Ibinalita noong isang araw na imbestigahan raw ang ilang opisyal ng military ukol sa “unprofessional conduct” bilang pagpatupad ng rekomendasyon ni Flag-Officer-in-Command Mateo Mayuga.
Maala-ala natin na nagimbestiga (kuno!) si Mayuga sa pagkasangkot ng mga opisyal ng military sa 2004 eleksyon.Pagkatapos ng napakatagal na imbestigasyon (anim na buwan), pinayagan ng Malacañang ilabas ni Mayuga ang kanyang report Miyerkoles Santo noong Abril.
Tamang-tama ang petsa ng paglabas ng report dhil ang Miyerkoles santo ay araw ng pagtraidor ni Hudas kay Hesu Kristo. Ganoon ang report ni Mayuga. Pag-traidor sa Hukbong sandatahan ng Pilipinas at sa taumbayan.
Wala kasing nakitang kasalanan si Mayuga sa mga ginawa nina Army Chief Hermogenes Esperon, Southern Command Chief Maj. Gen. Gabriel Habacon at iba pang matataas na opisyal kahit na narinig ng lahat ang sinabi ni dating Comelec Commissioner Virgilio Garcillano ang kanilang partisipasyon operasyon ni Arroyo noong 2004 eleksyon.
Maliban pa sa sinabi ni Garcillano, alam sa military kung paano sila ginamit sa eleksyon, bagay na pinagbawal sa Constitution.
Nitong weekend, sa kaso ng mga bahay ng mga retired navy officers sa Fort Bonifacio, pinakita ni Mayuga na kaya rin pala niyang manindigan sa tama ng kanyang pinalayas ang mga retired officials na ayaw umalis sa housing project para sa mga active officers. Ngunit ang gayong panindigan ay wala sa kaso ng report na ginawa niya tungkol sa paagamit ng military noong 2004 elections.
Ang katawa-tawa pa doon sa rekomendasyon ni Mayuga ay nirekomenda niya na mag-imbestiga pa. Yun na nga ang dapat niya ginawa, eh.
Ito ngayon si Senga, pinapatuloy ang panggu-gloria sa taumbayan. Kung sino-sino namang mga maliliit na isda ang pina-iimbistiga.
Hindi sinabi ang mga pangalan ng imbestigahan ngunit sinabi ng mga defense reporter na dalawang lietutenant colonel at isang kapitan. Ang kapitan raw ay si Army Capt. Valentino Lopez, dating military aide ni Garcillano.
Sinabi kasi ni Helen Aguila-Flores, elections regional director ng Western Mindanao, na inalok siya ni Lopez ng P50 million para ayusin ang resulta ng eleksyon ngunit tumanggi siya.
Maganda naman sana ang nagi-imbestiga kung totoong imbestigasyon. Alam naman natin na hindi naman siguro nag-alok si Lopez ng P50 million kay Flores para sa sarili niya dahil hindi naman siya kandidato. At saan naman niya kukunin ang P50 milyon. Siyempre mayroon mas making isda na pinanggalingan yan.
Alam naman ng lahat na hindi maa-aring galawin ni Arroyo ang mga matataas na opisyal na kasabwat sa pandaraya dahil siya naman talaga ang may pakana nitong lahat na kalokohan. Paano parusahan ang mga yan na hindi siya madamay?
Dapat leksyon ito sa mga opisyal na nakakabata o nasa baba na panindigan sa tama. Kasi kung magpapagamit kayo sa pandaraya o sa panloloko ng taumbayan, kapag gipitan na, kayo ang gagawing sangkalan.

To tell you frankly, the military’s credibility is so tainted that nobody beleives in them anymore, how can anyone/anybody abscond the prostituted generals in the AFP??? in the “hello garci” tape??? And yet they released the result of the probe done by “MAYLUGA”, este “may-uga” sa ulo, este mayuga pala on the day judas sold christ to the enemies.

On the zero budget of the PCGG, I know the senate has the power of the purse, but wait, they should have called abcede and the other officials of the agency, for us to know who gave the blessings for him to strike a compromise deal witht he marcoses.

Jinx, all of the above ang newest word in the dictionary. Senga always put an emphasis on the chain of command, ergo, sila-sila ang may pakana. Double standards and pure hypocrisy. I pity these low ranking officers who end up scapegoats to save the necks of those who benefited most. Now GMA is wooing the lower ranking service personnel with her housing kuno which is so expensive that it would only benefit the generals.
Regarding the forced eviction, ok sana yon if the said retirees were given due respect. Wala sigurong pondo to construct new housing facilities for the middle-ranking officers kaya ginawa yon. Also, these retirees I suppose were not like “GMA’s generals” who were able to buy mansions and condo units at The Fort.
Imee will surely step up for GMA now that they are trying to strike a deal with the PCGG. Like I mentioned in my post yesterday, Only P 5B of the P 32B Marcos escrow fund is left. This is as per COA’s report to the senate. This was suppose to fund the land reform. More Marcos wealth is still under litigation abroad. According to the US lawyer representing the human rights victims, the government has been blocking this as it wants the entire fund to go to the national treasury. Wala na kasing makunan ng pang “lagay” si GMA kaya siguro kahit yung para sa mga victims ay gustong kunin. Adding insult to injury, Bunye and Abcede has the gall to say that the compromise is to benefit the farmers and victims. Kaya laong tumatagal yung mga kaso ay sila ang nagpapatagal dahil sa mga motion nila.

The Hello Garci issue must not be put to rest just because Vice-Admiral Mayuga(nid), FOIC in extremis refuses to divulge the contents of the commission findings. Who the hell is he that he should defy lawmakers who were elected by the people of the land? He has no moral leg to stand on in the first place. He swapped his military honor to finally become a member of the circle of Gloria generals. Big deal!
What Mayuga may say regarding his own observations or his own personal findings on the Hello Garci election manipulation issue is irrelevant.
The more relevant and more important findings, reports, observations, conclusions will be those, written, reported and filed by junior ranking officers who were tasked to do the legwork and ferret out the truth – what, who, when, where, why, how, etc. – to make up the voluminous so-called Mayuga report.
By December or in 6 months more or less, Mayuga will have retired from military service and from all indications (a military bird told me), he is likely to be exported to some distant shores (unless Gloria breaks the law once more and appoints him as CSAFP), away from the prying eyes of anti-Gloria forces to escape the Hello Garci issue. It is now or never!
Look, the man responsible for re-calling Brig Gen Gudani to Manila (it’s illegal to re-call, re-assign top ranking military officials during election period) is beyond reach today. He could have been the one person who could’ve shed light into the Gloria-Garci dark election tales because Gudani would have reported his findings to him when he recalled him to Manila (and if any military officer says that it didn’t happen – Gudani reporting to his FOIC, I’m prepared to puke in his face!)
We have two former generals in the Senate. They should pound Mayuga with all the torpedoes they have till the guy surrenders the report.

I’ve always respected (well, more or less) FOICs – ‘xcept for one who belonged to PMA Class 60 – but this is one FOIC here who does not deserve the respect of anyone – too garapal!
I too am for the eviction but the way it was handled was just too humiliating. Though overstaying, respect should have been accorded to them. Look at the vast expanse of land which the AFP should have developed into permanent settlement of both retired and in service personnel. Its only now that GMA is courting the military that this eviction was undertaken.
I hope someone would investigate the rumor that GMA’s henchmen in uniform have already bought and in the process of buying property at The Fort. I heard fro the grapevine that several generals have indeed done so. There is a portion of Fort Bonifacio where huge mansions are being built and/or built already.
Looking at Senga, all I see is an evil entity who had sold himself to the devil. Chain of command my ass. I hope and pray that fate will not shine kindly upon him and his cohorts. Just like what I hope happens to GMA. For the first time in my life, I have willed something bad to another person. But what the heck, I suppose the Lord had received prayers from Filipinos much worse thatn mine.

The property where mansions are built is called the AFPOVAI or AFP officers village association…we also have a lot there but unfortunately it is now occupied by squattters so maybe if it is time to say good bye to that property.

Schumey, I agree with you that the eviction was humiliating. But this eviction process has been ongoing for the last 12 years. These people knew what they were up against. I do agree that the government has been thoroughly amiss in the management of its military retirees – but at the same time, these retirees should have saved for the “rainy days” or for retirement.
There’s a lot of mismanagement of the AFP beginning with the RSBS funds – the pension fund scheme of the AFP officers and men. The top military officials in charge of RSBS beginning with president Ramos had completely mismanaged, mishandled RSBS which could have provided financial support for its members when they retire.
The buck has to stop somewhere. Not easy! And Gloria and her government are not making it easy for the military to put a semblance of order in their financial houses because Gloria is busy trying to keep herself in power and is keeping the military top brass as her ladies in waiting instead of letting them fix the internal problems that the military has accumulated for decades.
The scourge on the AFP properties was the sale of the Fort Bonifacio base, hqs PA and the Camp John Hay. The properties were sold to provide financing in part for the AFP modernization program following the Orly Mercado sponsored bill of the same name.
The properties were sold but there’s still no modernization in sight. However, lots of businessmen became rich; the Fort Bonifcaio estate became a prime location for the rich and the powerful.
Contracts were signed left, right and center but our poor PA troops don’t even “have electric rice cookers to qualify them as modernized.” (A navy chief of naval staff quipped that the army only needed electric rice cookers and they can boast that they’re already modern.)
But where is the cash that was derived from the sale?
FVR, who initiated this had command responsibility then. His government received the down payment from the businessmen yet when Erap arrived in power, the kitty was empty.

The Senate should just refuse to give Gloria her bduget. I know, I know, Gloria can just use last year’s budget – re-enact it and she’s saved but this is the right time for the Senate not to vote the budget. Let the government be unable
to pay its obligations… let the executive and the Senate have a showdown and let’s see who will first buckle under on the cha cha circus train.
Unfortunately, I don’t trust Villar. He will want to compromise because he has more to lose if he sides with the opposition on a showdown than the others – Gloria could clamp down on his businesses and where will that leave the richest legislating couple (Sen Villar and Congresswoman Villar) in the legislature?
Frankly, I would prefer the likes of a Marcus Brutus Drilon than a Marcus Brutus Villar as Senate Prez. Drilon may be a brutus but he is not as rich a brutus as Villar and therefore has less to worry about.
Speaking of Brutus, Gloria’s husband the piggy fatso Arroyo, he reminds me of Livia, the second (or was it the 3rd wife) of Augustus (known also as Octavius and nephew to slain Julius Caesar) who was the scourge of the Roman empire under Augustus who would do anything to quench her insatiable taste for power and did everything, including multiple murders just to keep Augustus in power! Yuck, yuck, yuck!
Thanks for the insight anna. Wasn’t Villar’s development projects subject of investigations sometime ago? I believe it was during Erap’s tenure. And I find Drilon more credible than Villar. If I remember right, Cynthia Villar although promised to support the impeachment last year, never really did. I’m not so sure though.

Modernization does not only mean new equipment but more matured and professional soldiers. New training and schooling should also be developed.
Like GMA, FVR too is one big farce. With GMA boasting that she has the political will, why doesn’t she investigate FVR’s misdeeds. The IPPs, PEA-Amari, RSBS and the so-called mall FVR owns in India. I wonder why he has to travel to India several times a year?

With these kind of officers the Philippine military has, you can bet your bottom dollar the Philippines will not be able to win any war versus a foreign invader. Most likely these soldiers, even the Midget, will collaborate with the enemies especially if they can pay!

What I find absurd and stupid is why the Philippine police is now saturated with people with military background, graduates of PMA, and/or required to be lawyers!!!
Don’t they know that soldiers cannot have the same compassion, etc. of a dedicated policeman whose main responsibility is to keep law and order to save lives, while the soldier is trained more to kill enemies trying to invade one’s country.
At least, this is how we understand our Self-Defense Force over here in the land of the fluctuating yen especially with a pacifist Constitution that prohibits rearmament of Japan.
And over here, we do not have policemen coming from the military or trained in some military academy. Most of all, our police and military are not beholden to any politician unlike in the Philippines where the soldiers are now even pledging allegiance and loyalty to a suspected criminal!
This reminds me of an interview by BBC of US and UK soldiers doing police work in Iraq. One soldier expressed then his desire to transfer his job of policing Iraqi villages to the Iraqis because as he says, “We are trained to kill, not save lives!” Apparently, the function of the police is to save lives through the maintenance of peace and order!
Now wonder we see a lot of assassinations and wiping out of villages especially in Mindanao under the guise of some counter-offensive against terrorism especially in Mindanao. Some lawmakers should try to have a new law passed giving all the responsibility of keeping law and order to the police made up of people not from the military but civilians as it was long time ago the Manila police for instance was called “Manila’s Finest!”
Lim, who has a police background, should have been busy doing something to clean up the police department there sans the soldiers who should be sent back to their barracks regardless of whether they are graduates of the PMA or not.
