Would they be reviving their “Exit Plan”?

The interview of ANC’s Ricky Carandang with departing Defense Secretary Avelino Cruz wherein he revealed a warning from Defense Secretary Ronald Rumsfeld in Dec.2005 against Gloria Arroyo’s plan to declare martial (click here) made us look back to reports around that time.

Our Dec.16, 2005 post was a document on “Detailed Exit Plan” for GMA believed to have been prepared by a group headed by National Security Adviser Norberto Gonzalez.

One item in that plan was:

“Prices of basics (petroleum products, water, power) shall be minimized (strategy two) market intervention to project favorable foreign exchange, manage fund releases to LGUs to maintain support and dissuade climate of bankruptcy (prioritize new recruits, and manage public deficit) – all to delay the convergence of events.”

Don’t you have the eerie feeling looking at the strong peso-dollar exchange rate?

The “Detailed Exit Plan” was part of “Confidential Political Security Situation” document prepared by the NSC on Sep. 2005 . It was was posted here on Nov. 28, 2005.

In my preceding article, “The worst is yet to come”, I mentioned about

“Coup me” and the establishment of a junta to be composed of Executive Secretary Eduardo Ermita, National Secretary Adviser Norberto Gonzales, Transportation Secretary Leandro Mendoza, and Public Works Secretary Hermogenes Ebdane. We were told that Arroyo’s brother, Diosdado “Buboy” Macapagal, Jr. was included in the junta.

It’s related to the “Exit Plan”.

I’ve said it before, in another loop, that Negroponte was here to send stern warnings about Gloria’s plan to declare martial law. He was being sought by dimwit Romulo in Foggy Bottom who was clueless that Negroponte was already here. He arrived the night after a bomb scare sent the US embassy staff crazy. The same time 2 F-14 jets were seen in the NAIA hangars. That was the night before Garcilliano was going to testify in Congress. Also, the day Mike Arroyo paraded his SEA Games medalists in Ayala Ave. An afterthought, were these athletes supposed to be sacrificial lambs to justify Martial Law that day, in case Garci decided to turn the tables on the Arroyos?

The date referred to by TonGuE-tWisTeD is Dec. 7, 2005. That was the day Cruz was meeting with Rumsfeld in Washington D.C.

    Ma’m Ellen, what this regime is doing so far is to “delay the inevitable”…she herself know that her “days in power are already numbered”…that’s why with these “barasuhan” tactics with the CHA-CHA.     The Downfall of Arroyo Regime: I think Gloria Arroyo’s DELAYING TACTICS is one of the most expensive in our history at the expense of Filipino taxpayers. Billions of pesos are spent in the two junked impeachment complaints, the fake People’s Initiative of Gloria and De Venecia’s bogus CON+ASS to amend the present charter. Hungry and angry Filipinos will kick her ass into stinky Pasig River. GMA Exit Plan XYZ will be swimming the shark-infested Manila de Bay. I hope she’ll be eaten alive.

    When you think of all these different people in custody on trumped up charges; such as the honourable military officers and others, even Erap has been a victim for the past 6 years with no end in sight. All these disgusting extra judicial killings are victims who spoke out and stood up for the people.

    It is hard to believe that One Million people are not even willing to give up a few days of their lives to join this demonstration of strength outside the Palace gates.

  7. If ‘Uncle Sam’ visited Manila unannounced according to former DND sec; don’t you think that ‘Uncle Sam’ is still observing Manila closely, after it was stated that they expected GMA to follow a democratic rule.
    If One Million angry warm bodies were standing outside the Palace gates; no doubt thats the signal for ‘Uncle Sam’ to send in a helicopter or two to the Palace grounds to execute their own ‘Exit Plan’. They did it once before!

    I wish one million people can pass through the streets of Manila without being stopped by the armored police. For as long as the Mayor in Manila is with the administration, Glue has secured herself for the meantime. Didn’t you know that the demonstrators in February were all dispersed? The city do not even issue permits for demonstrators. So, how can people gather together even justin thousands!

    which consisted of texting groups of people at a given time to go to ESDA…ESDA…ESDA…ESDA
    The same plan would work for a different location such as the Palace gates; if it worked before then it would work again. There are many leaders of opposition groups where such a plan could gather One Million warm bodies.

    I agree that sms text power will help to mobilize a million warm bodies. When is the right time? I remember Radio Veritas/Radio Bandido mobilized people power in 1986 EDSA Uprising.

  16. Simple solution to mobilization; the opposition leaders would know how many of their members and friends could respond to a text message. When all the opposition leaders can reveal the number of their members could and would respond the plan would be easy to follow.
    Each Opposition leader would be responsible for texting his particular members. The Opposition Leaders would know the location but not the date & time. The time to mobilize their members would be text to the Leaders by one co-ordinator.
    The time of the mobilization would be sent on the day and immediately before everyone will rush to the location. No need for large banners, the number of One Million is the important thing.

    Toney sure will disagree again with what I got to say here; but let me tell you guys that no exit plan for Gloria will ever succeed without Uncle Sam’s approval. We keep blaming so many things why GMA is still in power but don’t include this US factor. Yes…I’m going to say this for the nth time: The US is one if not the main reason why GMA remains in power. If the US wants to get rid of her, it only takes a day or even an hour to do this.

    Perfect timing and determined-committed warm bodies are the key elements for successful mass movement. A million determined warm bodies at Malcanang gates is an event I’m waiting to happen. Only time can tell. There’s a long list of issues against corrupt and abusive Arroyo regime.

    I like your idea WWNL but again you have to remember that not all those texted are really for the mass rally. What if the text message gets to the wrong party? Kaagad na naman ma-aabort ang movement unless may kanya kanyang code and mga grupo. This has to be done spontaneously! This maybe feasible at Christmas time. Everyone will be out shopping! Very good timing. This would be the best gift one can give to the country!

  21. As for people for rather doing their christmas shopping I don’t have an answer to that let alone understand it. Taking into account the Billions of Peso being wasted on the government mis-management (not their Billions but YOUR Billions the tax payers Billions) we will be lucky to be able to afford to do christmas shopping in 2007.
    Reality is that most poor can’t afford to put food on their table this christmas; their children go to school without having breakfast, how shocking is that!

    My last 2 post in my blog is somewhat similar to yours. But what I see unfolding is not an exit scenario but a coup sponsored by the state. They have failed in their effort to pass the anti-terror bill which could have circumvented the declaration of martial law. What we have now is a rogue administration who is laying down the groundwork for a possible takeover of itself. This is the reason why there is a crackdown on every political, military and civilian component which could derail their plans. The last phase is the railroaded Cha-Cha which would legitimize the illegitimate regime. The people have no armed contingent to repulse any administration offensive.

    Global Voices in fact picked up my post a few months back discussing the series of bombings which would be used to justify a) declaration of martial law, b) the passage of the anti-terror bill, the latter would do away with any congressional scrutiny regarding martial law. This situation we are in now is a rebellion of the administration to once and for all grab the power. Could it be that the successive trips abroad by the fake one was to secure a place for her exile? This could be her fall back should their plans be derailed.

    Events are unfolding at such a fast phase. Vigilance is our only option until the opposition could solidify its ranks.

    mahirap. because the CPR policy is still in place via BP 880 even though it’s already declared unconstitutional by the Supreme Court (and just because the EO 464 gag rule was also declared unconstitutional doesn’t mean it’s still not being implemented by Arroyo.)

    Obviously, the administration learned their lesson from EDSA TRES.

    the CPR policy is so effective, even belarus copied the Arroyo tactic (with great success) to suppress the belarusian opposition from mounting a “people power” revolution to oust their own cheating fake president — who also stole the elections early this year.

    Pero there’s a major difference on how the US treated the Philippines and Belarus case though.

    the second time was after the gloriagate legitimacy scandal broke out. Remember that she broke her ties with the Coalition of the Willing after she prematurely pulled all the RP troops out of iraq because of terrorist demands. That got the US angry. And the Philippines was dropped out of the Coalition of the Willing.

    “If this is the price to pay for being Filipino, so be it.” These were fighting words from President Arroyo, said last week in response to a statement by Richard Boucher, spokesman of the US State department, that the Philippines was, “at this point,” not part of the so-called Coalition of the Willing, following its decision to withdraw its troops from Iraq ahead of schedule to save the life of Angelo de la Cruz.

    Arroyo calculated thought she can ditch the US after “winning” the 2004 elections and play the “china card” to compensate for the expected US aid cutbacks. She guessed wrong.

    Now, she’s quit playing the China Card and started making sipsip to the Bush admin again. Arroyo’s lucky because most of the Neocons are gone now, and the US is slowly going back to it’s old cynical “realist” foreign policy of supporting dictators and illegitimate rulers (if it’s in the US’ interest). Take note the Robert Gates appointment and the ascension of retread James Baker in Bush’s new inner circle.

    The Belarus president is forbidden to step in the EU zone on account of the EU judgement. I believe that if ever Gloria is indicted for ANY of her shananigans, i.e., extra-judicial killings, politically motivated killings, civilian casualties of her “all-out war”, cheating, etc., she risks the same fate in the EU, interdiction to step on EU soil except if she becomes as one fellow commenter CVJ says, she wants to be a fixture in the International Criminal Court in The Hague.

    For her to be indicted, the Filipino human rights groups must exhaust all avenues against her in the Philippine Law Courts. Anyway, Gloria’s record per Amnesty International is soooooo bad. AI is not letting go of her in spite of her cosmetic solution to the extra-judicial killings which are continuing in the Philippines.

    Dear Editor:

    Philippine media have been talking about a spate of unsolved killings in the Philippines and before we forget it, I thought I should share the following news item:

    France convicted by European Court for violating Right to Life.

    Le Figaro reported on June 1, 2006 that France was convicted last Thursday by the European Court over the death of Pascal Tais, a French-Moroccan who was found dead in his prison cell in Arcachon in the south of France.

    The European Court convicted France for violating Article II (Right to Life) of the European Convention of Human Rights.

    Tais, 33, was found dead in his cell in 1993 following his arrest for being drunk. The police who arrested him admitted that they had slapped Tais, hit him on the hands, legs and on his thorax with a police truncheon on the excuse that the French-Moroccan was resisting arrest. Tais was found dead the next day covered in blood and in his excrement.

    According to Le Figaro, France was convicted over the death of the French-Moroccan for violating his right to life as well as for the absence of an efficent inquiry which should have led to determining the circumstances surrounding Tais’ death.

    My personal comment: This goes to show that in a union of states where democracy is upheld, no power, no government, no military might is feared when it comes to the violation of the right to life — one’s inalienable human right.

    It is very likely that the French government will be made to pay a heavy fine to the family of the victim and will be required by the European Court to punish the culprits involved in the death of Pascal Tais.

    This was not the first time that the Europeans acted in unison to punish violators at the highest level and not the first time when even a nation as powerful as France is not spared from a criminal conviction for not being able to uphold a human right.

    This is how it should be!

    Moreover, I think the families of the Filipino victims of those grisly political murders should bring their case to the European Court. There is a huge chance that not only will they be heard but that Gloria Macapagal and her government also will be punished!

    This “Exit Plan” of Gloria and her Legions reveals the HATRED they have on the Filipino people. The mere fact Gloria is in public office to protect herself is enough proof that she DOES NOT RESPECT the people & has NO LOVE FOR THE PHILIPPINES!

    For heaven’s sake, what we see and continue to witness is a barbaric FAKE PRESIDENT spitting at her people and her country by insisting on doing what she wants to do! GLORIA does not take the sentiments of her people into account.

    Anna, your input in these blogs are amazing! They are worth looking into. I try to point these out to as many individuals I can reach- to read international ways of getting justice. If we just wait for the Philippine justice system, our courts are just as bad as our leaders. Justices and judges(more of them) are just too lame to go against those in power. Filipinos should start doing something with an international forum instead of just watching. Some groups already started the crusade. I hope more people will join the movement. Keep helping the Filipinos with these invaluable ideas, Anna.

It is indeed like when there are Filipinos who do not even believe in their own capacity to fight for their country and people, and say that the US should intervene!     Correct again,Npongco! We can bitch, moan, groan and scream to our heart’s content but if the US still cuddles Glue there is not much we can do. Unless there are more Filipinos in Washinton who can lobby for us. The Chef at the White House is a Filipina but I guess she may not have that diplomatic clout to influence the US President, unless asked personally, maybe. The key is to collectively influence the US, so they can closely see the pathetic state of the Philippines but maybe the US thinks that it is better to have the status quo for now so there is more brain drain from PI. They might run out of hardworking Filipino nurses. If the US helps us, we may eventually cut lose from them and of course they do not like that! We have to be beholden to them. Besides all the financial help the US gives to us do not really go straight to the poor people anyway.Most of it goes to the politicians and government contracted businesses.

    If the poor people do not find employment out of the country(college graduates working as Super Atsays at times) their families will simply starve. There are more decent houses in the rural areas now built out of OFW’s sweat and tears money. The poor are simply trying to pull themselves up slowly but surely sometimes to the detriment of the unity of their families. It will take generations to eventually see the fruit of this exodus of workers from our country but it is a bitter pill we have to swallow to get by.

    Educating the children is a must. For those of you who are blessed to earn in dollars, euros, etc… learn to help our sruggling children. Adopt a child or two to have these children educated. Give the matriculation fees and allowances straight to the schools and the dormitories they pick. One child at a time and we will see the big difference later on. As you can see, our country (75 % of the population)is on the poverty line, a product of long neglect. If it took centuries to run it to the ground, it will take the same time to turn the country around. With the quality of leaders we have had so far, the recovery will even be snail paced, even halted and turned back. We all have to pull our little resources together and help out.

    The best of all strategies would be, NOT TO WAIT FOR THE TRAPOS TO PLAN THEIR EXIT STRATEGY! We have to EXECUTE THE EXIT STRATEGY FOR THEM INSTEAD!

Build your own schools in the remote areas of the Philippines, pay the teachers and the return on your investment will be a thousand fold!     3rd step: Produce hard proper evidence of their crimes; including of those who aided and abetted them.

    But the pride in the actions of these groups are a better investment. Got $300 to spare then donate it to your local
    Lions Club for one of their projects.

    This is one of the best approaches we should be doing to help our own people.

    A couple of years ago, I bought vegetable seedlings as pasalubong to a group of friends who supervised a small community in pinas in planting the seeds, in addition to what they already had then. The good people took care of everything they planted and today the small community survives on its own, though still poor.

    We, filipinos, cannot rely on tradpols. We can only fight a system that we don’t like if we do something productive in our own small ways. Walang sayang na pagod, walang sayang na barya!

    Apoy, Uncle Sam sure cares about RP because of her huge interest in the country. As a military man yourself, you know that rebel soldiers or any group that attempts a coup against the leader will not succeed without Uncle Sam’s signal. Would Marcos be easily ousted had it not for Uncle Sam’s meddling? The US Marines were all around Malacanang with US helicopters flying at the height of 1986 Edsa Revolt and during Marcos’ last hours at the Palace. As we all know by now, Marcos was deceived into believing that he would be brought to the North but then ended up in Hawaii. When he boarded the plane, all his security men and bodyguards were disarmed by the US Marines.

    Let’s go to Gringo and his men during those coup attempts against Cory. The only reason why Cory managed to survive those attempts was due to Uncle Sam’s protection. In some ground movement by Gringo’s men, US jets were flying over the skies. That was a clear signal and warning for the rebels not to continue.

    Erap? Well, before his ouster and at the height of the impeachment, some US officials and representatives were reported to be frequenting the country and visiting Malacanang. On one hand, they were trying to discuss the matter with Erap. On the other hand, they were coordinating with anti-Erap forces. Yes Apoy, the US has the habit of conspiring with the leader’s enemies to protect her own interest. Sometimes, the US even sides with rebels and unfriendly forces.     Now let’s get to GMA. Why do you think she’s still in power? The answer can be seen at those many GIs in Mindanao. There could be already US bases disguised as housing accommodation for these GIs. Why do you think the Nicole’s rape case is being delayed and it seems these rapists are to be acquitted? Why do you think Gloria eagerly supports whatever America’s position is internationally? The US knows how evil GMA and her family is; but like Noriega and others could include Marcos if they want, these people remain in power because the US says so. But later, Gloria like the rest will be dumped like shits. The problem is it’s taking the US so long to do this. Just a word from Washington and the AFP will immediately act. Many of these officials and Generals are even US spies and CIA agents. Believe me…you know that, Apoy.

    Apoy, you know some military secrets so you know that the US and CIA are in control of RP since we became a Republic. Even the late President Ramon Magsaysay was reported to be a CIA agent.     So now you see what I meant by saying, for us to get rid of the Glue, US has to give someone(a high ranking leader, an organization, the military or the like) the blessing to get rid of her. So, the more noise we make in Washington on the pathetic conditions in the Philippines, the more chances we have of making Uncle Sam listen. The US Ambassador to PI can only see what Malacanang wants her to see. She is insulated from the realities of the countryside. I doubt if she had ever driven on the streets of Tondo and the like, piled up with garbage that had never been collected for years maybe.

    The last time I went to Baclaran a year ago made me cry seeing malnourished kids (2-6 yrs) sleeping on cartoon boxes naked with flies feasting on their salivas and dirt in their bodies. I am not a Marcos fan but now that I see the sad state of our country, I miss the 60s and the 70s where the “poor” were just in isolated areas. Now our poor is all over over! 50 million of our 85 million bodies are not even eating three meals a day anymore while our elected officials and those who support them are living in mansions, sipping the best beverages in posh places, even have mistresses housed in mansions too and large oversees bank accounts to boot. Some of these officials even have their children schooled at Harvard and the like.

    No, the Philippines is not really poor, only the money that the country makes stops in the elected officials’ pockets( very good example would be Chavit Singson!). If only these elected officials change their corrupt ways, we should be able to feed all our children and take care of our aging populace. We should have a harsh punishments for the corrupt government officials!

    But look at who is running after the crooks? A bigger crook like the Ombudsman! She is supposed to file cases against “everybody” who are corrupt but she is the biggest corrupt herself, looking the other way if the perpetrators are allied with the administration and persecuting the little ones.

    Let us take for example again the Philipppine Military Academy where young officers are trained to lead and defend the country. The cadets are taught all the vitues of a good leader only to lose it when they reach the higher ranks. THEY HAVE TO BE CORRUPT TO GET TO THE TOP! Best example, Assperon, Mayuga, Ebdane and the like.

    Even in local offices, you can discern the straight ones from the ones who say, “ang lagay, wala ho ba tayo dyan?”. I hear this all the time whenever I go and pay my property taxes. These small government employees make so little money from working 10 hrs a day.They can not even pay for a decent home, an education for their children. The government should structure better pay for them.

    The laws have to be revised to harshly punish corrupt citizens. Look at Imelda Marcos living a very charmed life and her children voted into office still after running the country to the ground(I had more respect for the late Marcos than Imelda). She, with her generals( pretty much like what we have now) ran the country to the ground. But because of the command responsibility, Ferdinand had to take all the blame. She was never punished for what she did to the country. General Garcia, after spending all the military money only had a slap on the wrist compared to what he deprived the military of. I can go on and on and Ellen’s blog will not suffice.

    I read De Quiros’s November 30 opinion. Very well put, the tyranny we had experienced during Rizal’s time under the Spaniards is still alive today!

    What has set off the Arroyo administration and its lawyers to react vehemently to the recent appeal of the Makati Business Club (MBC)?

    The call was even one which affords to meet Gloria’s desire to change the Constitution halfway.

    The MBC’s call was simply for Gloria and her henchmen at Congress to give the Charter change (Cha-Cha) train a rest until after the 2007 elections.

    The call has elicited vehement reactions from chief presidential legal counsel Sergio Apostol and Socio-Economic Planning Secretary Romulo Neri, among other gallant defenders of the House of Arroyo.

    The responses did not even touch on the merits or the lack of them on the postponement of discussions on Cha-cha.

    What was dished out were mainly attacks on Guillermo Luz, MBC secretary general, and on the MBC being a former supporter that turned against Gloria. It was as if the country and all its political concerns are only for Gloria and those who share her booty.

    The call was just even an echo of what most Filipinos have been asking. Why the rush to change the form of government when most do not even see its necessity.

    The main incentive that Gloria has been dangling before her allies to push the Constituent Assembly (Con-ass) in Congress were term extensions, which immediately was seized on by her allies, aside from the rich monetary rewards mainly in the form of ever-growing “pork barrel.”

    Gloria had already struck out with the Supreme Court’s (SC) rejection of the people’s initiative of Gloria (PIG), which was nothing but a shameful abuse of a constitutional provision allowing popular mandate for a change in the Charter.

    The high court’s rejection of the initiative should have been enough signal for Gloria not to tamper with the Constitution but what transpired afterward was a movement to impeach SC Chief Justice Artemio Panganiban Jr. coupled with the Con-ass move, which is more aptly called Jose de Venecia’s Con-ass or JdV’s ass.

    JdV even reciprocated Gloria’s promise of bounty if Congress swings JdV’s ass by assuring that the assembly would be constituted before Christmas. Gloria and her legal advisers evidently do not accord the high court respect in times when its decisions do not favor her wishes.

    At times when the SC issue a ruling, say on rejecting the preemtive calibrated response to mass protests or Executive Order 464 that required government officials to seek the President’s permission to attend congressional hearings, Gloria and her legal hounds resort to technicalities to pursue their illegal actions.

    The MBC noted the same case with the PIG, when it said the Arroyo administration should have respected the essence of the Supreme Court’s ruling, in that measures being employed by Gloria to change the Constitution were not acceptable.

    It was a blunt way to tell Gloria, “Mahiya ka naman.”

    Further to my position that the US continues to meddle and influence in other countries’ affairs, CIA operatives and their paid spies in Valenzuela are now busy creating a scenario to defeat Chavez or coup if he wins. Chavez is a pain in the ass for US and Bush who he recently called a Devil. The US cannot afford to let him lead his country for another six years. He’s causing so much trouble to the US. Like Marcos and other leaders who won the election, a scenario would be created to make it appear that Chavez has cheated. Then, groups that the US support backed up by CIA resources would try to grab power.

    At least six people who identified themselves as members of the National Commission of Telecommunications (CONATEL), which regulates electronic media in Venezuela, arrived Sunday afternoon at the hotel from which Telemundo had been transmitting since Friday, said Iacub.

    The officials said the network needed permission to transmit and lacking such could not, he said. Iacub said he was unaware of such a requirement but that the Telemundo journalists were accredited with Venezuela’s national elections council.

    Iacub said the Telemundo team asked how they could obtain permission and, after an hour, were told that they would not be able to transmit.

    Telephone calls to Conatel offices seeking comment on the incident went unanswered.

    Telemundo Communications Group is owned by NBC Universal Inc., which is controlled by General Electric Co. It claims to reach about 93 percent of Hispanic households in the U.S. and also has viewers in Mexico.

    “I am very glad that God has blessed us with these elections. Madagascar is a very peaceful country,” Ravalomanana told reporters outside the polling station where he cast his ballot. “I beg all Malagasy people to go and vote.”

    There were some concerns about an electoral system that requires candidates to print their own ballots. The government, for the first time, took responsibility for the delivering ballots to polling stations.

    The president of election observation organization CNOE, who goes only by his first name, Patrice, said ballot papers for four candidates had not been delivered to polling stations across the country.

    The four were not considered serious contenders, but the Washington-based National Democratic Institute for International Affairs criticized the system, saying it favors richer candidates and is vulnerable to fraud. It recommended changing the system before the next elections in 2011.

    Many hoped there would not be a repeat of the fighting that followed the December 2001 elections, when former President Didier Ratsiraka refused to accept defeat. After months of rival governments in two capitals and low level fighting between their loyalists, Ratsiraka fled to France in June 2002.

    The president’s closest challengers were former Deputy Prime Minister Herizo Razafimahaleo, who was running for a third time, and Norbert Ratsirahonana, a former president.

    Also running was Roland Ratsiraka, the former president’s nephew and the mayor of the country’s largest port city.

    Pierrot Rajaonarivelo, an exiled opposition leader who was sentenced to 15 years in prison for his part in the political crisis, had been considered the biggest threat to Ravalomanana. But his attempts to return home were blocked and his application to stand was rejected.

    The government had said it would arrest Rajaonarivelo if he returned.
