Ipinagmalaki ni PNP Chief Arturo Lomibao sa Manila Overseas Press Club noong Martes na kahit nandoon sila sa opisina na Tribune, hindi naman nila pinakikialaman ang pagsulat ng mga reporter at pamamalakad ni Niñez Cacho-Olivarez.
“Nakakapagpalabas sila ng kanilang isyu at wala kaming pinapalitan na mga istorya,” sabi ni Lomibao.
Aba, at gusto pa yata niyang pasalamatan siya dahil hindi siya nagsensor ng mga istorya ng Tribune. Utak Hitler talaga.
Walang pinag-iba ang ginawa niya sa isang estranghero na pumasok sa bahay mo at basta na lang umupo doon sa iyong sala at ino-obserbahan ang lahat na galaw mo. Sa kanya kaya gagawin yan. Papayag kaya siya.
Unang-una bakit siya nandoon? Ang mga pulis ay hindi dapat nagi-istambay sa opisina ng diyaryo. Dapat doon sila sa kalsada nanghuhuli ng mga magnanakaw at mga kriminal.
Ang nangyari sa Tribune ay pangsampol lamang nina Arroyo sa lahat na media. Halatang-halata naman kasi sa Proclamation 1017 na media ang tinatarget ni Arroyo. Paano kasi binubulgar ng media ang kanyang pandaraya noong 2004 elections at ang kanyang pagnanakaw ng kaban ng bayan.
Isip-isip siguro nina Arroyo at ng kanyang mga alagad, kung hawak na niya ang media, walang nang magbubulgar ng baho niya. Ang Senado, binusalan na niya ng E.O. 464. Ang House of Representatives naman, tuta niya.
Ang layunin nina Lomibao sa pamamalagi sa tribune ay siyempre takutin hindi lamang si Ninez kung di ang lahat na miyembro ng media. Nakakabahala naman talaga. Kaya lang hindi naman lahat natatakot nila. Katulad ni Niñez.
Noong Linggo, habang nagkakagulo sa Fort Bonifracio, sinabi ni Presidential Chief of Staff Mike Defensor kay Henry Omaga-Diaz ng ABS-CBN na huwag i-cover si Marine Col. Ariel Querubin..
Nang mag-usap kami ni Defensor noong Martes, sinabi ko sa kanya na para namang sinasabihan niya ang ABS-CBN na huwag na making TV news station. O kaya, huwag nyo gawin ang trabaho nyo.
Dahil ang trabaho ng isang reporter ay magbigay ng impormasyon sa publiko upang ang taumbayan ay makapagdesisyon ng may kabuluhan.
Sabi ni Defensor, “kung sa ibang bayan, hindi pwede yung ginawa ni Querubin na humingi ng suporta sa publiko sa paglabag ng chain of command.”
Sabi ko kay Defensor, kung sa ibang bansa, hindi naka-upo si Gloria Arroyo sa Malacañang dahil hindi naman siya ang binoto ng mga tao noong eleksyon.

Going back to what I was commenting earlier before my server encountered some technical difficulty…right now, what’s happening in our country (as I was saying) is comparable to how the PROChina’s government is “controlling” its media. Imagine that in China(Communist China not Taiwan) even sites like Yahoo and Google are being sensored by the GOVERNMENT…even BLOG sites are controlled if not monitored…and in our country the Philippines, this present administration uses “the threats from the communist” as it reason for using PP1017…believe me, the “power hungry” military is very happy because right now, it would be them who would “have more power”, abusive elements of the military and the “civilian” police would be coming out ones again like “kabutes” during rainy days. We should look at another picture of Gloria’s present situation…it’s not her who’s controlling the military, it’s the present military leaderships who are pulling her strings. Even if 1017 is lifted, the Supreme Court and the Palace is not off the hook. Great legal minds tell me that a CRIME has already been committed both by the President and her Men for Proclaiming 1017 on factual bases that do not pass the “test of arbitrariness.” Even it it is lifted, for example, the Media, as a whole, in their thousands, can file a criminal class action suit against Lomibao for culpable violation of the Bill of Rights. Straight back in Panganiban’s pusillanimous lap! So can those illegally arrested, even if I don’t agree with their political ideology I would support their criminal suit against the arresting officers for serving a 1985 warrant that expired 10 days after it was issued by tutaan. The continuing rebellion stuff has been misrepresented by Gonzalez who can also thereby be sued and criminally charged.
But the Supreme Court must not be allowed to play cat-and-mouse with the Law (john nery’s neat description). Such suits ought to be filed to establish the Rule of the Magnificent Law — the Rule of God!

Gloria and her dirty triumvirate (DOJ, DND & PNP’s Lomibao) are now forced into a corner – they must produce some paper document as “evidence” of coup plots and “assasination attempts” on Gloria!
Having failed the most basic act by a commander in chief (illegitimus), i.e., producing physical evidences of her allegations, when she appeared on gov’t TV to announce her proclamation of Emergency Rule, Gloria and her triumvirate have to resort to gathering, hatching and fabricating evidences.
So far, the only, real, concrete, physical evidence that they have as basis for declaring the Emergency Rule (remember, Querubin’s insubordination happened AFTER the SOE) – and which they failed miserably to present at a time when it should have been made it – which comes closest to a potential coup conspiracy charge is BGen Lim’s act of insubordination (when he spoke to Senga)!
And now to support their spin, they gotta fabricate “evidences” – to do that Gloria Macapagal Arroyo must sacrifice a a few men in the military – young, gallant, brave officers and label them Communist lovers and assasins.
Imagine declaring a State of Emergency on the basis of a senior military officer’s INSUBORDINATION? Who in the world would believe them so Gloria plots, plots, and plots again with the dirty triumvirate.

in answer to ferdinand’s question re the fertilizer fund, every administration has an agricultural program (its actually the same program but the name changes depending who the president is- during the time of ramos it was the ginintuang ani program (GAP), i forgot what it was called during erap’s time, GMA’s is ginintuang masaganang ani or GMA). a component of the program is support to farmers in terms of seeds and fertilizer that they are supposed to pay after harvest. during lorenzo’z term as secretary, DA launched this hybrid rice program with the aim(they say) of increasing rice production. hybrid rice, however, needs roughly three times (or more)the fertilizer inputs needed by other rice varieties. it is very unaffordable for ordinary farmers so to encourage farmers to venture into hybrid rice, farm inputs were provided by the DA. hence the fertilizer budget during lorenzo’s time was bigger than usual (probably more than double). lorenzo probably means well with that program (i’m giving him the benefit of the doubt) but it was a program which provided lots of “money-making” opportunities. hybrid seeds for one can only be bought from select companies/agencies and farmers had to buy them every planting time. i really wonder how involved lorenzo was in the fertilizer scam and why was he given the boot right after election.

EPOY – thanks for your input. I think Lorenzo job is just to facilitate the release of the FUND to Administration solon and Generals and ofcourse Mike Arroyo. I believe I’ve read before that some solons got 5M from Fertilizer fund. Meaning moneys are given directly to solons. I dont know how these solons help our farmers… I was once a farmer and my father is also a farmer in Kalinga and I’ve never heard of these kind of Fund from solons. As Ive said before farmers usually loan from Chinese businessman for my experience we’ve loaned like 8-10k pesos from thse chinese businessman(buying palay) and in return during anihan we would sell our ani to them and they would buy in a a low price then pay off our loan. ganon ang kalakaran sa probinsya, walang monetary support/ or fertilizer support from the government. Kaya talagang panuhol lang yang Fertilizer Fund na yan ng gobyerno…
