Drilon’s Senate

In the same way that a statement of praise from Gloria Arroyo is a kiss of death to one’s credibility, a diatribe from Malacañang is badge of honor.

On the change of Senate leadership from Franklin Drilon to Manuel Villar, presidential chief of staff Mike Defensor said, “if Senator Drilon had remained an ally, the political crisis that faced the President would have been tempered even if we don’t have the numbers.”

We are thankful that Drilon abandoned Arroyo at the start of the “Hello Garci” controversy. How he protected the Senate’s independence from Malacañang’s unrelenting attempt to make it its rubber stamp just like Jose de Venecia’s House of Representatives more than made up for error he committed in that infamous offer of Iloilo hospitality to Arroyo.

We are grateful to an “obstructionist” Senate for obstructing Arroyo’s destruction of democracy.

In his farewell speech at the sine die adjournment last Thursday, Drilon said: “I do feel a certain pride in what we in the Senate had done to help maintain stability in a tumultuous political season.”

Drilon reminded the public of the important pieces of information uncovered during the budget hearings which explain why Arroyo tried to render the Senate inutile with her EO 464, prohibiting government officials from attending congressional investigations without presidential permission:

“One of the highlights of these budget hearings was the discovery that funds recovered from the Marcos’ ill-gotten wealth were allegedly withdrawn by the Department of Agriculture and diverted to uses other than that provided under the Comprehensive Agrarian Reform Law.

“There were serious allegations that P100 million from the Marcos fund was part of the P728 million fertilizer fund scam surreptitiously used in the election campaign of Gloria Macapagal Arroyo.

“On March 6, 2006, the Senate’s Committee on Agriculture investigating the fertilizer fund scam came out with a committee report and found certain agriculture officials culpable for mis-spending and pocketing fertilizer funds intended to benefit rightful farmer-beneficiaries. Findings of the independent Commission on Audit validated the committee report. Our findings are now with the Office of the Ombudsman.”

Drilon also recalled the hearings on the NorthRail project which was “another classic example wherein the Senate was able to inform the public how transparency was sacrificed for the sake of expediency and vested political interests.”
EO 464 was declared unconstitutional by the Supreme Court. Same thing with the fascistic Calibrated Pre-emptive Response and Proclamation 1017, a sly attempt to impose martial rule.

Drilon said: “Our nation heaved a collective sigh of relief on the High Courts decisions. No matter how you look at it, the Supreme Court’s sobering actions were a vindication of the Senate’s efforts to preserve democratic practices and traditions so cherished by our people.”

“In the end,” he said,” the Senate stood like a formidable rock by the bay against the red-faced molehill along the river.”

Malacañang’s lying machine has not stopped. Presidential spokesman Ignacio R. Bunye the other day continued to blame the Senate on the non-passage of the 2006 budget. Senate slashed P64 billion from the P1.053-trillion proposed budget to which Arroyo reacted vehemently, threatening to veto the budget bill.

“The gridlock caused by the Senate has hindered confidence in our economy, stunted opportunities for growth with social equity and hampered the pursuit of national security because of several key pieces of legislation that are gathering dust in the upper chamber,” Bunye said.

This is the budget story, according to Drilon: “Knowing that the national budget is a vital tool for government to successfully execute its plans, programs and priorities, the Senate, through Senate Resolution No. 47 passed on November 9, 2005, constituted itself into a Committee of the Whole to consider the proposed budget for 2006.

“Note that Malacañang submitted its proposed national budget two months late, while the House, fiddling with Charter change initiatives, took its time and transmitted the proposed budget to the Senate only in March this year. Nevertheless, after two weeks of marathon sessions, we managed to approve the FY 2006 General Appropriations bill.

“We made a strong collective stand for a leaner budget by removing the funds which could not be justified by the executive department and would have been used indiscriminately as pork barrel of the Palace, among which principally are the Kilos Asenso Support Fund and the Kalayaan Barangay Fund.”

Bunye used the non-passage of the budget bill to once again pitch for Charter change, Arroyo’s strategy to remain in power forever. “This situation is the clearest and best argument for a shift to a unicameral system that fuses the Executive and Legislative powers on one chamber, for which we now have a growing momentum for support,” he said.

Drilon had anticipated this. He warned that after they passed Resolution No. 77, expressing the sense of the Senate that the signature campaign to introduce changes to the Constitution through Barangay Assemblies initiated by the Department of Interior and Local Government is illegal, ” Expect no quarters given, no holds barred. I see a well-orchestrated, well-funded but insidious campaign for Cha-cha rising in crescendo in the next month or so.”

Drilon said “If I had incurred the ire of the present administration because of my steadfast commitment to preserve and promote democracy, there never will be an iota of regret in my heart. It was a decision that had nothing to do with my political life, but a decision I made in defense of democracy.”

We will always remember “Drilon’s Senate” with pride and gratefulness.

    Villar is suave, too smooth an operator and probably less flamboyant but like you I’m not as optimistic.

    He didn’t make those billions without making compromises and today, we cannot compromise; I believe the country has compromised its laws, its Constitution, its honor, its moral values so much already that to compromise more would be unthinkable – it’s almost a do or die situation but maybe, perhaps, I’m maligning him, so we shall see.

  3. I consider Drilon’s Senate as the last bastion of Philippine democracy. Although once a staunch ally of the princess, he gave more value for what is right and moral. I don’t care if he had done wrong in the past but all were erased when he chose to side with the people. I salute the man who was able to unite the senate against a bastard and ruthless administration. I raise my glass to him for being a leader and stepping up to the plate when the country needed one. A truly great legacy to leave behind.

    Same here, guys, I feel less inclined to believe that Villar will be as independent as Drilon, but I’m willing to give this fellow UPian a chance to prove his ability to stand against the evil dictate of the Philippines’ version of Hitler!

    I too am not expecting too much from Villar, but he has this reputation to surprsie everybody when the time comes.

    But I remember the billboards issue a few blogs back..Villar is notorious for giving credit to himself for projects using taxpayer’s money!

    So … the Drilon Senate uncovered monumental scams and thievery involving the Marcos millions, the fertilizer funds, the northrail project, etc. And Drilon said ” our findings are now with the ombudsman…”
    Give me a break *&%%* since when did any ombudsman work against the interest of a sitting president, and more so with the current pretender? I do hope Drilon can rest well on his laurels, against the backdrop of a nine year old girl thrown in jail for stealing one tilapia while bansot keeps on with unbridled rape of the treasury.

    He is an ambitious person so principle will not be his main criteria in deciding issues. He aspires to be president in the near future. So he will be conscious of public opinion, I hope that will work for the people’s interest.

    Do you think it’s true that the 13 young rallyists led by Ma Theresa Pangilinan who were apprehended in Kawit are left-wing?

    Or are people who are opposed to Gloria’s regime automatically branded left-wing (even by PDI)? Anyway, if so, I’d be very happy to be branded left wing… what an innovative definition for any person opposed to Gloria Macapagal Arroyo y Moral Bansot!

    A PDI report said, “Police said that on Monday they detained 13 left-wing students who tried to disrupt a flag-raising ceremony at a historic shrine, led by Vice President Noli de Castro in Cavite province near Manila.”

    GMA is a perfect example of a true TRAPO. She’ll say one thing and do the opposite. TRAPOs are known cheats, thieves and liars. And the 1,000 police deployed is out of GMA’s paranoia. I hope you didn’t catch her Independence Day speech, its something you will definitely hate. I will refrain myself from going into its specifics, I will just use your trademark line to describe it. “Tangna, sino kaya ang niloloko niya!”

    “Many of those who shout in the streets have done nothing for this nation except foment strife and stagnation,” Arroyo said. “But time will eventually expose them as false prophets whose primary platform is self-interest and national division.”

    Hahahahaha! Revolution is what made this country and she has managed to set us back 400 years. Filipinos continue to slave not only here but to distant lands as well. And now she would rather send our “heros” to fight another country’s war. She can boast all she wants but nothing she says will conceal the true state our country is in.

    Communism as an ideology is dead. The last bastion of Communism as a matter of fact, China, is now a big capitalist! Communism, I guess, is only now a figment in the mind of Joma Sison, whom a friend of mine in the CPP now calls an entrepreneur!

    On the other hand, Gloria Pidal was a collaborator of the NPA, leftists, etc. when she instigated the Oust Erap Movement. The truth is I keep a picture of hers with Satur Ocampo just prior to the impeachment trial of Erap, plus the red streamers at EDSA when Davide sworn her in despite the fact that Estrada remained at the palace.

    I remember that January day vividly because I was asked to go to the TV studio as early as 6 in the morning as we were told that some footages would start coming in from Manila on time for the inauguration of Mrs. Pidal. I did not even have time to send an email to Senator Loi’s friend to inform him about the supposed swearing in at noontime that day. My blood pressure shot up in fact when the footages started coming in and I saw the police beating Erap’s supporters while the kolehiyalas were transported to the EDSA for the red streamered affair!

    Iyan ang walang utang na loob. After what the Communists did to help place her at Malacanang, there she goes after them, and ordering them to be banished from this world to Kingdom Come. Pero may araw din ang mga iyan. As the old saying goes, “Those who live by the sword, die by the sword!”

    As for Villar, I, too, don’t trust this guy. Iyan ang unang-unang kaibigan ni Erap na sumasaksak sa likod niya! May lahi bang kapampangan iyan? Bato-bato sa langit ang tamaan, huwag magagalit!

    Ingat kayo diyan as a matter of fact. I remember getting into a heated discussion with one of his pala (tagapalakpak) who pretended to be into our advocacy pero nag-i-spy lang. Kawawa ang Pilipinas kung hindi mapapaalis si Pandak. Dapat manguna si Villar sa pagpapaalis sa lawbreaker na ito.

    She broke the Election Code. She should be disqualified. I don’t know why they talk of impeachment as a matter of fact. Ang bobo naman! Hindi pa masunod ang batas. Palibhasa kasi nakasulat sa ingles na hindi naman naiintindihan ng karamihan.

    What the Bansot does not seem to realize is that not all diplomats are as stupid as many of her appointees! Ours for example are all career diplomats with Masters degrees. Majority of them have been trained at Oxford University after getting appointments at the Ministry of Foreign Affairs.

    So, if the Bansot thinks she is able to impress them with her BS statements, she is wrong. They only have to look around and see that the Philippines has not made much improvement these past 6 years, nor have the Philippines managed to pay all its debts to its debtors for her to tap her own shoulders for hallucinated achievements!

    I bet a lot of them had raised eyebrows while they listened to her funny talk! It’s just that they are too polite to comment otherwise and embarrass her especially with everybody knowing that she cheated in the last election as proven by the Garci tapes and that majority of the Filipino people want her to step down. Ang kapal talaga ng apog.

    Yes, Anna, I remember Villar to be at the forefront of Erap’s entourage when he passed by Tokyo on the way to a state visit in Korea. Japan did not want to give him that honor as a matter of fact because of his rumored connection and loyalty to Marcos, and I understand from my friends at the Ministry of Foreign Affairs how the Philippine Embassy tried to get the slot given to Estrada that did not materialize because of the impeachment for the Midget that was granted in 2003 before she could be officially declared president amidst the cheating in 2004.

    At least, Marcos can now rest in peace, for what he and his wife did are “kamote” compared to the graft and corruption being committed by Ms. Pidal and her minions today! Ang kapal pang magsalita na akala mo malinis siya! Yuck!

    BTW, I understand that the SiRaulo is charging Ms. Pangilinan with sedition (?) for telling Ms. Pidal she is a cheat, magnanakaw and a liar! Wow! Gago rin ano? Sa Japan iyan, lahat ng lawyer magbo-volunteer na ipagtanggol si Pangilinan. Dito, basta hindi ba niya tinapunan ng tae si Ms. Pidal, hindi papansinin ang ginawa niya. Maaaring school discipline lang ang gagawin sa kaniya. Mas masahol pa nga ang ginawa ni Pandak kay Erap sa totoo lang!

    I should know, Schumey! I was able to talk to a couple who went with the Fat Guy entourage (including the tongressmen who clap at all the speeches of the bucked tooth Reyna Engkantada) told me about the big bets on Manny Pacquiao during his fight in Las Vegas in January. Kunyari pa raw to boost up the courage and patriotism of Manny! Ang galing talaga sa kasinungalingan!

    Ang tindi talaga ng mga ganid na ito! Kukulo ang dugo mo especially when you meet everyday Filipinos who have no qualms committing crimes overseas to help their starving families in the Philippines. Pero itong si Bugaw ang tapang pang magpunta sa ibang bansa para ibugaw ang mga kababayan niya.

    Frankly, I hate these people who come to Japan and shame Filipinos here when they do not know how to behave and follow Japanese rules! Worse is when they come here, and try to stay by having themselves impregnated by Japanese nationals for the visas. They do not even think of their children getting ostracized for that. Ito naman si Pandak, basta makapagpadala sila ng remittances, tuwang-tuwa without thinking of the burden on the host countries, many of which are now adopting stricter immigration laws to curtail the influx of migrant workers, both legal and illegal.

    Sabi ni Burot Gloria, “The day of reckoning is come…” Wow, akala mo tunay! Yup, day of reckoning when she is pulled down from her high horses and sent to jail is near! Sana nga, but the problem is that all around her are soldiers. Look at the line-up of her cabinet officials. They are either still serving or ex-members of the AFP. Labas ng Pilipinas pagnagkataon, SLORC as in Burma if they won’t take the necessary precautions! Ang masagwa pa, ito iyong mga bulok ng AFP na umakyat dahil sa pagsisipsip at paggawa ng kurakot!

    I will never forget Villar’s ratatat railroading of Erap’s impeachment in the House of Representives. He was part of the group that admittedly made a mistake in ousting Erap by illegitimate means. Some of you people may like Villar but I don’t and I dread him being Senate President. He made a wrong judgement call on Erap. He is bound to make dreadful judgements again.

    My friends and I are watching Villar very carefully.

    Yes, I remember his dancing on top of his desk in denouncing his friend, Estrada. At least, Drilon was never identified with Erap but he turned pro-people in the last year of his senate presidency. Now, we’ll see how Villar will perform.

    On the whole, wala ka namang mapipiling matino sa politika sa Pilipinas. I like Senator Pimentel though even when I don’t see eye to eye with him regarding the capital punishment because of the reality of injustice in the Philippines, where one can evade the law and go scotfree even when he murders people as long as he can pay. Not so in Japan where an accused is presented to the court, duly indicted after the police find him culpable enough. No soldier involved in any investigation here.

    Senator Pimentel is the only politician I have really admired and respect, hindi pa babaero! That for me should be gauge enough for Filipinos when they vote for officials in their country—walang kabit kung talagang gusto nilang tumino ang bansa nila!

Does he not know that there is no restitution to the crime committed by Echegaray against his ward? He should read the Bible more seriously, not randomly! Por dies, por singko!

    I dont have optimism in the leadership of villar in the senate, why, if you ask, remember when he was then speaker of the house, impeached the very person who help him get the highest position the lower house. His burning ambition to become the the senate president gives me the chill, much more his ambition to become the president of the Philippines.

    Remember how he impeached erap in 2000, after the opening of the session, vilar immediately opened the floor by transmitting to the senate the article/s of impeachment to the senate???

    Now comes the funny part, villar and his buddy, noli boy, are now holding the no. 2 and no. 3 position in the cou9ntry, what does it spells??? i dont know with you people, but i throw a cast of doubt in these two personalities (de castro and villar) de castro, who knows nothing how to run a government bureacracy and villar with his burning ambition sends me the big chill. Tsk, tsk, tsk………..
