Fifteen years ago, our people provided the entire world with a noble example of how a peaceful revolution would become an effective and powerful tool in bringing about a change in a nation’s destiny.

Having the leaders of EDSA I here in front of us today, reminds of those glorious moments when AFP Vice Chief of Staff Fidel V. Ramos joined the people and left a government that had lost its moral authority because it had for many years already ruled by force rather than by acceptance of the people.

And Cardinal Sin called on the people to protect the soldiers who were in Camp Aguinaldo and then in Camp Crame. And Cory Aquino, who just a few weeks ago was cheated of a victory where people very clearly wanted her to be our new head, was able to come and be our leader and restore our democracy.

Three years before the dramatic series of popular uprisings that swept Eastern Europe and brought down the Berlin wall, the millions of Filipinos who marched to EDSA had already made the principle of people power — a potent weapon against oppression and injustice.

As we commemorate today with great passion the birth of People Power so valuably illustrated in EDSA I and vividly manifested with such determination again in EDSA II, our inspirations, our elder statesmen, our spiritual fathers, who are here with us in this stage, inspire us now to look beyond and unite to work diligently in sustaining the fruits that we have harvested from those two great people power movements.

Our victory at EDSA II gave us a new lease in reclaiming our nation’s destiny through a new opportunity at governance.

Our administration is the steward of the people’s victory and that is the way we will do our governance. As a child of people power, our administration must reflect the sovereign will of the people.

Good governance as experience has taught us, especially in the last two and a half years, is not an exclusive duty of government but must include all sectors in leading us closer to our dream of justice and prosperity for every Filipino.

We have just concluded a great Jubilee Year in prayer, confession, penance and commitment for reforms. It is not a coincidence that EDSA II and People Power II occurred after this great Jubilee Year. Because in the mind of God and in the acts of God, there are no coincidences.

Thus it is no coincidence that after the Great Jubilee Year of reconciliation and renewal, we have been subsequently blessed at the dawn of this new millennium.

The Good Book in describing the purpose behind the suffering of God’s servant says: ” I have forged thee in the furnace of affliction.”

We were in the furnace of affliction during the Jubilee Year but now we have our deliverance. This is highly relevant to our people for the positive attributes which best define the character of the Filipino keenly manifest themselves during our moments of crisis.

And somehow, the best in us is awakened out of deep slumber.

The Filipino has once more earned for himself the admiration of the world for his adherence to peace, justice, and democracy because of EDSA II. It is now up to us to build on this respect and admiration in fulfilling our national goals.

We must, in collective efforts, reach out and heal the wounds of division starting with Mindanao and starting with the people in the hills.

The problem that now challenge us are many and diverse. From the unity that was established in EDSA I and reinforced in EDSA II will help us protect and sustain the gains that we have made as a nation.

That the heroes of EDSA I – President Aquino, President Ramos and Cardinal Sin – were again central players in EDSA II — again brings us the message from the Lord that all this is continuity.

At EDSA I and EDSA II, we won because our cause gave us the moral advantage.

Everyone therefore, every Filipino must apply the enduring lessons of People Power I and sustain the momentum of People Power II. And with God with us and our inspirations of EDSA I continuing to guide us beyond EDSA II, I am confident that we as a people shall succeed in claiming our destiny as a more progressive and prosperous Philippines for the next generation, the generation of the young who peopled EDSA and gave it the energy that sustained us in II, this new opportunity for governance.

ADB, There are evils in the world that one can hardly do anything about, yet there are many evils within the purview of one’s responsibility at any level of govt that one CAN ameliorate by personal action. Should we consider such persons “dishonorable” because they continue to serve under one we might agree IS dishonorable. I think not ADB. They are all public servants of the Constitution not PGMA. We must I think never lose sight of this very impt distinction going forward.

Allow me to clarify…

I was referring to Gloria’s cabinet appointees and those directly serving IN HER government by virtue of her appointing authority (I used the European formulation here instead of the American version of ADMINISTRATION) and not to the civil servants, big and small, who are in the service of the Republic and who therefore, owe their loyalty and allegiance to the Republic and its Constitution; that they continue to serve UNDER Gloria’s “questionable” mandate (even if questionable) is not the issue in my earlier comment.

While I agree that Gloria’s cabinet appointees are considered by law as public servants of the Constitution, they have shown by their words and actions that their loyalty first and foremost rests in Gloria, their highest appointing authority, and are therefore technically considered to be IN GLORIA’S GOVERNMENT and in her personal service.

Why, you can’t possibly have forgotten that when cornered or asked to resign, these ministers in Gloria’s government would endlessly quip “I’m serving at the pleasure of the President! (meaning he’ll only resign if the president kicks him out!)”.

I therefore reiterate my query and my follow-on comment:

What honor is there in serving Gloria (and her husband) or in her government?

The disregard with which Gloria (and her husband) cast aside, thwart the rule of law and all other standards of political decency surely has more than wiped the slate of obligation!

BGen Danilo Lim was a member of PMA Class ‘77 but graduated from West Point in 1978.

Lim, who was then a Philippine Army major, was also the leader of the military group that stormed Atrium during the 1989 coup d’etat against Cory Aquino.

Lim is the first of his class to earn a star to become brigadier general. It was Gloria who approved the AFP Generals recommendation for him to have that star.

It’s been confirmed by a reliable source that BGen Lim tried to persuade Gen Senga CSAFP to withdraw his support but that the latter refused.

Lim is kept in his quarters for the moment and not detained in prison.

There are still a few generals whose identity are not known to the public today who have seriously expressed their sympathy for Lim’s ideals.

I am a bit puzzled here. The State of Emergency apparently was declared on the basis of a foiled coup d’état.

If that’s the case, then Palace spin that they foiled a coup d’état was preposterous and technically wrong!

By tradition, a coup d’état is the violent overthrow of the government launched by the military but which could be aided and abetted by civilian components of the Republic. To say that they foiled a coup d’etat means that a VIOLENT overthrow had been initiated by the military or a component of the military.

Contrary to Palace spin and innuendoes, BGen Danilo Lim, when he approached CSAFP Senga to persuade him to withdraw his support was technically espousing mutiny and not a coup d’état in the same manner when Gloria and her husband had persuaded Gen Angie Reyes to commit mutiny by withdrawing their support for the Erap government.

That the mutiny might have later on generated into a coup d’état is another matter but at the time Lim was arrested, technically, the act being committed by Lim was inciting to mutiny and not a coup d’état.

Palace spin therefor that they FOILED A COUP D’ETAT is absolute nonsense! There was no physical evidence that Lim had launched a violent assault on Gloria’s government so, how could they foil something that had not even started?

That there may be grounds to believe that a coup d’état might have been launched by Lim remains to be seen – Gloria’s government and her spin masters have to prove that Lim had sequestered military logistics and ammos for the purpose of a violent overthrow. Until then, the only real case here is that Gloria overreacted because a general had tried to incite his superior to commit mutiny.

Incidentally, two of the most well-known proponents of a coup d’état was Gloria and her husband when they encouraged and gave firm backing to a military general to launch the violent overthrow of the Erap government.

It was Gloria’s favorite general BGen Espinoza, former Marines chief and the supplier of the infamous Marines’ helmets (that got Admiral Wong, former FOIC later into trouble with the Marines for denouncing the Espinoza helmets) who would have led a violent coup d’état against Erap had Angie Reyes not been able to persuade Major Service Commaders to agree to withdraw support.
