN AFFAIR – THE TIP OF THE ICEBERG

Almost two weeks ago on January 17, Russia’s political life
was jolted by some news from New York: United States immigration officials there had arrested the state secretary of the joint government of Russia and Belarus Pavel Borodin. The arrest occurred at the request of the Swiss authorities, who accuse Mr. Borodin of taking a $25 million bribe from the Swiss firm Mabetex.
According to documents from the Geneva court, Borodin received money from Mabetex as the chief administrative officer in Yeltsin’s government in the mid-nineties, in exchange for the contract to restore the Kremlin, a job estimated at $200 million.
In Moscow, the affair turned into the largest scandal in
post-Soviet Russia, since this was the first time that such a high-ranking Russian has been arrested outside the country. After a few weeks, however, the hubbub has already died down a little.
A meeting was held January 30 of the Council of the
Russian-Belarussian Union, led by Prime Ministers of Russia and Belarus Mikhail Kasyanov and Vladimir Yermoshin. It was the first such meeting held without Borodin’s participation. Russian minister Kasyanov named an obscure official, Igor Selivanov, as state secretary to the joint government. This action in itself indicates that the state secretary’s duties are exclusively “official”, that is, they hold no real importance for Moscow.
Moreover, this decision has complicated relations between Moscow and Minsk, since the Belarussian leadership is upset that no one consulted Minsk in naming a successor to Borodin’s post, a post to which Borodin seems unlikely to return soon, if ever. The shock that Borodin’s arrest gave Russia’s elite cannot be understood simply. Borodin’s reputation had already long been tainted by accusations of corruption. The Russian government just cancelled
its investigation into the bribery accusations at the end of December owing to lack of evidence. But the Swiss continued to look into the affair, and had already sent a request the year before that Borodin be detained by Interpol. Borodin’s Russian lawyer claims his client knew nothing of this, and therefore saw no reason not to travel to the USA.
The story of this trip is very puzzling. An important American businessman, James Zeng, allegedly invited Borodin to America for an unofficial celebration of Bush’s inauguration. Borodin’s arrest, therefore, sparked consternation among Russian politicians; it was rumored that someone had purposely summoned Borodin to America, issued an official guarantee, and then betrayed him, at which point Borodin found himself handcuffed and on his way to prison.
“Borodin was arrested,” State Duma deputy Vasili Shandyibin
said, “because he was a Russian man and a patriot.”
Another deputy, Nikolai Kharitonov claimed that “Borodin’s not the issue–this could have happened to any Russian citizen in America.” Mr. Kharitonov obviously did not notice the other possible interpretation of his statement: that any Russian in America could be accused of corruption.
The problem actually looks much simpler–and yet more
intriguing. First of all, Borodin’s invitation was not official. Mr. Zeng claims he didn’t even know that an invitation was sent in his name; it turns out that the document came from his firm’s Moscow branch office. Secondly, it does seem that the Russia-Belarus state secretary was “set up.” That is, someone needed to get rid of this infamous figure from Yeltsin’s administration. It is widely agreed that that person was the Russian president himself, Vladimir Putin. Putin has long been trying to push Yeltsin’s people out of his circle, since they could compromise the new government in the Kremlin. But to do this openly in relation to Borodin would look extremely unethical. The problem is this: Putin lost the 1996 St. Petersburg mayoral election to Anatoly Sobchak, and had to resign from his post as vice-mayor, at which point he was literally left jobless. His salvation came in the form of Pavel Borodin, who invited him to Moscow be his deputy on the recommendation of then-influential Anatoly Chubais.
When Putin was elected president in March 2000, the scandal
surrounding Borodin was in full swing. The new Russian president installed Borodin in the harmless post of state secretary, removing him as chief administrative officer.
The “Putin version” is indirectly supported by the incredible lack of any response from the president regarding the arrest of his former patron. This stands out in even greater relief against the loud defenses of Borodin being heard from the other leader in the Russian and Belarussian union, Aleksander Lukashenko. Standing up for Russia and her officials, Lukashenko came to Moscow January
25 and accused the USA for taking a trillion dollars out of
Russia. This was an expensive move for Lukashenko; his expected appointment with Putin was postponed. Nor did other Russian “heads” receive him, and he had to wrap up his visit that very day and return to Minsk. Thus began an entirely new scandal, this time within the joint government. The consequences of this affair may turn out to be more serious. Moscow has given Lukashenko the word,
it seems, that it won’t be inclined to support his candidacy in the upcoming elections this year.
As for the fate of Pavel Borodin, things look gloomy. A New
York court refused January 25 to approve a request from Borodin’s lawyer for release on bail. An appeal from Russian ambassador Yuri Ushakov to let Borodin stay at the embassy under the guarantee that he would appear in court was also turned down. Attorneys generally agree that it will be difficult to prevent Borodin from being handed over to the Swiss authorities. In Moscow, spokespersons for the Russian leadership say there is nothing politically suspect in the arrest of this high-placed Russian official, that the case is built on exclusively legal grounds. Observers consider that Borodin affair was an “assignment” from
Moscow, plus no one wanted to spoil relations with the new Bush administration. Besides, with some help from Washington a new scandal may soon start boiling, leveling accusations of corruption against some much higher-placed former Russian officials from Russian President Boris Yeltsin’s inner circle.
